Road maintenance work now underway in Leyte’s second district

TACLOBAN CITY-To provide better and enhance transportation facilities, the Leyte Second District Engineering Office (L2DEO) of the Department of Public Works and Highways (DPWH) allotted P38.96 million under its preventive maintenance program to improve the Palo-Carigara-Ormoc road, particularly in Barangay Sto. Niño in Capoocan town.

District Engineer Leo Edward Oppura said that this is one of the priority projects of the district office since the Palo-Carigara-Ormoc road network is a busy road catering to a large volume of vehicles to and from the cities of Ormoc and Tacloban and the Biliran province.
The project’s budget includes the reconstruction of damaged concrete pavement in intermittent portions and the application of one kilometer in four lanes of asphalt overlay to provide seamless and convenient travel.

Provisions for reflectorized thermoplastic markings will be applied to improve nighttime visibility and help minimize lane-departure crashes.

The preventive maintenance projects of the DPWH aim to prevent widespread deterioration of the road surface, thus lowering future costs of re-constructing the entire road pavement.
The project started its construction on February 20, 2023, and is expected to be completed by next month.

Palo-Carigara-Ormoc Road, under the supervision of L2DEO, measures 41.415 kilometers, from Jaro to Capoocan in Leyte, sharing the boundaries of Leyte’s first and fourth district engineering offices.

Globe blocks over 65K child porn sites in three months

Leading digital solutions platform Globe has blocked over 65,000 illegal sites carrying child pornography in the first quarter of the year in line with the government’s all-out war against Online Sexual Abuse and Exploitation of Children (OSAEC) in the Philippines.

The number of URLs (Uniform Resource Links) promoting child pornography blocked by Globe jumped by 67.3 percent to 64,914 from January to March 2023, compared with 38,795 in the same period last year. Additionally, Globe blocked 559 domains hosting such illegal content.

In 2022, Globe blocked 399,540 URLs and almost 1,947 domains hosting child pornography, about 18 times the 22,371 web links closed in 2021.

“We understand that the internet can be a dangerous place, especially for children, and we are committed to using our resources to make it safer for all. Our partnerships with various organizations, investment in advanced filtering systems, and educational and awareness campaigns are essential steps in creating a safer online environment. We firmly believe that everyone has a role to play in protecting children’s innocence, and we are dedicated to doing our part,” said Globe Chief Information Security Officer Anton Bonifacio.

Globe has been clamping down on illegal sites since 2017 via the launch of the #MakeITSafePH campaign. Globe has invested $2.7 million in systems that filter content about child pornography, illegal gambling, and online piracy. It also educates consumers on rampant cases of OSAEC and how they can protect minors from such risks.

A study led by the US-based National Center for Missing and Exploited Children (NCMEC) has tagged the Philippines as among the world’s leading sources of content rooted in OSAEC.

In response, Republic Act 9775, or the Anti-Child Pornography Act of 2009, mandates all internet service providers (ISPs) to install technology, programs, or software to ensure access to or transmission of child pornography will be blocked or filtered.

Globe is also working closely with government and non-government organizations in the fight against OSAEC, including UK-based Internet Watch Foundation (IWF).
The company also joined the UNICEF-led SaferKidsPH initiative to raise awareness of pressing and emerging OSAEC cases. (PR)

Man held for shoplifting in Biliran

ORMOC CITY– A man was arrested and charged with theft after he was caught hiding grocery items inside his jacket in Biliran, Biliran on May 3 at about 10:50 am.

Biliran town police chief Capt. Hilario Rambano III identified the suspect as Jay Bernard Salidaga.

The suspect was caught putting grocery items valued at P2, 571 inside his jacket in an establishment located in Barangay San Roque.

It was learned that the suspect has been doing this illegal act several times already but it was only this time that he was caught in the act.

The suspect admitted to police his activity but said that he was forced to do so because of poverty.

But the local police said that the suspect was a member of a shoplifting group operating in the province.

DPWH-NSFDEO completes multipurpose building in Brgy. Palanit, San Isidro Northern Samar

CATARMAN,Northern Samar-The Department of Public Works and Highways Northern Samar First DEO has recently completed the construction of Php 6.92-million Multi-Purpose Building in Brgy. Palanit, San Isidro, Northern Samar.

Funded under FY 2022 General Appropriations Act, the multi-purpose building involves construction of multipurpose building (Phase 1), with a total floor area of 456.4 square meters. It also includes structural concrete works, and roofing works with complete accessories.

According to District Engineer Mario D. Villena the structure will serve as safer and conducive venue for social and recreational activities of local community and can also serve as an evacuation center during calamities.

NGCP energizes Mindanao-Visayas Interconnection

NGCP successfully energized the PhP52-Billion Mindanao-Visayas Interconnection Project (MVIP), a landmark undertaking that will improve power stability and reliability across the country.

An initial load of 22.5 MegaWatts (MW) was carried by the high voltage submarine and overhead lines from Mindanao to Visayas during its energization on 30 April 2023. “We expect to gradually increase the MVIP’s transfer capacity to 50MW by mid-May, and 112MW by the end of the month, before energizing to its full transfer capacity of 450MW by the third quarter of this year,” the company explained.

The MVIP is comprised of a 184 circuit-kilometer (ckm) High-Voltage Direct Current (HVDC) submarine transmission line connecting the power grids of Mindanao and Visayas with a transfer capacity of 450MW expandable to as much as 900MW. The project also includes converter stations in both regions and more than 500ckm of overhead lines to facilitate the flow of electricity.

The MVIP will benefit consumers by providing them a more reliable and sustainable power transmission service that will lessen the instances of power interruptions. It will also promote energy resource sharing, as excess power generated in one region can now be transmitted to the other.

“The completion of the Mindanao-Visayas Interconnection Project is a significant achievement for us and for the Philippines as a whole. This will not only improve the reliability of our transmission services but will lead to efficient energy utilization as one Philippine grid,” said NGCP.

Parts of the MVIP were completed in 2022, such as the Lala-Aurora 138kV Transmission Line, the 350kV Submarine Cable, and Cable Terminal Stations in Santander, Cebu, and Dapitan, Zamboanga del Norte. NGCP expects to complete the remaining components of the project and ramp up the transfer capacity of the facility in the coming months.

“NGCP is committed to providing the Filipino people with a reliable transmission network which is the backbone of the nation’s development. The completion of the MVIP is a significant step towards achieving that goal,” NGCP stated. (PR)

Minor, charged for carnapping, arrested in Biliran

ORMOC CITY– A 16-year boy was arrested for carnapping in Naval, Biliran on Monday at about 9:15 pm.

The minor was arrested in sitio Bliss, Barangay Calumpang in the said town by local police and assisted by the provincial intelligence unit of the Biliran Provincial Police Office.

The minor was arrested by virtue of a warrant of arrest dated April 26, 2023 issued by Judge Luz Petilla Navarrete, presiding judge of Branch 16, Naval for carnapping.
The court recommended bail of P 300,000 for his temporary liberty.

The minor was immediately brought to the naval municipal police station for documentation and proper disposition where he is scheduled to be transferred to the local office of the Department of Social Welfare and Development for detention. (ROBERT DEJON)
