Acidre flags irregularities in confidential fund liquidations

TACLOBAN CITY – Tingog party-list Representative Jude Acidre raised concerns over alleged irregularities in the notarization of documents for confidential fund liquidations by the Office of the Vice President (OVP) and the Department of Education (DepEd).

During a House committee hearing on good government and public accountability, Atty. Rochelle Abella admitted to notarizing certifications without the personal appearance of affiants, including Vice President Sara Duterte, a direct violation of the 2004 Rules on Notarial Practice.

Acidre emphasized that such violations render notarizations invalid.

The congressman also questioned Atty. Abella’s jurisdiction, as her notarial commission is registered in Manila, while the documents involved were for offices in Mandaluyong and Pasig. “This is clearly outside the jurisdiction of your notarial commission,” Acidre pointed out.

Acidre noted discrepancies in the personal appearance of affiants and raised concerns over potential favoritism.

He questioned why Atty. Abella consistently handled notarizations for confidential fund documents, describing the process as “pro forma” and potentially intended to mask irregularities.

The inquiry revealed that certifications for OVP’s confidential fund liquidations from December 2022 and parts of 2023 were notarized under questionable circumstances.
Acidre also flagged a potential conflict of interest, as Atty. Abella, while contracted by the OVP, also notarized DepEd documents, where Vice President Duterte was a common signatory.

The congressman called for stricter adherence to notarial laws and a deeper investigation into the liquidation of confidential funds, emphasizing the need for transparency and accountability in public service.

TACLOBAN CITY – The Department of Public Works and Highways (DPWH) Leyte 2nd District Engineering Office (L2DEO) has completed a 556.25-meter concrete road in Barangay Casuntingan, connecting to Barangay Osmeña in MacArthur, Leyte.

The P7.9-million project includes 2,781.25 square meters of Portland Concrete Cement Pavement (PCCP) and 164.26 cubic meters of stone masonry, according to District Engineer Leo Edward Oppura.

Barangay Casuntingan chairman Edwin Cajino expressed gratitude for the new road, which addresses issues caused by muddy conditions during rainy days. “It benefits schoolchildren, farmers, and residents who now have easier access to markets and services. Many villagers also gained jobs during the road’s construction, particularly in clearing activities,” he said.

The road, built under the DPWH CY 2024 General Appropriations Act – Basic Infrastructure Program, began construction on August 6, 2024, and was completed on October 11, 2024, by KM Golong Construction.

The project is expected to improve transportation of goods and delivery of basic services, significantly boosting the livelihood and quality of life in the area.

Borongan hosts 10th Philippine Kiteboarding Tour

TACLOBAN CITY – Borongan City’s famed Baybay Beach is set to host the first leg of the 10th ICTSI Philippine Kiteboarding Tour from November 29 to December 1, marking the city’s debut in this high-energy water sports event.

Organized by the Philippine Kiteboarding Association (PKA), the competition features three disciplines, namely, twin-tip racing, freestyle, and foil racing—and showcases top athletes, including Asian champion Yo Narapichit Pudla, Estonian champion Triina Trei, and Irish duo Warren and Stefan Vance.

They will compete alongside local talents from Boracay, Cebu, and Manila.

“This aligns with our sports tourism campaign, positioning Borongan as a hub for diverse sports activities,” said Mayor Jose Ivan Dayan Agda, inviting visitors to experience the city’s scenic beauty, vibrant culture, and hospitality.

DPWH-NSFDEO fast-tracks construction of new concrete bridge in Brgy. Gebulwangan, Catarman Northern Samar

CATARMAN, N. Samar-The Department of Public Works and Highways – Northern Samar First District Engineering Office (DPWH-NSFDEO) is now expediting the construction of a new bridge that will address a long-standing challenge faced by residents of Barangay Gebulwangan and its four neighboring barangays.

This two-phase project involves the construction of a road and a 3-span Reinforced Concrete Deck Girder (RCDG) bridge with a total length of 45 meters and an estimated cost of P60 million. The new bridge will replace the existing wooden structure, offering a safer and more reliable passage for the community.

The need for a new bridge in Barangay Gebulwangan arises from the repeated destruction of the old wooden bridge caused by typhoons and severe weather conditions. According to locals, rising water levels during the rainy season often make the wooden bridge impassable, disrupting the flow of goods and services.

“Ako si Nida Saludario, residente dito sa Brgy. Gebulwangan. Ang masasabi ko sa dati na tulay, kahoy lang siya, at kapag bumabaha, nawa-washout ito. Minsan, napipilitan kaming sumuong sa baha para makatawid. Ngayon, sa ongoing na tulay, malaking tulong ito sa amin dahil hindi na namin kailangang mag-alala sa pagbaha. Ang pagdaan namin ay hindi na made-delay. Sa mga estudyante, umaabsent sila kapag walang tulay kasi hindi sila makatawid. Kapag natapos na ito, tuloy-tuloy na sila at hindi na mag-aabsent o malalate,” she stated.

Once complete, the new concrete bridge will not only ensure the smooth movement of people and goods but will also serve as a vital lifeline during calamities, providing easier access for emergency services.

“Soon, the long-awaited permanent concrete bridge will be completed, addressing the residents’ concerns about disruptions caused by weather disturbances. This project reflects our commitment in building resilient infrastructure that ensures the safety and convenience of the community.” said District Engineer Alvin Ignacio. (PR)

Amid kill threat

ORMOC CITY – Leyte Representative Richard Gomez expressed optimism that the ongoing tensions among the country’s highest officials will soon be resolved for the good of the Filipino people.

Gomez shared his hope for improved relations between President Ferdinand Marcos Jr., Vice President Sara Duterte, and House Speaker Martin Romualdez, despite the escalating row..
“It’s a problem that only they can resolve. No one else can do it for them—it has to come from them,” Gomez said in a media interview on Saturday, November 23.

“One day, they’ll sit down and talk. I’m confident this will be resolved. They’re friends and allies, and eventually, they’ll reconcile,” he added.

The lawmaker, who considers himself a friend to all three leaders, acknowledged the gravity of the situation, which stems from explosive allegations made by Vice President Duterte.

During an online press conference on Saturday, Nov.23, Duterte accused Speaker Romualdez of plotting to have her killed.

She also claimed she had contacted someone to arrange the assassination of President Marcos, First Lady Liza Marcos, and Speaker Romualdez as a precaution if her life were threatened.

Despite the startling accusations, Gomez remains hopeful for reconciliation, especially with the holiday season approaching.

Ormoc City Mayor Lucy Torres-Gomez, his wife, echoed his sentiments, noting that disputes among leaders are not unusual.

“Clashes among leaders happen everywhere. It’s nothing new. But this, too, shall pass,” Mayor Torres-Gomez said.

Amid the political controversy, the Gomez couple led the lighting of a 50-foot Christmas tree at Ormoc City’s main public plaza, signaling the start of the city’s holiday festivities.
The towering tree, adorned with candy cane decorations, festive fabric ribbons, and a glowing star topper, was unveiled during a ceremony that featured a concert by National Artist for Music Ryan Cayabyab and his singers.

More than 2,000 attendees gathered for the event, which culminated in a spectacular 10-minute fireworks display.

Mayor Torres-Gomez invited Ormoc residents and visitors to experience the city’s Christmas village, emphasizing its role as a space for unity and celebration.

“Our plaza is where people come together to relax and enjoy. We want everyone to feel the joy and warmth of Christmas by being here,” she said.

TACLOBAN CITY – One of the world’s biggest sports apparel brands has opened its doors in this city, inaugurating its branch on Sunday, November 24.

ANTA, a Chinese sportswear giant and one of the biggest athletic shoe and apparel companies globally, unveiled its largest store in the Philippines at Robinsons Marasbaras District.

Spanning over 590 square meters, the superstore offers a diverse range of products, including sportswear, footwear, and apparel for everyday use, said Mikko Abello, ANTA’s head of marketing.

“It’s the biggest in the country—a superstore offering a wide array of apparel and shoes, not just for sports but for day-to-day activities,” Abello said.

He also said that aside from high quality, their items are ‘competitive enough.’

He expressed the brand’s excitement to finally operate in Tacloban City and the Eastern Visayas region, citing significant demand from the community.

“The opening day sale was remarkable. We’re thrilled with the warm reception from the locals, and the turnout has exceeded our expectations,” he added, without disclosing sales figures.

The Tacloban branch has also created 13 local jobs, providing employment opportunities for residents.

ANTA Philippines General Manager John Paul Paglinawan, in a statement, said the brand aims to become the preferred apparel provider in the region.

“This development aims to be the apparel difference-maker that Tacloban City and the surrounding areas have been longing for. At ANTA, we believe sports is for everyone, especially the youth, and we hope to support them in unlocking their true potential,” Paglinawan said.
