More foreign entities vie for offshore wind projects

The Philippines continues to attract foreign investors interested to develop the country’s offshore wind (OSW) resources following the removal of foreign ownership restrictions on renewable energy (RE). The latest foreign firm awarded a service contract is a 100 percent owned one called the Copenhagen Infrastructure New Markets Fund (CINMF), affiliated with the Danish Fund Manager Copenhagen Infrastructure Partners (CIP) – a global leader in OSWQ.

Per the Department of Energy (DOE) bulletin, there are already 3 projects have a combined capacity of 2,000 megawatts (MW) located in the provinces of Camarines Norte and Camarines Sur, offshore of Northern Samar, and offshore of Pangasinan and La Union. Accordingly, each project has signed for a 25-year operating period.

The terms of the service contracts states that “these agreements represent an additional strategic investment and a firm commitment to strengthen the renewable energy sector in the country, particularly the development of OSW,” per DOE management.

Some of the advantages foreseen by DOE, after approving the service contracts with the 3 CINMF funded projects once operational are the following:

– development of local supply demand chain;
– creation of about 4,500 jobs during the development and operations;
– generate enough power to
– supply about 1 million households; and,
– offset about 2.9 million tons in CO2 emissions annually.

MY COMMENT:
We in science and technology are elated to find S/T in action such as tapping the OSW resources in the Philippines. These bountiful resources have attracted foreign investors in R, latest being few 100 percent foreign-owned like the CINMF. Personally elated for the inclusion of the Northern Samar Offshore in the initial 3 CINMF funded OSW projects.

QAS conducts materials testing laboratory calibration

NSSDEO, Brgy. Burabud, Laoang, Northern Samar-Five (5) technical personnel from the DPWH RO8 Quality Assurance and Hydrology Division (QAHD) visited the Northern Samar 2nd District Engineering Office last April 13, 2023 and made courtesy call with OIC District Engineer Charlito S. Carlobos.

The group came in to conduct periodic calibration of various equipment of the materials testing laboratory of NSSDEO in conformance with Department Order No. 184 series of 2022 otherwise known as Revised Guidelines for the Calibration of Testing Equipment of DPWH Implementing Offices.

The team was headed by Engr. Sheena Lou Ramos together with her staffs namely Vanessa De Veyra, Leonisa Oballo and Mark Justin Lauzon, all laboratory technicians, and Crisanto Capoquian, data encoder.

Quality Assurance Section personnel head by Engr. Eduardo Lagrimas, chief of QAS together with Materials Testing Unit Engr. Ma. Luzyl Castillo, Engr. Lauro Mabait Jr. as well as laboratory technicians Illuminada Cawasa, Remedious Nitor, Roger Ching and Alberto Garcelazo all assisted the activity.

Meanwhile the regional team also conducted a written examination to the NSSDEO material engineers and laboratory technicians to evaluate their competencies.

The assessment and calibration of testing equipment and apparatuses are regularly done to maintain its good condition; check and detect possible damages or malfunctions; ensure that they still generate reliable and accurate results in the testing process of materials used in the implementation of infrastructure projects.

OIC District Engineer Carlobos said that the NSSDEO ensures that its QAS technical personnel possessed the highest standard qualifications and efficiency in their performance of duties. (PR)

Roadworks safety assessment team conducts inspection of ongoing projects in Leyte 2nd DEO

CARIGARA, Leyte – Ensuring the safety of motorists and travelers, the Department of Public Works and Highways (DPWH) central office scheduled a roadworks safety assessment of ongoing projects implemented by the Leyte Second District Engineering Office (L2DEO) pursuant to Department Order No. 125, series of 2019.

The Roadworks Safety Assessment Team (RSAT) conducted the project inspection on May 24, 2023. Ronnel Quinto and Christian Jesus Livara both engineers, are permanently assigned to the Bureau of Quality and Safety (BRS).

The list of projects inspected were: (1) rehabilitation/construction/upgrading/rehabilitation of drainage along national roads-tertiary roads, Jaro-Dagami-Burauen-La Paz rd. K0942+050-K0942+069, K0942+110-K0942+462, K0942+491-K0943+300; (2) network development program widening tertiary roads – Tanauan-Dagami road. K0934+919 – K0935+464; and (3) network development program widening tertiary roads – Bagahupi-Babatngon-Sta. Cruz-Barugo-Carigara road K0936+287 – K0937+016.

According to District Engineer Leo Edward Oppura, based on the initial report of the RSAT, the district office is compliant with the department’s roadwork safety guidelines.
DE Oppura commended the joint effort of the Construction Section for urging the contractor to comply with the proper and standardized traffic signs and the Planning and Design Section for the detailed estimates for the roadwork safety and traffic management included in the program of works.

Prior to the project inspection, various documents are needed to determine if the ongoing project is compliant, such as approved worksite traffic management plans, the contractor’s traffic operational program, site instruction files, contract documents, a program of works and detailed estimates (for roadwork safety and traffic management), a project inspection report, latest statement of work accomplished, and materials test results (for road signs, temporary markings, and other road safety and traffic control devices).

Meanwhile, minor findings were identified by the RSAT during the exit conference, and ordered immediate actions, especially on the road section with potential road hazards where safety devices are needed.

DPWH-NSFDEO improves road sections along Catarman Airport for better accessibility

CATARMAN, Northern Samar– The Department of Public Works and Highways Northern Samar First Engineering District has completed two (2) road improvement projects costing P 35.909 million on two road sections leading to Catarman Airport.

The district office allotted P21.215-million for the preventive maintenance of the road/asphalt overlay along the secondary Rd K0743+(-625)-K0743+235. Works include asphalt overlay of 50mm thick, 2-lane asphalt pavement; installation of internally illuminated (solar) pavement levelled marker/stud (flush type) and provision of reflectorized thermoplastic marking.

Another P14.694-million was allotted for the rehabilitation/reconstruction/upgrading of damaged paved roads with a total length of 165 meters. The project involves the construction of drainage, installation of internally illuminated (solar) pavement levelled marker/stud (flush type) and provision of reflectorized thermoplastic marking.
This improvement will provide an accessible and safer travel experience for motorists especially during night time.

“The district office will continue to implement road asset preservation and rehabilitation projects to facilitate better access to public facilities and provide better transportation network within the first district of Northern Samar,” said District Engineer Mario D. Villena.
Both projects are funded under the General Appropriations Act (GAA) of 2023.

TACLOBAN CITY – With just two days left before the end of the measles-rubella mass vaccination drive, about 130,886 preschool children in the region have yet to receive the vaccine, the Department of Health (DOH) said.

Elena Villarosa, DOH 8 (Eastern Visayas) national immunization program manager, said the vaccination campaign from May 1 to 23 has immunized at least 279,615 children, representing 67 percent of the 417,478 target population who are five years old and below.
“We are happy with the turnout with the support of local government officials, national government agencies, private sector, parents, and guardians. We are upbeat that by the end of May, at least 80 percent of the target population will be covered,” Villarosa told the Philippine News Agency (PNA) in an interview.

These are the top five areas with the highest number of unvaccinated children with 49,334 of them in Leyte province, followed by Northern Samar with 21,717; Samar with 17,803; Southern Leyte with 12,313; and Tacloban City with 11,453.

“We are doing intensive vaccination even up to house-to-house and extend the vaccination hours due to extreme heat. There is also vaccination during weekends for the convenience of working parents,” she said.

The campaign also provides oral polio vaccines among children in cities and capital towns in Eastern Visayas.

As of May 23, about 180,446 children received anti-polio vaccines, attaining 37 percent of the target.

Villarosa reiterated that there is no treatment for polio, rubella, and measles, with vaccination as the only effective way to prevent the possibility of an outbreak.

Measles, one of the most contagious diseases worldwide, is characterized by high-grade fever, rashes, cough, sore eyes, and runny nose with complications that could lead to pneumonia, blindness, severe diarrhea, swelling of the brain, and even death.

Polio, on the other hand, is a potentially debilitating disease that causes fever, neck stiffness, and muscle weakness, and can eventually result in lifelong paralysis.

Over 560 soldier wannabes undergo training; Major Gen. Ligayo warns of hard drill

TACLOBAN CITY – Eastern Visayas is sure to have additional soldiers with the 560 applicants took their oath during the opening ceremony of the Army candidate soldier course for this year on Monday(May 29).

The soldier wannabes took their oath before Major General Camilo Ligayo, the commanding general of the 8th Infantry Division.

Of the 562 candidates who comes from different parts of the region, 48 of them were women.

The candidates will undergo training at the 8ID Jungle Base, Camp Eugenio Daza, Barangay Fatima, Hinabangan, Samar.

“Your training will never be easy, we’ve been there but just like us all the hardship and sacrifices will be worthwhile once it is done but for now keep this in mind your next journey will be different from what you imagine it will be more difficult and eventually will be better than you imagine,” Ligayo said in his message during the reception rite held at Camp General Vicente Lukban in Catbalogan City.

“This institution will prepare you for the demand of our job. It is better to exert a lot of time effort and hard work to prepare for something rather than to pay for a greater price later on. This institution will equip you with the necessary skills and knowledge to prepare you for something bigger than this training,” he added.
