Police Regional Director B/Gen. Vincent Calanoga says cops who have relatives running in this year’s barangay and SK elections would be transfer in keeping of the organization’s political neutrality.

Calanoga, however, did not provide data as to how many policemen in the region would be affected by this order.

“Depende sa kalalabasan ng filing of certificates of candidacy. So pag may mag file na ng CoC at makita na natin yung mga pangalan ng kandidato doon natin titingnan yung mga kailangan nating ilipat,” he said.

The filing of the CoCs for the barangay polls started on Monday (Aug. 28) and is to end this Saturday (Sept. 2).

Eastern Visayas has around 11,000 police officers who will be assigned to man the BKSE polls this October 30 in about 4,390 villages.

The regional office of the PNP has not yet announced areas of concern but Calanoga said that most definitely, election-related violence that happened for the last two elections are sure to be included in the list.

Among these areas are those located in Samar province and the 3rd district of Leyte?

TACLOBAN CITY – The Department of Public Works and Highways (DPWH) in Eastern Samar will be constructing two new municipal buildings that will provide better services to the people.

On August 27, the groundbreaking ceremony was held for the construction of a four-story municipal building in Taft and a three-story municipal building in Can-avid.

The new municipal hall of Taft will be built on 3,360 square meters of donated land.

Both have an initial funding of P30 million with the construction to start within this month.
The project is expected to be finished in May of next year.

Meanwhile, funding for the construction of the new municipal building of Can-avid will reach P140 million, bigger compared to the municipality of Taft because of its location which is larger.

The target completion of the same project is in 1,000 days.

Funding for both projects are from the General Appropriations Act (GAA) of 2023.
Taft Mayor Gina Ty and Can-avid Mayor Vilma Germino are grateful to the House Minority Leader and 4Ps party-list Marcelino Libanan for his efforts to fund these projects.

“This is a realization of our long-time dream to have a new municipal building after 55 years. This municipal building is a symbol of our service for our people. Thank you, congressman Libanan for funding this project,” Mayor Ty said.

For her part, Mayor Germino said that their municipal building is so old that they need a new one. She also informed that the old one will be converted into a legislative building when the new municipal building is finished.

Rep. Libanan, who is also the minority floor leader at the House of Representatives, made sure to fund these projects until their completion.

For the year 2024, the solon informed that P70 million is already in place for funding of the multi-faced projects.

LGUs for economic development

Local government units are important income-generating entities. They play a crucial role in the economic development of their respective regions, as they have the power to create and implement policies that promote business growth and attract investments.

One of the primary sources of income for local governments is through taxation. They have the authority to impose various taxes, such as property tax, business tax, and franchise tax, among others. By levying these taxes, local government units generate revenue that can be used to fund public services such as infrastructure development, healthcare, education, and social welfare programs.

Apart from taxation, local government units engage in income-generating activities such as providing basic services, collecting fees, and managing assets. For instance, they can charge fees for permits and licenses, thereby generating income to finance the operations of their respective offices. Local governments also manage public resources and properties, such as public lands, marketplaces, and entertainment venues, and can generate revenue through leasing or renting these assets. Moreover, they may create business enterprises such as public transportation systems, utilities, and tourism services, generating additional income for the local government.

With these in mind, local government units can engage in public-private partnerships (PPP) as a means of further generating income. A PPP allows the government to collaborate with private entities in providing public services and infrastructure, while also generating revenue. For example, a local government unit can partner with a private company to build and operate a toll road, with the government receiving a share of the toll revenues. This form of collaboration not only generates income for the government, but also enhances efficiency and service delivery.

Local government units, then, are essential income generating entities that play a vital role in the economic development of their regions, hence their need to activate. Through taxation, fees, managing assets, and engaging in public-private partnerships, they can generate income to fund public services and infrastructure development. By maximizing their revenue sources, local government units can contribute significantly to the overall well-being and progress of their communities.

Losing customers

In today’s competitive business landscape, attracting and retaining customers is crucial for sustained success. However, attempting to trick potential customers, be it through deceptive marketing tactics or false promises, not only undermines the ethical foundation of commerce, but also proves counterproductive in the long run. The beach resort we went to last weekend seemed to have treated us this way. They had nice photos of their place, but when we went there, it was rocky with plenty of garbage scattered around.

In any business transaction, trust is an essential pillar for fostering a lasting relationship with customers. When potential clients feel they have been tricked into purchasing a product or service, trust is shattered, and the foundations of the customer-business relationship crumble. Consumers are increasingly savvy, and misinformation or false claims quickly unravel. Consequently, the short-term gains achieved through trickery are overshadowed by the lack of trust engendered, often leading to severe negative consequences for the business.

A brand’s reputation is built upon years of consistent efforts to deliver quality products or services. Unfortunately, tricking potential customers can tarnish this hard-earned reputation within moments. In the age of social media and online reviews, customers have a powerful platform to share their experiences, both positive and negative. Word spreads rapidly, and a single incident of deceitful marketing can lead to a viral backlash, severely damaging a brand’s reputation. Over time, this damage becomes difficult to repair, and potential customers are disinclined to engage with such brands.

Loyalty is cultivated through meaningful and honest customer relationships, not through trickery. By employing deceptive tactics, businesses forfeit the opportunity to forge true customer loyalty. Focusing on acquiring customers through misleading practices diverts resources from building a superior product or exceptional customer service, elements that actually promote customer loyalty. Consequently, businesses that resort to trickery will experience higher customer churn rates, limiting their ability to retain valuable customers.
Tricking customers can lead to severe legal and regulatory consequences. Authorities safeguard consumer interests through stringent laws and regulations, protecting them from unethical practices. Upon discovering businesses engaging in deceptive tactics, legal actions and penalties can be levied, further undermining any fleeting gains achieved through dishonest practices. The cost of defending lawsuits, paying fines, and recovering from legal setbacks can substantially weaken the business financially, overshadowing any potential short-term benefits.

In an increasingly crowded marketplace, businesses continuously strive to differentiate themselves from their competitors. However, attempting to trick customers does not bestow a sustainable competitive advantage. In fact, it may even provide a competitive edge to more transparent and ethical competitors. Today’s discerning customers value authenticity, transparency, and integrity, and brands that align with these values are more likely to succeed in the long run.

Tricking potential customers may yield temporary benefits, but the long-term ramifications are profoundly detrimental. Trust erosion, damaged brand reputation, decreased customer loyalty, legal repercussions, and loss of competitive edge collectively illustrate the futility of such practices. Instead, businesses should focus on delivering products or services that genuinely meet customer needs, fostering transparent communication, and cultivating lasting relationships based on trust and integrity, ultimately paving the way for sustainable success.

We need to suffer and die

WE have to be clear about this aspect of our Christian life. Yes, we need to suffer and die, just like Christ, who is the pattern of our humanity and the savior of our damaged humanity, suffered and died for us, for our sins.

In other words, we need to suffer and die with Christ, assuming the same reason and intention Christ had when he had to suffer and die for us. Only then can our suffering and death acquire a redemptive value. Only then can we be liberated from our sinful selves. Only then can we truly be identified with Christ.

We are reminded of this aspect of our Christian life in that gospel episode where Christ predicted his passion and death and moved forward to face it. (cfr. Mt 16,21-27) That was also when Christ told his disciples what they had to do to be able to follow him all the way to the end. And that is for them, and for us, to deny ourselves and to carry the cross.

We all know that suffering and death are unavoidable in our life. They are the consequences of our sins, starting with those of our first parents and then those of our own. But Christ has shown us how to deal with them so as to convert them into a way of our own redemption. And that is to suffer and die with Christ.

Remember what St. Paul said about death when it would happen to us with Christ? “O Death, where is your sting? O Hades, where is your victory? The sting of death is sin, and the strength of sin is the law. But thanks be to God, who gives us the victory through our Lord Jesus Christ.” (1 Cor 15,55-57)

For this to happen, we obviously need to meditate closely on the life and death of Christ. Everyday there should be some progress in our growing identification with him. Thus, we have to realize that our life should be a life of constant prayer and sacrifice, supported by an appropriate plan of life that would keep that lifestyle going.

It should be an integral part of our daily life to have some practices of self-denial and mortification. It could be in matters of food and drinks, in the way we use the things of our work, especially these days when we are strongly charmed by gadgets and other powerful technologies, It could be in the way we guard our senses, our thoughts, desires and intentions, our imagination, etc.

Of course, this life of self-denial and mortification is lived when we wage a life-long ascetical struggle, knowing how to handle our weaknesses, temptations and sin, and growing in the virtues. We need to convince ourselves that it is when we live this kind of life that we can attain true joy and peace even while here on earth. That may sound incredible, but we have the Christ’s clear words to assure us of this truth.

For this, we also need to adjust our ideas of what is true joy and peace. We often peg them according to worldly standards alone that give us only so much but cannot go the distance. Let’s remember that Christian life, in spite of its sacrificial dimension, is a truly joyful life.
We need to overcome whatever fear of suffering and death we have.
