U.S. Secretary of Defense Austin visit the Philippines

Philippines’ President Ferdinand Marcos Jr. and Secretary of National Defense Gilberto C. Teodoro, Jr. received United States Secretary of Defense Lloyd J. Austin III during his fourth visit to the Philippines on November 18, 2024.

They celebrated the remarkable strides the United States and the Philippines have made to expand and modernize the alliance and reinforced their shared vision for a free and open Indo-Pacific. Secretary Austin announced the U.S. commitment to support the Philippines’ response to Super Typhoon Pepito, including through $1 million in additional humanitarian assistance from the U.S. Agency for International Development (USAID).

During their discussions, the leaders discussed defense cooperative activities, as well as regional security concerns. Specifically, they highlighted the need for deeper coordination to address challenges in the South China Sea, where lawful operations by the Philippines have encountered repeated harassment by the People’s Republic of China.

Secretary Austin underscored continued U.S. support for the Philippines in defending its sovereign rights and jurisdiction. He reaffirmed the Department’s commitment to bolstering the Philippines’ defense capabilities and capacity to resist coercion.

During his stop at Camp Aguinaldo, Secretary Austin and Secretary Teodoro signed a General Security of Military Information Agreement (GSOMIA), a critical step to enhance information sharing and deepen interoperability.

The Secretaries also co-led the groundbreaking ceremony for a new bilateral Combined Coordination Center (CCC). These bilateral undertakings will improve joint efforts to plan bilateral exercises, operations, and humanitarian response efforts in order to address common challenges in the Indo-Pacific region.

As part of his visit to the Philippines, Secretary Austin traveled to Palawan on November 19, 2024, where he and Secretary Teodoro visited Antonio Bautista Airbase, one of nine Enhanced Defense Cooperation Agreement (EDCA) sites, as well as the Philippines Western Command, or WESCOM, which leads Philippine efforts in the South China Sea.

The leaders discussed efforts to advance operational planning and deepen bilateral and multilateral cooperation with like-minded partners in the South China Sea. Secretary Austin reaffirmed the ironclad U.S. commitment to the Philippines and reiterated that the U.S.-Philippines Mutual Defense Treaty, which extends to both countries’ armed forces, public vessels, and aircraft—including those of its Coast Guard—anywhere in the South China Sea.
The leaders also visited a bilateral C2 Fusion Center—one of several built by USINDOPACOM in the Philippines to enhance information sharing. They observed a demonstration of a T-12 Unmanned Surface Vessel, one of several unmanned capabilities that the United States has provided to the Philippine Navy through Foreign Military Financing, which are instrumental to advance the Armed Forces of the Philippines’ (AFP’s) intelligence, surveillance and reconnaissance (ISR) and maritime domain awareness (MDA) capabilities.

They discussed how the AFP can further leverage innovative technologies to protect and defend Philippine sovereignty in its Exclusive Economic Zone (EEZ).

The engagements of both the Philippine and U.S. Defense Secretaries further reaffirm the strength of the alliance and underscore both nations’ commitment to peace, security, and shared values in the Indo-Pacific region.(PR)

Leyte 4th DEO upgrades Camp Downes Road

ORMOC CITY – The Department of Public Works and Highways (DPWH) Leyte Fourth District Engineering Office finishes the Asset Preservation – Preventive Maintenance project in Brgy. Camp Downes, Ormoc City, funded under the General Appropriations Act (GAA) 2024 with an amount of Php 24,564,568.19.

For years, the existing road in Camp Downes has been a vital thoroughfare for residents and commuters. However, heavy use and prolonged exposure to the elements caused significant deterioration, necessitating intervention to restore its quality and functionality.
To address these challenges, a project involving an asphalt overlay covering 2.08 lane kilometers and constructing a 182-meter rectangular lined canal with a cover to improve drainage and prevent flooding was implemented.

With its completion, the road is now safer, more durable, and better equipped to accommodate increased traffic. This project reflects the DPWH’s commitment to maintaining public infrastructure at its best, ensuring it serves and enhances the daily lives of the community. (PR)

DPWH-NSFDEO planning and design section rated outstanding in design audit

CATARMAN, Northern Samar – The Planning and Design Section (PDS) of the Department of Public Works and Highways (DPWH)-Northern Samar First District Engineering Office has been rated outstanding in the Design Audit held from June 19 to 21, 2024.

The Design Audit was conducted by a team of experts from the DPWH Bureau of Design (BOD) at the Central Office.

The auditors assessed the district’s compliance with the design plans prepared by the PDS, ensuring they meet the Department’s established standards. The audit also aimed to identify areas for strengthening and improving the design process, while establishing a comparative design performance rating for Regional Offices (ROs) and District Engineering Offices (DEOs).

District Engineer Alvin A. Ignacio expressed his appreciation to the PDS’s exceptional performance in the audit, emphasizing that it reflects the dedication and professionalism of the entire team. He further highlighted the critical role the Design Audit plays in ensuring the quality and efficiency of infrastructure projects, underscoring the importance of continuous improvement within the district’s design processes.

Design Audit is a yearly activity conducted by the Bureau of Design (BOD), which aims to assess the competency of implementing offices in designing various infrastructure projects.(PR)

TACLOBAN CITY – A fire engulfed 16 residential houses in Barangay 80, Marasbaras, this city, on Tuesday morning, November 26, displacing 22 families.

According to the Tacloban City Fire Station, the blaze was reported at 10:34 am and was declared under control by 11:05 am.

The fire was completely extinguished by 11:14 am. The estimated damage was pegged at P500,000.

Fire Officer SFO2 Anthony Alvin Duran disclosed in an interview that most of the affected houses were made of light materials, contributing to the rapid spread of the fire.

Initial investigations point to either unattended cooking or faulty electrical wiring as the possible cause of the incident.

The fire department dispatched four fire trucks, supported by six volunteer fire trucks, to contain the fire. Despite their efforts, the affected families lost almost all their belongings.
One of the victims, Mae Joy Nadonza Caballa, shared her plight, saying her family was unable to save anything, including food and clothes. She appealed for assistance from the public.

“We have nothing left, not even food or clothes. We are knocking on your doors, asking for any help—food, clothes, or financial aid—to help us recover from this tragedy. Any assistance will mean so much to us,” Caballa said.

Authorities and local organizations are urging support for the displaced families as they struggle to rebuild their lives following the disaster.

Balancing growth and preservation: Northern Samar commits to sustainable development

CATARMAN, Northern Samar– Northern Samar is a province known for its natural beauty, while also being vulnerable to natural calamities.

Taking into consideration several factors, the provincial government, under Governor Edwin Ongchuan, has embraced a forward-thinking approach to investments focusing on sustainability and long-term growth.

While many regions in the country are driven by the promise of immediate economic gains through industries like mining and large-scale commercial ventures, Northern Samar has charted a different course—one that balances economic development with environmental preservation and social equity.

Northern Samar has opted for a green economy over industries like mining, which may offer short-term economic benefits but lead to environmental harm. Mining and similar projects can damage resources, exacerbate natural calamities, and offer only temporary benefits to the local economy.

Instead, the province is investing in eco-friendly sectors like renewable energy, sustainable agriculture, and eco-tourism, which are more sustainable in the long run.
A key feature of Northern Samar’s investment approach is its emphasis on community-based enterprises.

Unlike traditional investments, where large corporations benefit while locals receive low wages, these enterprises enable our fellow Ibabaonons to be stakeholders and major earners in the business. This model promotes local ownership and equitable wealth distribution, ensuring that the community thrives alongside the industry.

To prevent harmful investments, the Provincial Government, through PEDIPO, carefully support projects to ensure they align with sustainability goals.

Though some projects may promise immediate economic growth, they often come at the cost of environmental degradation and unequitable progress. By prioritizing sustainable investments, we are building a more resilient and prosperous future.

DPWH Eastern Samar extends aid to Typhoon Kristine victims

BORONGAN CITY– The Department of Public Works and Highways Eastern Samar District Engineering Office (DPWH ESDEO) provided assistance to the victims of Typhoon Kristine, leading a charitable initiative driven by its dedicated employees.

DPWH ESDEO has sent cash and in-kind donations to the victims of Typhoon Kristine this November 2024.

Through the efforts of the Rank and File Employees Association (RAFEA), the organization successfully collected a total of Php 34,310.00, along with boxes filled with used clothing and food packs for those impacted by the disaster.

DPWH ESDEO District Engineer Domcelio Natividad expressed his strong support for the donation drive, emphasizing that these activities align with the nationwide initiative of the DPWH to provide relief to typhoon victims.

“This is our way of giving back, as we understand the feelings of being victims of typhoons, having experienced challenges during Typhoon Yolanda and Typhoon Ruby,” said DE Natividad, highlighting the importance of helping one another in times of crisis.

Meanwhile, the DPWH ESDEO Employees Union is organizing another donation drive to assist the victims of Typhoon Pepito.

The Eastern Samar District Engineering Office has previously conducted similar aid efforts to support communities affected by natural disasters.

“This initiative not only demonstrates the compassionate spirit of the DPWH employees but also highlights the principle of solidarity in overcoming adversity,” said DE Natividad.(PR)
