Village exec arrested for graft; posts bail for his temporary release

ORMOC CITY-A village chairman from Caibiran in Biliran was arrested by the local police and personnel from the Criminal Investigation and Detection Group (CIDG) in a joint intel-driven operation at 1:05 pm on Oct. 26.

Caibiran town police chief, Lt. Vic Viros, identified the suspect as Abundio Masalihit, 68, barangay chairman of Bariis of the said town.

The accused was arrested by virtue of a warrant of arrest dated October 25, 2022 issued by Judge Constantino Esber, presiding judge of Branch 37, Caibiran for violation of RA 3019, otherwise known as the Anti-Graft and Corrupt practices Act.

He, however, was able to post bail of P45, 000 for his temporary liberty. (ROBERT DEJON)

4 towns in Northern Samar among EV’s child-friendly local government units

CATARMAN, Northern Samar– The Department of Interior and Local Government (DILG) has recently announced that the municipalities of Gamay, Catubig, Pambujan, and San Roque, all this province, qualified to receive the seal of child-friendly local governance.

This recognition received by the four municipalities was welcomed by Governor Edwin Ongchuan as he extended his congratulations to their officials and the people for passing the child-friendly local governance audit (CFLGA).

The governor said that these local government units were able to accomplish the feat because of their ‘strong partnership’ with their partner implementers like government agencies and non-government organizations.

The CFLGA is an annual mandatory audit that evaluates the effectiveness of LGUs in implementing programs and initiatives that contribute to the overall welfare of children, from planning, budgeting, legislation, and delivery of services, to assure that children enjoy their rights categorized as survival, development, protection, and participation.

TACLOBAN CITY – Police authorities in Babatngon, Leyte have arrested two individuals who were found to be in possession of illegal drugs estimated to be worth P1 million.
The Babatngon police arrested the suspects, Reynante Ordoña, 53, and Marlito Dollete, 49, both residents of Barangay Guindaponan, Carigara, also in Leyte, in a checkpoint in Barangay District III on October 27.

Seized from them were suspected shabu weighing 150 grams estimated to be worth P1 million.

PLt. Jose Bayoma, police chief of the town, said that the two were stopped at the checkpoint for the routinary inspection and discovered that the two have no driver’s license and the motorcycle itself was no longer in its original design.

He added that they also observed that Ordoña was hiding something and when they checked it, they saw three sachets containing the prohibited items.

The arrested suspects were brought to Babatngon municipal station and were charged for possession and selling of prohibited drugs.

Bayoma said that the arrest of the two suspects were a big accomplishments on their fight against illegal drugs saying that with the seizure of the alleged prohibited drugs, many individuals have been saved.

‘Fairly well,’ says EV’s top Army official on the implementation of anti-insurgency program in the region

TACLOBAN CITY– Major General Camilo Ligayo, the commanding officer of the 8th Infantry Division, claimed that the region is doing ‘fairly well’ on the implementation of the anti-insurgency program of the government.

Ligayo made this claim during a meeting attended by National Security Sec. Clarita Carlos at the regional headquarters of the Philippine National Police in Palo, Leyte on October 26.
“Although we haven’t had developed a standard formula to assess the transformation, we can only give a light assessment. We are progressing in the development and hopefully, we can take off from the very good achievement of the ELCAC program,” he said.

“We say that we did fairly because we have a good performance of the program in the region,” Ligayo added.

He, however, admitted that they still have to do better to make the implementation of the anti-insurgency program is contained under the National Task Force to End Local Armed Conflict (NTF-Elcac).

For her part, Imelda Bonifacio, who is the regional manager of the Office of the Presidential Adviser on Peace Process, said that the high number of rebels deciding to surrender to the folds of the law, construction of various infrastructure projects in areas previously considered to be under the influence of the communist armed group, the New People’s Army (NPA), among others, are indications that the government is winning the battle.

Meanwhile, Sec. Carlos called on the media to help in the dissemination of the development in the society thru the ELCAC program.

She ordered the task force to make media as part of the process by sharing facts and information regarding the program.

Carlos came to Tacloban for a meeting with the Regional Task Force to End Local Communist armed Conflict for assessment and continuous funding for the program, especially the Support to Barangay Development Program (SBDP).

The National Task Force to End Local Communist Armed Conflict is a task force organized during the administration of Pres. Rodrigo Duterte aims to end the country’s insurgency problem through the ‘whole-of-nation approach.’

TIEZA chief welcomes Tacloban gov’t take over of Leyte Park Resort Hotel

TACLOBAN CITY– The decision of the city government of Tacloban to purchase and operate a hotel built by former first lady Imelda Marcos was welcomed by the head of the Tourism Infrastructure and Enterprise Zone Authority (TIEZA).

Mark Lapid, the chief operating officer of the TIEZA, said that they were glad and opposed no objection on this decision of the city government to take over the Leyte Park Resort Hotel.

“The mayor told us that they are pursuing it. Since we have a 40% stake of it, we oppose no objection on it,” Lapid said.

Lapid was interviewed during the switch-on ceremony of the aesthetic light and sound show at the San Juanico Bridge last October 19 with TIEZA providing the P80 million fund for the said project.

To recall, Tacloban City Mayor Alfred Romualdez disclosed that the city government has earmarked at least P500 million to rehabilitate the facility.

The money, payable in 10 years, that will be used for this purpose will come from the P1 billion loan to be undertaken by the city government from the Land Bank of the Philippines. The remaining amount will be used for other projects of the city government.

Mayor Romualdez said that with the hotel operating again, not only Tacloban will have a big hotel that could accommodate big gatherings and seminars but could provide at least 2,000 jobs.

The city mayor added that it could also help attract more tourists to come to the city as they will have a better hotel where they could stay during their visit to Tacloban and in nearby areas.

“We are pursuing its operation just as our airport is undergoing its rehabilitation,” he said, referring to the Daniel Z. Romualdez Airport which is currently undergoing some modernization work at a cost of P1.42 billion as funded by the Department of Transportation.

With a modern and bigger airport, more tourists and even investors will be encouraged to visit Tacloban and the rest of the region, he said.

Lapid said that he had a discussion with Mayor Romualdez on this issue during his visit.
“We are very glad that the city government will take over the Leyte Park Hotel. If the city government will not take over the hotel, kami ang magta-take over,” he said.

“But since the city government is interested and very aggressive in pursuing to have it operated, we are very happy and supportive of that idea,” Lapid added.

He added that he is happy that the city government wants to operate the hotel as it means that it is engaging in tourism-related activity.

The hotel ceased to operate in 2021 after its private operator, whose been leasing the facility since 1994, did not renew its contract as it chose to build his own hotel, also in the city.

The Leyte Park Resort Hotel, sprawling at six-hectare along Magsaysay Boulevard, was built in 1979 during the time of former first lady Imelda Marcos, aunt of the city mayor.
The facility, located on a hill overlooking the San Juanico Bridge, had 110 rooms with four pool villas, infinity pools, spa center, several restaurants, and a convention center that could accommodate 2,000 people.

It also welcomed several high-profile guests during its heydays like international pianist Van Cliburn and Academy Award-winning actress Liza Minnelli.

Incidentally, prior to its construction as a hotel, the place was known as Camp Bumpus where the Philippine Constabulary, the forerunner of the Philippine National Police, was headquartered.

It was the only hotel in the region to be classified as a five-star hotel.
The facility is being managed by the Privatization Management Office (PMO), the Leyte provincial government, and the TIEZA, an attached agency of the Department of Tourism.
PMO serves as the national government’s marketing arm concerning transferred assets, government corporations and other properties assigned to it by the Privatization Council for disposition.

On the other hand, TIEZA is responsible for implementing policies and programs of the DOT related to the development, promotion, and supervision of tourism projects” in the country.

TACLOBAN CITY– The police personnel in the region will be in full alert for the observance of All Saints and All Souls Day.

With the police in full alert, the observance of the two occasions is expected to be peaceful and orderly, B/Gen. Rommel Francisco Marbil, police regional director, said.

“Police Regional Office-8 will ensure a peaceful and orderly Undas 2022 with the support of the community and barangay volunteers in facilitating strategic measures to derail crimes and other incidents relative to the commemoration of the feast of All Saints and All Souls Day,” Marbil, in a statement, said.

Uniformed police personnel, together with advocacy support groups and force multipliers, will be deployed to places of convergence such as public and private cemeteries to include seaports, terminals and airports in the entire region.

Aside from checkpoints, the police will also establish helpdesks for the motoring public.
Marbil said that they will strictly implement the prohibition of liquor consumption, gambling, bringing of sharp objects and/or firearms, playing loud music and doing other impermissible activities inside the cemeteries during the said period.
Penalties will be charged to any person caught in the act of violating the set guidelines, he added.

Meantime, here in Tacloban, minors below 12 years old will not be allowed to enter any of the cemeteries in the city as part of health and safety protocols for the coronavirus disease 2019 (COVID-19) during the two-day occasion.

“Since many people are already vaccinated, only minors below 12 years old will not be allowed by our city police to enter the cemetery,” city disaster risk reduction and management officer Ildilbrando Bernadas said in an interview on Thursday.

Tacloban City has already achieved a 104.3 percent rate in the administration of primary doses of Covid-19 vaccines to all age groups.

Bernadas noted that about 500,000 residents are expected to visit the Tacloban City Old Cemetery from October 31 to November 2.

The Tacloban City Old Cemetery is the largest and the oldest with about 100,000 graves.
The city police office will deploy 328 personnel to cemeteries during the three days.
The city has five other public and private cemeteries – the Tacloban City New Cemetery, Chinese Cemetery, Holy Cross Memorial Gardens, Leyte Memorial Park, and Superior Memorial Gardens.
