DPWH R08 officials inspect Palanit Bridge in San Isidro Northern Samar

CATARMAN, Northern Samar– The Department of Public Works and Highways (DPWH) Region 8 Director Edgar B. Tabacon inspected the Palanit Bridge in San Isidro Northern Samar to personally assess the status and condition of the said structure.

The inspection was joined by Assistant Regional Director Ma. Margarita C. Junia, District Engineer Mario D. Villena, Asst. District Engineer Vivian G. Biaco, and District Construction Chief Engr. Vicente C. Galecio, Planning Chief Engr. Andy S. Ereño and other personnel from DPWH Regional office VIII.

Limit on access of motorists passing the Palanit Bridge has been imposed recently by the district office, after having noticed defects from the structure. Further assessment of DPWH R8 officials revealed the deterioration of the bridge steel girder (span 2), posing a safety risk to motorists and heavy vehicles in the area.

Director Tabacon assured that he will follow up at the Central office the district’s requested P10-million Quick Response fund (QRF) for the strengthening of the bridge, while waiting for the construction of a 2-lane parallel bridge which is set to be constructed next year.
“The visit of RD Tabacon underscores the commitment of the regional office to proactively address the pressing concern for the benefit of the traveling public,” District Engineer Mario Villena said.

DE Villena also stressed that minimizing inconvenience, preventing traffic disruptions, averting potential bridge collapse, and prompt action is deemed necessary.
Meantime, motorists are strongly advised to utilize the Catarman-Calbayog Road as an alternate route to ensure everyone’s safety.

The district office still has deployed maintenance personnel to man the structure to ensure that only light vehicles (weighing not more than 3 tons) pass the bridge for the safety of motorist.

Tingog Kabataan Inc. urged bets to have programs

TACLOBAN CITY– As the nation heads to polls on October 30 for the barangay and Sangguniang Kabataan (SK) elections, a group has called on the voters to choose their next leaders wisely.

The Tingog Kabataan Inc. conducted a forum relative to the forthcoming village balloting with the aim of educating the voters, especially the youth.

Jan Reian Niño Saavedra, the president of the Sangguniang Kabataan (SK) Federation of Alangalang, Leyte, said that popularity alone should not be the reason why one should seek a post.

Instead, it should be based on knowing the responsibilities, and effective platforms, he stressed.

‘(And) building trust with your constituents (is also very important),” he said during the gathering held at the auditorium of the Eastern Visayas State University (EVSU), this city, on Sept. 23.

“You should not attempt to launch a campaign without a clear, written strategy than you would launch construction of an office building without architectural and engineering plans,” Saavedra, who is also the national president of Junior Jaycees Philippines, said.

Hundreds of candidates, mostly seeking SK seats in the forthcoming Oct.30 elections attended the gathering which was also graced by Dr. Jose Baranda; media practitioner Nestor Abrematea; Councilor Larry Menzon of Babatngon, Leyte; Max Roseño and Engr. Billy Roseño, secretary-general and president, respectively of the Tingog Kabataan Inc.
Billy Roseño, considered to be among the region’s top political strategists, for his part, said campaign messaging is very crucial for candidates to win the hearts and minds of the voters.

“A campaign message is about substance, it is about real things that matter to voters. It sits on the fault lines of candidate differences and it directly relates to the political environment in which the election is being conducted,” the Tingog Kabataan Inc. president, said.

Max Roseño, the group’s secretary-general, also discussed during the event the proliferation of misinformation and trolling in social media.

He asked his young audience to be discerning in getting the correct and right information and not fall prey to misinformation and disinformation.

Tingog Kabataan Inc. is a non-stock, non-profit organization registered before the Securities and Exchange Commission (SEC) which promotes civic engagement and responsible leadership.

Comelec has earlier conducted its own candidates’ forum wherein those in the running for the barangay and SK balloting were informed of their rights, including prohibitive acts.

TACLOBAN CITY – The provincial government of Samar successfully held the Samar Pop (SPOP) Music Festival which showcases excellent music composing and singing talents among its local artists.

For this year, 12 singers and composers were named as finalists who showcased their own music compositions during the finals night held at the Northwest Samar State University-Main Campus Oval in Calbayog City on September 29.

Yssa Romano, with her song ‘Unta’ emerged as the champion. She was also named as the best interpreter.

Clark Ortiz Iand Leones, Anton Gepiga, and Chelsea Maranga were declared as second place with their song ‘Langga’ while Yalab Ent with their song ‘Murulayan’ in 3rd place.
Minor awards were received by Fordy for the song ‘Payong’ for the best in lyrics, Yalab Ent for the best in musical arrangement, Samareyna of Ronald Rivera, Jem Sorilo and Praise Casiano for best in music video.

‘Dida ka la’ of Tobi Aguilar bagged the audience choice award.

Judges of the 2023 SPOP were Jerby Santo, JJ Ang, Malou Maglinte, Jude Gitamondoc, and Aimee Grafil, councilor of Tacloban City and is a noted local singer.

Prior to the finals, a boot camp was held with 20 participants with the help of Lucien Letaba where the finalists underwent an intensive program to improve their musical skills, network, and collaborate with other aspiring artists who came from different backgrounds and genres.

From the 20 participants, the 12 finalists were selected and performed their songs in the finals in Calbayog City.

SPOP, now in its fourth year, is an annual songwriting competition organized by the provincial government of Samar which aims to open doors to local talents to showcase their passion for music and songwriting. (ROEL T. AMAZONA)

South Leyte police director removes cop amid allegation of ‘planting’ an evidence

TACLOBAN CITY– A police officer assigned in Limasawa town, Southern Leyte was relieved from his post after he was accused to have ‘planted’ a pack of cigarette against a sari-sari store owner.

The town of Limasawa is one of the few local governments in Eastern Visayas that strictly imposes a prohibition on the selling of cigarettes and other tobacco products as mandated under Republic Act 9211(Tobacco Regulation Act of 2003).

Corporal Ruel Arot was caught on a video reportedly planting a pack of cigarettes at the store owned by Ran-ran Salomon in Barangay Magallanes at about 2 pm on Saturday (Sept. 30).

The sacking of Arot, who is from Maasin City but is assigned at the historic town of Limasawa, was made by Southern Leyte police provincial director Col. Hector Enage.
“(The) relief of the said police officer is to give way to an investigation by the Provincial Office in order to shed light on what really transpired during the incident,” the press statement issued by the police provincial office said on Saturday.

Arot was temporarily assigned at the Provincial Holding and Accounting unit of the provincial police office in Maasin.

The same statement also said that if there is evidence against the relieved police officer, he could be administratively or criminally charged.

But Arot, in a post on his social media account, denied the allegation against him.
He said that, for one, it was ‘public knowledge’ in Magallanes that Salomon has been selling cigarettes in his store despite of the prohibition imposed by the local government.

The police officer added that prior to the incident, he had asked his asset to buy the pack of cigarettes, the one described by Salomon as the planted item.

“(And) previously I already reprimanded Salomon why he kept on selling cigarettes (despite of the prohibition),” Arot said.

Arot also denied that he is an ‘abusive’ police officer saying that he did not stop Salomon from taking a video of him during that time.

“And I did not force you to sign the citation ticket nor physically hurt you,” he said, addressing Salomon. (JOEY A. GABIETA)

Ormoc city government-run college starts operation with over 370 enrollees

TACLOBAN CITY – A tertiary school run by the city government of Ormoc has started its pioneering classes with 390 students enrolled in four four-year courses.

Of these enrolled students, 379 of them are from this city with the remaining students coming from its neighboring towns.

The school, Ormoc Community College (OCC), offers office administration, social work, business administration, and public administration.

Most of the students are enrolled in social work (143) and business administration (113).
The courses were offered by the OCC was based on the result of an earlier survey conducted by the city government under Mayor Lucy Torres Gomez.

Mayor Gomez said that they are not offering too many courses instead will only offer those that are competitive and provides job opportunities.

City residents who are enrolled at the OCC are all scholars while those who came from neighboring towns have to pay their tuitions.

Prior to the opening of the OCC, the city government had visited several local government units running their own colleges like the municipality of Abuyog where they had a benchmarking and the Valenzuela City where they forged a sisterhood agreement.

Brother hacked to death younger sibling in Northern Samar

ORMOC CITY-A long-time misunderstanding between two siblings resulted in the gruesome death of one of them in Gamay, Northern Samar.

Based on the report of the local police, the incident happened at about 6:30 pm on Sept.26 between Julian Longcop,50, and his younger sibling, Danilo,38, in Barangay Cabarasan in the said town.

An initial investigation conducted by the local police disclosed that the victim and the suspect had a long-standing misunderstanding due to the behavior of the victim.

Accordingly, the victim was very temperamental and is suspected to be suffering from mental illness.

The suspect told responding police that his younger brother was a pervert and had even tried to make a pass with his wife which led to a heated argument between the two.

The elder Longcop drew a bladed weapon, locally known as ‘sundang’ and chased his younger brother and hacked him several times.

The victim was brought to Gamay District Hospital where he was declared as dead on arrival.
