NAVAL, Biliran– The Department of the Interior and Local Government (DILG) in the province of Biliran will soon have its permanent home with the groundbreaking of its new provincial office building on Monday (November 13).

The two-storey structure, with an approximate floor area of 400 square meters, is worth P13.6 million and will be constructed on a 1,300 square meters lot located next to the Biliran Police Provincial Office (BPPO) in Barangay Larrazabal, this town.

It was learned that the provincial government of Biliran, during the leadership of former Governor Rogelio J. Espina, provided the lot through a 25-year usufruct agreement, renewable at the time of the expiration of usufruct by the grantor.

The lot of the new DILG provincial office building is located at the proposed site of the provincial government center where office buildings of some national government agencies are now located, while some construction works are still ongoing like the new office building of the DPWH- Biliran District Engineering Office.

The new DILG provincial office building is expected to be finished in 10 months’ time as per contract of the building project.

In his welcome message and overview of the project, DILG Provincial Director Jesus P. Naquila recognized the big help of the provincial government for the realization of the project, saying the construction of their new provincial office building has been a long time dream.

Naquila added the construction of what he dubbed as their “permanent home” would be his legacy after his retirement, following several transfers of office location.

DILG-8 Regional Director Arnel M. Agabe, who graced the occasion with Assistant Regional Director Darwin Bibar, said the new DILG provincial office building will be a symbol of close, undying, and sustained partnership with the people of Biliran, the local officials, the communities in the province, ensuring the office’s tagline in the delivery of public service as “Matino, Mahusay, at Maasahan.”

Biliran Governor Gerard Roger M. Espina, who also graced the occasion with some elected officials and heads of national government agencies during the groundbreaking ceremony, emphasized in his message of support that the new provincial office building will be a symbol of good governance to all public servants, and will serve as an inspiration to all in terms of public service.

Naval Mayor Gretchen Stephanie M. Espina, president of the League of Municipalities of the Philippines – Biliran Chapter, expressed her full support to the DILG.
