United States provides P55 million in humanitarian assistance to communities affected by Typhoon Carina

MANILA-The United States government, through the U.S. Agency for International Development (USAID), is providing Php55 million ($1 million) in humanitarian aid to communities affected by widespread flooding triggered by Typhoon Carina, known internationally as Gaemi.

Announced by U.S. Secretary of State Antony Blinken during his visit to Manila on July 30, this assistance will address the immediate needs of affected and vulnerable communities in Bulacan, Ilocos Norte, Ilocos Sur, Lanao Del Sur, Maguindanao del Norte, Maguindanao del Sur, the National Capital Region, and Pampanga.

Through this funding, USAID, in partnership with Catholic Relief Services and Action Against Hunger, will provide families with access to food aid, hygiene kits, emergency shelter kits, clean water, and one-time cash transfers that will allow them to recover from the disaster safely and with dignity.

“The United States is providing $1 million to ensure life-saving assistance reaches families across the archipelago who have been devastated by severe flooding and landslides,” said USAID Acting Mission Director Betty Chung.

“We are committed to working with the Philippine government and people as they rebuild and recover from this disaster.”

Since July 16, USAID has been providing logistical assistance to the Philippines Department of Social Welfare and Development and the Department of Human Settlements and Urban Development in response to catastrophic floods and rains in Mindanao and Central Luzon.
USAID also supported the International Organization for Migration in distributing 700 shelter-grade tarpaulins and the World Food Programme in transporting 30,000 family food packs to communities in Mindanao.

Typhoon Carina enhanced the southwest monsoon and caused heavy rainfall, massive flooding, and landslides across the Philippines that killed at least 14 people and displaced more than 700,000, according to the National Disaster Risk Reduction and Management Council’s latest assessments.

USAID has provided over P3 billion ($50 million) in disaster relief and recovery aid for the Philippines since 2021.

It continues to partner with the Philippine government in enhancing disaster resilience in communities across the country. (PR)

Samar town issues pork holiday due to ASF infestation

TACLOBAN CITY – A two-week pork holiday is now being implemented in Calbiga, Samar, to prevent the spread of African Swine Fever (ASF) in pigs raised in different barangays.
The pork holiday started on August 1 and will run until August 16, in accordance with Executive Order 25 issued by Mayor Red Nacario.

For two weeks, the slaughtering of pigs and the selling of pork, as well as processed pork meat products such as chorizo, longganisa, and lechon, are prohibited. However, the slaughtering of pigs for personal consumption is allowed.

The order also prohibits the transportation of pigs from one barangay to another. Violators will face sanctions, including the confiscation of pork and pork meat products, and the suspension or revocation of business permits.

The order directs meat inspectors and livestock inspectors, along with the market supervisor, to strengthen market inspections with the assistance of the police.

The mayor issued the EO after learning that some sellers of pork in the Calbiga public market are suspected of being affected by ASF. In response, Mayor Nacario also ordered the total disinfection of the municipal slaughterhouse.

Barangay officials are also ordered to strengthen their monitoring and prohibit the entry and exit of hogs/swine and any pork products in their respective areas.

The ASF case in Calbiga began on June 3, recorded in Brgy Calinogan, and immediately spread to 12 other barangays.

TACLOBAN CITY – At least 23 cooperatives from Eastern Visayas received additional capitalization from the office of Senator Christopher “Bong” Go.

Each cooperative receives P50,000 or a total of P1.150 million to aid in their operations, restoration, and sustainability of services for their members and communities.

The cooperatives identified by Cooperative Development Authority (CDA) were micro-cooperatives or those that have assets worth P3M below, compliant with CDA’s yearly requirements.

Of the 23 cooperatives, two are from Samar province, one from Northern Samar, three from Biliran, three from Eastern Samar, three from Ormoc City, seven from Leyte, and four from Southern Leyte.

“Ang payo ko sa into sa tulong na matatanggap ninyo sa araw na ito palaguin ninyo ang inyong negosyo,” Sen. Go said in his message.

The distribution of assistance to cooperatives was also graced by Samar Governor Sharee Ann Tan, Reps.Stephen James Tan and Reynolds Michael Tan, and CDA-8 Regional Director Venus M. Jornales.

“We are grateful that Sen. Bong Go has always helped the Province of Samar, not only with the cash assistance for our cooperatives, but for many other developments in our province. With this, I hope that we will support each other to support our community,” Gov. Tan said in her message.

Jornales, for her part, extended her gratitude to CDA partners including government offices, local government units, and the cooperative sector.

She emphasized that the amount received by the cooperatives can be used to augment in their operations, grow successfully, and better serve their members and communities. (ROEL T. AMAZONA)

TCDEO extends help to schools during Brigada Eskwela 2024

Tacloban City— The Tacloban City District Engineering Office (TCDEO) has actively participated in beautifying schools in Tacloban, including Leyte National High School, Lucio Vivero Central School, and Tigbao-Diit Central School, as part of the recently concluded Brigada Eskwela activities in preparation for the upcoming school year.

During this Brigada Eskwela, maintenance crews from TCDEO assisted by cleaning school grounds, cutting grass, and sweeping to ensure a safe learning environment for students and teachers when classes start. Grass cutting was done to maintain cleanliness and safety within the school premises, preventing overgrowth that could otherwise attract pests and pose hazards to students during their daily activities.

In recognition of their valuable contributions, TCDEO was honored with a plaque of recognition from Leyte National High School for their dedicated service during Brigada Eskwela 2024.

Brigada Eskwela is an integral part of the schools’ efforts to prepare the learning environment for the upcoming academic year, ensuring that the school environment is well-maintained and conducive to learning. TCDEO expressed gratitude for the opportunity to support these initiatives.

“I am happy that we were able to lend a helping hand to these schools as they prepare for the school year 2024-2025, and I look forward to further partnerships with them in the years to come,” said District Engineer Rebecca G. Yuse.

PSA-8 enforces late birth registration compliance for foreign residents

TACLOBAN CITY– The Philippine Statistics Authority–Regional Statistical Services Office VIII (PSA-RSSO 8) has implemented stricter compliance measures for late birth registration for foreign residents.

In a recent ‘Kapihan sa Bagong Pilipinas,’ Wilma A. Perante, PSA-8 Regional Director, announced the following additional mandatory requirements:

Philippine National ID
Barangay certification
Passport
Parents’ live birth certificates
Personal appearance

Perante also highlighted the significance of verifying records to prevent fraud, counterfeiting, and stolen identity, which is now required under Memorandum Circular No. 2024-17, issued on June 4.

“The local civil registers are conducting this to ensure the authenticity and correctness of the information and the documents presented to them,” she said.

This was in response to recent high-profile cases, such as the Bamban, Tarlac Mayor Alice Guo, whose true identity was later revealed as ‘Guo Hua Ping.’
In Guo’s birth certificate, details of her parents’ marriage, her father’s nationality, and her mother’s identity were mismatched with her claims upon questioning.
A certain National Bureau of Investigation (NBI) clearance containing the same name, province, and birthday as Guo, but with a different face in the photo, was also found.
The investigation then focused on identifying Guo Hua Ping’s fingerprints, which matched those of Guo.
“This is why national IDs must be considered mandatory requirements; the iris and biometric information are accessible there,” she said.
Biometric information is used to accurately identify individuals through fingerprint scans, facial recognition, voice recognition, and iris scans.
According to Perante, in case of errors in birth records or other legal documents, it is advisable to visit the local civil register where they were issued to prevent additional complications. (AAC/JKPA, PIA Leyte)

DPWH, DELP launch ‘Gamit Pang-Eskwela Handog ay Saya’ Program

TACLOBAN CITY – In a recent initiative aimed at supporting early education, the Department of Public Works and Highways (DPWH) Leyte 2nd District Engineering Office conducted an outreach program dubbed “Gamit Pang-Eskwela Handog Ay Saya” of the District Engineers League of the Philippines, Inc. (DELP) on July 25–26, 2024, for young learners in the district.

A total of 414 learners from kindergarten to Grade 2 in Dulag; Maricum Elementary School (ES), Rawis ES, Tabu ES, and Calsadahay ES in MacArthur; Danao ES and Liwayway ES; Cuyae ES in Julita; Leyte Tinambacan ES in Jaro; and Malitbogay ES in Pastrana received bags filled with essential school supplies, including notebooks, paper, pencils, sharpeners, erasers, crayons, tumblers, and slippers.

According to District Engineer Leo Edward Oppura, the distribution aims to alleviate the financial burden on families, especially in rural areas, ensuring that each learner has the necessary tools for a successful start to their academic journey.

One of the school principals, Christopher Cua from Danao ES, expressed his gratitude for the initiative. “Thank you, DPWH, for the opportunity you gave to our learners here at Danao Elementary School. This is the first step in their education, and this is a big help to the pupils and to the parents. Thank you very much, DPWH,” Cua said.

The activity not only empowers learners but also contributes positively to fostering educational development and supporting communities.

The annual nationwide project of DELP is now in its seventh year, in line with the Brigada Eskwela 2024 supporting “bayanihan para sa matatag na paaralan.”

Meanwhile, another set of 314 bags with school supplies is set to be distributed this week to elementary school recipients within the 2nd district of Leyte.
