Comelec, PNP established checkpoints across the region to ensure peaceful elections on Oct. 30

TACLOBAN CITY – The Philippine National Police (PNP) has deployed over 11,000 police personnel across the region to ensure a safe, secure, and honest Barangay and Sangguniang Kabataan elections this October 30.

As part of security measures, the PNP together with the Commission on Elections (Comelec) in the region established checkpoints in very town and city across the region.
A ceremonial activity was held on Monday (August 28) at the San Juanico Bridge, coinciding with the first day of the filing of certificates of candidacy for those running in the village polls.

The said activity was attended by Comelec Regional Director lawyer Jose Nick Mendros and B/Gen. Vincent Calanoga, the police regional director.

Calanoga asked the public for understanding when they are in the checkpoint and extend their cooperation with the law enforcers manning these checkpoints, saying they could help ensure a peaceful and orderly conduct of barangay and SK balloting.

For his part, Mendros reminded law enforcement personnel manning the checkpoints that they are only allowed to do “plain sight” inspection unless there is a valid ground for them to order that the vehicle be opened.

Mendros also visited the filing of CoCs of candidates in the city which is being held at the Tacloban City Convention Center.

He reminded the candidates not to wait for the Sept.2 deadline saying there would be no extension for the filing of the CoCs. (ROEL T. AMAZONA)

Clarin and Barira appeared in Globe’s top download and upload speed lists. They were joined by Taytay, Palawan; Claveria, Cagayan; San Agustin, Surigao del Sur; and Calubian, Leyte.

Significant improvements were noted, particularly in remote provinces of Luzon, Visayas, and Mindanao. Over 1 million students in EV return to school

TACLOBAN CITY-Over 1 million students from public schools across Eastern Visayas are expected to return to school on Tuesday (August 29), the first day of classes for this school term.

The number, however, is expected to increase as the enrollment is still ongoing as out of the region’s 4,484 government-run schools, only 4,354 of them have so far submitted their report to their office, Jasmin Calzita, the regional information of the Department of Education(DepEd), said on Tuesday.

She, however, said that the first day of enrollment ran smoothly.

“The opening of classes here in our region was generally peaceful and successful,” she said.
Calzita said that 550,553 students are enrolled in the Kindergarten and elementary; 313,632 in the junior high school; and 159,198 in the senior high school.

Last school year, there were more than 1.28 million who were in school in Eastern Visayas.
Calzita said that it is up to the head of the school or the principal when the school will end its enrollment.

The DepEd in the region also assured that despite of the projected increase in enrollment, the teacher-to-40-students ratio could still be attained.

In Eastern Samar, provincial schools superintendent Gorgonio Diaz expressed his gratitude to the provincial government for continuing to hire teachers.

“They are really a big help to our regular teachers which in the process, help improve the quality of education in Eastern Samar,” Diaz said.

The provincial government under Governor Ben Evardone has hired around 1,000 licensed teachers which it pays for their salaries.

They are being assigned in areas where there are needs of teachers.

In Northern Samar, the provincial government has built buildings for eight public schools across the province to help address the lack of school buildings.

For this purpose, the provincial government allocated P27.4 million sourced from its special education fund.

Elementary school in Leyte opens smoothly amid lot claim

The Maghubas Elementary School in Burauen, Leyte is now at the center of a land dispute as some members of the owner claimed they were not aware that the property was donated to the local government.

BURAUEN, Leyte – The first day of classes at the Maghubas Elementary School,this town,went smoothly, contrary to what was feared earlier.

The Maghubas Elementary School in Burauen, Leyte is now at the center of a land dispute as some members of the owner claimed they were not aware that the property was donated to the local government.

The lot where the school stands is being contested by a family claiming that they were not aware that it was donated by a relative to the local government.

Leyte schools superintendent Mariza Magan personally went to the school to check on the condition in the area, especially to ensure that classes in the said school would not be interrupted due to the dispute between the family claiming ownership of the lot and the school management.

School principal Herbert Del Pilar said that this problem of property dispute had resulted in the decline of enrollees this year.

From last year’s 160 enrollment, this year’s number of students has dropped to 140, he said.

“But I told the parents not to fear because many are helping us,” Del Pilar said.

It was learned that parents transferred their children to Burauen Central School which is over a kilometer away from Barangay Maghubas, where the school is located.

Village chairwoman Monica Enerlan said that they are always ready to help the school management on this problem saying this is affecting the students.

Enerlan along with other barangay officials of Maghubas was also present during the opening of classes on Tuesday (August 29).

Cases have been filed against the heirs of the owner who donated the lot to the local government in 1966 but whose document of deed of donation was only ‘perfected’ in 2021.
On that year, the family that claimed ownership has up a barricade inside the school campus and even destroyed some of the school’s properties.

“Hintayin na lang po natin kung ano ang magiging resulta, anyway nasa korte na po yan. Ang request ko lang while yan ay nasa korte at under litigation status quo lang muna dahil hindi naman natin sila pinapaalis, at sana lang wala silang gagalawin sa paaralan,” Magan said.

Based on information from school personnel, the claimant had destroyed the school concrete fence to construct an extension of their house. Said extension had resulted in the claimant to occupy several square meters of the school campus mainly affecting their school perimeter fence and school plaza.

Rebecca Pacala, one of the claimants, when asked for her comment over the issue at Maghubas Elementary School, said that they are only fighting for their right as the rightful owner of the property being the legal heirs of their father who donated the contested lot to the LGU.

Troops recovered firearms in separate operations in Samar, Eastern Samar

TACLOBAN CITY-Government troops recovered several firearms both in Eastern Samar and Samar provinces on Sunday (August 27).

Brigadier General Noel Vestuir, the commanding officer of the 802nd Infantry Brigade based in Borongan City, Eastern Samar, the firearms were separately recovered in Barangay San Andres, Borongan City, and Brgy. Mabini in Basey, Samar.

The 802nd IB covers the entire Eastern Samar and parts of Samar province.

Vestuir said that the recovered firearms in Borongan City included an M-16 rifle and two anti-personnel mines while a Cal. 38 revolver pistol, 2 improvised shotguns, 2 steel magazines of M16 rifle, 37 rounds of 5.56mm ammunitions, and several medicines and medical gadgets like thermometer, syringes and IV fluids were recovered in Brgy. Mabini, Vestuir said in a statement.

These firearms were recovered by members of the 78th Infantry Brigade headed by Col. Allan Tria based in Borongan and Lt. Lucio Janolino, the commanding officer of the 63rd IB, were due to the information relayed by the local residents.

“I consider your collective acts as extraordinary form of patriotism by standing along with other peace-loving Samareños in the fight against the NPA terrorists,” Vestuir said, referring to the residents of the two communities who helped the government troops find the cache of firearms.

“This is an indication that the people understand and realize the united call of the military and the local government in ending the local communist armed conflict,” he said.

Vestuir also renewed his call for the remaining rebel members to return to the fold of the law and enjoy the benefits given to them by the national government.

60 cops assigned at the Ormoc astrodome where village polls candidates file their CoCs

ORMOC CITY– About 60 police personnel from this city were deployed at the Ormoc City astrodome which serves as the venue where candidates running in this year’s barangay polls are to submit their certificates of candidacy.

City Police Director Police Col. Nelvin Ricohermoso in an interview said that aside from police, also providing security in the area were members of the Coast Guard and Philippine Army.

He also said that as of the moment, they have yet to determine or declare a particular barangay as a hot spot relative to the October 30 barangay and Sangguniang Kabataan elections.(ROBERT DEJON)
