Pres. Marcos extends assistance to N.Samar farmers, fisherfolks

CATARMAN, Northern Samar — President Ferdinand ‘Bongbong’ Marcos Jr. distributed assistance to farmers and fisherfolk in this province on Friday(July 14), before leading in the inauguration of the Samar Pacific Coastal Road (SPCR) project.

The provincial government also received P10.2 million worth of abaca seedlings from the Department of Agriculture.

The President emphasized the importance of agriculture, which he promised to support in terms of production and income for local farmers.

He also reiterated his desire to bring down the price of basic goods like rice and services as one of his priorities.

One of Marcos’ plans to achieve this is through the Kadiwa Program, in which agricultural products produced by farmers and fisherfolk cooperatives and associations and community-based organizations are brought by the government directly to consumers through strategically located Kadiwa stores at lower prices compared to the regular markets or stores.

The COVID-19 experience, he said, should be a learning experience for Filipinos to focus more on local food production.

“When the pandemic hit, everything closed. We became dependent on imported rice. We must not have a repeat of what happened. We need to prepare,” the President, who is also the Department of Agriculture Secretary, said.

The President arrived around 10:30 a.m. in Catarman, along with Northern Samar Gov. Edwin Ongchuan.

Rep. Paul Daza, Vice Gov. Clarence Dato, Catarman Mayor Francisco Aurelio Rosales III, and other local officials welcomed Mr. Marcos.

The President was immediately led to the provincial capitol grounds for the ceremonial turnover of P2.6 million worth of tractors, P863,111 worth of multi-cultivators, and a pump irrigation system amounting to P384,000 to farmers and fisherfolk associations in the province.

He then proceeded to the provincial capitol gym which was filled with farmers, fisherfolk, indigents, and other beneficiaries waiting to receive their financial assistance from different programs of national government agencies.

BASEY, Samar – Travel from Borongan City to Tacloban City will now be fast and easier with the Maydolong (Eastern Samar)-Basey (Samar) road project formally inaugurated.

On Saturday (July 15), Rep. Marcelino ‘Nonoy’ Libanan of the 4Ps party-list led the groundbreaking of the project in the Maydolong side while Samar Governor Sharee Ann Tan spearheaded the opening of the Basey road section the following day, Sunday (July 16).
The Maydolong side starts in Barangay Del Pilar while the Basey section starts in sitio Campo 10 of Brgy. Guirang.

“This road is an advantage to Eastern Samar residents because six to eight municipalities will benefit from this shortening of travel time from 4 hours to about 2 hours,” Gov.Tan said.

Currently, travelers from Eastern Samar have two road options when going to Tacloban City. The first is thru the Buray-Taft road and the second is the Borongan-Quinapondan-Lawaan-Marabut-Basey road.

It will take four hours before a traveler reaches Tacloban if they use these two roads.
These roads will also ease the accessibility problem during heavy rainfall when the Buray-Taft road is closed to traffic due to flooding and landslide along the Taft side of the national road.

“This will also benefit economically the people living in communities along the area helping them to improve their condition,” Gov. Tan added.

The Maydolong-Basey road on the Samar side passes through Wespal, where two of the top tourist destinations in Basey town are located. These are the jump-off area to Sohoton Cave and to the entrance to one of the famous waterfalls in the municipality, the Balantak Falls.

Basey Mayor Luz Ponferrada agrees with Gov. Tan adding that aside from communities that will economically benefit the project, the road will strengthen connectivity and inclusivity, and promote public safety and welfare.

“Our residents who are residing in their area will now have access to the services that they well deserve,” she said.

Rep. Libanan, in his message, stressed the importance of a road network for Samar Island to further strengthen and hasten development.

“We are the third largest island but we lack of road network. If this road is completed, this will be the third to cross the two provinces that is why I am thankful that this is now happening because constructing a project like this is not that easy,” he said.

He added that the road will be the island’s trailblazer to progress and development and will going to be the legacy of present leaders will left behind to future generations.

“This road will help the two provinces in trading, sharing of culture, and tourism industry,” Libanan said.

EV among ‘hot spots’ online sexual activity

ORMOC CITY– A mother was arrested by police after she was discovered engaging in illegal sexual online activity using her two minor children, aged 16 and 14 years old, respectively.

Arrested in an operation conducted by the regional intelligence unit (RIU) of the Philippine National Police (PNP-8) was alias ‘Maylene’, 39, said to have been engaging in the illegal activity for over two years now.

She was arrested in her house in Barangay San Pedro, Sogod in Southern Leyte, at about 5:04 pm on Wednesday (July 12).

Police Major Alfred Dauz, chief police of Sogod, said that when he assumed his post on September 8, 2022, he had received rumors about the alleged illegal operation of Maylene.
Since then he asked his intelligence officer to conduct surveillance of the operation of the suspect to verify the information.

He added that once the local police zeroed in on the activity of the suspect, he asked the RIU to conduct the arrest because they have personnel who are experts in handling these kinds of cases.

And on Wednesday, RIU operatives implemented the warrant to search, seize and examine computer data (WSSECD) No. 01-2023 issued by Judge Ma. Daisy Paler Gonzalez, executive judge of the Regional Trial Court, Branch 25, Maasin City for violation of RA No. 11930, An Act Punishing Online Sexual Abuse or Exploitation of Children, Penalizing the Production, Distribution, Possession and Access of Child Sexual Abuse or Exploitation Materials, amending RA no. 9160, otherwise known as the Anti-Money Laundering Act of 2002, as amended and repealing RA no. 9775, otherwise known as the Anti-Child Pornography Act of 2009 and Rescue operation of minors.

The implementation resulted in the apprehension of the suspect and the rescue of two minors, a 16-year-old girl and her 12-year-old brother.

Major Dauz said that he was saddened by this incident because the rescued minors are children of the suspect whom she used to earn money even if it is illegal.

Formal charges to the court of origin in Maasin City were filed against the suspect.
Seized from her which she used in her illegal sexual online activity were several cellular phones.

The arrest of the suspect was witnessed by village officials.

The suspect was brought to Sogod Municipal Police Station for proper disposition while the rescued minor victims were turned over to the provincial office of the Department of Social Welfare and Development in Maasin City.

The Philippines, which includes some parts of Eastern Visayas, has been identified to be among the world’s ‘hot spots’ when it came to online sexual exploitation of children, the International Justine Mission(IJM) said.

Since 2016 when it first started monitoring the online sexual exploitation in the country, more than 1,000 children have been rescued from the said illegal activity.

IJM is an international organization that aims to protect people in poverty from violence and it has partners with local authorities to fight slavery, violence against women and children, among others.

TACLOBAN CITY– A saltwater crocodile was discovered by a fisherman in Quinapondan, Eastern Samar on Sunday (July 9) inside his fish cage.

The crocodile, measuring 1.28 meters and weighing 50 kilograms, was discovered by Alfred Abejo of Barangay Palactad, a coastal village seven kms away from the town proper.
Felix John Bianes, the municipal environment and resources officer, said that the fisherman found the crocodile inside his fish cage at about 7 am.

At first, Abejo thought that what was inside his fish cage was just a big lizard but when he got a closer look, and to his shock, was the crocodile.

This prompted him to ask for help from other fishermen who were also around at that time by tying his body and mouth using a rope.

The villagers immediately reported their discovery of the crocodile to the municipal government.

“This is the first time that a crocodile was found in Quinapondan,” Bianes said in an interview.

He could not say yet if the crocodile came from the river located in the village. “And I could not say if somebody is taking care of a crocodile in our town,” Baines said.

Still, they have already asked the residents, particularly those from Palactad to immediately report to their office if they will have some similar sightings.

It was learned that the discovery of the crocodile has caused alarm among residents as they are not discounting of the possibility that there could be other crocodiles.

The animal has been turned over to the regional office of the Department of Environment and Natural Resources based in Tacloban City.

Meantime, the fisherman where the crocodile was found is seeking help after his fish pen was destroyed.

TACLOBAN CITY – Borongan City will play host to the 2nd national surfing summit slated on November 24 to 26.

Rupert Ambil, city information officer who is also the surf city chairperson, said that the national summit will bring together the country’s surf enthusiasts.

“The primary goal of this summit is to bring together all surfing stakeholders under one roof. We intend to explore how we can harness the global phenomenon of this sport as a powerful tourism attraction and recognize its status as an Olympic sport,” he said in a press statement.

“This summit is a momentous occasion as it brings together multiple surf communities, fostering a sense of unity and support amongst them. Together, we are planning for the establishment of a regional surf circuit in Eastern Visayas, creating exciting opportunities for surfers and further enhancing the growth of the sport,” Ambil added.

The summit will also be the venue or platform for the discussion of emerging trends, sustainable practices, and the future of surfing in our beautiful country, he added.

As part of the national summit, a coordination meeting was held on Tuesday(July 11) attended by City Mayor Jose Ivan Dayan Agda, tourism regional director Karina Rosa Tiopes, and several surfing association officials, among others.

Surfers from other popular surfing sites of the country are expected to join the summit.

5 year-old girl cheats death after hit by a motorcycle driven by a 76-year-old man

ORMOC CITY-A 5-year-old girl sustained injuries after she was hit by a single motorcycle in Taft, Eastern Samar on July 4.

The victim, Princess Calinawan of Barangay Mantang, was crossing the street at about 2:45 pm when she was by the motorcycle driven by Artemio Germano,76, and a resident of Brgy. San Isidro,Sulat, also in Eastern Samar.

Both the girl, who was dragged 47 feet from where the incident happened, and the driver sustained multiple injuries to different parts of their bodies. (ROBERT DEJON)
