Samar receives Gawad Kalasag Award for its disaster preparedness initiatives

TACLOBAN CITY -The provincial government of Samar received its first Gawad Kalasag seal for the local disaster risk reduction management councils and offices category in the recently concluded 23rd Gawad Kalasag seal and special awards for excellence in disaster risk reduction and management and humanitarian assistance.

The National Disaster Risk Reduction and Management Council (NDRRMC) has recognized Samar, through its Provincial Disaster Risk Reduction and Management (PDRRM) Office, as fully compliant.

Thus, it has passed the various stages of assessment from the regional selection, national desk evaluation, national field validation to the final deliberation, the Samar provincial information office said.

Gawad Kalasag (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) is an annual recognition given by the Office of Civil Defense for various stakeholders like LGUs who promote and implement disaster risk reduction management, climate change adaptation, and humanitarian assistance programs ‘to protect high-risk communities against extreme hazards, and capacitate them to address their vulnerabilities.”

“We are beyond grateful for this recognition. We have long acknowledged the role of disaster preparedness in community building. While our geographical location makes us susceptible to the hazards of natural disasters, we took it upon ourselves on how we can prevent disasters,” Governor Sharee Ann Tan said in a statement.

“The local government has intensified its disaster preparedness efforts and we ask the public to do the same,” the governor added.

Manuel Van Torrevillas, provincial disaster risk reduction management officer expressed his gratitude to the governor for her total support.

“I am hoping that we will be able to sustain this prestigious recognition and be soon awarded as beyond compliant LGU. I also hope that more local government units in Samar will be awardees of the Gawad Kalasag seal, and that more LGUs and DRRM practitioners will accept the Gawad Kalasag Challenge,” Torrevillas said.

Aside from the province of Samar, the municipalities of Tarangnan and Marabut were likewise recognized as fully compliant and were awarded with the Gawad Kalasag seal.
As a Gawad Kalasag awardee, LGUs are prioritized for NDRRM fund assistance for DRRM projects in their respective localities, subject to existing policies and procedures.

Giant Christmas tree lighted at the Samar provincial capitol grounds

TACLOBAN CITY-The provincial government of Samar brought holiday cheers to Samarnons as it lighted a giant Christmas tree at the provincial capitol grounds on December 1.

The facade of the provincial capitol building and the giant Christmas tree lit in festive colors to mark the start of the yuletide season.

Samar Sangguniang Kabataan provincial federation president Ingrid Cabarriban led in the ceremony.

“We officially welcome the Christmas season here in the province of Samar. While visiting parks, and watching the various Christmas activities are among the traditions of Samarnons, I encourage everyone to remember the true message of Christmas, to love and care for one another, and keep our faith in God,” she said.

A fireworks display followed the switch-on ceremony.
Along with the Christmas tree lighting, a chorale competition has been conducted.

Borongan to offer more sports events other than surfing

TACLOBAN CITY – Acknowledging that surfing is a seasonal sport, the city government of Borongan plans to offer other activities to tourists for them to enjoy their visit to the capital of Eastern Samar province during months when waves are not suitable for ride.

Rupert Ambil, head of the city information office, said that during the off-season, tourists can visit their neighboring towns where they can ride the waves and do surf.

Other surfing spots in Eastern Samar are found in Llorente and Guiuan, among others.
Ambil said that they will soon offer scuba diving after one of the travel and tour operators in the city received the certification to operate a dive center.

The city has identified two dive spots located in two of its island villages, Ando and Divinubo.

“The good thing about this is, this will be offered by the private sector, one of the tour operators in the city,” Ambil said.

Aside from diving, Ambil said that inviting national events also helps attract more tourists to regularly visit the city making its tourism activities lively whole year round and increase their tourist arrivals.

Among the national events planned to be held in Borongan is the national kiteboarding competition and the swimjunkie nationals, an open water swimming competition.
Ambil added that they are also talking with organizers of a triathlon event to have it held in the city.

“Not all other places are doing the same thing that we are doing but we have to create opportunities for ourselves and for the people,” he said.

DPWH Leyte 4th DEO kicks off Holiday Season

ORMOC CITY-The Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO) commences the holiday season with a Christmas Kick Off and Food Bazaar last Saturday, December 2, 2023 at the DPWH Leyte 4th DEO compound.

The event featured a variety of performances from the employees including group dance, chorus, and Christmas Nativity Play as well as the Christmas tree lighting. It was also attended by DPWH Assistant Secretary for Regional Operations Nerie D. Bueno and her staff.

One of the event highlights was the much-anticipated Food Bazaar wherein each section of the DEO showcased and sold an array of dishes and delectable treats like chocolate-coated strawberries, sugar-coated fruits, leche flan, siomai and more.

To extend the festivities to the broader community, the Food Bazaar will be open to the public on December 7, and 15, 2023 from 1 pm to 9 pm. This provides an opportunity for families, friends, and food enthusiasts to come together and experience the joyous spirit of the holiday season. (PR)

TACLOBAN CITY – The feasibility study being conducted by the Japan International Cooperation Agency (JICA) for the construction of a San Juanico Bridge II will take a year before they release the result.

Thus said Engr. Edgar Tabacon, the regional director of the Department of Public Works and Highways (DPWH).

The JICA study team for the second San Juanico Bridge Project started their first of four on-site visits to the bridge route options on November 17, 2023. The second, third, and final on-site studies are slated in February-March 2024, July 2024, and September 2024 respectively, with the final feasibility study report targeted to be completed and submitted by December next year.

Tabacon said that the construction of the second San Juanico Bridge is timely as the San Juanico Bridge had already reached 50 years old and now needs repairs and rehabilitation to ensure its stability and safety of travelers and motorists that are using it every day.

San Juanico Bridge is one of the vital installations in the region located along the Maharlika Highway that does not only connect Samar and Leyte Island but also Mindanao to Luzon.

Having an alternative bridge that motorists can use to cross Samar to Leyte area will allow the public works department to fast-track any repair or rehabilitation they will implement for the San Juanico Bridge, Tabacon said.

“It is a mortal sin to close San Juanico Bridge dahil mapuputol po ang biyahe ng mga sasakyan na dumadaan sa San Juanico,” he said, adding that any repair and rehabilitation that they are implementing now are on phase-to-phase basis.

“If we have a second bridge, it will hasten any rehabilitation work that we implement and repair works at the older bridge,” Tabacon added.

Tabacon said that for the new bridge, they have proposed to have it four lanes and have a railway component but JICA only approved a two-lane bridge.

“But still we are thankful na magkakaroon ng second bridge,” he added.

The public work official added that having additional access would also result in faster delivery and transport of goods and response during times of emergency.

Based on initial plan, the national government will need P9.17 billion to build the second San Juanico Bridge with the proposed budget primarily to be used for the construction of the bridge’s superstructure, substructure, embankment, concrete girders, and relocation of power transmission lines
