Tacloban receives ARTA seal for digitalized business services

TACLOBAN CITY — The Tacloban City government has been recognized by the Anti-Red Tape Authority (ARTA) for successfully implementing a fully digitalized business processing system aimed at improving the delivery of services to entrepreneurs and investors.

Tacloban received the Seal of eBOSS Compliance during a ceremony held at City Hall on Wednesday, May 20, where ARTA Secretary Ernesto Perez formally handed the recognition to Mayor Alfred Romualdez.

Also present during the awarding ceremony were Department of the Interior and Local Government Regional Director Arnel Agabe and personnel from the city government’s licensing office.

The Seal of eBOSS Compliance is awarded to local government units that effectively implement the electronic Business One-Stop Shop (eBOSS) system, a platform designed to streamline business registration, permit renewals, and other government transactions through digital processing.

Under the eBOSS system, business owners can apply for permits and process transactions electronically, reducing processing time, minimizing face-to-face interactions, and improving ease of doing business.

ARTA said the certification is granted only to local government units that meet the “Golden Standard” for a fully functional and integrated electronic business processing system. The standards were jointly developed by the Department of the Interior and Local Government, Department of Information and Communications Technology, and Department of Trade and Industry.

Mayor Romualdez said the recognition reflects the city government’s continuing efforts to promote transparent, efficient, and investor-friendly governance.

“This is a leap forward in bringing trust and confidence to the people, especially the business sector,” Romualdez said.

The Anti-Red Tape Authority was created under Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, to reduce bureaucratic delays and improve government efficiency nationwide.

As of December 31, 2025, only 127 out of 1,642 local government units in the country had been granted the Seal of eBOSS Compliance, placing Tacloban among a select group of LGUs recognized for advancing digital governance reforms.

DILG trains Tacloban barangay officials on mediation, digital governance

TACLOBAN CITY — The Department of the Interior and Local Government (DILG) Tacloban City Office has strengthened its campaign for effective grassroots governance by training barangay officials on alternative dispute resolution and digital governance systems.
The training course on Alternative Dispute Resolution (ADR) mechanisms under the Katarungang Pambarangay Law was organized by the Office for Alternative Dispute Resolution (OADR) and attended by all punong barangays of Tacloban City, members of the Lupong Tagapamayapa, and barangay secretaries.

The activity aimed to enhance the capability of barangay officials in handling community disputes through mediation, conciliation, and arbitration while promoting peaceful conflict resolution at the local level.

Officer-in-Charge City Director Jean Redi Briones reaffirmed the DILG’s commitment to strengthening barangay justice systems and improving public service delivery in communities.

Briones emphasized the importance of the Katarungang Pambarangay system as a vital mechanism in resolving disputes before they escalate into more serious conflicts.

He noted that barangay officials regularly address issues involving road concerns, permits, domestic disputes, and other community-related conflicts that require sound judgment and effective mediation skills.

According to Briones, equipping local officials with ADR competencies will not only improve conflict resolution but also help foster stronger and more harmonious relationships within communities.

“The Barangay Justice System works and continues to serve as an instrument for maintaining peaceful and harmonious communities,” Briones said.

He also highlighted the growing administrative responsibilities of barangay officials, particularly barangay secretaries, who handle reports and documentation for various government programs and services.

To improve efficiency in barangay operations, Briones encouraged local officials to invest in digital tools and reliable internet connectivity to streamline records management and report preparation.

He likewise promoted the responsible use of digitalization and artificial intelligence in governance to improve efficiency and strengthen records management systems at the barangay level.

Briones assured barangay officials that the DILG Tacloban City Office would continue extending technical assistance and support to help improve governance systems and public service delivery across barangays.

TACLOBAN CITY — Samar Governor Sharee Ann Tan has met with officials of the Department of Public Works and Highways (DPWH) and the municipal government of Daram to discuss the proposed Talalora–Daram Island Bridge project aimed at improving transportation connectivity and boosting economic activity in the province.

Provincial officials said the proposed bridge would provide a faster and more accessible link between the municipalities of Talalora and Daram, benefiting residents, businesses, and tourists through improved mobility and transport of goods.

The project is also expected to create opportunities for trade, tourism, and investments, particularly in island communities that have long relied on sea travel for access to markets and government services.

Governor Tan underscored the importance of infrastructure development in advancing Samar’s long-term growth agenda under the “Spark Samar” campaign, which promotes connectivity, tourism, and inclusive development across the province.

The discussion forms part of broader efforts by Samar leaders to pursue major infrastructure projects that would strengthen interconnectivity across the island.
Earlier this year, provincial officials also pushed for the proposed P11.9-billion “Unity Roads” initiative aimed at linking remote communities in Samar, Northern Samar, and Eastern Samar.

Officials said the proposed Talalora–Daram Island Bridge could further boost tourism in Daram, known for its scenic islands, coastal resources, and natural attractions.
The project remains under study as coordination continues among the provincial government, DPWH, and local officials to assess its feasibility and potential impact on Samar’s economic and tourism development.

DOH pushes expanded prenatal care program to protect mothers, newborns in Eastern Visayas

TACLOBAN CITY — Health officials in Eastern Visayas are strengthening maternal and newborn healthcare services through an expanded prenatal care program that encourages pregnant women to complete at least eight antenatal care (ANC) visits during pregnancy.
The initiative forms part of the Department of Health’s continuing efforts to reduce maternal and neonatal deaths by improving early detection and management of pregnancy-related complications.

Discussed during the recent Regional Implementation Team (RIT) Conference on the Responsible Parenthood and Reproductive Health Law, the program shifts from the traditional four-visit prenatal care model to the World Health Organization-recommended eight-contact ANC schedule.

Health authorities are targeting at least 60 percent completion among pregnant women in the region by the end of 2026.

Regional Adolescent Health and Development focal person and midwife Leo Erner said the expanded prenatal care program will allow healthcare workers to closely monitor pregnancy conditions such as gestational hypertension, severe anemia, infections, and fetal distress.
To strengthen the implementation of the program, the DOH is introducing digital innovations including automated SMS reminders, mobile health applications, and upgraded electronic medical record systems to improve patient monitoring and continuity of care.

Community-based interventions and incentive programs are also being prepared to encourage pregnant women, especially those living in geographically isolated and disadvantaged areas, to complete their prenatal consultations.

The initiative supports the healthcare agenda of President Ferdinand Marcos Jr., which prioritizes accessible and quality healthcare services for women and children through strengthened primary healthcare systems.

As part of the rollout, an orientation and training for frontline healthcare workers will be conducted in Tacloban City in June 2026 to equip medical personnel with updated patient tracking systems and follow-up care protocols.

“Our vision is to ensure every pregnant woman receives comprehensive care that fundamentally transforms maternal and neonatal outcomes in our communities,” Erner said.

MOTIONG, Samar – The Department of Labor and Employment–Samar Field Office (DOLE-SFO) has provided P3.09 million in livelihood assistance to 103 beneficiaries in Motiong town as part of the pilot implementation of the Graduation Approach under the DOLE Integrated Livelihood Program (GA-DILP).

The assistance, coursed through the Local Government Unit of Motiong as DOLE’s accredited partner, includes tools, jigs, and equipment to help beneficiaries start or expand small enterprises.

The recipients are engaged in various livelihood activities such as food businesses like eateries, bakeries, and street food vending, as well as sari-sari stores and service-based enterprises including beauty care, tailoring, and carpentry.

DOLE-SFO said the GA-DILP is designed as a holistic livelihood program that combines financial assistance with skills training, business management support, and access to social protection programs to strengthen beneficiaries’ economic stability.

DOLE-SFO Labor and Employment Officer and Head Engr. Aleksei Ceasar D. Abellar led the turnover and reminded beneficiaries that regular monitoring will be conducted by DOLE and the local government to ensure project sustainability.

Motiong Mayor Rene Anthony D. Cabael thanked DOLE for its continued support in improving the lives of residents, noting that more beneficiaries are expected to receive assistance in the next rollout, particularly for livestock-based projects.

Also present during the activity was PhilHealth representative Allean Vince Chua, who conducted an orientation on the YAKAP (Yaman ng Kalusugan Program), focusing on healthcare services and preventive health awareness.

DOLE-SFO said the program aims to deliver long-term and meaningful improvements to the economic conditions of beneficiaries through sustainable livelihood interventions.

TACLOBAN CITY – Eastern Samar Lone District Rep. Christopher Sheen Gonzales has filed a bill seeking to upgrade the Maritime Industry Authority (Marina) satellite office in Guiuan town into a full-fledged extension office to improve access to government maritime services.

Under House Bill No. 8698, the existing Marina satellite office in Guiuan would be converted into an extension office that will serve residents of Eastern Samar and nearby island communities.

The proposal seeks to strengthen MARINA’s presence in the province and expand its capacity to assist seafarers, boat operators, shipping stakeholders, and coastal communities that depend on maritime activities for livelihood and transportation.

Gonzales said the measure is intended to bring government services closer to the people.
“This measure is about making government services more accessible and responsive to the realities faced by our coastal communities,” he said.

He added that strengthening Marina’s presence in Eastern Samar would benefit maritime workers and support local economic growth.

Gonzales also noted that many residents are forced to travel long distances just to process maritime documents and comply with regulatory requirements.

“By upgrading the Guiuan Marina office, we can bring essential government services closer to our constituents while reducing travel costs, processing time, and inconvenience,” he said.

The proposed upgrade will enhance services such as vessel registration and documentation, maritime safety monitoring, issuance of Seafarer Record Books and Seafarer Identity Documents, and processing of Standards of Training, Certification and Watchkeeping (STCW) credentials.

Gonzales emphasized the importance of the maritime sector in Eastern Samar, where many residents rely on fishing, inter-island transport, shipping, and seafaring for employment and income.

He added that a stronger MARINA presence in Guiuan would also help improve maritime safety and provide better support for local operators and workers.
