Gov. Ongchuan, provincial officials grace launching of the ‘Halina’t Magtanim ng Prutas at Gulay sa Barangay’ Project

CATARMAN, Northern Samar– Governor Edwin Ongchuan, along with Vice Governor Clarence Dato and Sangguniang Panlalawigan members, in support to the Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project, graced its launching on April 14, 2023 at the Catarman Covered Court during the Liga ng mga Barangay (LnB) Provincial Assembly.

A newly- introduced initiative, DILG Provincial Director Geraldine Maquelabit explained to the LnB members of Northern Samar the rationale behind the project, which does not only aim to promote increased production at the community level, but also prevent malnutrition and stunting of growth among children and the members of the community.

Liga ng mga Barangay Provincial Federation President and ex officio Board Member Beatriz Amande who spearheaded the activity welcomed the barangay chairpersons who attended the Launching and LnB Assembly, as well as the Sangguniang Barangay Committee on Agriculture chairpersons who were likewise invited to the launching.

Component LGUs of Northern Samar expressed their support to the HAPAG Project through the Municipal Liga Presidents. Laoang Mayor Hector Ong was also present, along with Mr. Jayson Santos, Municipal Administrator, representing Lope de Vega Mayor Bobby Saludario who likewise acknowledged the value of the initiative.

On the occasion, the Provincial Government through Dr. Jose Luis Accompaniado, OIC Provincial Agriculturist distributed vegetable seeds and fruit trees seedlings to the barangays through the Municipal ABC Presidents present.

Meanwhile, Mr. Bernard Balanquit, OIC Secretary to the Sangguniang Panlalawigan, presented the highlights of the proposed ordinance on HAPAG sa Barangay Project for comment and additional inputs of the community through their representation at the barangay.

Governor Edwin Ongchuan, speaking before barangay leaders, stressed the significant role of the Liga ng mga Barangay in pushing for development initiatives in the province. “Ang mabuting pamamahala ay nagsisimula sa ating mga barangay, at ang Punong Barangay ang unang huwaran, sandigan at lingkod para sa ating mga mamamayan. Kayo ang susi para maisakatuparan ang HAPAG sa Barangay Project,” he said.

The ordinance, authored by BM Beatriz Amande, is supported by the Provincial Government and the DILG.(PR)

CHO continues OPT Plus campaign involving children below 5 years old

TACLOBAN CITY – The City Health Office here continues its Operation: Timbang (OPT) Plus, a yearly weighing and height measurement of children below five years old.

In the city, the CHO is targeting over 28,000 qualified children related to its OPT Plus activity which aims to determine the nutritional level of the children.
The ongoing program reached 80% of the population of preschoolers with the help of the Barangay Nutrition Scholar in all 138 barangays of the city.

Under the program, the nutritional status of children are classified as stunted, wasted, overweight, or underweight upon computing their weight and measured height.
Last year, of the 28,890 preschoolers, only 20,080 were weighted or about 69.5% of the OBT Plus coverage.

Furthermore, according to the record, there were 11.4% severely stunted, 3.4% severely wasted, and 5.8% underweight children in the previous year.

The OBT Plus program aims to reach a hundred percent of children aged 0-59 months in order to look for ways to take action on those who are nutritionally deficient.
Still, it will be based on the participation of all barangays to reach the target, Lendero added.

WFC-EFF report: PH banks funneled $867.08 million to coal, $930 million to gas projects

Ahead of Earth Day Celebration, energy advocacy and bank watchdog group Withdraw from Coal: End Fossil Fuels (WFC-ECC, formerly Withdraw from Coal) launched its latest report, 2023 Fossil Fuel Divestment Scorecard, which highlights the continued funding of coal and financing of new fossil gas projects which signals a detour away from renewable energy transition.

BPI, BDO, Metrobank, Security Bank, Philippine National Bank, and China Bank are the top banks most exposed to fossil fuel financing, with BPI cementing its top position for the fourth straight year.

BDO’s fossil gas activities bumped it to second place while Metrobank’s exposure to Aboitiz’s bonds and increase in fossil fuel exposure finds itself at the third spot.

According to the report, “As of March 2023, the total amount financed by Philippine banks for coal-related activities and projects reached USD 867.08 million for April 2022 to March 2023, with the majority through bonds underwriting of around USD 594 million while the rest are from loans. Meanwhile, financing for the expansion of new fossil gas projects registered USD 930 million for this scorecard period.”

“The report makes it clear that domestic banks have poured millions of dollars into the fossil fuel industry despite pronouncements and pledges. The remarkable shift from loans to bonds is what facilitates continued fossil fuel investments. Banks must realize that every time they underwrite or facilitate a toxic bond, they have a direct hand in the worsening impacts of the climate crisis,” said Avril de Torres, Deputy Executive Director of Center for Energy, Ecology, and Development (CEED), a convenor of WFC-EFF.

The 2023 scorecard takes into account for the first time the exposure of domestic banks to the fossil gas industry. The new criteria greatly affected BPI, the top coal financier, which has now doubled its dirty energy exposure while BDO emerged as the top fossil gas financier.

The report cites that “Despite the dwindling indigenous fuel supply, there are currently 34 proposed fossil gas and LNG power plants, totaling 37,493 MW. In anticipation of the need to import the fuel because of Malampaya gas field’s inevitable depletion, 11 new LNG import terminals are also being proposed.”

“The scorecard is a reflection of the financial environment in which fossil fuels thrive. Philippine banks can expect that they will continue to take the brunt of the growing global campaign pressuring banks to end their massive and ongoing financing of fossil fuels. It is never too late for banks to reinvent radically and urgently to provide hope to humanity in our battle against the climate crisis,” added Jing Henderson, Head of Communications and Partnerships and National Ecology office of Caritas Philippines.

San Carlos Bishop Gerry Alminaza, Convenor of WFC-EFF added that the campaign to assist banks to divest from fossil fuels has seen significant changes from the banking sector through the years.

“In the last three years, we saw the number of domestic banks having some level of restriction or announced positions on limiting or moving away from financing for coal rise from zero to six by this year’s scoring period – a feat we could not have imagined when we started this journey. This is the result of communities and civic movements’ unrelenting push to protect our people and our Common Home from any more damage from coal,” said San Carlos Bishop Gerry Alminaza, Convenor of WFC-EFF.

WFC-EFF urged banks to abandon fossil gas and coal plans, develop and fully implement policies and mechanisms to reach climate ambitions, and intensify their renewable energy investments.

“Today, the need to phase out all fossil fuels has become even starker. The community of world scientists in the IPCC released just last month its latest report, which reveals that the window of time we still have to keep alive the 1.5°C Paris goal and the chance of generations to come to fight for a livable future is rapidly closing by the second. We have no time left to waste. We urgently need a shift to genuinely sustainable energy from renewables,” added Bp. Alminaza.(PR)

TINGOG party-list Rep. Yedda Marie K. Romualdez and Speaker Ferdinand Martin G. Romualdez on Wednesday(April 19) expressed optimism that the opening of the ‘Alagang Tingog Center’ in the Island Garden City of Samal, Panabo City, and Carmen town, both in Davao del Norte, will greatly enhance the delivery of government services to its residents.
The couple noted that residents usually travel as far as the cities of Davao or Tagum just to get public aid or benefits.

Rep. Romualdez, wife of Speaker Romualdez, thanked the people of Davao del Norte for the warm reception the Alagang Tingog Centers received during its inauguration.

“I hope that this will provide more fruitful and meaningful partnership between Tingog Party-list and the wonderful people of Davao del Norte. Makakaasa po kayo na lalo naming pag-iibayuhin ang paghahandog ng serbisyo publiko lalo na sa mga lugar na hindi naaabot ng pamahalaan,” Rep. Romualdez said.

“We hope and pray that this Alagang Tingog Center can bring government services closer to the people, that the people of Davao del Norte will not be missing out on what they are entitled to just because of geographical barriers,” Speaker Romualdez for his part said on the occasion of the inauguration of the center by Tingog party-list.

Also present during the event was Davao del Norte Rep. Aldu Dujali, Samal Mayor Al David Uy, Davao del Norte Board Member Mawe Pamisaran and House Deputy Secretary General Ponyong Gabonada, representing Speaker Romualdez in the event. (PR)

Ligayo declares ‘weakening’ of rebels in E. Visayas

Only 20 villages considered as ‘infested’

ORMOC CITY– Eastern Visayas top military official declared that the region’s insurgency problem has weakened which could lead to its end.

In fact, out of about 400 barangays considered to have been influenced or controlled by the communist armed group, the New People’s Army(NPA), this has reduced to just 20, Major Gen. Camilo Ligayo, the commanding general of the 8th Infantry Division, said in an interview on Wednesday.

Ligayo attended the 35th founding anniversary of the 802nd Infantry Brigade which is headed by Gen. Noel Vestuir based in this city.

Ligayo also declared that there are about 200 active armed members of the Communist Party of the Philippines in the region, who are mostly operating on Samar Island, particularly in Northern Samar province, considered the last bastion of insurgency in the region.

It is in this province where the remaining two communist guerilla fronts are operating, the region’s top Army official said.

It was learned from Ligayo that the 20 villages that appeared to still being considered as NPA-rebel influenced are located in Leyte and Samar provinces.
He, however, could not say exactly where these 20 villages are located.

“But actually, these villages have been cleared already but the communist group is trying to recover these barangays reason we are conducting our CSP (community support program) in these barangays,” Ligayo said.

The CSP is considered to be the flagship program of the Armed Forces of the Philippines used to clear communities of NPA infestation while neutralizing the military structure of the communist group in the villages.

Soldiers conduct various services and projects under the CSP with the help of other government agencies.

Ligayo also said that they are determined to dismantle the remaining two communist guerilla fronts as these serve as a ‘consolidation’ arm of the communist group in influencing or controlling villages to their side.

“We are confident that we can dismantle these guerilla fronts as they consolidate these barangays (under their influence),” he said.

Still, he acknowledges that skirmishes still happen between government troops and rebel members, the latest happened in Barangay Quezon, Catarman town in Northern Samar on Wednesday (April 19) which resulted in the recovery of an NPA camp.

Ligayo stressed that ending the insurgency problem is not just a military-driven solution but with the help of other sectors including the local government through good governance and the people in the communities.

In fact, he said, the reason why they have gained grounds on their campaign is due t the cooperation of the people in areas where there are suspected rebels.

Job order worker apprehended in a buy-bust operation in Maasin City

ORMOC CITY-A job order worker reportedly assigned at the Department of Public Works and Highways (DPWH) in Southern Leyte yielded a large sachet containing white crystalline substances suspected to be shabu in a buy-bust operation conducted by the provincial drug enforcement unit of Southern Leyte police in Maasin City on Saturday (April 15).

The suspect, Oliver Maceda, 29, is listed as a high-value individual (HVI) and on the priority target list at the regional level.

Recovered from his possession in the sting operation in Barangay Asuncion at about 9:45 pm was one medium-sized plastic sachet containing the suspected shabu procured by an operative in the amount of P30,000.

Charges of violation of section 5 (selling) of Art II of RA 9165, the Comprehensive Dangerous Drugs Act, were filed against the suspect who is now detained at the locked-up cell of Maasin city police office.
