Barangay Del Norte coastal residents now protected – DPWH

NSSDEO, Brgy. Burabud, Laoang, N. Samar– Prior to the construction of a boulevard with seawall in Mapanas, this province, residents of Barangay Del Sur faced a situation where uncontrollable waves crashed into their homes.

Scared of losing their homes, they hurried back and forth to save some properties and tidy up the mess left by disasters. The scenario isn’t the same after its completion, even when the tide shifts and big waves show up, they continue their peaceful routine as if it were a typical day.

Barangay Del Norte has expressed gratitude to the Department of Public Works and Highways—Northern Samar Second District Engineering Office (DPWH-NSSDEO) for providing them protection during period of rising sea levels and powerful wave action.

“I am really grateful for this DPWH project because the locals struggled during times when there was no seawall, particularly during typhoons, and they were taken to the evacuation center. But now, they are undisturbed. Having this kind of project is greatly beneficial since it relieves the residents doubt during bad weather condition or calamities. It’s commendable that you paid attention to this problem in our barangay”, Punong Barangay Erminda T. Longcop stated.

This protection structure project was implemented through the efforts exerted by DPWH-NSSDEO, headed by District Engineer Charlito S. Carlobos and Assistant District Engineer Atty. Arthur Eric L. Sabong, together with Engr. Gil D. Herrera, Jr., Chief of Construction Section, and assigned Project Engineer Arturo C. Corocoto, Jr., to lead the monitoring works carried out at the site and ensure that every method complies with the DPWH’s standards and specifications.

The construction of a 0.434-kilometer lane roadway, 16 sets of solar street lights, 217 meters of Portland Cement Concrete Pavement (PCCP) and seawall structure was carried out by JD Partuza CONSTRUCTION & SUPPLY under the General Appropriations Act (GAA). These features currently provide protection to those who live near the coastal area in Brgy.Del Norte.

In addition to serving as a barrier to human livelihood, this boulevard with seawall values the coastal area that Mapanas has long been proud of.
The protection of landform from further erosion contributes to increase fishing livelihood. Moreover, this project draws local tourists that offer security with solar-powered street lights installed while taking nighttime walks and enjoying the scenic view of ocean and beach. (ZYRA JOY J. 2 girls killed in a road accident

ORMOC CITY-Two minors on board a single motorcycle were killed when their vehicle collided with a truck at about 4 pm on June 27 along the national highway of Barangay Minuswang, Barugo in Leyte.

The victims were identified as alias “MPR,” 15, and back rider alias “Tata,” 16, both female students and residents of Poblacion, Barugo.

The driver of the truck, a yellow Mitsubishi Fuso Fighter, was identified as alias “Mid,” 28, a driver for Gauvin Trucking and a resident of Brgy. Cabulihan, Ormoc City.

According to the Barugo police, they responded to a vehicular incident at Brgy. Minuswang past 4 pm. Upon arrival, they found debris from the two vehicles scattered on the road and the lifeless bodies of the victims.

Initial investigation revealed that the victims were traveling on a Gray Suzuki Burgman with plate number 346HJO from Carigara, Leyte, heading towards Barugo.

Meanwhile, the Fuso Fighter was traveling from Barugo towards Carigara. The collision occurred when the motorcycle encroached into the opposite lane, resulting in a head-on collision with the truck.

The impact caused both the driver and the back rider of the motorcycle to crash onto the concrete pavement, sustaining serious injuries and losing consciousness.

The victims were immediately taken by responding rescue personnel to Carigara District Hospital but were pronounced dead on arrival by the attending physician at 4:14 pm.

The driver of the Fuso Fighter was unharmed. Both the destroyed motorcycle and the truck were brought to Barugo MPS for documentation and proper disposition.

Former inmate charged of drug abuse shot dead in Ormoc City

ORMOC CITY– An ex-convict for illegal drugs was shot dead by unidentified assailants riding in tandem while hanging out with friends outside his house at about 9:40 pm on Saturday (June 29) in Purok 9, Barangay Linao of this city.

The police identified the victim as alias “Buting,” a 26-year-old single cellphone electrician, and resident of said village.

Initial investigation revealed that while the victim was sitting outside his residence, two unidentified male assailants opened fire using an unknown caliber weapon.

The victim, who was not hit during the first volley of shots, ran inside his house to hide. However, the assailants followed him inside and shot him multiple times, resulting in his instantaneous death.

The Ormoc forensic unit was called to process the crime scene.

The victim had previously been arrested in a buy-bust operation in 2017.

TACLOBAN CITY– Well-known writers, scholars, and educators gathered for the “Hulagway han Tacloban ha ‘La Tercera’: Book Talk with Gina Apostol” at the Leyte Samar Heritage Center Main Gallery of the UP Tacloban College on June 26.

The gathering was part of the city’s 135th fiesta celebration.

“La Tercera,” the fifth novel by Gina Apostol, “recreates Tacloban City through the traces of memory its diasporic narrator, Rosario Delgado, pieces together as she procrastinates on her trip back home for her mother’s funeral.”

Featuring the city in the ’70s and ’80s, Taclobanon readers will nostalgically reencounter old establishments like Kyrex, Bonanza, Gomez Street, and Tacloban Electric Ice Plant Company (TIEPCO), now called Leyeco (Leyte II Electric Cooperative).

The acclaimed novelist, who grew up and had her elementary and high school education at the Divine Word University now known as Liceo Del Verbo Divino was a bit emotional during her book talk, as La Tercera is a tribute to her mother, who hailed from Barugo, Leyte.

Among Apostol’s other novels are “Insurrecto,” named by Publishers Weekly as one of the Ten Best Books of 2018; “Gun Dealers’ Daughter,” which won the 2013 PEN/Open Book Award; “Bibliolepsy,” and “The Revolution According to Raymundo Mata,” both of which won the Philippine National Book Award.

Additionally, she has been awarded the 2022 Rome Prize in Literature and the 2023 Gawad Pambansang Alagad ni Balagtas.

Apostol is acclaimed for her successful integration of Philippine history into her well-researched fiction, making her non-Waray speaking readers understand the culture and language of her home province.

An accomplished US-based Filipino/Waray fiction writer, she remains one of the strongest inspirations for writers from Eastern Visayas.

Allen-Matnog proposed bridge project

DOLORES, Eastern Samar– A proposed bridge linking Eastern Visayas to the rest of the country via the Bicol region might soon be realized, with Congress set to fund an initial P100 million for a feasibility study.

This was disclosed by Rep. Marcelino Libanan of the 4Ps party-list group, who said that Rep. Yedda Marie Romualdez, chair of the committee on accounts at the House of Representatives, committed to fund the feasibility study in next year’s national budget.
“On the Allen-Matnog Bridge project, Rep. Yedda Romualdez has committed to help by allocating P100 million under the 2025 budget to fund the feasibility study,” Libanan said in an interview Sunday (June 23) on the sidelines of a groundbreaking of a road linking the island town of Maslog across the Eastern Samar province via the municipality of Dolores.

Libanan, who is also the minority floor leader of the Lower House, added that he and Romualdez of the Tingog party-list group would author a measure for the Allen-Matnog Bridge project once regular sessions resume next month.

He also disclosed that Bicol congressmen like Luis Raymund Villafuerte, along with lawmakers from Eastern Visayas and Mindanao, have vowed to support the proposed project.

“I believe we can have a home run on this Allen-Matnog Bridge project, especially since Senate President Francis Chiz Escudero is also from Bicol and will benefit from this project too,” Libanan said.

Libanan emphasized that the construction of the Allen-Matnog Bridge would ensure uninterrupted travel between Luzon and Mindanao, even during typhoons.
Currently, sea travel is halted during storm signals, affecting travelers and causing delays in the transport of supplies and goods.

“It will also become a tourist attraction,” he noted.

According to Libanan, the proposed Allen-Matnog Bridge will be 27 kilometers long, with an estimated cost of about P270 billion, likely requiring international funding.

At present, roll-on/roll-off (RoRo) ferries serve the route, crossing the San Bernardino Strait with a sea travel time of more than an hour.

“We hope to start this project during the administration of President Ferdinand Marcos and House Speaker Martin Romualdez,” he said.
