Renewed transmission

As expected, the resumption of face-to-face classes in schools albeit limited in scope due to the alternative online classes being implemented has resulted in renewed transmission of the Covid-19 virus, this time among the students, teachers, and non-teaching personnel in some school campuses.

This rise of Covid-19 cases in schools was expected by the Department of Health (DOH) itself after the face-to-face classes started in August, as Officer in Charge Undersecretary Maria Rosario Vergeire has admitted recently. And last October 2 indeed, the Department of Education (DepEd) confirmed that Covid-19 cases have been reported in schools.

Despite the fielding of safety officers in selected urban-based campuses who conduct health screenings and implement Covid-19 protocols, virus transmission still happens. The good thing, however, is that this transmission is easily detected with the help of these safety officers, Vergeire assured. But in schools where no safety officers are fielded, virus transmission must be spreading undetected.

At any rate, this rise in new transmission cases is indeed expected, because even if the safety protocols are being imposed inside campuses, many students themselves do purposely disobey such orders. They would enter the gates with their masks on, but inside the classroom or elsewhere on campus, they remove those masks while closely interacting with others. Naturally, the virus would quickly spread in such a scenario.

To prevent the continued spread of Covid-19, Vergeire is urging parents to get their children vaccinated, or given booster shots. This way, they would be resistant to the disease bodily, and this transmission would lessen if not cease. It takes cooperation and volunteerism on the part of the concerned.

P48.27-M flood control structure now substantially complete

CATARMAN,N. Samar- A flood control structure along Gebulwangan River in Barangay Gebulwangan, Catarman Northern Samar that is being implemented by the Department of Public Works and Highways Northern Samar First DEO is now substantially complete.
Funded under DPWH CY-2022 General Appropriations, the P48.27-million project includes the construction of 216.80 linear meters Reinforced Concrete Flood Control Structure on 12m-Steel Sheet Pile Foundation and four solar panel street lights.

The district office began the construction of the project last February 21, 2022 and is expected to be finished within this month.

It can be recalled that on December 2021, Typhoon “Odette” brought torrential rains in the area, which severely affected the residents since they could not pass through the river due to the overflowing of water.

Brgy. Chairman Dominador V. Senining said in an interview that the said structure will greatly protect them especially during calamities.

“Sa nakalipas na panahon, pag bumabaha ay palaging gumuguho ang portion na iyon. Kaya kung iyong titingnan, nagiging malawak na ang ilog na ito. Malaking tulong ito sa amin kasi ngayon nakikita naman ninyo na andyan na ang proyekto. Nagawan na ng Flood Control at wala nang gumuho na lupa. Kaya napalaking tulong ito, kasi ang Barangay namin malaki na ang nabawas dyan. Ngayon, malaki na ang naging kumpyansa ng aming mga residente lalong-lalo na ang mga abot ng proyektong iyan kasi naging safe na ang kalagayan nila, lalo na ang mga bahay na nandyan sa gilid ng ilog”, Senining said.
“Years ago, portion of that area would always erode whenever it became flooded. As you can see, the river is wider than it was before. This project is a great help for us, having a flood control structure that prevents the further erosion of the area, considering that a considerable part of our Barangay had eroded. Now, the constituents of this barangay, especially those residing near the river, are greatly relieved since their lives and properties are now protected by this project.”

Once completed, this flood control structure will serve as a protection to the lives and properties of residents living along Gebulwangan River.

B/Gen. Marbil condemns killing of a village leader in Northern Samar

TACLOBAN CITY- The killing of a village chairman in Pambujan town, Northern Samar was condemned by police regional director, B/Gen. Rommel Francisco Marbil.

Last October 1, Yolando Jarito, barangay chairman of Cabab-toan, was shot to death by three armed men, suspected to be members of the communist armed group, the New People’s Army(NPA).

His son, Yolanda, Jr. was wounded in the same arm attack.
The perpetrators, identified as Pedrin Julbetado, Emar Orpeza, and Saldy Bantillo were arrested and now charged for murder and frustrated murder.

Meantime, the police regional director urged the public of their full support and cooperation to the authorities in their campaign against criminalities in Eastern Visayas.

3 remote villages of Eastern Samar town received financial assistance from the provincial gov’t

TACLOBAN CITY- Three remote villages of Maslog town in Eastern Samar were provided with financial assistance each by the provincial government to address their basic needs.
The villages of Libertad, Taytay, and San Miguel were given P500,000 each to fund their chosen projects which ranged from construction of a water system to building of barangay roads to connect them to the town center of Maslog, itself one of the poorest towns of the province where seven out of 10 families are considered as poor.

The giving of financial aid to these remote villages of the town served as one of the highlights of a three-day caravan conducted by the provincial government of Governor Ben Evardone that ended on Thursday (Oct.6).

“As I have said before, the provincial government will now prioritize barangays in far-flung areas so that their constituents will finally be able to avail of the services of the government,” Evardone said in a statement.

During the three-day caravan, residents of the 12 barangays of the town were provided with hygiene kits and offered free medical check-ups, grooming, and services offered by different provincial offices like agriculture, labor and employment, assessors, social services, and health, among others.

The fifth-class town which has around P100 million has a population of more than 5,400 people.

One of Samar’s most wanted arrested for string of frustrated homicide complaints

ORMOC CITY- One of the most wanted persons in Samar was finally by the law enforcers.
Arrested was Pampilo Labong, Sr.,70, and resident of Barangay Calundan, San Jorge town.
Labong, who is facing a string of homicide cases, was arrested by virtue of a warrant, was arrested in Brgy. Blanca Aurora, also in San Jorge, at about 12:10 pm last Sept. 29.

San Jorge chief of police, Capt. Michael Ray Cañete said that the cases filed against Labong were in relation to his being an alleged former member of the communist armed group, the New People’s Army.

The warrant, issued by Judge Maricar Lucero of Branch 41 in Gandara town, Samar, recommended P72,000 bail bond for each of the 10 frustrated homicide charges filed against the suspect.

USAID, Philippine partners reaffirm support for reliable internet connectivity nationwide

Manila-The United States Agency for International Development (USAID) and its Philippine partners recently gathered more than 750 representatives from government, the private sector, and civil society to highlight the role of local governments in ensuring internet access for marginalized and remote communities across the country.

On September 28, USAID’s Better Access and Connectivity (BEACON) and Cities for Enhanced Governance and Engagement (CHANGE) projects, in collaboration with the Department of Information and Communications Technology (DICT), the Department of Interior and Local Government, and the League of Cities of the Philippines, organized the “Improving Broadband Internet Connectivity in Cities and LGUs” conference where participants were able to share best practices in addressing internet connectivity issues and strengthening policies on ICT governance, financing, and investment.

The COVID-19 pandemic compelled cities to quickly adopt ICT approaches to mitigate impacts, improve accessibility to public services, promote transparency in government, and enhance citizens’ participation in governance. Cities are also finding ways to improve their business environment for ICT services to spur economic activity and create more jobs.

However, reliable internet connectivity remains a challenge in many cities and municipalities across the country. A 2021 survey by Pulse Asia found that about 63 percent of adult Filipinos had access to the internet, with internet access and usage lowest in Mindanao at 47 percent.

“With affordable and secure internet connectivity, the government can deliver basic services to more people, create avenues for collective action and stronger partnerships, and improve transparency and accountability in governance,” USAID Mission Director Ryan Washburn said. “As a friend, partner, and ally, the U.S. government, through USAID, will continue to support the Philippine government in building a future where digital technology promotes inclusive growth, fosters resilient and democratic societies, and empowers all, including the most vulnerable.”

“Our vision is to promote an inclusive and sustainable digitally empowered Philippines for all Filipinos where the specific needs of each city and municipality, even those in hard-to-reach islands, can be addressed in order to help them thrive and grow in the digital economy,” said DICT Assistant Secretary Maria Teresa Camba.

USAID supports the Philippine government in improving internet connectivity by sharing potential solutions and supporting the development of implementable policies. This assistance is in line with the U.S. government’s commitment to foster economic growth through improved digital connectivity.

Through its Cities Development Initiative, USAID has been working with nine secondary cities across the country to boost the cities’ economic competitiveness, resilience, and responsive governance, with most of the cities becoming trailblazers in providing e-services to citizens, such as online processes for payments and applications for business and construction permitting, and online payment systems for water services.
