Remote N.Samar village hailed for using technology-based program to improve living conditions of its people

TACLOBAN CITY – An interior village in Northern Samar will be the region’s representative for this year’s national search for a competition spearheaded by the Department of Science and Technology (DOST) under its community empowerment through science and technology (CEST) program.

The village of Calantiao in Bobon town is the regional winner of the DOST’s CEST program which aims to provide livelihood and alleviate poverty in remote communities using technology-based livelihood projects as identified by the communities.

Calantiao, which is an hour away from the town center, is also identified by the Philippine Army as a beneficiary of its community support program (CSP)being an armed conflict related to insurgency.

Nilda Sapatos, Calantiao barangay chairperson, said that they received three projects from the DOST that are now being enjoyed by her people since 2021.

These are the rice mill, water refilling station, and Starbooks, a standalone offline library with a total amount of P500,000.

The rice mill solves the woes of the farmers on the high cost of transportation to the town center where they usually spend P70 per unhusk rice to transport to the rice milling station located in the town proper.

Aside from the cost of transportation, they also need to pay P4 per kilo for every rice milled.

“Now that we already have a rice mill in our village, farmers only spend for the cost of milling which is only P3 per kilo,” Sapatos said.

The water refilling station, on the other hand, address issues pertaining to water-related health concern that affect most of their children.

Sapatos said that a common health problem related to water in the village is diarrhea.
The source of the water for their refilling station is the Level II potable water system project worth more than PP4.8 million funded under the 2021 Local Government Support Fun – Support to Barangay Development Program (LGSF-SBDP).

“Our village is thankful to the DOST for the three CEST projects that they had given us because of its great impact to the lives of our people,” Sapatos said.

The community received P10,000 cash prize for winning the CEST program.

They will be representing the region at the national search, which will be held this November 25, 2023 at the Iloilo Convention Center, Iloilo City.

Ramil Uy, DOST Eastern Visayas regional CEST coordinator, said that Calantiao was chosen to be part of the program after their central office pledged to the Office of the President to support programs and projects implemented under the National Task Force to End Local Communist Armed Conflict.

“We want to address the socio-economic issue confronted by the village so that they will no longer be influenced and give support to the left-leaning group,” he said.

TACLOBAN CITY– The provincial government of Samar extended assistance to 33 former members of the New People’s Army (NPA) under its local social integration program (LSIP) on Monday (Nov.13).

Governor Sharee Ann Tan, in her message, said LSIP was crafted mainly due to rebel members who chose to return to the folds of the law.

“We have crafted these programs for your benefit as you have a special place in our hearts. In return, you have to work hard as your fate also relies on how you take care of the responsibilities given to you,” the governor said.

Major General Camilo Ligayo, the commanding general of the 8th Infantry Division, on the other hand, emphasized that the cooperation of everyone would lead to the success of the anti-insurgency programs of the government.

The LSIP is a program formulated when Gov. Tan was still a congresswoman while her brother, Rep. Reynolds Michael Tan, was the sitting governor of the province.

The package, worth P2.93 million, was received 23 former NPA regular members, six former militia ng bayan members, and three former mass supporters.

The military forces from the 63rd Infantry Battalion (IB), 46IB, 87IB, and 78IB, all under the 8th Infantry Division, Philippine Army, and the police officers from the 2nd Police Mobile Force Company, under Samar Police Provincial Office, facilitated the surrender and the papers of the former rebels.

In the same activity, the Department of Social Welfare and Development Office also provided livelihood settlement grants (LSG) in the amount of P20,000 to 41 former rebels.
The LSG assistance is provided to each former rebel for the establishment or support for the continuity of their livelihood.

Couple killed in a road accident; suspect fled

ORMOC CITY– Police are conducting their manhunt operation against a driver involved in a vehicular accident that resulted in the death of a couple in Dulag, Leyte on Friday (Nov. 17).

The deadly accident happened along Lusad St. of Barangay San Jose in the said town at about 3 am.

It was learned that the victims, Joel Coronado,53, and his wife Liza,42, were traveling towards the direction of Tacloban City to sell their farm products.
The police said that the motorcycle was ahead of the white van driven by the still unidentified driver. However, the police added that upon reaching Lusad St., the white van attempted to overtake the single motorcycle but hesitated due to an approaching vehicle coming from the opposite direction.
As a result, the van hit the rear portion of the single motorcycle which caused it to crash on the concrete pavement.
This resulted in the immediate death of Liza while her husband was brought to the Eastern Visayas Medical Center in Tacloban where he was declared dead on arrival.
The driver of the white van fled in an unknown direction.

DILG breaks ground for new office building in Biliran

NAVAL, Biliran– The Department of the Interior and Local Government (DILG) in the province of Biliran will soon have its permanent home with the groundbreaking of its new provincial office building on Monday (November 13).

The two-storey structure, with an approximate floor area of 400 square meters, is worth P13.6 million and will be constructed on a 1,300 square meters lot located next to the Biliran Police Provincial Office (BPPO) in Barangay Larrazabal, this town.

It was learned that the provincial government of Biliran, during the leadership of former Governor Rogelio J. Espina, provided the lot through a 25-year usufruct agreement, renewable at the time of the expiration of usufruct by the grantor.

The lot of the new DILG provincial office building is located at the proposed site of the provincial government center where office buildings of some national government agencies are now located, while some construction works are still ongoing like the new office building of the DPWH- Biliran District Engineering Office.

The new DILG provincial office building is expected to be finished in 10 months’ time as per contract of the building project.

In his welcome message and overview of the project, DILG Provincial Director Jesus P. Naquila recognized the big help of the provincial government for the realization of the project, saying the construction of their new provincial office building has been a long time dream.

Naquila added the construction of what he dubbed as their “permanent home” would be his legacy after his retirement, following several transfers of office location.

DILG-8 Regional Director Arnel M. Agabe, who graced the occasion with Assistant Regional Director Darwin Bibar, said the new DILG provincial office building will be a symbol of close, undying, and sustained partnership with the people of Biliran, the local officials, the communities in the province, ensuring the office’s tagline in the delivery of public service as “Matino, Mahusay, at Maasahan.”

Biliran Governor Gerard Roger M. Espina, who also graced the occasion with some elected officials and heads of national government agencies during the groundbreaking ceremony, emphasized in his message of support that the new provincial office building will be a symbol of good governance to all public servants, and will serve as an inspiration to all in terms of public service.

Naval Mayor Gretchen Stephanie M. Espina, president of the League of Municipalities of the Philippines – Biliran Chapter, expressed her full support to the DILG.

“LGUs in the province owe so much gratitude to DILG for providing guidance in the effective and efficient dispensation of their leadership toward the attainment of good governance,” Mayor Espina said. (MMP/RSV/PIA Biliran)

Shark found on the shore of Southern Leyte town

SILAGO, Southern Leyte-Residents at a coastal barangay in Silago, Southern Leyte were stunned to find a huge shark at the sea shore on Saturday (Nov.11).

The local police, in their report to the regional headquarters of the Philippine National Police, stated that one Rogelio Tayum was the first to discover the shark on their shoreline in Barangay Poblacion, district 2 at about 4:10 pm and asked his neighbors to bring the giant fish to the shore.

The police said that the shark was later found to have a huge wound in the chest like it was bitten by a bigger fish. The police said that residents suspected that the shark might be dying before going to the shore.

Silago fishery officials, who measured the shark, said that the giant fish was 4.69 meters in length, 2.09 meters in width, and approximately 1 ton in weight.

The megamouth shark is a species of deepwater shark rarely seen by humans, it measures around 17 ft long and is the smallest of the three extant filter-feeding sharks alongside the relatively larger whale shark and basking shark.

Since its discovery in 1976, fewer than 100 specimens have been observed or caught.

Treacherous roads

Recent events have it that a number of vehicular accidents just happened, claiming lives as a result. Our local motorists should beware this rainy season because deadly road accidents often occur during the wet season due to a combination of factors that increase the risks on the roads.

First and foremost, the wet conditions significantly affect the friction between tires and the road surface, making it harder for vehicles to maintain a firm grip on the road. This reduced traction can lead to a loss of control, skidding, or hydroplaning, especially at higher speeds. Furthermore, heavy rains often impair visibility, reducing the ability of drivers to see obstacles, pedestrians, or other vehicles ahead. These factors, compounded by the potential for flash floods and damaged road infrastructure, result in a higher likelihood of fatal accidents during the wet season.

Moreover, the wet season conditions tend to increase driver errors and lapses in judgment. For instance, individuals commonly underestimate the impact of rainfall on driving conditions and fail to adapt their behavior accordingly. They might not reduce their speed or maintain additional distance from other vehicles, leading to a higher probability of collisions. Additionally, drivers may not be familiar with how to properly react in emergency situations, such as losing control on a wet road or encountering standing water. The lack of experience in handling such situations can be a key contributor to fatal accidents during the wet season.

Another factor that exacerbates road dangers is the presence of other road users who may not adhere to safety measures. Pedestrians and cyclists, for instance, might not use reflective gear or take extra precautions when walking or biking along roads in wet conditions. This increases the possibility of accidents, as drivers may struggle to see them in poor visibility. Motorists who prioritize speed and convenience over safety may engage in risky behavior, such as tailgating or abruptly changing lanes, amplifying the likelihood of fatal crashes.

To mitigate the occurrence of deadly road accidents, thorough public awareness campaigns should be in place. Educational programs should educate drivers and pedestrians about the specific dangers associated with wet conditions and disseminate appropriate safety precautions. Investing in improved road infrastructure, such as proper drainage systems and road maintenance, can also help reduce hazards caused by severe downpours. Local authorities should enforce traffic regulations more rigorously and impose stricter penalties for those who violate speed limits or engage in reckless driving behavior. By addressing these factors comprehensively, we can ensure safer roads and reduce the devastating consequences of deadly accidents.
