Classes, work suspended in several parts of the region

Due to threat of ‘Egay’

About 1,600 passengers bound for Luzon were stranded in the three ports in Allen, Northern Samar as the Coast Guard prohibited any sailing of sea vessels due to the threat of typhoon ‘Egay.’ Several parts of the region, including Tacloban City, were placed under storm signal number 1 as of Monday(July 24). TACLOBAN CITY-Several local governments in Samar and Biliran provinces have cancelled classes and work due to Typhoon ‘Egay’ on Monday (July 24).

In Biliran, among the local governments that suspended classes and work were in Culaba, Maripipi, and the provincial capital of Naval.

In Samar provinces, the cancellation of work and classes were in the towns of Motiong, Daram, Hinabangan, and the provincial capital of Catbalogan City.

These local governments cancelled the classes and work was made to ensure the safety of the public amid the threat of Egay.

However, operations of offices on disaster risk management, social welfare, and health were not suspended by these local government units despite of the threat of Egay.

Sea travels were also suspended by the Coast Guard in Biliran to avoid any possible sea incidents. The suspension will take effect until the weather improves as the province was placed under signal number 1 by Pagasa.

The Coast Guard in Northern Samar has also made a similar suspension on sea travel due to the inclement weather through an advisory.

Meantime, passengers bound for Luzon were stranded in the different ports in Allen town, Northern Samar.

As of noon Monday, about 1,689 passengers, 820 rolling cargoes consisting of 90 trucks, 59 light cars, and buses were stranded in the ports of Dapdap, Looc, and Jubasan.
At least seven vessels are also taking shelter in these three ports.

As of past 1 pm, Pagasa has hoisted storm signal number 1 in Eastern Samar, Samar, Biliran, and the rest of Northern Samar.

These areas are expected to have winds of up to 39 to 61 kilometers per hour or intermittent rains may be expected within 36 hours.

The Regional Disaster Risk Reduction and Management Council has activated the Charlie protocol or red alert amid the threat of Egay.

It also ask all the local disaster risk reduction management offices across the region, especially those seen to be affected by Egay, to be on alert and ‘execute proactive measures and preparedness actions’ relative to the impending typhoon.

‘Preemptive evacuation is highly encouraged especially to high-risk areas,” it added.

Borongan City named among PH’s friendly cities for elderlies

ELDERLY-FRIENDLY CITY. Borongan City was named as among the eight local governments in the country as senior citizens-friendly. The honor was bestowed by the World Health Organization and National Commission of Senior Citizens during a national convention held on July 21 in Mandaue City.

TACLOBAN CITY– The city government of Borongan was chosen as one of the eight model cities and communities in the country for championing Age-Friendly Cities and Communities (AFCC).

ELDERLY-FRIENDLY CITY. Borongan City was named as among the eight local governments in the country as senior citizens-friendly. The honor was bestowed by the World Health Organization and National Commission of Senior Citizens during a national convention held on July 21 in Mandaue City.

The selection of Borongan City was made by the World Health Organization (WHO) and the National Commission of Senior Citizens (NCSC) during the national convention held in Mandaue City held last July 21.

Along with Borongan City, represented by city social welfare and development officer Verina Amoyo, Engr. Fatima Catudio, and special operations officer Cynthia Arceño, also named in the list were Camarines Norte province; Culion, Palawan; Island Garden City of Samal; Maguindanao Del Sur; Parañaque City; Sabtang, Batanes; and Santa Catalina, Ilocos Sur.
The event was primarily aimed at introducing the concept, sharing the initiatives of local government units, and identifying salient features that should be in the implementing guidelines for the Philippine AFCC.

Borongan presented at the said event its institutionalized social services such as the monthly monetary allowance for senior citizens, ‘Dukwag Agrikultura’, ‘Libre Medisina’, and other LGU programs that nurture senior citizens.

During the convention, NCSC Chairman Atty. Franklin Quijano reminded the attendees to always include senior citizens in every program and project implemented in their respective LGUs.

He likewise highlighted inputs during the orientation that can be adopted for future guidelines to be set for AFCC.

Next month, the WHO and NCSC are scheduled to visit Borongan to document and interview some key officials regarding the aforementioned social services presented during the convention.

The activity ended with the signing of a memorandum of cooperation to reaffirm the participant’s dedication to fostering communities that are designed to be accessible to and supportive of senior citizens.

2 Northern Samar towns to open climate resilient farm business schools

TACLOBAN CITY – The provincial government of Northern Samar launched a climate resilient farm business schools in the municipalities of Palapag and Laoang.

The program is anchored on Governor Edwin Ongchuan’s development agenda, ‘Padayon nga Kausawagan’ which aims to equip farmers with knowledge and skills necessary to navigate the challenges of climate change through hands-on training and collaborative projects.

The climate resilient-farm business schools are located in the village of Cabariwan in Palapag and Oleras in Laoang.

Thirty farmer-participants from Cabariwan and Oleras will undergo the training for 18 weeks aimed to equip them on different climate-resilient technologies which includes a module in the farming business aspect where they are taught how they can increase their income by treating their farm as a business.

The curriculum is carefully designed to tackle a wide range of topics critical to farming in the face of climate change and is aligned with the palay checks system which encourages farmers to manage their rice crops according to targets by measuring crop performance and analyzing results.

In 2018, the Department of Agriculture in the region announced that they will introduce climate-resilient technologies in three Samar provinces as part of an initiative to help alleviate farmers from poverty, and the first time that the adaptation and mitigation initiative in agriculture (AMIA) will be implemented in Eastern Visayas targeting beneficiaries of special area for agricultural development (SAAD).

2 rebels killed while soldier wounded in a clash in Northern Samar troops recovered firearms

ORMOC CITY-Two alleged members of the New People’s Army (NPA) were killed while a soldier was wounded in an encounter in Pambujan town, Northern Samar on Saturday (July 22) at about 12: 55 pm.

The dead rebels were identified as Jerry Lutao alias ‘Nadi’ and Brando Obiado alias ‘Idol’ and team leader of the front committee I, sub-regional committee emporium of the rebel group operating in Northern Samar.

Private First Class Perry Idanan was hit on his upper shoulder and is now in a medical facility and said to be in stable condition.

The two warring groups engaged in a 20 -minute firefight in sitio Badulan of Barangay Cagbigajo, a remote village more than five kms away from the town center.

The soldiers, who belong to the 19th Infantry Battalion headed by Lt. Col.Marvin Maraggun, were in the area to respond to an information that the 10-composed rebels were there to harass the locals.

The government troops also recovered three high-powered firearms-one 1M14 and 2 M16.
The bodies of the dead rebels were brought to the rural health center for their relatives to claim. They were identified by their former comrades in the underground movement.
Meantime, government troopers recovered three firearms from the rebels as a result of a separate encounter in a remote village in Catbalogan City, Samar.

The firearms were recovered by the members of the 87th Infantry Battalion after they engaged the rebels in Brgy. Bangon in the said city on Friday (July 21) at about 10:40 am.
The soldiers went to the area after receiving information on the presence of rebels in the village who were demanding financial support from the villagers.

The recovered firearms consisted of three M16A1 rifles, a hand grenade and several rounds of magazines.

During his visit to Northern Samar on July 14, President Ferdinand ‘Bongbong’ Marcos Jr., has declared that he is confident that the insurgency problem in Eastern Visayas, particularly in Northern Samar, will come to its end by within the year.

Northern Samar is considered to be the ‘last bastion’ of communist insurgency in the region with only one remaining guerilla front operating.

Gov. Ong thanks OP, DPWH in realizing SPCR project

NSSDEO, Brgy. Burabud, Laoang, N. Samar, – Northern Samar Governor Edwin Marino Ongchuan attended the inauguration ceremony of the Samar Pacific Coastal Road (SPCR) project located at Brgy. Simora, Palapag, Northern Samar last July 14, 2023.

In his message, Gov. Ong thanked the people behind the success of the SPCR project. “To say that we are thankful is an understatement. Words can never express the immense joy that is in our hearts. I would like to express our deepest gratitude to the national government led by His Excellency President Ferdinand Marcos, Jr., who advocates progress and development leading to the inauguration of the SPCR project. And to DPWH Secretary Manuel Bonoan, for ensuring the completion of the SPCR,” Gov. Ongchuan said.

Also, he stated that, as the SPCR completes the Samar Island circumferential road, this project will significantly improve the transport of the people and goods not just in Northern Samar but also in the province of Eastern Samar. It will greatly impact the economic development of our province as it will remarkably increase agricultural productivity of our farmers and fisherfolks.

Gov. Ongchuan for his part also expressed his thanks to the previous Duterte Administration for doing its part in providing big ticket infrastructures in the province of Northern Samar.

DPWH in Leyte’s second district completes a 1.86 kms interior road in Jaro town

TACLOBAN CITY—To improve the access road for the local villagers and for faster mobility of agricultural products in the habitats of Barangays Hibunawon and Parasan, both in Jaro, the Department of Public Works and Highways (DPWH) under the Basic Infrastructure Program (BIP) has allotted P8 million for a road concreting project.

According to Leyte Second District Engineering Office (L2DEO), District Engineer Leo Edward Oppura, the newly- constructed road has a total length of 1.862 lane kilometers and is now being used by villagers.

The newly- paved road will uplift socio-economic activities in the community, allowing locals to lessen travel expenses in terms of fare and fuel.

The delivery of basic products and services to the community will also improve.

Motorists will also benefit from this newly-paved road. Speedier movement and safer travel while traversing the road network will make them more comfortable. And they will no longer endure the slick and muddy road, particularly during the rainy season.
