Skateboard park set to revolutionize local skateboarding scene in Ormoc City

ORMOC CITY– The Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO) completes the Construction of Multi-purpose Facility (Skateboard Park) in Brgy. Juaton, Ormoc City, Leyte, funded under the General Appropriations Act of 2022 with a contract amount of Php 34,649,460.57.

Spanning an area of 1,350 square meters and measuring 25×54 meters, the project features an array of structures designed to cater to skateboarders of all skill levels. From the manual and curbs, bank and quarter pipes, brick and bank, volcano, center piece and stage, enthusiasts will find endless opportunities for exhilarating rides and thrilling maneuvers.

Ms. Ma. Cristine Y. Garnace, one of the Sports Commissioners in Ormoc City Sports Commission (OCSC) and founder of Ormoc Boardriding Club, highlighted the park’s positive impact on the local skateboarding community which will offer a space for youth not drawn to traditional sports, as skateboarding is seen as an extreme sport.

“This skatepark will build and sustain healthy communities and will be a gathering place for dedicated athletic youths, giving them a sense of belonging,” Ms. Garnace stated. “More than anyone, young people need to feel like they are recognized and appreciated by their communities and most especially the local government authorities.” (PR)

TACLOBAN CITY – The governors of Eastern Samar and Northern Samar have joined the political party of President Ferdinand Marcos Jr.

Governors Edwin Ongchuan of Northern Samar and Ben Evardone of Eastern Samar formally took their oaths as new members of the Partido Federal ng Pilipinas(PFP) during a ceremony last May 1.

Both Ongchuan and Evardone supported Mr.Marcos’ closest political rival, then vice president Leni Robredo, during the 2022 presidential elections.

Northern Samar Vice Gov.Clarence Dato also joined the PFP.

Ongchuan was a Liberal Party stalwart while Evardone was a member of the then ruling political party,PDP-Laban.

Joining the PFP is his answer to the call of President Marcos to solidify alliance while maintaining his advocacy for national unity,Ongchuan said.

“Our advocacy is for the development, sa ikabubuti ng ating bansa, ng ating ekonomiya, at sa pagbabantay sa araw-araw na buhay ng bawat Pilipino. Let us work together and let us continue to keep in mind in mind that the best way to serve our people is to come together and to work as one,” President Marcos said in his message.

The President also urged new party members to uphold the party’s ideology, focusing on empowering local government units as decision-makers.

He added that the PFP also welcomes not only individual members but also potential coalition’s partnerships.

Among the new recruits of the PFP is , Leyte Rep. Richard Gomez(4th district) and his wife Ormoc City Mayor Lucy Torres-Gomez .

The country is slated to hold an elections next year with Ongchuan,Evardone and the Gomez couple expected to run.

Comelec to consider as candidates those who will file their COCs on October 1-8

MANILA-Individuals intending to run in next year’s elections, take heed: the moment they file their certificates of candidacy, they will be considered official candidates for the positions they seek.

This prevents them from circumventing the law and evading penalties for prohibited acts such as vote-buying prior to the campaign period, Commission on Elections (Comelec) Chairman George Garcia emphasized this during his talk on Tuesday at the 3rd National Conference on Investigative Journalism held at Novotel, Manila.

“I’d like to announce that in the upcoming elections, we will presume all those who file their candidacies from October 1 to 8 as candidates already, and therefore, we will apply premature campaigning,” he stated during the gathering attended by journalists from across the country.

“Now, if we are wrong, so be it. Then we will just follow the Supreme Court. The important thing is that we attempted to enforce the policy that we desire,” he continued, anticipating potential legal challenges to this proposed policy by the electoral body.

Currently, a person who files their certificate of candidacy is only recognized as a candidate at the start of the campaign period.

Unlawful acts applicable to a candidate would only take effect at the start of the campaign period.

In 2009, the Supreme Court (SC) affirmed this provision in the case of Peñera vs. Comelec, which led to the removal of premature campaigning as an election offense.

“Imagine, from October, November, December, and January, Comelec is powerless. We cannot apprehend. We cannot remove posters. We cannot file because there are no candidates yet,” Garcia lamented.

According to Comelec rules, the campaign period for those seeking national posts is 90 days and 45 days for those seeking local posts.

“Think about it, even before they officially become candidates, they are already campaigning. They are already giving away things, their faces are already plastered all over the streets,” Garcia remarked. “And hopefully, what’s important is to see prosecution and conviction,” he added.

Garcia urged early support from the public for this planned policy, asserting that it would contribute to fair and credible elections.

“Our fellow citizens supported us in the barangay and SK elections, which made the candidates behave. There are still stubborn ones, but generally, the elections went smoothly,” the Comelec chairman said.

Lawyer Rona Ona, executive director of the Legal Network for Truthful Elections, voiced her support for the initiative saying this could effectively address vote-buying which has marred the country’s elections in the past.

“It’s about time that the Comelec will do something about it. If its challenge before the Supreme Court, so be it. At least may strong positioning si Comelec na hindi pwede ang candidates taking advantage of the loopholes we have right now under the law and the Penera doctrine,” she said.

The country is set to conduct a general elections on 2025.

Woman delivers baby while on board a boat

ORMOC CITY-The rescue team from the fire station this city sprang into action to provide critical assistance to a mother who unexpectedly gave birth while aboard a boat around 5:16 am on Sunday (April 28) in Barangay Naungan of this city.

City Fire Marshal, Chief Inspector Darren Baclean, leading the response team, recounted receiving a medical emergency call regarding a mother in labor and a newborn baby boy.
Upon arrival at the scene, it was discovered that the mother had already delivered her baby boy unaided, including the delivery of the placenta. Consequently, the BFP rescue team swiftly cut the baby’s umbilical cord.

In addition to this urgent intervention, the rescue team monitored the vital signs of both the newborn and the mother before promptly transporting them to St. John’s Bluestar Maternity Clinic for further assessment and care.

It was learned that the baby was the fourth child for Dellosa, a resident of Sitio Quintolimbo, whose residents uses boats as their means of transportation before reaching the village proper.

Catbalogan sends 477 delegations for this year’s EVRAA

TACLOBAN CITY – Athletes from Catbalogan City are aiming to improve their performance in this 2024 Eastern Visayas Regional Athletic Association(EVRAA), the biggest regional sporting event of the Department of Education (DepEd) hosted by Ormoc City from May 5 to 10.

To inspire the athletes, the city government headed by Mayor Dexter Uy turned over assistance to the young athletes providing them uniforms, duffle bags, shoes and socks, water tumblers, medicine kits with vitamins and supplements, hygiene kits, umbrella, ID jacket and lanyard.

“Natuod ako nga an atun mga athletes kaya makiglaban didto ngan natuod ako nga magdadaug kamo,” Mayor Uy said as he led the sending off of the athletes last Thursday( May 2).

“Natuod ako nga iyu pagdudumaraon an ngaran han Catbalogan nga with pride and confidence knowing nga aadi ha iyu liyo an mga Catbaloganon nasulodo ngan nag-aampo ha iyo pagdarag-an,” the city mayor added.

A total of 477 delegates members of the “Katbalaugan Warriors” from the Catbalogan City DepEd schools division are now in Ormoc City to participate at the EVRAA 2024.

Catbalogan is aiming to improve their performance by clinching more medals particularly gold medals in various sports competitions of EVRAA.Last year, Catbalogan clinched two golds, five silvers, and 16 bronze, landing in the 13th place in the ranking.

DPWH accelerates Tigbao-Pulak-Sta. Fe road reconstruction

TACLOBAN CITY – The Department of Public Works and Highways (DPWH) regional office has announced that the reconstruction and rehabilitation of the Tigbao-Pulak-Sta. Fe Road is being expedited, although it is not yet officially open to the public.

While improvement works on the existing road are still underway, significant progress suggests that completion may be achieved ahead of the November 2024 deadline.
The DPWH, through its construction division, reported that they are currently focused on finalizing civil works such as the construction of line canals and Portland cement concrete pavements (PCCP).

Engr.Edgar Tabacon, DPWH regional director, stressed that the critical importance of ensuring the safety of the existing road to accommodate the anticipated influx of motorists.
This road serves as a vital link connecting Tacloban City, the capital of Leyte province, to other municipalities in western Leyte.

The Tigbao-Pulak-Sta. Fe Road has been identified among the areas that are prone for vehicular accidents due to its steep slopes.

Recommendations were made to mitigate these risks by reducing the slope, redesigning for truck safety, and adhering to highway safety design standards outlined in DPWH manuals.
“To prioritize infrastructure safety and establish a more secure and reliable road system, DPWH 8 promptly initiated improvements to the Tigbao-Pulak-Sta. Fe Road, ensuring close monitoring and regular inspections,” Tabacon said.

Apart from rehabilitation and realignment efforts, the project involves the construction of lined canals, gravel shoulders, and widening from a two-lane to a four-lane road or PCCP.
Given the mountainous terrain, sustainable slope protection measures are being implemented to enhance structural safety, Tabacon said.

Future plans for the Tigbao-Pulak-Sta. Fe Road include the installation of solar-powered street lighting to improve nighttime safety for travelers.

Funded by the national government through the General Appropriations Act (GAA) 2021-2024, a total of P740 million was allocated for the rehabilitation of a 1.37-kilometer stretch of the Tigbao-Pulak-Sta. Fe Road.
