Oceana lauds Northern Samar provincial gov’t for adopting science-based fisheries management and committing to post-harvest and market support

International environmental organization Oceana commends Northern Samar Governor Edwin Ongchuan for the determination to adopt the science-based approach to managing the fisheries of the province and for his positive response to address the critical issue of post-harvest fish losses, the dire state of the locals’ nutrition and pervasive poverty in the province as articulated in the Oceana study covering Samar and Northern Samar.

The findings of Oceana’s study showing market losses that are as high as 38.39 percent of the province’s total catch from harvesting to marketing stages was presented by Oceana’s Campaign and Research Director, Lawyer Rhea Yray-Frossard during the Provincial Development Council meeting recently.

The comprehensive and pioneering study focused on the towns of Allen, Victoria, San Isidro, as well as Capul, San Antonio, and San Vicente – all part of the San Bernardino Local Government Unit Alliance of Northern Samar (SaBeLANS).

Among the key observations, San Vicente reported the highest physical losses during the fishing stage, especially during the glut season for tuna and sardines.

Because of a lack of cold storage and processing facilities, 85 percent of the quality of fish is lost. Allen also experienced predominant quality losses due to reduced freshness, physical damage, and substandard sizes of export species.

“In Victoria, the situation is even worse. The local fishers catch is undervalued by up to 75 percent during peak seasons due to market pressures. This loss means less money for families who largely rely on these fish to feed their children and support their households and loss of food for the communities as municipal catch is largely for domestic consumption,” Yray-Frossard explained.

Oceana worked with the Center for Sustainable Aquaculture and Agri-based Innovations (CENSAAI) led by Dr. Ronelie Salvador, fisheries expert in producing the report that was done in 2023. During the meeting, Salvador shared the following recommendations to curb post-harvest fish losses: quantify losses at each stage in the distribution chain; improve and institutionalize reporting and monitoring systems; improvide livelihood support to mobile vendors and women, train them on postharvest handling and preservation; through local government units, set limitations on the fish catch volume of species reported to have high losses during peak seasons to reduce waste; and establish postharvest facilities such as cold storage facilities for the processing and preservation of catch with participation by stakeholders

Oceana has been working with Fisheries Management Area (FMA) 7 that covers the San Bernardino Strait of Northern Samar to address these critical issues through the Fisheries Management 7 Plan to promote sustainable fisheries and reduce postharvest losses.(PR)

Army strengthens bilateral ties with Australian, New Zealand, and Republic of Korea Armies

The Commanding General Philippine Army Lt., Gen. Roy M. Galido engaged the Australian, New Zealand, and Republic of Korean Armies to strengthen military cooperation during the Chief of Army Symposium at Melbourne Convention and Exhibition Centre, Melbourne, Australia on September 10, 2024.

Lt. Gen. Galido and Australian Army Chief Lt. Gen. Simon Stuart discussed 15 planned cooperation programs to enhance joint training complexity and interoperability between their armies, aligning with the strategic priorities of both nations.

With New Zealand Army Chief Maj. Gen. Rose King, Lt. Gen. Galido explored elevating PA-NZ Army cooperation in New Zealand-led multinational disaster response exercises.

Meanwhile, his engagement with Republic of Korea Army Chief of Policy, Maj. Gen. Heung Jun Kim Kye-Hwan focused on potential engagements, including Strategic and Security Dialogues, Defense Exhibitions, and Subject Matter Expert Exchanges.

TCDEO completes road asphalting along San Jose, Manlurip, MacArthur Park road

Tacloban City—The Tacloban City District Engineering Office (TCDEO) successfully completes a road asphalting project along San Jose, Manlurip, and MacArthur Park Road on July 20, 2024. This initiative is part of TCDEO’s ongoing preventive maintenance of various roads across Tacloban City, aimed at enhancing road safety and longevity.

Funded by the 2024 General Appropriations Act with a total contract amount of PHP 11.7-million, the project sought to address and prevent hazardous road conditions such as potholes, cracks, and uneven surfaces. The construction included the laying of high-quality asphalt over a 389-meter road section, designed to extend the lifespan of these roads and improve traffic flow for all users.

The newly asphalted roads are expected to significantly reduce maintenance needs and enhance driving comfort, contributing to safer and more efficient travel. This project not only aims to enhance road safety but also to support local economic activities by ensuring smoother transportation routes.

“By developing and transforming roads into a more durable and reliable route, we not only enhance the longevity of the roads but also significantly boost the safety of all road users,” said District Engineer Rebecca G. Yuse.

TACLOBAN CITY – Local government units (LGUs) across Eastern Visayas joined in celebrating the 67th birthday of President Ferdinand Marcos, Jr. on Friday, Sept. 13, by conducting various activities, including cash assistance payouts and job fairs.

In Guiuan, Eastern Samar, approximately 1,000 residents each received P5,000 under the Ayuda para sa Kapos ang Kita Program (AKAP), while another 660 individuals received P3,000 from the President’s socio-civic fund.

Guiuan Mayor Annaliza Gonzales-Kwan expressed her gratitude for the financial assistance and highlighted its positive impact on the community.

“Guiuan will always be grateful for all the help you have given us. You should have seen how the Guiuanons celebrated your birthday,” Mayor Kwan said.

She emphasized that the people of Guiuan continue to stand behind the President and his administration.

In Palo, Leyte, Governor Carlos Jericho ‘Icot’ Petilla spearheaded the distribution of financial aid to more than 2,000 residents through the government’s Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program. Each beneficiary received P4,050.

“We should all be thankful to the President and wish him a happy birthday. Without his support, this financial assistance would not have been possible,” said Governor Petilla, reminding the recipients to spend the money wisely for the benefit of their families and avoid spending it on vices.

In Tacloban City, the Tingog Party-list, led by Rep. Yedda Marie Romualdez, oversaw the distribution of AKAP assistance to 3,000 beneficiaries, each receiving P5,000.
In addition to the payouts, job fairs were held across the region, providing 1,913 job vacancies to local residents.

TACLOBAN CITY – Mayor Alfred Romualdez disclosed that representatives from Philippine Offshore Gaming Operators (POGO) approached him with a proposal to establish operations in the city, but he declined the offer due to concerns over its potential negative impacts.
Speaking in a radio interview, a cousin of President Ferdinand Marcos Jr., revealed that while POGO operations could generate significant revenue, he chose to reject the proposal for the city’s well-being.

Tacloban City has a population of over 251,000 people.

“POGO representatives came to my office wanting to set up operations here. We all know who’s pushing for these POGOs, but I didn’t agree,” the mayor said during the interview on Sept. 6.

“They’re upset with me because of it, but it’s not just about money—we can’t allow them to operate just for financial gain,” he added.

Romualdez did not disclose specific details about the proposal, such as when the meeting with POGO representatives took place, but he mentioned that he sought advice from President Marcos and House Speaker Martin Romualdez, who is also his cousin.

“They told me not to allow it, saying it’s dangerous. So, I stopped it from happening,” the mayor stated.

“As a leader, I must carefully consider what’s good and what’s not for the city. There are other ways to achieve progress.”

POGO operations in the Philippines have been linked to illegal activities such as human trafficking, prostitution, and kidnapping, particularly involving Chinese nationals.

Former Bamban Mayor Alice Guo, who was connected to POGO operations, is currently facing multiple charges, including falsifying her Filipino citizenship. It was later confirmed that Guo is a Chinese national.

MATAG-OB, Leyte-Now in its third year, the ‘Himorasak’ Festival in Matag-ob is beginning to attract a growing number of tourists, both local and foreign.

Mayor Bernardino “Bernie” Tacoy sees this as a positive step toward making the town a rising tourist destination.

“Matag-ob is now drawing visitors not only from neighboring municipalities but also from outside the region, including foreign tourists,” he said.

According to the town’s tourism office, around 12,000 tourists visited Matag-ob in 2023, the second year since the Himorasak Festival was launched.

The festival aims to showcase the town’s cultural heritage and natural attractions, making it a key part of the local tourism push.

This year’s Himorasak Festival kicked off on Saturday, September 7, with a variety of activities, including a cultural festival and the opening of a food center offering local delicacies unique to Matag-ob.

The fourth-class municipality, with a population of over 17,000 spread across 21 barangays, is known for its natural attractions, such as waterfalls and caves, many of which are still being developed for tourism.

The name “Himurasak” translates to “abundance,” reflecting the town’s goal to highlight its natural and cultural wealth.

Mayor Tacoy emphasized that the festival is helping the local government focus on developing the town’s natural wonders.

“For instance, we have 27 caves that we plan to develop as tourist attractions, in addition to Bondari Park,” Tacoy said.

He noted that they are consulting with the Department of Environment and Natural Resources (DENR) on how best to preserve these caves while turning them into sustainable tourist destinations.

“We need to follow all necessary processes to avoid any legal issues,” the mayor added.
As part of the festival, Mayor Tacoy’s administration is also making rice more affordable for the less fortunate residents. During the month-long festivity, around 1,000 beneficiaries will be able to purchase rice at P20 per kilogram, with each beneficiary entitled to buy five kilograms.

The mayor hopes to eventually extend this benefit to all residents of Matag-ob.
“That is our ultimate goal,” Tacoy said.
