Php 19.69 M Farm-to-Market Road in Catarman Northern Samar, completed

Catarman, Northern Samar – The Department of Public Works and Highways, Northern Samar First District Engineering Office (DEO), recently completed a P19.69-million Farm-to-Market Road (Phase II) in Brgy. Libjo, Catarman, Northern Samar.

The project involves construction of a road spanning the length of 338 meters with reinforced concrete-lined canals with length of 359 linear meters on both sides, and Grouted Riprap.

District Engineer Mario D. Villena stated that the newly completed road project will significantly enhance agricultural productivity in traversed areas.

The transportation of agricultural products from farms to the market will now be more convenient and efficient.

Merlita Pangandoyon, a resident of Brgy. Libjo, revealed that there has been a significant change since the road was built.

“It’s good that the road is finally finished because it used to be difficult for people to pass through here since this area was purely rural. Before, people had to carry their groceries downhill, but now vehicles can go straight through. We are very thankful that the road reached this area because it’s now easier for people to pass through, and students no longer have a hard time walking. Scooters can now traverse the road as well. So, we are very grateful. To those who constructed the road here, thank you very much,” she said.

School in Leyte now enjoys a multi-purpose facility constructed by DPWH’s 2nd engineering office

CAPOOCAN, Leyte – Teachers and pupils will now have a resilient and reliable venue for school-related activities at Pinamopoan Central School (CS) in the town of Capoocan, Leyte.

Thus said District Engineer Leo Edward Oppura of the Leyte 2nd District Engineering Office (L2DEO) of the Department of Public Works and Highways (DPWH) after the completion of a multi-purpose building constructed in the said school.

The facility has a total floor area of 240 square meters, built with structural concrete, reinforcing steel, steel trusses, and long-span roofing sheets.

According to Oppura, the department allotted P4.94 million under the Basic Infrastructure Program Multi-Purpose Buildings and Facilities to support social services, aiming to serve multiple programs and functional requirements of the school and to elevate the learners’ capabilities.

This new building can be used for a variety of academic collaboration and creativity-fostering activities for students of the said school.

It can also provide a comfortable and accommodating venue for academic events for teachers and students.

For the current year, DPWH has built eleven multi-purpose buildings in the second district of Leyte, of which six are now complete while the remaining MPBs are under construction.

HERNANI, Eastern Samar– On October 19, 2023, the groundbreaking ceremony of the 4PH Program(Pambansang Pabahay Para sa Pilipino) took place in the picturesque mountains of sitio Canquiante of Barangay Padang, Hernani, Eastern Samar.

The 4PH Program, a flagship initiative of the Marcos Administration, aimed at providing affordable housing for Filipinos.

This momentous event was the result of a collaborative effort between the Hernani Homeowners Association, led by their president Bulaklak Candido-Manacap, and the local government unit of Hernani, under the leadership of Mayor Amado Candido.

The ceremony was graced by an array of distinguished guests and officials, including Tingog Rep.Jude Acidre, Governor Ben P. Evardone (represented by the provincial PESO Manager and Barangay Affairs Head, Bryan Arago), Llorente Mayor Daniel Boco, Balangiga Mayor Danna Flynch De Lira, CENRO Eugene Mozo (represented by Virgie Tadle), Dumduma Construction and Trading Corporation (represented by their legal consultant, Atty. Lionel Titong, and Atty. Ruben Catubay).

Not to forget, the family of the late Mayor Pedro Candido, represented by Renato Candido generously, donated the 9.5-hectare land for this project. Our local officials, functionaries, and Hernaninhons also lent their presence to this memorable occasion.

This housing program harmoniously aligns with Mayor Amado’s visionary commitment to provide safe housing for all Hernaninhons, thus embodying the administration’s tagline: “Padayon Pag-Uswag Hernani”.(PR)

DPWH joins task force to remove illegal campaign posters

Catarman Northern Samar– The Department of Public Works and Highways (DPWH) Northern Samar First District Engineering Office actively participated in the task force “Operation Baklas,” aimed at removing prohibited campaign materials as per the regulations set by the Commission on Elections (Comelec).

This initiative was in compliance with Comelec rules and was undertaken in preparation for the upcoming October 30, 2023, Barangay and Sangguniang Kabataang Elections.

The task force, in its First Operation Baklas, was mandated to dismantle and clear away unauthorized election materials that were displayed outside the designated areas.

District Engineer Mario D. Villena emphasized the importance of this operation, stating that the unlawful election posters, especially those obstructing major highways and public spaces beyond the authorized posting zones, needed immediate removal.

To efficiently carry out this task, the district office mobilized five (5) teams, each comprising dedicated DPWH maintenance workers, members of the Philippine National Police, and COMELEC personnel. These teams were strategically deployed to identify and remove any illegal election paraphernalia found along major thoroughfares and in public places.”

The District Office’s proactive participation in Operation Baklas demonstrates its commitment to ensuring a safe and compliant electoral environment.

DepEd-Leyte probes teacher over viral video

TACLOBAN CITY-The Department of Education (DepEd)-Leyte Division has launched an investigation following a viral video that involved a public school teacher allegedly imposing a punishment on a group of students through “squatting.”

“Upon promptly receiving the video, DepEd-Leyte immediately conducted validation of the facts directly at the school. Upon hearing the facts, the team convened with the school head and the concerned teacher,” it said in a statement.

“Subsequently, the Office initiated collaboration with the legal office to conduct a comprehensive investigation into the incident,” it added.

The video was posted on Facebook by a netizen on Tuesday, October 24, 2023.
According to the division office, the incident took place at an elementary school in Burauen town.

In the information gathered by Leyte Samar Daily Express, a prior incident allegedly happened in the school wherein a group of students “bullied” another student on October 18, 2023 during a scouting activity.

The students allegedly undressed the victim and inserted their fingers into his anus.
Upon learning of the incident, the victim’s parents reported it to the teacher, who became the subject of the viral video.

According to the source, the teacher inquired the group of students in the video about who was the culprit in the alleged bullying on October 18.

Amid the incident, the Leyte Division reassured the public that “any concerns or issues concerning learners’ rights and protection will be handled with the utmost urgency.”
“Its primary objective is to ensure the creation of a safe, secure, and conducive learning environment for all students,” it stressed.

Meanwhile, the division office maintained that it is “committed to upholding the learners’ rights and protection.”

“It is firm in its stance against all forms of violence, exploitation, discrimination, bullying, and any other manifestations of abuse within the educational system,” it said.

Palompon established a marine laboratory for high-valued marine products

PALOMPON, Leyte– A marine laboratory for ranching and restocking of marine products was inaugurated in this town on October 20.

The activity was launched along the Tres Marias Reef with Mayor Ramon Oñate spearheading the activity in collaboration with Southern Leyte State University, Sogod- Bontoc Campus.

Mayor Oñate said the LGU has been planning and ground-working for this project since October 2018 but unwanted circumstances hampered and prevented them from realizing the project.

The marine products that are being ranch and for re-stocking includes abalone, blue crabs, sea hare, and sea cucumbers.

“With the establishment of the marine laboratory, it is expected that these marine products will increase in the coming years as the laboratory will mean an increase of production,” the town mayor said.
