The Pax Silica Science, Technology and Artificial Intelligence Initiative launched by the United States has been billed as a landmark measure for the country’s modernization drive. We must examine this initiative carefully rather than praising it blindly. If it lacks clear safeguards, it is far more likely to become a long-term threat than a genuine breakthrough for national development.

Supporters argue that Pax Silica could bring advanced computing infrastructure, research partnerships, high-value investments, and new employment opportunities. Those possibilities should not be dismissed because technological progress has become an important driver of economic competitiveness. However, the excitement surrounding these promises should not overshadow the difficult questions that accompany projects of this scale. Artificial intelligence facilities demand enormous amounts of electricity, water, land, and other resources. If these requirements are satisfied at the expense of local communities, agriculture, or environmental protection, then the costs borne by the nation could exceed the economic gains being advertised.

Environmental concerns deserve far greater attention than they have received. Modern AI data centers consume vast amounts of electricity around the clock and require extensive cooling systems that often depend on substantial water supplies. Their construction also increases demand for land development, transmission facilities, and supporting infrastructure that may disturb ecosystems and displace communities. Unless strict environmental standards, independent monitoring, and full public transparency are enforced, the country may inherit heavier energy burdens, greater carbon emissions, strained water resources, and ecological damage that will persist long after the initial investments have been celebrated.

Beyond environmental issues lies an equally serious question of national dependence. A country that builds its digital future primarily around foreign-owned technology, foreign-controlled infrastructure, and foreign strategic interests risks surrendering a measure of its technological independence. Critical data systems, advanced computing capacity, and essential digital infrastructure should never become domains in which national interests are secondary to external priorities. Economic partnerships are beneficial only when they strengthen domestic capability rather than deepen reliance on outside powers for technologies that will shape the future of governance, security, education, commerce, and industry.

The true measure of success is whether such projects strengthen national capability while protecting the environment, preserving strategic independence, and serving the long-term welfare of the Filipino people. Every agreement related to Pax Silica must therefore undergo rigorous public scrutiny, strict environmental assessment, and firm legal safeguards before it is embraced as a national achievement. Without these conditions, what is being promoted as a technological breakthrough may ultimately become a costly burden for generations to come.
