Honesty aside, it really does not required expertise in financial management for one to earn millions of money. One has only to have guts and a thick face to embezzle huge sums from the public coffers. It however requires luck to be a child of a consenting parent who would willingly allow the grant of confidential funds out of taxpayers’ money. The asking for funds does not need to explain its use or purpose. It is all up to the asker on how to use the money in confidence and with all the confidence of a powerful spoiled brats.

Living and growing with much money that is beyond the needs of the child and beyond the means of the parent becomes a way of life in the family. The family members do not care asking where the huge money come from. All that is important is that they live lavishly as they wish and the taxpayers have no way to hold them accountable as they funds are confidential. Such setup eventually gets elevated to the national level where the child uses the same tricks that was proven effective in the past.

The lavish spending was discovered and revealed to the ever supportive gullible followers and the blind factotums running the legislative mill. It has caught attention to the public that had raised calls for transparency and accountability. The evasive brats who had employed defenders to parry all inquisitive probers had been dragged to a nook where the noose would catch the neck of the overfed chick.

A day is in the offing when the reckoning will bring the abuses that had kept the taxpayers in the stranglehold of the powerful brats. It is not far to infer that the huge funds in confidential pockets will soon pocket the culprits to damnation, hopefully in their lifetime.
While people are being taxed out of their hard-earned money, the shenanigans in power are enjoying their loot with gusto. A no nonsense probe by well-meaning progressive persons in the legislature may just be the missing link for people to feel the revolting situation. A peaceful action to call for transparency and accountability may just be the cause to halt the bragging of the spoiled bratss that are brandishing their being millionaires.

Let’s always be faithful to our commitments

THAT gospel parable about a landlord who leased his vineyard to tenants (cfr. Mt 21,33-43) reminds us that we should be faithful to whatever commitments we enter into. Commitments are an expression of an undying love which can only be carried out if we have true and undying love as well, one that is the fruit of God’s grace and our all-out effort.

In other words, we can only be faithful if we are truly with God, that is, if God is the principle and goal of our commitments. Outside of that dynamic, that is, if we rely only on our own powers, we would have serious reasons to suspect that we cannot go the distance in fulfilling our commitments. Pieces of evidence of these unfortunate cases are plenty.
But how can we keep our commitments of love—of God and of everybody else—till forever? How do we keep the flame of love ever burning despite the cold and the dust that can come our way? I believe the answer is in our understanding of the very nature of the commitment of love.

For many of us, we understand the commitment of love more as a matter of feelings or of material, bodily or carnal attraction. Of course, it is true that in love, everything that we have and we are, are involved. The emotions and the passions play an important role. Except that in true love, we have to give the primary role to our spiritual faculties of the intelligence and the will, not to mention, the primary role of God’s grace.

It’s these faculties or powers that would enable us to enter into the spiritual and supernatural dimension of love. And it’s in these dimensions where we can find the true source, pattern, energy and purpose of our commitment of love, who in the end is God. It’s in these dimensions that can make our commitment persevere and constantly burning despite the ups and downs of our life, or the dizzying drama of our earthly sojourn.
The commitment of love that is a participation in the love of God can take on anything. The good things would not spoil us, making us proud, conceited, vain, complacent, etc. And the bad things would neither put us down, no, not even the scandals and betrayals of those close to us.

This true commitment of love will always stay on course, just like what couples promise on their wedding day—to love and honor each other “for better, for worse, for richer, for poorer, in sickness and in health, until death do us part.”

When young people come to me telling me that they are already dating somebody, I always give them a primer on relationships which should be anchored properly on God and the whole truth about what love, commitment and fidelity would involve. They usually have a very narrow and shallow view of these realities that they like to chase more with their emotions only.

When they are still very young, as when they are still studying, I tend to discourage them from making any serious relationship, since they are not ready for marriage and family life. I tend to advise them in a ribbing way by saying that at their age, they should make as many friends as possible so that when they are ready to marry, they can choose the best one for them.

CATARMAN, Northern Samar – The Department of Public Works and Highways (DPWH)-Northern Samar First District Engineering Office has recently completed a P2.55-million off-carriageway improvement project in Barangay Magsaysay, Bobon, Northern Samar, along the Allen-Catarman Road section.

The improvement works involved the construction of three loading and unloading bays with a sidewalk, making the road safer and more accessible for both pedestrians and motorists.
District Engineer Mario D. Villena reported that the K0735+799 to K0736+760 section along Allen-Catarman Road was funded under the 2023 General Appropriations Act (GAA) budget.

He added that the improvement of the off-carriageway now provides functional space and a safer road environment for everyone.

The project is expected to significantly reduce the incidence of pedestrian-related accidents while providing greater convenience for the students of Bobon School for Philippine Craftsmen, as the new bays are adjacent to the school.

The office remains committed to enhancing the safety and accessibility of roads throughout the district through its infrastructure development projects.

Army troops discover NPA food cache in Samar

BORONGAN CITY– The troops of the 46th Infantry (Peacemaker) Battalion, under the operational control of the 802nd Infantry (Peerless) Brigade, 8th Infantry (Stormtroopers) Division, Philippine Army discovered a food cache containing one 20-liters gallon full of rice grains and one 4-liters gallon packed with salt at the vicinity of Brgy. San Isidro, Las Navas, Northern Samar on Monday (Oct. 2).

The discovery of the food cache is a result of the ongoing operations conducted by Army troops in Samar provinces to ensure that the area is completely free from the presence of pestering communist terrorist groups.

The troops tirelessly scoured the expanse of the area in search of any tracks or signs of the presence of NPAs, their hideouts, and previous settlements.

As they probed against the ground, they stumbled upon some left-out tracks and found the aforementioned food cache that was buried to support their sustenance.
Said discovery severed the CNT’s logistical line of support hence delimiting their capacity to operate in the area.

Brigadier General Noel A. Vestuir, commander of the 802nd IB stated that “By cutting their food supplies and delimiting their capacity to operate, we have created a crisis situation among the NPA ranks because of starvation.”

“The loss of the support of the people in their former mass bases aggravates the situation since they no longer have contacts and couriers in the area that they could utilize to procure, transport and deliver the much-needed resources and logistical requirements for them to survive while evading our troops and hiding in the mountains,” he said.

“We know and understand the predicament and hardships of the remaining NPA terrorists in the area that is why we would like to reiterate our call for them to lay down their arms and join their families in the mainstream of our society. Let us put to an end, this more than five decades of local communist armed conflict that tremendously affected not only us who are directly involved in armed clashes but most especially our people,” Vestuir said.

“We in the Philippine Army value the preservation of life and support the government’s efforts in providing an inclusive-sustainable economic development. We once again call on you to go back to the folds of the society and take part in various programs that uplift the standard of living of our people, of which our Friends Rescued Engagement thru their Families (FReE Families) program advocates,” he concluded.(PR)

U.S. provides over P450 million to boost disaster preparedness of vulnerable communities

Manila—The United States government, through the U.S. Agency for International Development (USAID), is providing more than P450 million ($8 million) in additional funding to strengthen disaster preparedness and response in vulnerable communities in the Philippines.

The new funding will primarily enhance typhoon preparedness and develop resilient livelihood strategies in the regions of Bicol, CARAGA, and Eastern Visayas. It will also fund partnerships with the private sector to help ensure the continuity of businesses and other critical services, such as energy and water, after disasters.

Additionally, USAID’s assistance will train personnel from the Office of Civil Defense, the Department of Information and Communications Technology, the Department of Social Welfare and Development, and other relevant government agencies in setting up post-disaster logistics, emergency shelters, and emergency telecommunications.
USAID will also work with local government units in Eastern Samar and the Bangsamoro Autonomous Region in Muslim Mindanao to set up referral systems for children’s welfare and protection during disasters.

“Strong typhoons came earlier than expected this year, and we’re reminded of how vulnerable many Philippine communities are to the impacts of natural disasters,” said USAID Philippines Mission Director Ryan Washburn.

“We are proud of our partnership with the Philippine government to help the Filipino people prepare for and respond to disasters,” he added.

The United States is a key partner of the Philippine government in preparing for and responding to disasters, as well as delivering life-saving humanitarian assistance.

Since 2010, USAID has provided approximately P17 billion ($372 million) in disaster relief and recovery aid and boosted the disaster risk reduction capacity of over 100 cities and municipalities in the Philippines.(PR)

Ormoc City – Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO) Officer-In-Charge District Engineer (OIC-DE) Rosita A. Tinawin gave an interview with local media representative John Kevin D. Pilapil of Krusada and DYRG 101.5 FM ‘Blue Radio’ centered on the ongoing rehabilitation of the Punta-Linao-Naungan Road, a component of the Construction of By-Pass and Diversion Roads (Naungan-Linao-Alegria-Poblacion) in Ormoc City.

OIC-DE Tinawin reported that the 2.75-kilometer road project, which commenced in April of this year, has an accomplishment rate of 53.04% as of October 3, 2023, putting it ahead of the planned schedule. It encompasses a wide range of scope of works including construction of road, lined canals, riprap, cross drainage and catch basin. The target completion date is February 2024, but efforts are underway to finish critical areas ahead of schedule.

When asked about the challenges experienced with the project, OIC-DE Tinawin stated that inclement weather conditions in recent days have posed a significant challenge to the progress. Additionally, she acknowledged an issue with warning signs placed which are occasionally lost or damaged. She encouraged the public to notify the DEO every time such issues arise for their prompt replacement.

Regarding the concerns that holes are being drilled into the road and left unattended, she assured that the current 400-meter reblocking activity in the area is being fast-tracked.
Responding to suggestions to exclusively do nighttime works to avoid rush-hour traffic, she explained that it can be hindered by frequent rain at night, making double shifts (morning and night works) a more viable option to expedite construction.

OIC-DE Tinawin also urged the public to cooperate with the traffic personnel and flagmen to ensure a smoother flow of traffic in the construction area. “We apologize for the inconvenience. We need your cooperation and patience, and we promise to monitor the activity of the contractor so we can deliver the project ahead of time and in the best that we can,” she said in a message to the residents and road users.

By holding media interviews, the DEO is dedicated to upholding transparency in its operations and ensuring the public is well-informed about the ongoing rehabilitation of the Punta-Linao-Naungan Road and other vital infrastructure projects in the district. (PR)
