TACLOBAN CITY – Two pageant queens were separately crowned last Friday (June 21) in glittering ceremonies.

In Palo town, the Pintados Foundation Inc. organized the oldest and one of the biggest local pageants in the region, crowning two beauty queens for the Miss Pintados and Miss Teen Pintados 2024 titles.

The event, held at the Leyte Academic Center, featured 24 contestants, with 12 competing for Miss Pintados and another 12 for Miss Teen Pintados.

Rhealei Amarilla of Abuyog was crowned Miss Pintados 2024.

She also won special awards like the People’s Choice award, the Miss Nustar Max award, and placed in the top three for Best in Costume, Best in Beauty with a Purpose Video, and Best in Production Number.

Her court included Shane Rovie Luay of Daram as first runner-up, Kristel Ann Bencion of Guiuan as second runner-up, Belinda Movido of Carigara as third runner-up, and Rejhel Ann Memoracion of Catbalogan as fourth runner-up.

In the Miss Teen Pintados pageant, Luna Angelica Maria Brambilla of Guiuan took home the crown.

Her court included Marylet Andrea Buthania Nocum of Dulag as first runner-up, Erica Allian De Meyer as second runner-up, Shimeah Monge of Barugo, Leyte as third runner-up, and Ellise Domingo of Sta. Rita, Samar as fourth runner-up.

Celebrity host and television personality Boy Abunda hosted the coronation night’s question and answer segment.

Meanwhile, the Miss Tacloban 2024 pageant was held at the Tacloban City Astrodome, hosted by television host Martin Javier.

Krystal Sheena Barredo was crowned the new queen, besting 12 other candidates.
In addition to the crown, Barredo won the Miss Eloquence, Best in Talent, Miss Ceravest, Miss Holla House Beauty, and Miss Powerhouse Fitness special awards.

Also crowned were Kiara Paula Tagalog as Miss Tacloban Eco-tourism 2024 and Marriane Niel Insigne as Miss Tacloban Charity 2024. The court was completed by Xyrene Joy Frias as first runner-up and Nicole Joy Serohijos as second runner-up.

The holding of the beauty pageants are part of the annual fiesta celebration of Tacloban City in honor of its patron, Senior Santo Nino.

Samar provincial government vies 2024 SGLG Award

TACLOBAN CITY– The provincial government of Samar went through the 2024 Seal of Good Local Governance (SGLG) regional assessment on June 13-14, 2024 as it once again tries to get the award, considered to be the highest recognition given to a local government unit.

The SGLG regional assessment team from the Department of the Interior and Local Government Eastern Samar Provincial Office headed by Provincial Director Johannes Dorado, evaluated the documents and other modes of verification (MOVs), and interviewed the department heads and program focal persons.

Board Member Fe Arcales, in her message, said that the provincial government is thankful for the visit of the SGLG regional assessment team saying this also help them to work for their constituents.

“While the provincial government is thankful that its performance has been commended several times, it also poses a great challenge that keeps every official and employees on their toes. We are excited, hopeful, and keeping our fingers crossed for the next SGLG Award,” she added.

To qualify for the SGLG Award, the province of Samar has to pass 10 governance areas particularly: financial administration, disaster preparedness, social protection and sensitivity, health compliance and responsiveness, sustainable education, business-friendliness and competitiveness, safety, peace and order, environmental management tourism, heritage development, culture and arts, and youth development.

After the document and site validation, the group converged for the assessment feedback to which Dorado commended the province for the efforts put into, to ensure that the provincial government is prepared for the SGLG regional assessment.

The Samar provincial government was a recipient of the SGLG Award in 2016, 2019, and 2023.

Road project to link remote island town of Maslog across the province

DOLORES, Eastern Samar-Residents of Maslog town are excited about the near completion of a road project connecting their municipality to the rest of the province.

Merlie Oplado, a 57-year-old resident of Barangay Bulawan said that the completion of this road would mean better access to education for college students and improved transport for patients to the nearest medical facility.

Currently, most students from her village travel via motorboat on the Maslog River to Dolores River, then ride a motorcycle or jeepney to Can-avid town, where the Eastern Samar State University campus is located.

The motorboat ride takes about three to four hours, while the completed road from Brgy. Carolina in Can-avid to Maslog would only take about 40 to 45 minutes.

The road from the national highway within Carolina village of Can-avid, passing through interior villages of Dolores town, is only 34 kilometers to Maslog.

While several sections of the road are already concreted, over four kilometers still need to be cemented. Currently, travel from Carolina to Maslog takes more than an hour due to bumpy road conditions, with fares for jeepney and motorboat both costing P 150.

“When this road is completed, we won’t have to worry so much about other expenses like boarding houses and food for our children in college. They can go home after classes, especially if they have a motorcycle,” said Lacasa, whose children stay in a boarding house in Can-avid during school days.

Mayor Heraclio Santiago noted that the biggest benefit of completing the Carolina-Dolores-Maslog road would be the end of the insurgency problem that has affected their municipality.

Due to its location in the interior of Samar Island, Maslog is identified as a geographically isolated and disadvantaged area (GIDA) needing more support from the national government.

“Since time immemorial, we have been isolated,” Mayor Santiago said. “But once this road is completed, it will hasten development, make our town accessible, and address poverty, which is the root cause of insurgency,” he added.

On Sunday (June 23), a groundbreaking ceremony was held in Brgy. Hinolaso, this town, for the start of the road concreting project for the remaining unpaved portion.

The event was graced by House Minority Floor Leader and 4Ps party-list Representative Marcelino Libanan, Dolores Mayor Rodrigo Rivera, and other local chief executives of Eastern Samar province, headed by League of the Municipalities of the Philippines Eastern Samar president Daniel Boco.

Libanan emphasized that finishing the road is vital for addressing the insurgency problem and improving agricultural production, particularly rice, vegetables, and other crops.
The project, which costs over P300 million, includes constructing three bridge approaches in Hinolaso village and is targeted to be finished within the year.

Libanan added that another issue along the Carolina-Dolores-Maslog road that needs to be addressed is flooding, which severely affects all communities in the area due to climate change and global warming.

He suggested constructing a mega-dike or river flood control project to prevent water from the Dolores River from overflowing into the communities along the riverbank.

Barangay Del Norte coastal residents now protected – DPWH

NSSDEO, Brgy. Burabud, Laoang, N. Samar– Prior to the construction of Mapanas Boulevard with Seawall in Mapanas, Northern Samar, residents of Barangay Del Sur faced a situation where uncontrollable waves crashed into their homes. Scared of losing their homes, they hurried back and forth to save some properties and tidy up the mess left by disasters. The scenario isn’t the same after its completion, even when the tide shifts and big waves show up, they continue their peaceful routine as if it were a typical day.

Barangay Del Norte has expressed gratitude to the Department of Public Works and Highways—Northern Samar Second District Engineering Office (DPWH-NSSDEO) for providing them protection during period of rising sea levels and powerful wave action.

“I am really grateful for this DPWH project because the locals struggled during times when there was no seawall, particularly during typhoons, and they were taken to the evacuation center. But now, they are undisturbed. Having this kind of project is greatly beneficial since it relieves the residents doubt during bad weather condition or calamities. It’s commendable that you paid attention to this problem in our barangay”, Punong Barangay Erminda T. Longcop stated.

This protection structure project was implemented through the efforts exerted by DPWH-NSSDEO, headed by District Engineer Charlito S. Carlobos and Assistant District Engineer Atty. Arthur Eric L. Sabong, together with Engr. Gil D. Herrera, Jr., Chief of Construction Section, and assigned Project Engineer Arturo C. Corocoto, Jr., to lead the monitoring works carried out at the site and ensure that every method complies with the DPWH’s standards and specifications.

The construction of a 0.434-kilometer lane roadway, 16 sets of solar street lights, 217 meters of Portland Cement Concrete Pavement (PCCP) and seawall structure was carried out by JD Partuza CONSTRUCTION & SUPPLY under the General Appropriations Act (GAA). These features currently provide protection to those who live near the coastal area in Barangay Del Norte, Mapanas, Northern Samar.

In addition to serving as a barrier to human livelihood, this boulevard with seawall values the coastal area that Mapanas has long been proud of. The protection of landform from further erosion contributes to increase fishing livelihood. Moreover, this project draws local tourists that offer security with solar-powered street lights installed while taking nighttime walks and enjoying the scenic view of ocean and beach.

TACLOBAN CITY – For the fifth time, STI College Ormoc has been declared the grand champion of the Piña Festival ritual dance competition, held on Sunday (June 23) at the Ormoc City Sports Complex.

The STI-Ormoc ‘Pundok sa Nagkahiusang Ormocanon’ contingent outperformed other dance ritual groups from various barangays and schools in the city. They won P500,000 and also secured the titles of best in street dancing, best in graphic design, and best choreographer.

The Piña Festival street dancing event started at Robinsons Place Ormoc and concluded at the Ormoc City Sports Complex.

The cash prize and trophy were awarded by Ormoc City Fiesta committee chair Jude Abenoja, Piña Festival and Ormoc Festival and Cultural Foundation chairman Estrella Pangilinan, Vice Mayor Toto Locsin Sr., and members of the city council.
Brgy. Ipil’s ‘Pundok Madasigon’ was declared the first runner-up, winning P450,000, while Eastern Visayas State University (EVSU)-Ormoc ‘Pundok Sidlakan’ was adjudged the second runner-up, taking home P425,000.

Other contingents were awarded a P375,000 consolation prize.

These included Western Leyte Colleges ‘Pundok Kasadpan’, Brgy Don Felipe Larrazabal’s ‘’Hamtatamsi, Brgy Linao’s ‘Pundok Mapasalamaton’, and St. Aloysius Institute of Technology’s ‘Pundok sa Pamilyang Aloysians.’

Special award winners included EVSU for best in costume, Brgy Linao for best float and audio van and second place in street dancing, and Brgy Don Felipe as third place in street dancing.

In the festival queen competition, Pundok Kasadpan’s Amehan Gonzales was declared the 2024 Piña Festival Queen.

She also won Miss Photogenic, Best Festival Queen Gown, and Best in Solo Performance.
The first runner-up was Princess Navarro of Brgy Ipil’s Pundok Madasigon, and the second runner-up was Monette Paula Mancol of Brgy Don Felipe Larrazabal’s Hamtatamsi. Best in Group Production was awarded to Pundok Mapasalamatun.

The Piña Festival, which started in 2017, is the city’s way of paying homage to the countless blessings and goodness showered upon them by God through the intercessions of their patron saints, Peter and Paul. The festival also celebrates the bountiful harvest of Queen’s pineapples, the city’s second-largest agricultural product after sugarcane.

Series of armed clashes in Samar: soldier, rebel dead

TACLOBAN CITY – A series of armed confrontations on Sunday (June 23) between government forces and communist rebels on Samar Island resulted in the death of a soldier and a rebel.

In Jiabong, Samar, a soldier was killed after engaging members of the New People’s Army in Barangay Nagbac at around 12:50 pm.

The soldiers, belonging to the 46th Infantry Battalion, were in Hapitan to conduct their community support program when they were attacked by the rebels belonging to the Yakal Platoon, sub-regional committee.

This resulted in the death of Sgt. Leo Jabinar.

Meanwhile, in Northern Samar, separate armed clashes between soldiers and rebels also took place on Sunday.

In Barangay Hitapian, Catubig town, a group of soldiers from the 20th Infantry Battalion engaged rebels at about 11:30 am.

The more than 15-minute firefight resulted in the death of a rebel and the recovery of two M-16 rifles and one R4 rifle.

Another armed clash occurred in Barangay Sag-od of Las Navas town at about 12:35 PM. In this incident, no injuries on either side were reported.
