Man stabs wife in Catbalogan City; faces frustrated parricide and violence against women

ORMOC CITY-The local police in Catbalogan City filed charges of parricide and violence against women against a man for stabbing his wife.

Based on the report of the Catbalogan City police, Noel Montas,57, stabbed his wife, Lilibeth, 36, in the aftermath of their heated argument at about 5:30 pm on Tuesday (Oct. 10) in Purok 4, Barangay 13, Catbalogan City.

The police said that the couple was having an argument inside their house with the woman running out of the house where she was stabbed by her husband using a kitchen knife.
The husband also tried to stab himself but was subdued by their son.

The couple was immediately brought to Samar Provincial Hospital for medical treatment.

PPI promotes self-regulation, accountability via Media-Citizen Councils

The Philippine Press Institute (PPI), also known as the National Association of Newspapers and considered the oldest media organization in the country, has been instrumental in the creation of media or councils in some parts of the country since 2022.

There are now six media-citizen councils that have been established in Batangas, Iloilo, Davao, Central Luzon, Aklan, and Leyte-Samar.

The first three were conceived and virtually launched during the pandemic on August 19, 2022. The last three were created immediately after a three-legged orientation and workshop in 2023.

The first press council in the Philippines was created by virtue of Republic Act No. 4363 enacted on June 19, 1965. It was said to have been abolished with the proclamation of Martial Law in 1972.

Since its revival in 1993, the Philippine Press Council founded by the Philippine Press Institute has evolved and is now a platform to address various media issues and concerns within the community, apart from being a mechanism for Right of Reply and redress within the Philippine Press Institute.

Its membership was extended to representatives from the academic, business, and legal sectors. With the establishment of a contemporary media-citizen council since 2022, its composition has expanded to include other sectors such as medical professionals, LGBTQIA+, vloggers, LGUs, military, police, an electric cooperative in the case of the Leyte-Samar Media-Citizen Council which saw the need to have a regional council and invite a wide array of non-media sectors crucial to demographic inclusivity.

“Each Council is unique in that sense. The sectoral representatives in (a) Council Board vary from one council to another, as so vetted by a core group who initially decides on the membership composition and structure, before they could even elect their officers,” says Ariel Sebellino, PPI executive director.

This year with support from the Embassy of the Kingdom of the Netherlands, PPI conducted orientation and seminar workshops for the creation of three additional media-citizen councils Central Luzon (regional), Aklan, and Leyte-Samar (regional).

In the orientation and workshop in Tacloban City for the Leyte Samar Media-Citizen Council held on August 29-30 this year, PPI Seminar Director and Manila Standard managing editor Joyce Babe Pañares, cited two reasons for PPI’s perseverance and dedication in pursuing the creation of media councils across the country: first, as a protection mechanism for media by gathering the support of its natural allies as well as providing a grievance mechanism and platform and second, is to hold media accountable.

“We want to start with addressing the eroded trusts plus attacks in the form of libel case, mga cease-and-desist orders galing sa LGUs. Kung minsan mga treats against our reporters, editors and publishers, to actual killings in media,” she said.

In the offing is the establishment of media-citizen councils in Surigao, General Santos, and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) through the support from IMS. (Rissa Silvestre, PPI)

TACLOBAN CITY – The arrival of an international cruise ship will help attract more foreign tourists to come to the city.

Thus said city tourism officer Malou Tabao, referring to the November 3 visit of the Coral Adventurer, an international cruise ship with about 120 foreign guests on board.
The international guests, consisting mostly of Europeans, are to visit the Yolanda memorials, the old provincial capitol building, the Sto. Niño Shrine, and the iconic San Juanico Bridge.

They are also to visit the town of Palo, particularly the Metropolitan Cathedral and the McArthur Shrine National Park.

“Their visit will not only help the city government but all sectors in the tourism industry, like transport, hotels, and restaurants,” Tabao said.

Thus she asked all residents of the city to welcome the foreign guests and make them feel safe while they are touring Tacloban.

“As what I always say, people are the best resources. We are the best tourist attraction. We are known to be resilient, friendly, and hospitable. Let us make our guests feel safe, welcome, and part of the community,” Tabao said.

“If they have a good experience, there is a big chance that they will also tell their friends and relatives about their experience here. Let us work together, because the city government is not the only one to benefit it but everyone in the tourism industry and the community,” she added.

Last month, the city tourism stakeholders were trained on the Filipino Brand of Service Excellence in preparation for the arrival of foreign guests.

Coral Adventurer is expected to arrive in the country after departing Japan on October 24. The cruise ship and its guests will be staying in the country for 16 days visiting some of the Philippines beautiful island destinations.

In the region, they are to visit Biri and Capul Island in Northern Samar; Maripipi and Sambawan Island in Biliran; Cuatro Islas and Kalanggaman in Leyte; and Padre Burgos town in Southern Leyte.

Tourism Regional Director Karina Rosa Tiopes said that the foreign guests are sure to have a memorable experience as each port call will be unique and different.
“The experience they have in Tacloban will be different from what they will experience in one of the islands in Cuatro Islas,” Tiopes said.

“These cruise tourism guests are only small in numbers but they want to have the best experience by engaging with the community, find out our way of life, and appreciate our culture and heritage which for me is the best part of cruise tourism,” she added.

TACLOBAN CITY– At least 200 housing units are to be constructed for former rebels and their families in Northern Samar with its governor, Edwin Ongchuan, hopeful that this could help attract members of the New People’s Army (NPA) to finally surrender to the government.

The housing community intended for reformed NPA members is located in Barangay Cablangan, about three kilometers away from the town proper of Mondragon.

Ongchuan said that the construction of the community, dubbed as ‘Kauswagan (prosperity) Village’ is expected to start early next year though some 34 former rebels and their families are now living in the community.

“There are 34 peace-builders (former rebels) who now live in the community but their houses are just plain wooden houses. We want them to live in concrete-made houses which will be realized soon under our program,” the governor said during a media interview last week, Oct. 2.

Ongchuan was in Tacloban City to attend the Joint Regional Task Force to End Local Communist Armed Conflict(JRTF-ELCAC)graced by Interior Sec. Benhur Abalos, regional security personnel, and local officials.

According to the governor, the construction of the 200 single-detached units is expected to start by next year with each unit costing about P500,000.

Funding will come mainly from the National Housing Authority (NHA) with the seven-hectare lot of the housing unit donated by the Philippine Fiber Industry Development Authority (FIDA).

Members of the engineering battalion of the 8th Infantry Division will construct the units.
Ongchuan said that he is giving his full support and commitment to this Kauswagan Village as his way not only for the active rebels operating in the province to surrender but especially to make their lives better.

“We just want to show that the provincial government is doing something to help improve the lives of our peacebuilders and these houses will help attract those who are still in the movement,” the Northern Samar governor said.

The Kauswagan Village will be provided with its own power and water connections, a chapel, and a school for elementary and secondary levels, Ongchuan said.

There will also be an area intended for farming, poultry raising, and piggery for the livelihood component of the project.

Ongchuan said that since the ELCAC implementation started in 2019, 159 NPA members operating in the province have surrendered to the government and were provided with assistance by the provincial government and other national agencies.

Northern Samar has been identified by Army officials in the region as the ‘last bastion of insurgency’ in Eastern Visayas with two remaining communist guerilla fronts operating.

Sec. Frasco to lead launching of BBMG program of the DOT in Eastern Visayas

TACLOBAN CITY – Tourism Sec. Ma. Esperanza Christina Frasco will lead the regional launching of the department’s “Bisita Be My Guest (BBMG)” program.

The launching, scheduled this Friday (Oct. 13), with the region’s governors, congressmen, mayors, national-line agencies officials, academe, tourism stakeholders, and media expected to attend.

Sec. Frasco, together with other key officials of the department, will take the lead during the launch.

The BBMG Program is an incentivized promotional campaign program of the Department of Tourism (DOT) to encourage the active participation of Overseas Filipino Workers (OFWs) and Overseas Filipinos (OFs) to promote the Philippines.

Under this program, OFWs and OFs who invite foreign tourists to visit the country are entitled to a raffle ticket and have a chance to win special prizes.

Additionally, registered participants shall have the opportunity to avail of discounts, special rates, incentives from DOT-accredited enterprises, and packages during the campaign period using the BBMG travel passport and BBMG privilege card.

Sponsors, invitees, and tourists may avail of this card in identified vacation destinations and main gateways in the Philippines.

Based on the 2022 data from the Overseas Workers Welfare Administration (OWWA), Eastern Visayas has recorded 550,572 (OFWs).

Majority of them or 321,068 OFWs are from Leyte; 80,168 from Southern Leyte; 56,164 from Eastern Samar; 46,552 from Samar; 37,300 from Northern Samar; and 9,320 from Biliran province.

TACLOBAN CITY– In the lead-up to the 10th anniversary of Super Typhoon ‘Yolanda’s wrath in Eastern Visayas, 12 core climate walkers, and supporters from a diverse coalition of climate and human rights advocates began their solidarity walk from Manila to Tacloban for the ‘Climate Justice Walk 2023: A People’s Journey for Climate Justice’ on Sunday(Oct. 8).

Walking from historic Luneta Park in Manila, the 30-day walk pays tribute to the more than 6,000 lives lost due to Yolanda, considered the most powerful storm of 2013 that devastated 44 provinces, with Tacloban City its ground zero.

This year’s Climate Justice Walk will retrace the steps of the first climate walk held in 2014, commencing at Kilometer Zero in Rizal Park, Manila, and concluding in this city.

The 1,000-kilometer journey on foot and on bicycles will culminate on November 7, 2023, on the eve of Yolanda’s 10th anniversary, with the participants expected to meet and converge with local storm survivors and impacted communities as they cross the iconic San Juanico Bridge on their way to Tacloban.

Naderev “Yeb” Saño, lead walker and executive director of Greenpeace Southeast Asia said that Yolanda, one of the strongest typhoons ever recorded, has been pushed back into memory.

The importance of conscious and intentional global ambition is all the more urgent as more and more people are reeling from the climate emergency’s impacts, he said.

Saño added the statistics for people who have lost loved ones, homes, and livelihoods as a result of climate change are continuously rising.

“With the recent surge in extreme weather events across the globe– from torrential rains that caused massive flooding in Libya, Greece, Hong Kong, and most recently in the US city of New York, to record-breaking wildfires ravaging forests in Canada, Russia, and the US state Hawaii– the urgency of climate action has never been clearer or more dire,” Sańo said.

Sańo pointed out that the Climate Justice Walk is supporting the wave of climate litigation cases worldwide, including the Philippine Commission on Human Rights’ landmark inquiry that found legal grounds to hold big fossil fuel companies and other corporate entities accountable for their climate-destroying business models that lead to human rights harms.
