Samar conducts session on ‘Bayang Malusog” aim to hasten universal health care implementation

TACLOBAN CITY—The provincial government of Samar, led by Governor Sharee Ann Tan, participated in an executive session on Wednesday (May 22) organized by the Department of Health (DOH).

The session was part of the ‘Bayang Malusog: Provincial Leadership Development Program’, aimed at accelerating universal health care (UHC) and nutrition.

This initiative was conducted in partnership with the Philippine Health Insurance Corporation (PhilHealth) and the University of the Philippines Manila-School of Health Sciences (UPM-SHS).

The Bayang Malusog Program supports Samar’s efforts to integrate and implement the provincewide health system under UHC and aligns with the province’s ongoing commitment to enhancing health and nutrition services for all Samarnons.

During the executive session, Gov. Tan, along with department heads and program implementers, evaluated the province’s health systems, identifying gaps and challenges in implementing UHC, nutrition, and Adolescent Sexual and Reproductive Health and Rights (ASRHR).

The session focused on applying bridging leadership competencies to address provincial health and nutrition issues through a multi-stakeholder approach, essential for resolving complex societal challenges.

After the session, the province planned to develop an action plan to address the identified challenges and implement strategies to accelerate and sustain UHC in Samar.

TACLOBAN CITY– President Ferdinand Marcos, Jr. led the distribution of land titles to 5,438 farmers from different areas in Eastern Visayas on Monday (May 20) held at the convention center of this city.

The President, in his speech, vowed to complete the land distribution to identified farmer-beneficiaries before his term ends in 2028.

Among those who received his certificate of landownership award (CLOA) was Vicencio Mercader, 80 from Barangay Palid, Leyte, Leyte.

Mercader, whose two of his seven children were also beneficiaries during the land little distribution, said he could not contain his happiness.

“Finally, after waiting for more than forty years, I have now my own land to farm. At least I received the title while I am still alive although (physically) weak,” he said.

According to Mercader, he and the rest beneficiaries from their town would be going home ‘happy and fulfilled.’

Palid, he said, is located in a mountain and they have to cross a river to reach their village, an ordeal they endured to finally claim their land ownership from the government.

Mr. Marcos said that as of this month, his administration has distributed over 15,000 hectares benefitting more than 9,000 hectares of agricultural lands.

And for the remaining period of the year, his administration intend to distribute 23,000 hectares.

“Kaya naman po hangad ko na sa loob ng aking termino, lahat ng benepisyaryo ng repormang agraryo ay makakatanggap ng titulo ng kanilang sariling lupa. Tatapusin po natin ito sa susunod na apat na taon,” the President, who was accompanied by Agrarian Reform Sec. Conrado Estrella III, said in his speech.

“Alam naman po nating lahat na napakatagal na ninyong inantay ang lupang sakahan, sinisiguro po ng administrasyong ito na ang pagtupad sa pangako nating repormang agraryo sa buong bansa,” Marcos added.

He also directed the Department of Agrarian Reform to strengthen further their various programs like Project SPLIT or Support to Parcelization of Lands for Individual Titling.
The program aims to expedite the subdivision of CLOAs providing individual land titles to agrarian beneficiaries who were previously granted land through collective ownership.

Of the 5,438 land titles distributed on Monday by DAR, 5,400 of them were made under SPLIT Project with the remaining 38 certificates through CLOA distribution.

During his visit, the President also distributed P509.45 million worth of support services intervention to about eight agrarian reform beneficiaries(ARBs) organizations consisting of farm-to-market roads, irrigation projects, farm machinery and PBBM(Pag-Agraryong Tulay para sa Bagong Bayanihan ng mga Magsasaka).

Among the local officials who joined the President during the event were Tacloban City Mayor Alfred Romualdez, Leyte Rep. Richard Gomez, Samar Gov. Sharee Ann Tan, Gov. Damian Mercado and Rep. Christopherson Yap, both of Southern Leyte.

N. Samar to mark its 59th founding anniversary with focus on tourism and investment

CATARMAN, Northern Samar– The provincial government of Northern Samar is to mark its 59th founding anniversary on June 19 with a month-long activities lined up.

The celebration began with a float parade competition last Sunday (May 19), featuring floats from various towns of the province decked with decors showcasing their local products and tourist attractions.

The top three winners—Lope de Vega, San Roque, and Pambujan—received cash awards, while the remaining participants received consolation prizes.

Vice Governor Clarence Dato emphasized the importance of tourism as a key economic driver for Northern Samar, home to over 639,000 people.

He noted that the tourism industry is gradually attracting more visitors, both local and foreign.

“For the past several weeks, we have seen a surge in overbooked flights,” Dato said.
At the request of Governor Edwin Ongchuan, the provincial government is negotiating with PAL management to increase the frequency of flights.

Currently, PAL is the only airline servicing the Catarman-Manila route, with four flights a week.

Dato also mentioned plans to relocate the current airport from Catarman, which is situated on Philippine Army property, to the neighboring town of Pambujan.

The provincial government owns over 30 hectares of land in Pambujan, which they believe would better support increased tourist arrivals and investor interest.

The Aboitiz Infra Capital has expressed interest in constructing the new airport through a public-private partnership (PPP).

The provincial government has asked all 24 towns to submit their tourism plans for harmonization, aiming to address any potential gaps and necessary interventions.

Dato said that aside from boosting its tourism industry, the provincial government under the helm of Gov.Ongchuan is also aggressive in inviting investors to the province, notably in the energy sector, particularly on renewable energy.

Several companies that are into renewable energy are relocating to the province with the assistance from the Bureau of Investment (BOI).

According to the vice governor, aside from generating power to the province, companies that are into renewable energy ensure protection for the environment.

Ma. Josette Doctor, the provincial tourism officer, highlighted that the Ibabao Festival Float Parade is a means of showcasing what Northern Samar’s municipalities have to offer.

“This is only the second year of the Ibabao Festival Float Parade, but we are already seeing interest from foreign tourists,” she said. Ibabao is the ancient name of Northern Samar.

Police placed at over 18,000 the number of people who watched the float parade.

Doctor did not provide a specific tourist projection for this year, but she noted that the province saw a significant number of visitors last year involving more than 900, visitors.

She also mentioned that a wind farm in San Isidro town, managed by Aboitiz Renewables Inc. and Vena Energy, could become a tourist attraction similar to the one in Bangui, Ilocos Norte.

“The location is fantastic—on top of a mountain but along a national highway,” she said.

The wind farm will feature 33 turbines, each 110 meters tall, across six barangays of San Isidro and is expected to be operational by next year.

Aside from the float parade, other lined-up activities include food and trade fairs, sports competitions, concerts, and a province-wide beauty search.

Two injured in a fire incident in Eastern Samar

ORMOC CITY– A member of the local fire bureau and a fisherman were wounded during a fire that gutted a commercial establishment owned by the local government of Dolores, Eastern Samar.

The incident occurred at approximately 11:48 pm on Thursday (May 16) and continued until the early morning of Friday (May 17) at the Dolores Commercial Establishment in Brgy 03, Dolores town.

The victims were identified as “Gil,” 40, a fisherman and resident of Brgy 10, and “Juls,” 28, a fire officer assigned to the Dolores Fire Station and resident of Brgy. Can-Abong, Borongan City.

According to the local fire bureau, the fire started in one of the ten establishments of the commercial center, though the origin has yet to be determined.

During the fire, Gil was hit in the face by debris and was transported to the Eastern Visayas Medical Center in Tacloban City for further medical attention, while Juls suffered a slight injury from fallen debris and received first aid at the station.

SFO1 Joy R. Macawile, Dolores fire and arson investigator, declared the fire under control at about 3:20 am and completely extinguished by 4 am on Friday.

The local fire bureau estimated the cost of the damage at approximately P3 million.

The BFP Dolores is now conducting a thorough investigation to determine the cause of the fire.

The blaze, which reached the first alarm level, was battled by fire trucks and personnel from BFP stations in San Julian, Dolores, Sulat, Taft, Can-avid, Oras, and San Policarpo. (ROBERT DEJON)

TACLOBAN CITY– The residents of two villages in Calbayog City are grateful for a project funded by the Department of Agrarian Reform (DAR) that is benefiting local farmers.

The DAR regional office recently inaugurated two ‘PBBM Bridges or “Pang-Agraryomg Tulay para sa Bagong Bayanihan ng mga Magsasaka” projects in the villages of Barral and Sigo, approximately 40 minutes from the city proper.

Previous floodings destroyed the two bridges, making them impassable for vehicles and affecting the delivery of goods, particularly farmers’ products like rice.

In 2021, DAR-8 released funding for the construction of new bridges, and they were inaugurated last month led by Mayor Raymund Uy and DAR Regional Director Robert Anthony Yu.

“Before this bridge was completed, we had a hard time delivering farm produce, especially when it was flooding. We couldn’t cross to the other side because the bridge was submerged,” said Roque Meronio, 52, of Barangay Barral.

Now, even trucks can reach their interior village, facilitating the transport of construction materials for road projects connecting the city to Bobon in Northern Samar province, he added.

At least seven other villages, including Roxas 2, the city’s rice granary, will also benefit from the completion of these two bridges, according to Dick Torrijas, Agrarian Reform Program Office 1 development facilitator.

Torrijas noted that the previous bridge was only one lane wide, and during floods, vehicles had to be ferried across by a “balsa” to reach the other side.

“These bridges are helpful for us development facilitators because we can reach our clients easily, even during floods,” Torrijas shared.

During President Ferdinand Marcos’ visit to Tacloban City on Monday(May 20), where he led the distribution of certificates of land ownership wward (CLOA), he also turned over the completed bridge project to Mayor Uy.

The Barral Bridge cost P13.447 million, while the Sigo Bridge cost P10.620 million, benefiting more than 8,000 residents from nine villages, including 1,126 agrarian reform beneficiaries.

Aside from facilitating the transport of goods, these two bridges also aid in delivering government services and responding to calamities and disasters, according to Mayor Uy.
“We are thankful to the President for these projects,” Mayor Uy said.

He added that the bridges would also help address the insurgency problem affecting some villages in the area.

The mayor mentioned that they have requested DAR to fund the construction of three additional bridges in the villages of Palanas, Patong, and Mawacat. (ROEL T. AMAZONA)

TACLOBAN CITY—During his visit to this city on Monday (May 20), President Ferdinand Marcos Jr. assured that the national government is always prepared for any eventualities, whether it be El Niño or the looming La Niña.

He said that while such events have become almost normal, the government is always ready. However, he emphasized that the long-term solution lies in flood control.

“The preparation involves improving flood control systems, converting them to irrigation, and storing water so that during droughts, like the current situation, we have a source of water,” Pres. Marcos explained.

The President also mentioned that preparations are in place and ongoing.

“There’s no need to do anything special. We are already doing everything that we can to prepare for another El Niño and the La Niña that we are anticipating will come,” he stated.
The President was in the city to lead in the distribution of land titles to more than 5,400 farmers coming from various parts of the region as well as support facilities.
