TACLOBAN CITY– Red tide toxin has affected four major bays in Eastern Visayas as the regional office of the Bureau of Fisheries and Aquatic Resources (BFAR) issued a warning to the public to refrain from selling or eating shrimps or ‘alamang.’

In an advisory, BFAR identified the affected areas as the coastal waters of Guiuan, Eastern Samar; Cambatutay Bay in Samar, particularly in the town of Tarangnan; Irong-Irong Bay in Catbalogan City, Samar; and Matarinao Bay in Eastern Samar in the municipalities of General MacArthur, Quinapondan, Hernani, and Salcedo.

“Seawater samples collected from these bays and coastal waters are positive of Pyrodinium bahamense, a toxic microorganism that causes paralytic shellfish poisoning (PSP),” BFAR said in a statement.

The BFAR, however, clarified that while it issued a local red tide advisory, there is no shellfish ban in the region.

“(Still), the public is hereby advised to refrain from gathering, selling, and eating all types of shellfishes and Acetes sp., locally known as ‘alamang’ or ‘hipon’ from these areas,” it said.

BFAR said that fish, squids, shrimps and crabs sourced from the identified coastal waters and bays are safe for human consumption provided that they are fresh and washed thoroughly, and their internal organs such as gills, and intestines are removed before cooking.

Meantime, bays and coastal waters in the region are free from the red tide toxin.
These are the coastal waters of Daram, Zumarraga, and Calbayog City; San Pedro Bay, Maqueda Bay, and Villareal Ba, all in Samar; coastal waters of Leyte, Calubian, Ormoc City, Carigara Bay, Cancabato Bay in Tacloban; all in Leyte; Sogod Bay in Southern Leyte; and the coastal water of Biliran.

Red tide is a phenomenon caused by algal blooms which discolor coastal waters.

It happens when there is an overgrowth of algae which causes the color of water to turn red, green, or brown. Some of these algae produce toxic chemicals, contaminating the shellfish that consume them.

33 LGUs in the region received the SGLG from the DILG

TACLOBAN CITY– About 33 local government units (LGUs) from the region made it to the list and passed the seal of good local governance (SGLG) for this year.

The awardees include four provinces, two cities, and 27 municipalities, the Department of Interior and Local Government (DILG) said.

The SGLG is an award, incentive, honor, and recognition-based program awarded by DILG to LGUs that exhibit outstanding governance and delivery of public service using certain parameters.

For this year, the provinces recognized by DILG were Biliran, Leyte, Samar, and Northern Samar while in the city category, Maasin and Ormoc.

The municipalities accorded of SGLG were Almeria, Cabucgayan, and Kawayan, all in Biliran; Albuera, Barugo, Kananga, San Miguel, and Tabontabon, all in Leyte; Hinunangan Libagon, Liloan, Macrohon, Padre Burgos, San Juan, Silago, Sogod and St. Bernard, Southern Leyte.

In Samar, the towns of Basey, Jiabong, and Motiong were awarded while in Eastern Samar were Arteche, Quinapondan, and Sulat. In Northern Samar, the municipalities of Catarman, Laoang, San Antonio, and San Roque were recognized by the DILG.

Overall, there are 493 LGUs in the country which received the seal. The awarding will be on December 13 and 14, 2023. (LIZBETH ANN A ABELLA)

PUIC sees growth amid government’s big-ticket infra projects

PALO, Leyte– One of the country’s biggest insurance companies is pinning high hopes of achieving its target for the year, thanks to the many infrastructure projects being undertaken by the Marcos administration.

Joseph Carandang, head of the sales and marketing division of the Pacific Union Insurance Company (PUIC), said that for this year, they are targeting to achieve P1.7 billion.
And for 2024, they are eyeing about P2.1 billion income, he said.

“Actually, we are one of the thriving industries during the pandemic. Construction is one of our biggest leverages because our biggest product is the contractor’s all-risk insurance or the bond,” Carandang said in an interview.

“And one of our biggest opportunities included the big projects undertaken by the previous administration of(former president) Duterte under his Build, Build, Build and now we have the Build Better More by the current administration of Pres. (Ferdinand Bongbong) Marcos, Jr. so we are taking advantage of the various constructions under the program,” he added.
Carandang was among the guests during the Christmas party held by the PUIC based here and headed by Ma. Agnes Costuna last Sunday (Dec.3).

The company, one of the leading non-life insurance companies, provides bonds to contractors undertaking government infrastructure projects.

But Carandang said that while they are happy with the positive growth of their company, what gives them more satisfaction is how their agents perform and their welfare.

“When it comes to income, we are very happy but the most important for us is the income of the agent. More than the income of the company, it’s really the agents that help us grow,” he said.

At present, the company operates in 35 key areas across the country and intend to open more offices.

Meantime, Carandang said that they are happy on the performance of their local branch being headed by Costuna.

In fact, they are seeing an increase in the ‘product’ income of the Pacific Union Insurance Co. in the region under the stewardship of Costuna.

For this year, the target of the company in the region is P120 million, of which 90 percent has been reached already.

Costuna said that they are doing their best to attract more clients and continue their position as the leading non-insurance company in Eastern Visayas.

“We are just happy that our clients are steadily growing,” she said.

Warehouse gutted down in Catarman; damage placed at P30 million

CATARMAN, Northern Samar-The Bureau of Fire Protection(BFP) of this town is conducting a thorough investigation of the origin of the fire that gutted a warehouse of a huge establishment at about 9:35 pm on Friday(Dec.1) located in Barangay Dalakit.

BFP Catarman Fire Marshall Fire Senior Inspector Victor Ygbuhay identified the gutted warehouse as Sanvic Supermart Dalakit Branch which contained with alcohol, dry good products, and canned goods.

The fire reached up to third alarm with fire stations coming from nearby towns of San Jose, Lavezares, Bobon, Mondragon, and San Roque helped put out the blaze.

The fire was controlled past 10 pm and was totally put out at 1:35 early morning.

Arson investigators are still conducting their probe as to the origin of the fire.

TACLOBAN CITY– The Department of Public Works and Highways (DPWH) in the region officially welcomed the Yuletide season with a Christmas lighting ceremony and gift-giving activity last Thursday (Nov. 30).

The regional office of the Department of Public Works and Highways is now aglow with the lighting of a 16-foot Christmas tree marked with gift-giving to children of the employees of the department. The November 30 event was graced by Usec. Nerie Bueno. (DPWH-8)

Dubbed as the ‘Paskong Pinoy Christmas lighting ceremony’, this year’s celebration started with the lighting of the 16-foot Christmas tree made of colorful panels built on top of each other, topped with a brightly-lit DPWH logo.

The designed panels depict the DPWH mission and vision represented by the images of equipment and silhouettes of people doing civil works—from planning all the way to the implementation stage.

It also symbolizes unity and progress geared towards national development, and the synergy between Filipino craftsmanship and the department’s commitment to provide quality infrastructures.

After the lighting of the giant Christmas tree, the gift-giving activity led by DPWH Regional Director Edgar Tabacon was held.

Among those present were Asec. Nerie Bueno and officials from other DPWH regional offices.

“The most enthusiastic thought about Christmas is the children. Kindness and love are what make the celebration more fulfilling”, Tabacon said during the event held at the grounds of their regional office at Government Center, Palo, Leyte.

The officials gifted 500 children of the department’s personnel. Apart from the gifts, food treats were also provided to the children.

In her speech, Asec. Bueno expressed delight as she lauded the office for conducting an activity that fosters good camaraderie amongst employees.

“I am really interested with this undertaking. This is one way of building relationships. After all when we retire, ang matitira nalang po sa atin and yong magandang pagsasamahan natin. And it is always good if we start it now—mag build ng relationships,” she said.

Presidential Management Staff (PMS) Undersecretary for Service Continuity Mark R. Gimenez, who was also among the guests, called out for unity, understanding, and peace throughout the year up to succeeding years, not only in the Eastern Visayas region but also to the entire country.

Assistant regional director Ma. Margarita Junia expressed her gratitude to all personnel of their office as the ceremony allowed the employees to give time for their families.

“I hope these beautiful lights will bring us all joy so we can spread love, friendship, and kindness,” she said.

OTOP building now open in Borongan City

BORONGAN CITY – The provincial office of the Department of Trade and Industry in Eastern Samar opened the “One Town, One Product (OTOP)” hub in this city which is seen to help boost the income of local producers.

During the December 1 opening of the facility, located at the Fun Borongan building at Baybay Boulevard, DTI provincial director Ruthelma Samonte said that the OTOP hub is not just a place to exhibit products produced by local producers in the province but is also a venue where producers and exhibitors have a chance to connect with possible clients.
The DTI official also said that with the OTOP building now in existence, the local producers could seek assistance from government agencies for the improvement of their products and make them competitive.

Samonte said that the OTOP hub ensures that micro, small, and medium enterprises (MSMEs) not just in Borongan but in all of Eastern Samar province are assured that they have a place to go to for marketing, promoting, and permanent display or exhibit area.
Samonte added that having an OTOP hub would not only help the MSMEs but also the tourism industry and economy of the city.

Pedro Tan, DTI-8 chief of staff who represented regional director Celerina Bato, lauded the local producers which he said will help in providing identity to the city.

“This time we have the potential, hindi tayo natutulog, and our best can compare with the world’s best. An kinahanglan la an marketing access, financial support, commitment hit LGUs,” he said, adding that the MSME sector is the leading economic driver of the country providing a 99.6% contribution to the Philippine economy.
