Billions Worth of Wrong Go Unpunished

The Senate Blue Ribbon Committee of the previous and the present Congress had been successful in ferreting the truth on billions worth of scandals.

The Pharmally in the heat of the Pandemic saw an obvious overpriced billions worth of procurement.

It saw a company with a capitalization of 600 thousand garnered an award of billions worth of project.

The long and winding hearings kept us glued to our seats and the people knew the truth.
But to this day, not much of punishment nor redemption came.

Today, we saw again the recommendation of yet another Blue Ribbon Committee on the DepEd Laptop scandal.

We have learned to expect nothing from it.

In the Pharmally shenanigans, we saw an Administration willing to defend the wrongdoers.
This time, we expect similar machinations with a twist. Perhaps, all these will be buried in the collective short memory of our people.

These are billions worth of overpriced transactions and we expect no punishment, this is our trend.This is our reality. And this is Sad.

Sowing discord

Bloggers would do everything they can just to produce content that attracts viewers, even if it harms people in the process and causes relationships to fall apart. Such content is posted usually on Facebook for viewers to feast on, gathering varied reactions.

In certain countries of Latin America where kissing in public is perhaps a normal sight, there are these bloggers who are drawing large viewership. The blogger would have someone or a group of guys with him, then they go around offering money usually to strolling couples in exchange for kisses with his companion/s.

Sometimes, bidding is done. If the couple being enticed rejects the offer right away, they look for some more else. If they notice that the couple is merely hesitant, the blogger keeps increasing the amount until it becomes too tempting to decline. In this case, the girl is usually the one who gives in, even helping the blogger convince her man.

Why? It’s easy money for her, so to speak! She simply joins a passionate, kissing action with a man, and there it is—a huge amount to get. It doesn’t even take a minute, just seconds, usually.

But it’s not that easy on the part of her lover, boyfriend, or husband. Jealousy creeps in. It’s indeed not a good sight for him; it hurts! And most of the time, the man loses control of himself as an onlooker—he intervenes, acting like a referee in a boxing or wrestling match. If the kissing tandem already melts into a tender, loving embrace, with the man’s hands now exploring the woman’s body, her lover frantically tries to stop the scene.

This results in a commotion—the lover trying to pull them apart, but the tandem still insisting to continue, as if they are not yet contented and done, as though they enjoy the action. This, to many, is a funny scene. It’s like playing with the lover’s emotions while he is overwhelmed with jealousy, love, and hatred. This lover, who can’t stand what he sees, is seemingly putting off a flame that has just erupted.

The result, of course, is a heated argument between the original couple that escalates into an explosive quarrel. The man usually storms away in anger, rejecting the lady’s attempts to appease him. Never do these couples leave harmoniously; they normally end up in a disaster. There are cases when the man wildly leaves by himself, and the girl, rejected in her efforts at reconciliation, simply goes away with her kissing buddy, holding hands with him. What a pity. What a way to destroy love relationships.

And who earns the most? It’s the blogger, of course, who can eventually monetize large viewership. Now you might ask me why I am watching these episodes. Well, I do so for me to be able to write about it and expose it. I simply don’t like the idea of putting two lovers at war, knowing that it hurts, from experience.

Avoiding an exodus

After decades of losing healthcare professionals to other countries, it is only now that the Department of Health (DOH) seems to have finally realized that these workers are so important, especially in caring for our own people’s health.

It’s been a trend in the country for so many decades already—professionals in various fields go abroad in search of better employment opportunities that fairly compensate them for their hard work and skills. They sacrifice their families to the point of destroying the latter just because they want to earn better, which is a hard and risky decision to make on their part.

Realizing that we are running short of healthcare professionals, and aware of the very reasons why this sector is being drawn overseas, the DOH has bared its plans to increase the salaries and benefits of these workers so that, somehow, they would not be tempted to leave; so that they would stay in their own country for good.

Such development is good news, indeed, that healthcare workers would undoubtedly welcome. They have been among the lowest-paid workers, especially the nurses. Given better pay in the country, they would not be so attracted anymore to overseas jobs for which they suffer untold cases of discrimination, abuse, maltreatment, and even death, particularly in hostile, Arab countries.

As this develops, we are hoping that other government agencies will likewise attend to the same need of increasing the employees’ wages so that all sectors in government will not experience a similar brain drain or the loss of productive, talented, and skilled workers that, given better benefits, could surely help in making our country great.

This is in line with Section 37 of R.A. No. 10963 or the “TRAIN LAW,” amending certain provisions of Section 114(A) of the Tax Code of 1997, as amended, and as implemented under Section 4-114-1(A) of Revenue Regulations No. 13-2018, which provided that “beginning January 1, 2023, the filing and payment required under this Subsection shall be done within Twenty-five (25) days following the close of each taxable quarter.” In this regard, VAT-registered taxpayers are no longer required to file the Monthly Value-Added Tax Declaration (BIR Form No. 2550M) for transactions starting January 1, 2023 but will instead file the corresponding Quarterly Value-Added Tax Return (BIR Form No. 2550Q) within twenty-five (25) days following the close of each taxable quarter when the transaction transpired.

Samar now under state of calamity after being hit by massive flooding affecting more than 20,000 families

TACLOBAN CITY– The province of Samar is now under a state of calamity due to the massive flooding and landslide incidents it experienced resulting in the dislocation of more than 20,000 families.

The declaration was made possible after the Sangguniang Panlalawigan of the province approved Resolution Number 17-206-23 during their regular session on Tuesday (Nov.17).
The resolution was approved by the provincial board after the Provincial Risk Reduction Management Council headed by Gov. Sharee Ann Tan, endorsed the move.

The move to place the entire province of Samar, composed of the cities of Calbayog and Catbalogan and 24 municipalities, was in the aftermath of the massive and continuous rains brought by shear line and trough of a low pressure area from Jan 9 to 14 of this year.
“Whereas, initial reports indicated that 214,160 individuals were directly affected by flooding and landslide incidents at their respective local governments, which corresponds to 27% of the total population of the province,” part of the resolution said, citing among its reason.

The province has a total population of 793,183 based on the 2020 census of the Philippine Statistics Authority.

The same resolution also said that the province sustained P214.26 million of its agriculture sector due to the incessant rains, damaging more than 7.500 hectares of palay of which 3,042 has were totally damaged.

Earlier, the towns of Basey, Gandara and San Jorge and the city of Calbayog have declared state of calamities due to the nonstop rains.

With the declaration, all three provinces of Samar Island are now under a state of calamity due to the inclement weather.

OCD director urges officials, public to check website identifying hazard areas

In the wake of continuous rainfall in EV

TACLOBAN CITY – Office of Civil Defense Regional Director Lord Byron Torrecarion encourages local government and barangay officials, including residents to check hazards in their area by visiting the website https://hazardhunter.georisk.gov.ph/.

Torrecarion gives this suggestion after the region was battered by widespread rain since December 2022 due to the effect of the shear line and the low pressure area that resulted in flooding and landslide incidents.

HazardHunterPH is the Philippines’ one-stop shop for hazard assessment services and allows the user to quickly and easily generate hazard assessment reports of the user’s selected location.

HazardHunterPH is a product of GeoRisk Philippines, a multi-agency initiative led by the Department Of Science and Technology(DOST)-Philippine Institute of Volcanology and Seismology, together with DOST- Philippine Atmospheric, Geophysical and Astronomical Services Administration(Pagasa), DOST- Advanced Science and Technology Institute, Department of Environment and Natural Resources (DENR), through its Mines and Geosciences Bureau (MGB), DENR- National Mapping and Resource Information Authority, Department of National Defense-OCD, Department of Education, Department of Health, National Home Mortgage Finance Corporation, and Social Housing Finance Corporation.
“We would like to encourage everybody to visit this website. There is this government website https://hazardhunter.georisk.gov.ph/, go there log-in to verify if your barangay is part of that hazard area, if it is prone to landslide or flooding,” Torrecarion said.
With its aim to increase people’s awareness to natural hazards and for preparation of mitigation plans on the effects of hazards, this portal is also helpful to be used by property owners, buyers, land developers, and planners in their need of hazard information and assessment.

“Maganda yan para maging self-aware tayo,” Torrecarion said.

A total of 110, 599 were affected by the heavy rainfall that resulted to widespread flooding in the region that started Sunday evening January 8 due to the effect of LPA.

Majority of these affected families are from Eastern Samar (58, 945) wherein all 22 towns and Borongan City were affected by flooding.

Based on its data, the OCD said that damages to the agriculture sector reached up to P129.74 million affecting 8,989 farmers and fishermen.
