Provincial multi-species marine hatchery gears up for fish fry, crab larvae distribution

MAASIN CITY-The provincial multi-species marine fish hatchery in Southern Leyte is ready to distribute fish fry to fishpond operators and local government units (LGUs).

This initiative followed five months after the multi-species fish hatchery’s inauguration on June 24, 2024, in Brgy. San Roque, Macrohon, attended by Gov. Damian Mercado, Andrew Orais, regional director of the Department of Agriculture (DA), and Nelia Gabon-Tomayao of the Bureau of Fisheries and Aquatic Resources (BFAR).

During the inauguration, Orais noted that this is the only pre-stocking hatchery in the region run by the provincial government with support from BFAR, DA, and Southern Leyte State University (SLSU) for technical assistance.

According to Ruel Natividad, who oversees the hatchery, the distribution includes crab larvae and fish species.

He mentioned that crab larvae from Pitogo, Bohol, were released into the nearby Municipality of Padre Burgos and seeded in a fish sanctuary.

As to bangus fry, our takers are still getting ready. We assisted the fisherfolk association in Barangay Manhilo, Maasin City, in their pond preparation, while the other group in Biasong, Hinunangan, maybe the first to be delivered next week,” he said.

This supports the recent stocking of fish fingerlings, including bangus, kitong, danggit, and pompano. The one-hectare breeding compound has also added lambay, or the blue swimming crab, to its production.

The move is viewed as a long-term investment in self-sufficiency to boost President Ferdinand Marcos Jr.’s food security program, aiming to ensure an abundant supply of fish in the province.

TACLOBAN CITY— The Tacloban City District Engineering Office (TCDEO), in coordination with the Bureau of Maintenance (BOM), conduct an inspection and validation of the priority-listed proposed projects for funding under the repair and maintenance program for National Government-Owned Buildings (NGOBs) on November 15, 2024.

Led by the TCDEO’s Maintenance Section, headed by Engr. Charlie B. Tampil, with assistance from BOM inspector Engr. Charlene A. Bolon and Engr. Jumar P. Villamor from the Regional Office 8 Maintenance Division, the inspection and validation aims to ensure proper assessment, prioritization, and funding allocation.

The top-priority buildings for repair identified by TCDEO included the Tacloban City Fire Station, and the Philippine Coast Guard Eastern Visayas Leyte Building and Sub-station Tacloban Building.

The result of the conducted inspection and validation will be forwarded to the Central Office of the Department of Public Works and Highways (DPWH) for further evaluation.

Engr. Tampil emphasized the importance of addressing the current needs of these buildings, stating, “We are ensuring that the buildings in need of urgent repairs are prioritized, and that funding is allocated properly to maintain them in optimal condition.”

DPWH-NSFDEO completes four-classroom school building for senior high students in Catarman

Catarman N. Samar– The Department of Public Works and Highways (DPWH) Northern Samar First District Engineering Office has recently completed the construction of a one-storey school building with four classrooms to accommodate Senior High School students of Raymundo Bocboc Daza Stand-Alone Senior High School (RDSHS) in Brgy. Cawayan, Catarman, Northern Samar.

In an interview, Dr. Myla P. Adiaton, school head of RDSHS, expressed her gratitude for the newly completed project, noting that the school, being newly established, has faced significant challenges due to lack of classrooms. “We are currently using a building under contract, so the completion of this new school facility is essential. It not only provides us with a permanent space but also offers hope for our school’s growth,” Dr. Adiaton said.
She further highlighted the positive impacts of the new building, emphasizing its modern and spacious classrooms, which create a conducive learning environment for students.

“The new facility, will also increase the school’s enrollment capacity, allowing it to accommodate more students and reduce overcrowding.” Dr. Adiaton further stated.

The school building has a floor area of 379.42 square meters and is designed with fully ventilated and well-lit rooms. It features a corridor, blackboards, electric fans, lighting fixtures, a handwashing area, window grills, toilets, a parapet wall, and provisions for ramps to ensure accessibility for persons with disabilities (PWDs).

District Engineer Alvin A. Ignacio noted that the project is expected to significantly enhance the educational experience of students by providing an improved learning space, promoting academic growth, and supporting various senior high programs.

The project, carried out in partnership with the Department of Education (DepEd), is funded under the Department’s Basic Education Facilities Fund (BEEF) for FY 2023. It aims to address classroom shortages in high-priority schools across the country.

More LGUs in EV qualify for Gawad Kalasag 2024 Awards

TACLOBAN CITY – The Office of Civil Defense Regional Office 8 (OCD-8) lauded the increasing number of local government units (LGUs) in Eastern Visayas set to receive the prestigious Gawad Kalasag 2024 awards, a testament to their enhanced disaster preparedness and resilience efforts.

The Gawad Kalasag recognizes LGUs and organizations that excel in Disaster Risk Reduction and Management (DRRM), climate change adaptation, and humanitarian assistance programs aimed at safeguarding vulnerable communities from hazards.

OCD-8 Regional Director Lord Byron Torrecarion highlighted the progress, stating that around 80% of the 149 LGUs in the region are now qualified for the award.
This is a significant improvement from last year, when only 30 LGUs received the honor at the regional level.

“This increase is a notable achievement, showcasing our strong collaboration with the Department of the Interior and Local Government (DILG). It also aligns with the criteria for the Seal of Good Housekeeping award,” Torrecarion said.

Earlier this year, OCD-8 conducted a caravan to guide LGUs in complying with the necessary requirements for the Gawad Kalasag evaluation.

Torrecarion expressed satisfaction with the improved awareness and participation among LGUs in disaster risk management practices.

The regional and national awarding ceremonies for Gawad Kalasag 2024 are scheduled for December.

481 agrarian beneficiaries in N. Samar receive e-titles

VICTORIA, Northern Samar – Four hundred eighty-one agrarian reform beneficiaries (ARBs) from different parts of this province received their individual Certificates of Land Ownership Award (CLOAs) from the Department of Agrarian Reform (DAR) on Tuesday, November 12 this year.

DAR Assistant Secretary for External Affairs and Communications Operations Office, Rodolfo Castil Jr., led the distribution of the 592 electronically generated titles (e-titles) covering an aggregate area of 865.6872 hectares of farm lands. Castil explained that the e-titles were generated under the World Bank-assisted Support to Parcelization of Lands for Individual Titling (SPLIT) project after subdividing collective CLOAs previously issued to ARBs. SPLIT project subdivides lands covered by collective CLOAs to improve land tenure security and strengthen property rights of ARBs.

In his message, Castil told the recipients of the individual titles, “Patunay po ito na ang ating pangulo, si President Bongbong Marcos, ay committed na mabigyan kayo ng magandang kabuhayan.”

He also advised the beneficiaries to take care of the lands awarded to them under the Comprehensive Agrarian Reform Program (CARP), “Nang sa ganun meron mamamana ang inyong mga anak, mga apo, mga apo sa apo,” said Castil.

DAR Eastern Visayas Regional Director Robert Anthony Yu assisted Castil in the distribution of e-titles at the Stardome in this town, which is about 58 kilometers away from the provincial capital. He disclosed that the lands covered by the e-titles are situated in the towns of Bobon, Capul, Victoria, San Antonio and Gamay.

Tacloban City Mayor Alfred Romualdez, chairman of the Regional Peace and Order Council (RPOC), joined Castil and Yu in the distribution rite.

Romualdez shared he was appointed RPOC chairman by the President “dahil sabi nya sa akin, mayor, make sure that this happen, na magkaroon ng titulo ang mga taga Region 8, lalo na sa Islang Samar.”

According to him, “Hiningi din ni President nung magmeeting kami with then 8ID head, General Ligayo, siguraduhin nyo na hindi aagawin sa kanila at walang kukuha ng mga lupa nila dahil para sa kanila yan.”

Land distribution is DAR’s contribution to End Local Communist Armed Conflict (ELCAC), a whole-of-nation approach to address insurgency in the country.

Meanwhile, Viviana Carmen, 50, a former tenant, and one of the e-title recipients, expressed gratitude to the President and to agrarian reform secretary, Conrado Estrella III. Carmen said, they need not give share to the former landowners anymore. They can use the money in buying their daily needs and in sending their children to school.

On the same occasion, Castil turned over to the local government unit of Catarman a check worth P20-million for the concreting of Barangay Cag-abaca-Barangay San Julian farm-to-market road.

TCDEO employees attend 2024 SESL

TACLOBAN CITY — Key personnel from the Tacloban City District Engineering Office (TCDEO) engage in a meaningful leadership experience during the 2024 Service Excellence Summit for Leaders (SESL), hosted by the Civil Service Commission Regional Office VIII (CSC RO VIII), held on November 13-14 at the Waterfront Hotel, Cebu City.

Among the TCDEO attendees were Chief Arlene A. Ballon of the Administrative Section, HRMO II Anna Larena C. Samson, and selected engineers and administrative staff. The event was also attended by esteemed employees from various National Government Agencies (NGAs) and Local Government Units (LGUs) across Region 8.

The event commenced with the ceremonial “Pasidungog” program, which recognizes exemplary public servants and agencies. During this ceremony, DPWH Region 8 received a plaque of recognition for achieving Prime-HRM Maturity Level 2.

The summit proper commenced with a welcome address by Atty. Marilyn E. Taldo, Director IV of CSC RO VIII, followed by insightful sessions featuring prominent speakers. Dr. Jacqueline M. Cheung highlighted the importance of mental health and well-being in public service, while Dr. Michelle Lynn O. Sanchez emphasized wellness as a sustainable lifestyle. Mr. Danilo M. Cerence shared strategies for impactful corporate social responsibility.

On the second day, the sessions focused on innovative workplace strategies. Dir. Ma. Natividad L. Costibolo of CSC Field Office-Leyte I led a session on effective learning management, while Dr. Lionel Joseph T. Sanchez, an interior designer from Sanchez Design Studio, Inc., discussed creative workplace redesign. Atty. Gina A. Crucio, Acting Director of CSC RO VIII, introduced the concept of “Completed Staff Work” as a tool for enhancing performance.

The summit concluded with critical updates on civil service policies and occupational safety and health standards for the public sector, presented by Atty. Chicano. The event ended with the awarding of certificates of completion and a group photo with CSC RO VIII officials.
