Globe says PH ready for digital transformation

The Globe Group, the Philippines’ leading digital solutions platform, commends the government for paving the way for greater digital transformation in the country through forward-thinking policies enacted since the start of the administration of President Ferdinand “Bongbong” Marcos, Jr.

As the President delivers his second State of the Nation Address on Monday, July 24, Globe extends its gratitude for milestones scored in his first year in Malacañang which have made significant reforms possible, bringing the Philippines closer to becoming a truly Digital Nation.

“We are grateful for the support from the government and our open collaboration towards achieving great strides in our national digitalization journey. Together, we have accomplished a lot over the past year. We are excited to see how much farther we can go as we pursue our shared goal of enabling and empowering Filipinos through innovative digital solutions,” said Ernest Cu, Globe Group President and CEO.

The first year of President Marcos’ administration is marked by significant developments that are key in propelling the country’s digital transformation.

For one, the President has enabled closer and more productive public-private collaboration through the Private Sector Advisory Council (PSAC), a platform that gives the private sector a voice in shaping the national development agenda.

Through PSAC, private sector representatives have a direct line to the President, able to share their expertise and experience towards policy-crafting, and also granted the opportunity to propose national-scale innovations that have the potential to uplift Filipino lives.

This synergy has led to the issuance of the President’s Executive Order No. 32, which has granted telcos the long-awaited streamlining of the permitting process of ICT infrastructure. This order will serve to accelerate network expansion in response to the steadily growing customer demand for connectivity.

The recently signed Memorandum of Understanding on the Connectivity Rating Index, meanwhile, will foster a healthier competitive environment for connectivity providers, encourage business owners to optimize quality connectivity as a differentiator, and empower consumers in making better choices when it comes to spaces where they go.
In the area of legislation, the SIM Registration Act, a landmark law passed to combat SMS scams and fraud, is proving to be a powerful tool in helping telcos combat cybercrime, with a marked decline in suspicious messages reaching SIM users.

With the government and private sector aligned on the path to digital advancement, the Globe Group is counting on the administration to continue regulatory reforms that would enable the country’s sustained transformation.

Globe hopes for the government’s support in ensuring the timely electrification of ICT infrastructure, particularly cell towers, so that telcos can provide life-enabling connectivity to more areas in the country.

To enable an unhampered shift to advanced network technologies, Globe also calls for the rationalization of the 26-year-old Spectrum User Fees (SUF). In its current form, the SUF penalizes greater use of more spectrum-efficient 4G and 5G and other Fixed Wireless Access technologies. It also disincentivizes network expansion, as fees are charged for every station even for the same frequencies. This hampers the industry’s push for stronger and wider connectivity as demand continues to grow.

As a strong advocate for internet-ready developments, Globe also hopes to see the passage of a law that requires developers to allocate space for telco infrastructure and an amendment of the National Building Code and/or its IRR to require the mandatory provision of telecommunications infrastructure in developments. At 46 years old, the country’s building code is already antiquated and was crafted at a time when connectivity was not yet considered a basic human need.

To strengthen enforcement against financial fraud, Globe is also calling for the passage of legislation that would penalize the use of e-wallets as conduits for money laundering and other financial scams, as digital financial transactions continue to grow.
Globe is also eager to see the passage of amendments to the Intellectual Property Code, also a 26-year-old policy that needs to catch up with the times to allow stronger measures such as site blocking to combat content piracy. After it hurdled the House of Representatives earlier this year, Globe hopes for its continued progress in the legislative hierarchy towards enactment. (PR)

Security guard arrested for illegal possession of firearm

ORMOC CITY-A security guard was arrested by local police in possession of an unlicensed firearm at about 1:05 pm on Friday (July 21) in Barangay Cangag, Isabel, Leyte.

The suspect was identified as Manolito Panis, 39, and assigned at Philippine Post Office.
The Isabel police said that while the operating unit was responding to a call about an alleged illegal logging activity in Brgy. Cangag, they saw the suspect at the side of the road with a bulging object tacked on his left waist which was suspected to be a firearm.

Police Chief Master Sergeant Marlon Ordoña introduced himself as a police officer and requested the suspect to lift his shirt then a short firearm was exposed placed on a holster tucked on his left side waist.

Upon verification, the suspect failed to present necessary documents of the firearm in his possession.

Confiscated from his possession and control was on 45 Caliber pistol and one magazine for the said pistol loaded with six live ammunition.

Charges of violation of RA 10591, the Comprehensive Law against Illegal Possession of Firearms, Ammunitions and Explosives, was filed against the suspect who is detained at the Isabel lock-up facility. (ROBERT DEJON)

DPWH-NSFDEO turns over multi-purpose building to Northern Samar Police Provincial Office

Catarman N. Samar– The Department of Public Works and Highways Northern Samar First District Engineering Office has officially turned over a Multi-Purpose Building (1st Phase) to the Northern Samar Police Provincial Office on June 28, 2023 at Camp Carlos Delgado, Catarman, Northern Samar.

District Engineer Mario D. Villena of the DPWH-NSFDEO officially turned over the newly completed building to the Regional Director, PRO 8, PBGEN Vincent S. Calanoga, and PCOL. Alfredo J. Tadefa, Provincial Director, NSPPO.

In his message, Regional Director PBGEN Vincent S. Calanoga emphasized that the structure symbolizes a “glooming and productive partnership between the community of Northern Samar and the Philippine National Police not only for the Provincial Police office but the entire Philippine National Police.” He further said that the building will be used for various activities, including meetings, community engagements, and other activities that will contribute to the advancement of the police’s operations and the welfare of its personnel.

Meanwhile, District Engineer Mario D. Villena urged NSPPO to make the most of the said facility.

“Utilize its various spaces for meetings, your various activities be it rainy or sunny season, even with activities that involves community engagement and other activities that will contribute to the advancement of your operations and the welfare of your personnel.

Paytaca secures P24.5M in seed funding to drive widespread adoption of Bitcoin cash in payments

TACLOBAN CITY– Paytaca, a pioneering startup in the cryptocurrency industry, has successfully closed its seed funding round, raising $450,000 (around P24.5M) from prominent angel investors from abroad. The company aims to revolutionize the payment landscape by promoting the widespread adoption of Bitcoin Cash (BCH) by providing a streamlined, cost-effective peer-to-peer payment experience. They have had two successful pre-seed funding campaigns in the past year alone.

Founded by Dr. Joemar Taganna (CEO), Aaron JP Almadro (Marketing Director), and Michael Machica (CFO), Paytaca has made waves in the market by offering a single cryptocurrency-focused approach instead of adopting multiple cryptocurrencies like many of its competitors. TACLOBAN CITY-President Ferdinand ‘Bongbong’ Marcos, Jr. has issued a green light for the construction of phase two of the Samar Pacific Coastal Road Project (SPCRP) on Wednesday (July 19).

The construction of the SPCRP phase two will involve the construction of a road and two bridges covering 15 kilometers connecting the towns of Palapag and Laoang with the South Korean government to bankroll it.

On July 14, the President led the opening of the SPCRP I connecting the towns of Palapag, Catubig, and Laoang. The 11.6 kms road and bridge project was financed by South Korea’s Export-Import Bank at a cost of P1.03 billion.

Under the second phase of the SPCRP, the project will include an 800-meter bridge, named Laoang Bridge 2, connecting Barangay Talisay to Poblacion Laoang, as well as a 605-meter bridge known as Laoang Bridge 3, connecting Brgy. Calomotan to Brgy. Pangpang, Palapag.
Governor Edwin Ongchuan, in a statement issued on Wednesday (July 19), said that he is grateful to the President for giving his approval on the second phase of the SPCPR.

“We express our gratitude to President Marcos for staying true to his commitment during his visit to the province on July 14, 2023. He assured us that he would approve the project, and we are pleased to announce that it has now received the ultimate endorsement from the NEDA Board,” he said.

The governor said that the project could help improve the lives of the peoples of Laoang and Palapag as goods and services could be delivered at a fast pace.

The second phase implementation of the SPCPR was among the project proposals announced by Sec. Arsenio Balisan of the National Economic Development Authority to be implemented by the Marcos administration.

Public Works and Highways Sec. Manuel Bonoan, during the July 14 interview, said that the second phase of the SPCPR is one of the priority projects of the Marcos administration under its ‘Build Better More’ program and will be completed within the term.

According to him, they are now discussing with South Korean Ambassador Lee Sang-hwa on the said project, including the cost of the project.
“We will finalize everything within the year but we will do the technical design and probably by next year, we will start the civil works,” Bonoan said.

MAYDOLONG, Eastern Samar – The construction of the Maydolong-Basey road will benefit not only ordinary travelers but to the residents where it traverses.

Reynaldo Ladiao,60 and a resident of Barangay Del Pilar said that they are happy that finally their village will be connected to the rest of town with the construction of the Maydolong-Basey road.

Last July 15, a groundbreaking took place in Del Pilar, an upland village, led by 4Ps parry-list Rep. Marcelino Libanan. The project has a cost of more than P333 million.

“Our farm produce can now reach the town easily unlike before when we need to walk for more than an hour to the river bank and then travel by motorboat for two to three hours to reach the market to sell our products,” Ladiao said.

“The paved road will lessen spoilage of our products which could result in higher income for us,” he added, saying that traders could now travel to their village with ease.

Most of the residents of the village rely on selling root crops and vegetables as their main source of livelihood.

Aside from selling their products, the road project will also benefit their students who are studying in schools outside Del Pilar.

Karen Ladiao, 18, said that with a lack of public transport, she has to walk three hours from their village just to reach their school in Lapgap National High School where she is enrolled as a senior high student.

Their teacher has to dismiss them as early as 2 pm for them to go home early, she said.
Her mother, Maria, 48, said that her other six children failed to finish their studies due to the absence of a concrete road in their village, aside from sheer poverty.

“If possible I want my youngest child to finish her studies and earn a degree,” she said.
The road, once completed, will cut short the travel time from the present four hours to one-and-a-half to two hours or from more than 200 kilometers road of Borongan-Quinapundan-Basey to about 80 kilometers of Maydolong-Basey road.

During the groundbreaking ceremony, Libanan asked residents of Maydolong especially those who live in villages where the road traverses to help in protecting the environment.
“Let us not compromise the safety and protection of our environment,” the solon said.
A pledge of commitment was signed by stakeholders to maintain, conserve and protect the natural beauty of the environment surrounding the road that will cross the Maydolong-Balangkayan-Llorente close canopy area which is located within the Samar Island Natural Park.

Building or constructing any structures like houses will be prohibited within the close canopy area and steel fences will be constructed to prevent people from crossing and encroaching the protected area.
Libanan added that this road will be useful during times of calamity and disaster especially since authorities would always close to traffic the Buray-Taft road during heavy rainfall due to flooding and possible landslides. (ROEL T. AMAZONA)
