Sec. Abalos vows a ‘Constitution-based’ fight

PALO, Leyte– Governors and mayors in the region have pledged their commitment to support the campaign of the government against illegal drugs.

The officials made their commitment during the visit of Interior Sec. Benjamin ‘Benhur’ Abalos who led in the regional launching of the anti-drug campaign of the government dubbed as ‘Buhay Ingatan, Droga’y Ayawan’ held at the convention center in this town on Wednesday (Feb. 8).

Among those who pledged their support were Governors Jericho ‘Icot’ Petilla of Leyte; Ben Evardone of Eastern Samar; Sharee Ann Tan of Samar; and Damian Mercado of Southern Leyte.

City Mayors Mayor Lucy Torres Gomez, who is the current regional chair of the Regional Development Council, Naccional Mercado of Maasin; and Raymund Uy of Calbayog also pledged their support in the campaign to stamp out the illegal drugs at their respective areas.

Former Leyte vice governor and now board member Carlo Loreto together with other mayors from different parts of the region also joined in committing themselves to help stamp out illegal drugs at their own localities.

Samar Gov. Tan said that she launched the ‘Sirak Kabataan’ program wherein several activities like sports events are conducted to keep the youths away from engaging the illegal drug.

Gov. Evardone also said that he provides cash incentives to barangays that are drug-cleared while Gov. Mercado assures that he does not play favorites, even though some of his own relatives were arrested for drug using and possession.

Evardone said that only a few villages in Arteche, Dolores, and Borongan City need to be cleared from the illegal drug menace.

He said that their ‘trajectory’ is to make the entire province as drug-free.

Calbayog City Mayor Uy said that his anti-drug campaign is aligned with the Sirak Kabataan of the provincial government, adding that 36 out of the 156 city’s barangays are now considered as drug-cleared or drug-free.

Meantime, Mayor Gomez said that they intend to ensure that Ormoc City will not backslide from its previously known as the ‘illegal drug capital’ of the region.

“Winning the war on illegal drugs is always a moving target. It could seem like an endless war, but not one that is impossible to overcome. If we all work hand in hand, and rally together to address the problem at its core, then victory is within sight,” she said in a speech.

The holding of the regional roll-out of the anti-drug campaign of the government came just over a week after the police and the Philippine Drug Enforcement Agency seized P69 million worth of shabu at a checkpoint in Allen town, Northern Samar.

Meantime, Sec. Abalos said the campaign against illegal drugs will still be continued relentlessly under the administration of President Ferdinand Marcos, Jr. adding that they will carry it in ‘accordance’ with the Constitution.

Abalos was asked if the illegal drugs campaign of the Marcos administration will be affected with the continued probe of the UN rapporteur on the illegal drugs campaign of the previous administration of former president Rodrigo Duterte.

“Kami, wala kaming problema sa Marcos administration. We will implement the campaign in accordance with the oath (and) on the basis of the Constitution,” Abalos said, underscoring that the rights of the suspects or those arrested due to the campaign will be respected.

Human rights advocates had slammed the anti-illegal drug campaign of the Duterte administration claiming it resulted in the deaths of more than 27,000 people, a number contested by the Philippine National Police which said that only 6,000 people were killed in the course of the campaign.

Abalos said that he is happy that officials in the region are giving their full support to the campaign of the government stressing that it needs a ‘whole-of-nation approach’ and not just a police matter.

The DILG Secretary lead in giving awards to several local government units deemed to be ‘drug-cleared.’

These include the provinces of Leyte and Southern Leyte, and the cities of Tacloban and Ormoc, both in Leyte; and several municipalities of the region.

Eastern Visayas booth adjudged as the best in a tour expo

TACLOBAN CITY – The Eastern Visayas booth was adjudged as the champion at the recently-held Travel Tour Expo 2023.

The booth was designed by the award-winning artists Nick and Daniel Guarino of the Festivali Designs and Concept.

The booth from Mimaropa region was named as second runner-up while that of Malay, Aklan was third place.

Showcased in the booth designed by the Guarinos were the region’s top tourist destinations.

These include the “infinite escapes” of Eastern Visayas which Kalanggaman, Canigao, Limasawa, Biri, San Pablo, Cuatro Islas, Calicoan, Sambawan, Torpedo Boat Ride, San Juanico Cruises, among others, that were identified for “revenge travel” by some of the top travel experts and influencers of the country.

The participation of the four tour operators in the expo helped to widen their market and leads that is good for the revival of the tourism industry of the region after being greatly affected not only by the coronavirus disease (COVID-19) pandemic but also by the series of typhoons that hit the region in the past three years.

The event was sponsored by the Department of Tourism, Tourism Promotions Board, Tourism Infrastructure and Enterprise Zone Authority, Union bank, Philippine Airlines, Airswift, United Airlines, PLDT. Hotel 101, Israel Land of Creation, and Jinjianh Inn Philippines, together with media outlet CNN Philippines, Philippine Daily Inquirer, Philippine Star, The Foreign Post, Travel Update Philippines, TTG Asia, The Manila Times, and Business Mirror.

Held in SMX Convention Center in Pasay City, the expo was participated by over 300 exhibitors with around 700 booths which included airline companies, travel agencies and tour operators, accommodation facilities and resorts, food providers, travel agencies, and cruise liners. (ROEL T. AMAZONA)

7 persons rescued after their motorized banca capsized in Babatngon town

ORMOC CITY– Seven passengers on board a motorized banca were rescued after the boat they were on board capsized after encountering big waves in Babatngon, Leyte on Saturday (Jan.4).

The sea mishap happened along a sea canal in between the villages of Malaguining of Talalora, Samar, and sitio Canaway of Brgy. District-IV, Babatngon at about 4:30 pm, a report from the local police said.

The victims were identified as Norberto Dagami, 42, single, owner of a funeral parlor, and his two embalmers Unida Ladrera, 43, and Ben Fernandez, 38; Marimel Villegas, 22; Aday Villegas, 15; Alrico Saludaga, 50, and owner of the motorized banca, and Sam Royo, 17.

The Babatngon police said that the victims on board of the motorized banca were sailing from the island of Brgy. Tatabunan, Talalora going to Babatngon after attending a funeral service.

However, the motorized banca capsized due to the strong current of the waves, about five kilometers away from the shoreline. (ROBERT DEJON)

Man killed while two others hurt in a road accident in Northern Samar

ORMOC CITY– A man was killed while his two companions sustained injuries after the motorcycle they were on board fell on a drainage canal in Laoang town, Northern Samar on Sunday (Feb.5) at about 12:10 pm.

Report from the regional headquarters of the Philippine National Police(PNP) based in Palo, Leyte identified the fatality as Anthony Capacio, 34, while his back riders were identified as Mark John Capacio, 28, and Aproniano Beconio, 54, and all residents of Barangay EJ Dulay of the said town.

Initial investigation conducted by the local police disclosed that the three victims were traversing a national highway in Catubig going to Brgy. Rawis, Laoang while a Toyota Revo was parked on the right side of the road.

However, when the motorcycle arrived in Brgy. La Perla, the vehicle suddenly made a U-turn without looking for incoming vehicles.

The driver of the motorcycle tried to swerve to avoid hitting the vehicle but lost control which resulted for the three to stumble to the drainage.

The impact of the fall to the drainage resulted in the instantaneous death of the driver, while his back riders sustained injuries and were rushed to St. Scholastica’s Hospital in Pambujan town, also in the same province.

The unidentified driver of the vehicle fled after the incident going in the direction of Las Navas Northern Samar leaving his victims on the road.

A flash alarm was immediately issued to all neighboring towns to flag the vehicle once it passes in their respective areas.

TACLOBAN CITY– A centenarian from Ormoc City was awarded with a centenarian gift after she turned 100 years old.

Centenarian Consuelo Dejaño from Ormoc City received cash assistance and food packs from the city government as she reached the 100-year mark on Jan. 24.

Consuelo Dejaño of Barangay Juaton turned 100-years last January 24.

Dejaño received P20,000 cash gift and food packs on Feb.3 by councilor Carmen Jean Rama who chairs the committee on senior citizens and persons with disabilities at the city council, representing Mayor Lucy Torres-Gomez.

Rama was assisted by Maribel Gucela, officer-in-charge of the city’s social welfare office, and Niña Restauro, head of the Ormoc City Persons with Disability Affairs Office.
Dejaño said that she loves to eat Monde cheese bars and can consume one pack (10pcs.) per day and pair it with a glass of milk.

Aside from the centenarian gift from the city government, Dejaño is also expected to receive P100,000 from the national government through the Department of Social Welfare and Development as mandated under Republic Act 10868 or the Centenarian Act of 2016.

At least 16 centenarians from Ormoc City had already received said cash gift since it was implemented after the law was passed. (ROEL T. AMAZONA)

P3-B sought to fund 35 flood control projects in E. Visayas

TACLOBAN CITY – The Department of Public Works and Highways (DPWH) is seeking P2.94 billion in funding for the construction of 35 flood control projects in three Eastern Visayas provinces this year.

DPWH Eastern Visayas Regional Director Edgar Tabacon said these projects are highly necessary given the recent massive flooding experienced in the region from late December 2022 to early January this year.

“We are happy that the Regional Development Council (RDC) endorsed these projects to our central office for inclusion in the 2023 funding. These are urgent projects meant to protect lives and properties,” Tabacon said in an interview Monday.

The regional office here is still waiting for feedback from their main office.

These projects are in General MacArthur and Oras in Eastern Samar; Ormoc and Kananga in Leyte; Saint Bernard, Sogod, San Juan, Pintuyan, San Ricardo, Sogod, and Hinunangan in Southern Leyte province.

Of the total outlay, P2.59 billion will go to flood-prone areas in Southern Leyte, P200 million in Eastern Samar, and P155 million in Leyte province.

In a resolution approved by the RDC, the council said the additional flood control projects are also found to be aligned with the regional strategies and priorities on infrastructure development based on the Eastern Visayas Regional Development Plan.

“In addition, majority of the said projects have direct impact on the disadvantaged sectors and areas while two were identified in the Eastern Visayas Typhoon Odette Rehabilitation and Recovery Plan,” the RDC said in its resolution signed on Dec. 19, 2022.

Some of these projects are in areas badly hit by Typhoon ‘Odette’ in December 2021.
