Marcos hails Ormoc City progress

The city just marked its 75th Charter Day

TACLOBAN CITY-President Ferdinand ‘Bongbong” Marcos Jr. was all praises to city officials of Ormoc City following its economic growth.

The President made his remark during his attendance at a program held last October 22 as the city was marking its 72nd Charter Day celebration.

In his speech, Marcos hailed the progress of the city through the leadership of Leyte 4th District Rep. Richard Gomez and Ormoc City Mayor Lucy Torres-Gomez, saying the commemoration “is a testament to the collective resilience and good character of the Ormocanons.”

He cited the city’s implementation of the Local Climate Change Action Plan 2016-2025, adding it brings help to the executive branch of government “to deliver our mandate, to boost civic engagement, and to raise public awareness.”

“It is noteworthy that, alongside conserving and taking care of our natural resources, you also give importance to interventions for the development of families. I applaud this and your partnership with the Commission on Population and Development to implement your Social Protection Program for Adolescent Mothers and their Children,” the President said.
Mayor Gomez, for her part, maintained that “the best is yet to come.”

“While we have achieved significant milestones, we realize that there is so much more for us to do. Ormoc City and the Ormocanon people have high aspirations to be a healthy blue zone city, to be a city of beautiful spaces and deep cultural appreciation and development. This is of course, side by side our economic goals, and one of our priorities is to become the organic food basket for the Visayas, serving all Filipinos nationwide,” she said.

Newly-identified drug peddler yields suspected shabu in a sting operation i Naval

NAVAL, Biliran-Six sachets containing of suspected shabu with an estimated value of P6,000 were recovered by drug operatives led by the Provincial Drug Enforcement Unit (PDEU) of Biliran Police Office, PDEA and the local Station Drug Enforcement Team (SDET) during a buy-bust operation about 11:45 pm on Tuesday (Oct. 25) at Barangay SMO Rosario, of this town.

Police Major Chambeline Ludevise, the chief of police of Naval town, identified the suspect as Harold Ang, 43, identified by the authorities as a newly-identified drug peddler in Naval.
Recovered from the possession of the suspect was one sachet containing of suspected shabu procured by an operative in the amount of P1,000.

During the conduct of a body search in front of a barangay official and representative from the Department of Justice (DOJ), the searching cops fails to recover illegal items from the suspect.

However, when the sling bag of the suspect was opened, the operatives recovered a small cut plastic that contained P1,000 bill and a folded paper that once poured out five more plastic sachets containing the same white crystalline substance suspected to be shabu with an estimated street value of P5,000.

The searching cops also recovered a black wallet that contained cash money amounting P7,070 in different denominations and one disposable plastic lighter.

Charges of violations of RA 9165, otherwise known as the Comprehensive Law against Illegal Drugs of 2002 was filed against the suspect who is currently detained at the Naval police lock-up facility.

EVSU produces 4 top 10 placers this year’s chemical technician board licensure exam

TACLOBAN CITY-The Eastern Visayas State University (EVSU), based here, is in a rejoicing mood.

This after four of its examinees of the chemical technician board licensure board examinations made it to the Top 10.

Top placer Jopette Maria Villas, who obtained a 94% rating, said that she was overjoy when she learned the result.

“I’m happy and thankful and grateful to God for this blessing. I still cannot believe that I’m among the top placers,” the 23-year old board acer said.

For his part, Shaquil Sebastian, 22, who with a rating of 93.0% landed third, together with a classmate, Kristil Grace Amistoso.

Aside from Villas, Sebastian, and Amistoso, the other placers from EVSU was Jamaica Fiel, who ranked fourth with a rating of 92.50%.

Sebastian, in a phone interview, said that he could not believe that not only he passed the licensure examination but made it to the top 10 finishers.

“When my friends told me that I ranked number three, I could believe it that I had to see the results for myself,” he said.

“It was really overwhelming! I thought I was just dreaming for I had just woke up at that time. I immediately inform my papa and mama and they too were very happy,” the eldest among the brood of four siblings said.

Sebastian, who is a scholar of the Department of Science and Technology and graduated as a cum laude together with the other three board placers of their school, said that he felt all the efforts he poured in during his reviews paid off.

“I was actually doing my online review and at the same time, working in a BPO. I just thought that I will not even pass the examination as I thought that I did not answer correctly made of the items in the examination,” he added.

For one, the son of a businessman father and a plain house mother admitted that the result has not fully sink in him yet.

”But I am so thankful to our Lord for guiding me during those difficult situations,” Sebastian said.

Lydia Morante, the university’s information officer, said that they are proud of the performance of their students that despite of the current situation, four of their graduates made it to the top 10.

“We are proud of our performance. Even during the pandemic, our faculty continued its commitment and dedication to provide the best education our students deserve,” she added.

It was learned that out of the 66 takers, 45 of them passed the chemical technician board examination conducted last October 19.

Last year, EVSU also produced two Top 10 finishers of the chemical technician board examination, placing fifth and ninth. (JOEY A. GABIETA)

Ormoc Mayor Torres Gomez named as RDC-8 chair by Pres. Marcos

RDC CHAIR. President Ferdinand ‘Bongbong’ Marcos Jr. named Ormoc City Mayor Lucy Torres Gomez as the new chairperson of the Regional Development Council. Gomez expressed her gratitude to the President as she vowed to work to promote the region’s main economic drivers, agriculture and tourism.

TACLOBAN CITY-Ormoc City Mayor Lucy Torres Gomez was named as the chairperson of the Regional Development Council (RDC) for Eastern Visayas by Pres. Ferdinand ‘Bongbong’ Marcos, Jr.

The appointment of Torres Gomez was relayed to her by the regional office of the National Economic Development Authority (NEDA) which serves as the secretariat of the regional body.

The President signed the appointment of the Ormoc mayor last October 19, a day before he made a visit to the city for its 75th Charter Day celebration.

“Our warmest congratulations! We are truly happy over the honorable Mayor’s appointment, knowing fully well of her sincere commitment to help RDC-VIII deliver its mandate of accelerating the socioeconomic development of Eastern Visayas,” NEDA Regional Director Meylene Rosales said in her October 21 letter to Torres Gomez.

Torres Gomez, in accepting the appointment, said that she is happy for the post extended to her by the President.

“I express my deepest gratitude to Pres. Ferdinand ‘Bongbong’ Marcos Jr. for the honor and opportunity bestowed on me as chairperson of the RDC-8,” she said in a statement.
“I look forward to serving the region by promoting socio-economic projects that will fuel our keystone industries, most especially agriculture and tourism,” the newly-minted RDC chair added.

Also named by Pres. Marcos was Torres vice-chairman representing the private sector, Leo Christian Lauzon, representing the sector of persons with special concerns.

Aside from the Ormoc city mayor, the names of Leyte Governor Carlos Jericho Petilla, Maasin City Mayor Naccional Mercado, Baybay City Mayor Carlos Cari, and Tacloban City Mayor Alfred Romualdez were also considered for the RDC chairmanship.

The RDC is the highest policy-making body of the region wherein its major programs and projects are endorsed to concerned government departments and Malacañang mostly for funding purposes.

Cholera outbreak declared in Tacloban

10 confirmed cases; 80 suspected cases

CHOLERA OUTBREAK. Health authorities in Tacloban City and Department of Health declares an outbreak of cholera in Tacloban City on Thursday (Oct.27). Both City Mayor Alfred Romualdez and City Health Officer Dr. Danilo Ecarma assured Taclobanons that the city government remain on top of the situation to ensure cholera cases will not further spread to other villages in the city.

TACLOBAN CITY-The health officer of this city has declared an outbreak of cholera on Thursday (Oct. 27) with 10 confirmed cases.

Dr. Danilo Ecarma said that with the declaration, measures are to be put into place to prevent further rise of the water-borne disease.

“Right now, we are declaring a cholera outbreak here in Tacloban City. An outbreak of cholera can be declared even with only a single case. Now, we have 10 confirmed cholera cases,” the city health officer said during a press conference on Thursday.
It was learned that all 10 cases of cholera are residing in the resettlement areas northern part of the city.

Of the 10 cholera cases, eight are from Barangay 106(Sto. Niño) and one each from the villages of 105(Suhi) and 93 (Bagacay).

All are adults except from Brgy. 93 who involved a 14-year old boy.
At least 80 others are still considered by health authorities to be ‘suspected cholera’ with the results to be known within this week.

The City Health Office (CHO) has earlier reported of a sudden rise of diarrhea cases in several barangays in the city, mostly in its northern part.

The first cases of diarrhea were reported on October 23 with 34 patients admitted at the Eastern Visayas Medical Center (EVMC) and 10 at Tacloban City Hospital.

As of Wednesday, the CHO has reported of 192 confirmed diarrhea cases wherein based on samples tested, 10 were confirmed to be cholera cases and 80 suspected to be cholera.
Four individuals have already died due to water-borne disease, two of them involved a 12-year old boy from Brgy.106 and a three-month old boy from Brgy. 91.

The two others were from Brgy.79 involving a 71-year old man and a 64-year old woman.
All patients experienced vomiting, dehydration, profuse watery diarrhea, thirst, and fast beating of hearts, especially the older.

Ecarma said that based on their initial investigation, the cause of the cholera outbreak is due to water sourced from a private refilling station which services the more than 17,000 populace in the northern part of the city.

The said utility, which gets its water from a creek and deep wells, has been ordered closed by City Mayor Alfred Romualdez.

The northern part of the city, where the families whose houses were totally destroyed during the onslaught of Super Typhoon ‘Yolanda’ in 2013 were resettled, has no water connection from the PrimeWater, the main water utility that provides water to the main area of the city.

The Department of Health has provided assistance to the city government like giving Oresol, IV fluids, and medicines to be distributed to the affected areas.

Dr. Rodolfo Antonio Albornoz, DOH assistant regional director, also urged the residents in the northern part to always boil their drinking water and practice proper hand washing, especially after using the toilets.

The Office of Civil Defense (OCD) has also committed to provide bottled water for the residents of the affected barangays.

Meantime, Edilbrando Bernadas, the city disaster risk reduction management council, said that on order of Mayor Romualdez, all water refilling stations in the city and even those coming to the city from nearby towns are to be inspected and sampled to ensure their safety.

In Tacloban, there are 114 water refilling stations of which 56 have been sampled which turned out to be negative of E.coli virus.

Ligayo vows to take the challenge

CATBALOGAN CITY– End the local armed conflict by this year’s end.
This was the marching order of the commanding general of the Philippine Army to Major Gen.Camilo Ligayo who assumed the post as the commanding officer of the 8th Infantry Division, based here, last Friday (Oct. 21).

Lt. Gen. Romero Brawner, the Army’s top official who presided the turnover ceremony, said that Ligayo should make sure that the communist armed group, the New People’s Army, could no longer stage armed battle against government forces.

“The timeline that I set doesn’t mean that they need to totally annihilate the communist group. Instead, they must become insignificant so that they can no longer extort money from companies, from the people, and that they can no longer recruit new members,” he said.

Ligayo assumed the post temporarily occupied by B/Gen. Zosimo Oliveros who returns to his post as the 8th ID assistant commanding officer.

The new commanding officer of the 8th ID familiarity with Eastern Visayas’ terrain particularly Samar Island, is seen to be a big factor for him to accomplish the target.
Ligayo was the former 801st Infantry Brigade commander based in Hinabangan, Samar whose jurisdiction covers Samar and Eastern Samar provinces.

Responding to the challenge of the commanding general of the Philippine Army, MGen Ligayo said that they are within the timeline of crashing the communist armed group.
“I am very hopeful that by the end of the year, and once the military equipment arrives including personnel we will achieve this goal,” Ligayo, who once served as deputy to Brawner, said.

He, however, said that support from the local governments and the villagers will be a big help in their campaign to quell the rebels’ armed movement in the region.

Ligayo noted the number of former communist members who already surrendered is an indication that the war against local armed conflict is nearing to its end.

“The government has a good program for those who surrender and the community is also helping in their reintegration,” he added.

Meantime, the assignment of Ligayo as the new 8th ID commanding general was welcomed by local officials of Samar province.

Rep. Reynolds Michael Tan of the 2nd district said that he is confident that the Ligayo is up to the challenge given to him by Brawner.

“Even if he cannot fully eliminate the number of insurgents in the region, their numbers will significantly decline,” he said.

Matuguinao Mayor Aran Boller promised of his total support to Ligayon to end the insurgency problem.

“All local officials should support the actions of the military in the combat against communist groups to achieve the lasting peace and prosperity and development of Samar,” the town mayor.

The change of command was also witnessed by Samar Governor Sharee Ann Tan and other officials of different government agencies.
