Rep. Acidre says BPSF big factor in EV’s economy

With over P1.2 billion in cash and kind

TACLOBAN CITY – The two-day ‘Bagong Pilipinas Serbisyo Fair (BPSF)’ held in the city and in some major centers in Eastern Visayas, concluding on Saturday, August 3, is seen to benefit the local economy in addition to assisting the intended beneficiaries with various services offered during the event.

According to the organizers of the BPSF, the two-day event will bring in P1.2 billion worth of programs and services to the region, benefiting 253,000 individuals.

Of this amount, P807 million is in the form of cash assistance provided by the Department of Labor and Employment (DOLE) and the Department of Social Welfare and Development (DSWD), among others.

Additionally, about 2.2 million kilograms of rice were distributed to the beneficiaries during the event.

The BPSF event in the region, particularly in Tacloban City, was attended by more than 240 congressmen, led by Leyte Congressman and House Speaker Martin Romualdez and all six governors of the region.

To ensure the safety of students amid the traffic caused by the event, Tacloban City Mayor Alfred Romualdez, the Speaker’s cousin, suspended classes at all levels.

In Tacloban City, the event was held at various venues, with more than 15,000 beneficiaries expected to attend to avail themselves of services and cash payouts.
Similar event was also held in Catbalogan City in Samar; Catarman in Northern Samar; Maasin City in Southern Leyte; and Borongan City in Eastern Samar.

Rep. Jude Acidre of the Tingog party-list group mentioned that 56 government agencies participated in the event, which he said brings government services closer to the people while simultaneously impacting the region’s economy.

“Aside from bringing government services closer to the people and clarifying their most urgent needs, it has a significant impact on the local economy,” he said.(JOEY A. GABIETA)

TACLOBAN CITY – Senator Ramon ‘Bong’ Revilla lauded House Speaker and Leyte Congressman Martin Romualdez for his efforts to bring government services closer to the people, praising him as the ‘Speaker of the People.’

Revilla made this declaration during the two-day Bagong Pilipinas Serbisyo Fair (BPSF) held in this city, which concluded on Friday, August 2.

The event benefitted more than 253,000 people from this city and major areas of the region which also simultaneously held same event.

This program is an initiative of President Ferdinand Marcos, Jr., a cousin of the House Speaker.

“You are fortunate here in Tacloban, here in Leyte, to have a Speaker of the House who is a Speaker of the People,” Revilla said in his speech during the event held at the Leyte Sports Development Center

“He feels the needs of our countrymen, especially those of our less fortunate countrymen who need support,” he added.

Revilla is the chairman of the Lakas-CMD, of which Speaker Romualdez is the president.
The senator assured the Speaker of his support with the BPSF, saying it has helped many ordinary Filipinos.

“And I praise this program, Bagong Pilipinas Serbisyo Fair, which truly helps our countrymen and the economy in every area it reaches,” Revilla said.

For his part, Speaker Romualdez vowed to bring the BPSF to the rest of the country.

Since its inception last year, the program has reached 20 areas in the country.

In Eastern Visayas, the BPSF benefitted more than 253,000 people, providing a total amount of P1.2 billion in services and cash assistance.

Romualdez also thanked the 241 congressmen who joined him at the BPSF in Tacloban City, which is part of his congressional district, Leyte’s first district.

“This is a historic day because it is the first time that 240 congressmen are gathered in a place other than the Batasang Pambansa,” he said.

The Speaker also mentioned that the BPSF will be institutionalized to ensure its continuity for the benefit of the Filipino people.

“We will improve the BPSF to make it super mega so that we can all be happy and the Philippines can be more vibrant,” Romualdez said.

Rep. Libanan, Gov. Evardone lead groundbreaking of Can-avid road project

CAN-AVID, Eastern Samar – House Minority Leader and 4Ps Party-list Representative Marcelino ‘Nonoy’ Libanan and Eastern Samar Governor Ben Evardone led the groundbreaking ceremony of the P96.49 million Canteros-Guibuangan-Jepaco Can-avid road project in Barangay Canteros, this town.

Also present during the August 1 event were Vice Governor Maricar Sison-Goteesan and Engineer Domcelio Natividad of the Eastern Samar District Engineering Office.

According to Libanan, the project will be implemented by the regional office of the Department of Public Works and Highways and is part of the Sustainable Infrastructure Projects Alleviating Gaps (SIPAG) program.

The project commenced in June 2024 and is expected to be completed within 300 calendar days, by April 2, 2025.

About 1,700 residents from the three villages are to benefit the project, including in the delivery of their farm produce.

The project includes the construction of a 2.3-kilometer concrete road, with a width of 6.10 meters and a thickness of 9 inches, extending from Brgy. Canteros to Guiboangan and ending in Brgy. Jepaco, Can-avid.

The funding comes from the current general appropriations, initiated by Rep. Libanan.
However, the project still has a 2-kilometer unpaved and unfunded section needed for its completion.

Once completed, this project will greatly benefit residents by improving travel within the municipality and facilitating the transport of their products.

In his message, Libanan vowed to secure funding for the remaining 2-kilometer unpaved road to complete the project.

Gov.Evardone expressed his happiness that the long-time dream of the people living in the area is being realized.

“Personally, I am also happy that these far-flung barangay roads will be concreted. This will be of great help to the residents,” the governor said.

“The truth is, I was the one who suggested to Cong. Libanan to facilitate the funding of this project. Thank you so much, Congressman, for fulfilling the dreams of our constituents,” Evardone added.

Evardone also requested the cooperation and support of the residents affected by the project for the development of their town.

The villages of Jepaco and Guiboangan can currently only be reached through a local transport known as “bote” or sea craft.

P934-M port to rise in Babatngon town

TACLOBAN CITY – An international standard seaport is set to be constructed in Babatngon, Leyte, a development expected to spur economic activities in the fourth-class town, located 33 kilometers northwest of this regional center.

Engr. Edgar Tabacon, the regional director of the Department of Public Works and Highways (DPWH), confirmed the project in a letter to the Regional Development Council on July 31, 2024.

Tabacon stated that the Philippine Ports Authority will commence the construction of the Babatngon Port, with a project cost of P934.20 million.

He, however, did not say any timeline regarding the construction of the Babatngon Port which is located in Barangay Bacong, four kms away from the town center.

“This is a welcome development in the sea transport sector of the region, ensuring that inter-island shipping remains a viable option for transporting people and cargo, thereby contributing to the attainment of an expanded and upgraded infrastructure,” Tabacon wrote.

“Moreover, this will improve regional links to local and international commerce and trade, serving as a vital component in attaining inclusive growth and socio-economic progress,” added Tabacon, who chairs the RDC’s infrastructure and utilities development council.
The proposed Babatngon Port, in the pipeline for decades, aims to become a regional transshipment hub.

The port will primarily service cargo passenger Roro fast crafts, linear vessels, and conventional and tramping cargo vessels transporting all types of cargo, including containerized cargoes. It can accommodate eight Roro vessels with an average length of 90 meters at any given time due to its deep harbor.

It can also serve as a jump-off point to several major destinations, such as Cebu, Masbate, Panay, Negros, the Bicol Region, and Luzon.

The sea routes from Babatngon Port to these major destinations are shorter compared to those utilizing the ports of Tacloban and Ormoc. Additionally, it could serve as an alternative route to the existing Allen (Northern Samar)-Matnog (Sorsogon, Bicol) route.

The construction of the port has generated excitement among the residents of Babatngon.
Municipal Councilor Larry Menzon expressed optimism that the Babatngon Port’s operations will not only stimulate economic activities but also generate jobs.

“This will not only benefit Babatngon but also Tacloban City, nearby areas, and the rest of the region,” Menzon said.

Babatngon is a fourth-class town with a population of more than 28,823 people spread across its 25 barangays. The main livelihood of its residents is farming and fishing, and the town has an income of over P80 million.

TACLOBAN CITY – The Bureau of Jail Management and Penology (BJMP) here in the region continues to grapple with severe congestion across most of its jail facilities.

Jail Superintendent Bernardo Sanchez, the regional jail chief, however, stated that measures are being implemented to decongest the 24 facilities under their management.
Among the most congested are the jails in Borongan City and Tacloban City.

The Borongan City jail, designed for just 15 inmates, currently holds 83 persons deprived of liberty (PDLs), resulting in a staggering congestion rate of 453% within its 71 square meter cell area.

Similarly, the Tacloban City jail, intended for 187 inmates, is now accommodating 521 PDLs, leading to a congestion rate of 184% within its 877 square-meter cell area.

“Our PDLs in these congested jails are in a pitiful situation. We cannot provide the full program for their welfare and development due to the lack of space for rehabilitation services,” Sanchez said during a media conference ‘Kapihan sa Bagong Pilipinas’ on Tuesday, July 30.

Efforts to decongest these facilities include expediting court hearings for potential releases and granting releases through good conduct time allowance, which reduces jail time, the BJMP official said.

Additionally, new and larger facilities are under construction, he added.

For instance, a new jail in Baybay City, set to open in October, will accommodate at least 500 PDLs.

“These new facilities will significantly aid our decongestion campaign,” Sanchez added.
Currently, 1,907 PDLs occupy the 24 jail facilities in the region managed by the BJMP.
Meanwhile, Sanchez expressed hope for an increase in the meal allowance per inmate from P70 to P100.

The current budget allocates P70 per PDL for three meals a day, which Sanchez admitted is insufficient.

This shortfall has prompted interventions such as establishing vegetable gardens within the facilities to help meet the food needs of the inmates.

The Department of Interior and Local Government (DILG), the parent unit of BJMP, previously advocated for an increase in meal allowance to P100 and P30 for medical needs, but this proposal has yet to be acted upon by the Department of Budget and Management.

Water company vows to provide 24/7 water supply

BARUGO, Leyte – A new water facility is set to operate in this town, with the mayor expressing high hopes that it will lead to better water services for his constituents.
On Tuesday, July 30, JE Hydro and Bio-energy Corp., a Cagayan de Oro-based water company, inaugurated its water treatment facility located in Barangay Calingcaguing, about five kilometers from the town center.

Town Mayor Aron Balais expressed his satisfaction with the arrival of JE Hydro and Bio-energy Corp., as he believes it will help address the town’s persistent water supply issues.
“The lack of water supply here in Barugo has always been a problem, and we see the coming of JE Hydro as a solution to this recurring issue,” he said in an interview.

According to Balais, the current water district serving his town and nearby municipalities fails to deliver adequate water supply, making it a daily challenge for residents.

“We are paying our monthly bills with no water coming out from our taps,” he lamented.
Balais shared that when the representatives of JE Hydro and Bio-energy Corp. approached him earlier this year with their proposal, he immediately agreed.

“For one, the local government will not be spending even a single centavo on this project, except for facilitating the necessary documents like the building permit,” he explained.
He also mentioned that the company would provide meters and connections at no cost and that there would be no maintaining monthly bills.

Currently, out of the more than 7,600 households in the town, which has a population of over 34,700 people, 70 percent have water connections served by the Carigara Water District, a private entity.

Mayor Balais noted that the residents are pleased with the arrival of JE Hydro, with officials from all 37 barangays passing a resolution expressing their support.

Peachy Hapitan, president and COO of JE Hydro and Bio-energy Corp., stated that their initial operation, expected to begin in May next year, will supply water to 2,500 households, primarily in the town center.

“By November 2025, a total of 5,000 households in Barugo will benefit from the JE Hydro Level-3 Water Supply Project,” she added.

Hapitan emphasized that the project will provide continuous safe and potable water to households, schools, health centers, and other essential facilities in Barugo, a 4th-class town with a local income of P12.5 million and a P175 million tax share from the national government.

The water company will source its water from the Himanglus River, located about five kilometers from the future site of their water treatment facility in Calingcaguing.
Nino Gabon, the authorized managing officer of JE Hydro and Bio-energy Corp., explained that they will extract 5 million liters of water from the Himanglus River, which will be delivered directly to households.

“The river has more than enough to meet our supply needs,” he assured.
