To be all things to all men

THAT’S from a passage in 1 Corinthians 9,22. It’s the ideal condition for us to pursue. It’s what would truly identify us with Christ, the pattern of our humanity and the savior of our damaged humanity, who is the very embodiment of this ideal.

Though each one of us is supposed to be a unique person, there is also something in us, a certain faculty and power, that would enable us to reach that ideal. It’s the spiritual dimension of our life and nature, endowed with intelligence and will, that would enable us to transcend our distinctive and unique character in order to have a mind and heart with a universal scope.

To top it all, we also are given the very grace of God, a sharing of God’s power, that would allow us to be “all in all” (cfr. 1 Cor 15,28) as God is. We just have to be aware of these endowments and gifts, and learn how to make full use of them in accordance to God’s will and ways. We are capable of having a universal heart and mind.

Yes, we may have our own tastes and preferences, our own temperaments and personalities, our own views and opinions, our own charism and vocation, or whatever status we have, but we have the duty to reach out to everyone, especially those who are different from us or even are opposed to us. They can even be opposed to God.

In this way, we would be imitating Christ who was willing to bear all our sins, as St. Paul said, to save all men. (cfr 1 Tim 2,4) This is the only purpose that can bring about the development of a universal heart. Short of this motive, the ideal of a universal heart that is proper to us is compromised.

Toward this end, we have to learn how to be patient, how to rise above our personal things and learn how to give our heart to God and to everybody else. This obviously will require of us a certain sportsmanship, a certain toughness that is of the kind that can welcome and accommodate the charity of God in our heart. We have to learn to listen and not just hear others, to look and not just to see them.

We have to learn how to suffer with the others, how to be compassionate, how to make as our own the conditions of the others out of the love of God and souls. God himself did all these.

He made himself man in Christ to save us. And Christ, according to St. Paul, made himself like sin without committing sin (cfr 2 Cor 5,21), just to be with us and lead us back to God, from whom we came and to whom we belong.

So, in our dealings with the others, we should always be motivated by love. We have to take the initiative to love them and not wait for them to give reasons for us to love them. Even when they commit errors, all the more we should love them.

In the Psalms, we read that God “does not treat us as our sins deserve or repay us according to our iniquities.” (103,10) If that is how God looks at us, that should also be how we should look at the others. We ourselves ask God not to judge us by our sins. Neither should we judge others according to their sins.

186 San Policarpo farmers receive fertilizer assistance from DA

TACLOBAN CITY – A total of 186 farmers from San Policarpo, Eastern Samar, have received fertilizer assistance from the Department of Agriculture (DA) to support their rice production efforts.

The beneficiaries are registered under the Registry System for Basic Sectors in Agriculture (RSBSA), a program under the DA’s Rice Program that identifies farmers, fisherfolk, and farm laborers eligible for government agricultural assistance.

The recipients cultivate a combined 150 hectares of rice land in the municipality and were provided with Complete (14-14-14) fertilizer, a balanced mix of nitrogen, phosphorus, and potassium designed to promote healthy plant growth.

“This program underscores the LGU’s dedication to enhancing the well-being of our farmers. It is a shared responsibility to ensure they receive adequate support to boost productivity and sustain their livelihoods. Together, we must continue strengthening the agricultural sector, which serves as the backbone of our local economy,” San Policarpo Councilor Cayetano Baldoza said during the turnover ceremony.

Agatha Kristy Casillano, agricultural technologist and rice focal person of the San Policarpo LGU, emphasized that the initiative aims to ease the burden of rising input costs while improving rice production in the region.

Local officials expressed their gratitude to DA Regional Field Office VIII Regional Executive Director Andrew Rodolfo Orais for the agency’s continuous support of programs that directly benefit farmers, recognizing their vital role in food security and economic sustainability.

DPWH-Northern Samar First DEO launches “Oplan DO 47”

CATARMAN, N. Samar– The Department of Public Works and Highways (DPWH) Northern Samar First District Engineering Office (NSFDEO) has officially launched its “Oplan DO 47” initiative to strengthen the routine maintenance of national roads and bridges within the district.

DO 47 is part of the Department’s initiative to optimize processes that cater to the needs of implementing offices while reinforcing its commitment to delivering essential infrastructure projects. The initiative also aims to extend the serviceable condition of roads and bridges through the appropriate and timely execution of routine maintenance activities.

As part of this directive, personnel from the DPWH-NSFDEO Maintenance Section, led by Section Chief Engr. Dahlia T. De Asis, actively participated in various maintenance activities, including the cleaning and painting of guardrails. These efforts not only ensure cleanliness but also enhance visibility for motorists, particularly at night, thereby improving road safety.

Aside from the DO 47, the Maintenance Section conducts monthly routine maintenance along all national road sections, ensuring that roads and bridges remain in optimal condition for the benefit of the travelling public.

Samar joins nationwide drive against dengue through cleanup efforts

TACLOBAN CITY – The provincial government of Samar has joined the nationwide dengue prevention campaign by participating in the February 24 Nationwide Search and Destroy Mosquito Breeding Sites Kick-Off, an initiative led by the Department of Health (DOH) with the theme “Alas Kwatro Kontra Mosquito.”

The campaign emphasizes the importance of community-wide efforts in eliminating mosquito breeding sites to prevent dengue fever outbreaks.

As part of this initiative, offices under the provincial local government unit of Samar conducted thorough inspections, removed stagnant water, and ensured proper waste disposal to eliminate potential breeding grounds for dengue-carrying mosquitoes.

From January 1 to February 10, 2025, Samar recorded 188 dengue cases with zero fatalities. This represents a 23% decrease compared to the same period last year, signaling the effectiveness of public health campaigns and preventive measures implemented across the province.

Dengue remains a major public health concern in the Philippines, particularly during the rainy season when mosquito populations surge.

The DOH has consistently called on local government units (LGUs) to intensify cleanup drives, especially in areas where dengue cases are prevalent.

The “Alas Kwatro Kontra Mosquito” campaign encourages households, schools, and workplaces to conduct daily 4 pm cleanup activities, a time when mosquitoes are most active.

To strengthen community efforts in preventing dengue, the provincial government of Samar is urging the public to follow the 5S Strategy:search and Destroy mosquito breeding places; self-protection by using mosquito repellents and wearing long-sleeved clothing; seek early consultation when dengue symptoms appear; and support fogging activities in high-risk areas.

Dengue prevention requires collective effort, and with continued public participation, Samar aims to further reduce dengue cases and create a safer, healthier environment for its residents.

By reinforcing these preventive measures, the province hopes to sustain the decline in cases and strengthen its fight against mosquito-borne diseases.

Vatican ambassador to visit Palapag for Diocese of Catarman’s 50th Anniversary

TACLOBAN CITY – The town of Palapag in Northern Samar is preparing to welcome Vatican Ambassador to the Philippines and dean of the diplomatic corps, Most Rev. Charles John Brown, next month.

The Papal Nuncio’s visit is part of the 50th-anniversary celebration of the Diocese of Catarman.

Palapag, the oldest town in Northern Samar, was chosen as a key destination due to its historic significance as the center of Christianization in the province during the Spanish era. Jesuit missionaries established a mission residence in the town between 1599 and 1605.
To prepare for the visit, the municipal government of Palapag, led by Mayor Florence Batula, held a joint coordination meeting on February 17 at the Legislative Hall.

The meeting included representatives from the provincial government of Northern Samar, represented by Carl Jaime Simple Bordeos of the Provincial Planning and Development Office, and the Diocese of Catarman, represented by Fr. Pio Aquiatan Jr., DSAC director, and Fr. Eduardo Dorico, pastoral director.

The Papal Nuncio will be in Northern Samar from March 9 to 11, with his visit to Palapag scheduled for March 10.

This will be his second visit to the province this year; he was previously in Northern Samar on January 15 for the installation of Bishop Nolly Buco as the third bishop of the diocese.
The Diocese of Catarman was established on December 5, 1974, by decree of Pope Paul VI, with Bishop Angel Hobayan as its first bishop.

It falls under the ecclesiastical province of the Archdiocese of Palo and comprises 31 parishes across 24 municipalities, with its mother church, the Cathedral of Our Lady of Annunciation, located in Catarman, the provincial capital.

Borongan City becomes benchmarking hub for LGUs studying best practices

TACLOBAN CITY – Borongan City Mayor Jose Ivan Dayan Agda expressed his gratitude for the increasing number of local government units (LGUs) visiting their city for benchmarking activities to study and learn from their programs.

Mayor Agda emphasized that being chosen as a model by fellow LGUs is a testament to the effectiveness of the city’s initiatives in serving its constituents.

Last year, officials from Bislig City, Surigao, visited Borongan to study its airport operations. This was followed by Catbalogan City officials, who examined the implementation of the Libreng Sakay (free transport) program.

LGU Ormoc also conducted a benchmarking visit focused on Borongan’s health services program.

Most recently, over the weekend, Calbayog City officials, led by Mayor Raymund Uy and Vice Mayor Rex Daguman, visited Borongan. They engaged in discussions with Mayor Agda to gain insights into the city’s social services and other key projects.

“Over lunch, Mayor Raymund and I exchanged ideas on how our local initiatives could be best emulated in Calbayog. I am elated that Mayor Uy and I share the same vision, and I hope they will successfully implement meaningful programs in their city,” Mayor Agda said.

Apart from the Libreng Sakay program, Borongan City also implements other initiatives recognized by national government agencies, such as Libre Medisina, which has been acknowledged by the Department of Health.

The city also provides a monthly monetary allowance for senior citizens, Direkta Ayuda for students, monthly financial assistance for persons with disabilities (PWDs), and nutrition and food sufficiency programs under Dukwag Agrikultura.
