TACLOBAN CITY-President Ferdinand Marcos Jr. has appointed Jose “Joe” Torres Jr., an award-winning journalist and two-time National Book Award recipient, as the new director-general of the Philippine Information Agency (PIA).

“I am grateful to President Marcos for the opportunity and the privilege to serve the country in these trying times of misinformation and disinformation,” said Torres on Tuesday (May 23).

Torres, who is known for his “exceptional investigative reporting and work in new media”, is expected to strengthen PIA’s mission of disseminating information about government programs, projects, and services to the Filipino public.

He replaced Ramon Cualoping III who was appointed to the post by then President Rodrigo Duterte but reappointed to the same post by Marcos on July 7, 2022.

Torres brings a wealth of experience and expertise to his new role.

PIA serves as the country’s primary information arm, with a network spanning 16 regional offices and 78 provincial information centers.

According to Torres, the agency’s mandate is to empower Filipinos by providing them with accurate and timely information, enabling them to actively participate in the nation’s democratic processes.

Torres started his journalism career as a writer for the alternative news service Philippine News and Features in the late 1980s.

In the early 1990s, his groundbreaking reporting, later published into the book “Into the Mountain: Hostaged by the Abu Sayyaf,” shed light on the activities of the notorious bandit group in the southern Philippines.

Torres has also worked for various media outlets, both in the Philippines and abroad.
He served as a sub-editor for Saudi Gazette, the national newspaper of Saudi Arabia, as an investigative reporter for the now-defunct Isyu newsmagazine, and wrote for The Manila Times, The Philippine Post, and The Sunday Paper.

Recognizing the importance of online journalism, Torres joined ABS-CBN’s online platform in 2001. He later played a pivotal role in the establishment of GMA News’s online presence in 2005. He also set up the online version of the tabloid Remate in 2009.

In 2010, he joined the Bangkok-based Union of Catholic Asian News as its managing editor. He later became editor-at-large for LiCAS.news, a Church news agency based in Bangkok, and served as member of the editorial board of Radio Veritas Asia in 2018.

Torres’s dedication to his craft has earned him numerous awards and recognitions, including a citation in the 2004 International Tolerance Prize for his article on Filipino Muslims titled “Troubled Return of the Faithful.”

His piece “The Making of a Mindanao Mafia” was awarded 3rd Prize in the Jaime V Ongpin Awards for Excellence in Journalism in 2004.

Torres finished Philosophy at the University of Santo Tomas. Thereafter, he took up units of Theology at the Ateneo de Manila University.

The P100,000 cash gift was awarded to Devaras in the presence of his family as an act of honoring and granting additional benefits and privileges to Filipino centenarians as mandated by Republic Act 10868 or the Centenarian Act of 2016.

Devaras also received a letter of felicitation signed by President Ferdinand Marcos, Jr.
“As we gather to honor this exceptional individual, let his journey inspire us to embrace our inner strength, overcome obstacles with unwavering determination, and make a positive impact in our communities,” Mayor Gomez said during the occasion last May 19.

“May Tatay Vicente’s century of inspiration and honor, enriched by his noble service, resonate far and wide, reminding us of the limitless potential within each of us,” she added.
Torres-Gomez said that Devaras is a living testament to the triumph of the ‘human spirit, radiating a remarkable light that ignites hope and uplifts hearts.’

Water is an essential resource that sustains life on Earth. It has great importance in all aspects of life, ranging from personal hygiene, agriculture, and industry. As the world population keeps increasing, the demand for water is also on the rise. Unfortunately, the world’s water supply is finite, and with climate change, water scarcity has become a significant challenge that needs attention, hence the need to maintain and conserve water.
Water conservation refers to the sensible management and use of water resources. The ever-growing demand for water has made it necessary to conserve and protect water resources through sustainable practices. Water conservation involves reduced water wastage, reducing pollution, and protecting watersheds and ecosystems. Water conservation measures range from the installation of water-efficient appliances and fixtures to the capture and recycling of wastewater.

The need for water conservation cannot be overemphasized. The world population keeps increasing, and with the current demand for water, it is projected that water scarcity will become more prevalent in the future. Water scarcity affects every aspect of life, ranging from food production to human health, and can lead to environmental degradation, conflicts, and political instability.

It is therefore crucial to raise awareness on water conservation strategies, promote efficient water use and management, and encourage individuals, communities, and governments to take part in proactive water conservation measures. These actions are necessary, not just globally, but locally as well, knowing that here in Tacloban, water supply has become deficient.

Good deeds and performance in office are investments that politicians must sow if one intends to stay in political power. People will always remember the good things that politicians deliver to them, especially those that redound to the improvement of their lives and their communities. Those who are serious in serving the people will keep working for every work counts as seeds that will be nurtured in the hearts and minds of a grateful electorate. Every good deed is a campaign statement that reminds the people to continue supporting the politician who works and delivers the needs of the constituents.

This explains why politicians would shamelessly plaster their faces and banner their names in grabbing credit for projects that are in truth funded by the money of the taxpayers. Having their names painted all over, particularly on signboards of government projects, are their way of investing credit for their political future. The gullible lot among our voters would believe that projects are truly given out of the efforts and kindness of their local politicians. These projects are readily cited and claimed as performance of politicians who are seeking reelection. The neophytes and aspiring pretenders to elective office also put investments by small projects that will introduce their good intentions to the people.

In some instances however, projects and performance do not create an imprint in the consciousness of the voters. The need to remind the voters of the good deeds and accomplishment is always a must if the politician wants to be voted into office. Those signboards and streamers had to last for a long period if only to serve as constant reminder about the politicians who shamelessly claim credit for it. Others resort into various gimmicks like displaying large banners and streamers for occasions like Christmas, New Year and Fiestas. The greetings are printed in fonts smaller that the portrait and name of the politician.

But the most effective investment is that sown on the electorate too close to harvest time. It is the seed that remains in the hearts and minds of the people until election time. The likelihood of converting the investment into votes is better when sown at a time too close to voting. That political investment which the wealthy and mighty politicians bank on for getting elected is money. It is the evil that makes politics a dirty game and elective office a certainty for the highest bidder. The seeds being sown near election time is the one that bears fruit ready for a good harvest in due time. Money causes people to be prostituted by giving up their sovereign will and giving in to the demands of the politicians.
