BORONGAN CITY– Established names overpowered their rivals in the recently-concluded national surfing competition held this city.

The Surf City Borongan Master’s 2023, the fourth leg of the NextGen Pilipinas Surfing Tour, drew 97 surfers from across the country.

The event’s headline featured a back-to-back victories by Rogelio Esquivel Jr. from La Union in the Men’s Open Longboard category. The World No. 8 longboard surfer secured his win against Southeast Asian Games gold medalist Roger Casugay.

Vea Estralado of Sorsogon continued her winning streak as she dominated the Women’s Open Shortboard, replicating her success from the previous leg in Akkaw Baler.

Mara Lopez of La Union emerged victorious in both the Junior Girls Shortboard and Junior Girls Longboard categories, showcasing her exceptional talent on the waves.

Siargao’s pride, Robert Magaluna, claimed the top spot in the Men’s Open Shortboard, while Toby Espejon from Siargao triumphed in the Junior Boys Shortboard, defeating his brother Troy who settled for second place.

Ashlee Lopez of La Union conquered the Women’s Open Longboard, securing her second title of the season after a previous triumph in Pagudpud.

The youngest competitor, 10-year-old Jeiru Aribuabo of Vigan, Ilocos Sur showcased remarkable skills, dominating the first-ever Junior Boys Longboard category introduced in this leg of the national surfing tour.

Borongan City’s own Carlos Aga Jr. took home the Master’s category, adding a touch of local pride to the competition.

The city of Borongan has been a steadfast host of the national competition since 2019, attracting surfing enthusiasts from across the country and contributing to increased tourism and economic development.

After competing in Borongan, surfers are gearing up for the final showdown in La Union, marking the culmination of the national surfing competition.

NIA rolls out water filtration project in Palo, Leyte

PALO,Leyte– The National Irrigation Administration Regional Office 8(NIA-8), in collaboration with other agencies, on Wednesday(Nov.29), broke ground for the construction of a water conservancy combined with schistosomias control(WCCSC) project at Barangay Anahaway, this town.

Funded by the Chinese government at an estimated cost of P5 million, the WCCSC project is designed to help provide potable water and control the further spread of schistosomiasis infection. It will be installed in barangays Teraza and Anahaway in the province of Leyte, a place with high prevalence of the disease compared with other provinces in the country.

This project is a collaboration between NIA, University of the Philippines (UP) Diliman, Department of Health Regional Office 8 (DOH-8), Changjiang River Scientific Research Institute, and the municipal government of Palo.

University of the Philippines Institute of Biology Assistant Professor Dr. Ian Kim Tabios, one of the proponents of the WCCSC project, said the Chinese collaborators will not only help the farmers prevent being infected with schistosomiasis, but will also address issues with farming.

“We hope that this will be a preliminary study that can be replicated in other parts of the Philippines. So, this is a good opportunity for us and here in Palo, Leyte, to be a model area for the development of the irrigation canals in the Philippines in relation to the control of schistosomiasis,” Tabios added.

Due to the long-standing concern over schistosomiasis in her area of jurisdiction, Palo Mayor Remedios Matin Petilla expressed gratitude to the Chinese government, NIA-8, and other partner government agencies involved with the upcoming construction of the WCCSC.
Petilla also assured that they have full support for the program and that the municipality of Palo will provide the necessary assistance to make the project a reality.

‘We are committed to all interests. We see to it that everything is put in place and that everything will go through as planned because we want the project, and we have been expecting this project,” Petilla said.

Dr. Antonio Ida, the DOH officer in Leyte Province, expressed appreciation for the project and looked forward to its positive impact. He emphasized the prevalence of the parasitic disease and urged the public to remain vigilant.

Leyte Provincial DOH Officer Dr. Antonio Ida is also grateful for the project and is hoping for positive benefits once it materializes, as cases of the said acute and chronic parasitic disease have not yet ceased to exist, and he wants the public to be more vigilant.

“We still have moderate cases here in Leyte. Ibig sabihin mayroon pa tayong nakikitang kaso ng schistosomiasis complications. Speaking of complications, yung affected yung liver, mayroong mga seizure, cerebral schistosomiasis, and there are also patients with bleeding. Yun po ang malala,” Dr. Ida said.

Meanwhile, Dr. Zhongwu Jin, the Director General of the Research Department of Changjiang River Scientific Research Institute of Changjiang Water Resources Commission, reiterated that they are dedicated to sharing their expertise and knowledge in combating schistosomiasis with the Filipinos using the tried and tested schistosomiasis prevention practices through the WCCSC project.

“Through this cooperative effort, we also anticipate deepening our mutual understanding, acting as a link and bridge to fortify the bonds between China and the Philippines. It is our sincere hope to strengthen the long-standing friendship between our two nations,” Jin said.

TACLOBAN CITY– The top official of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) in Eastern Visayas welcomed the possibility of the resumption of peace talks between the national government and the communist group that could end the armed struggle.

Emy Bonifacio, regional coordinator of the OPAPRU, said that that she is optimistic that this time under the administration of President Ferdinand Marcos, Jr., the country could be free from its insurgency problem with Eastern Visayas among the regions that continue to experience.

On Tuesday (Nov. 28), the Philippine government and the Communist Party of the Philippines (CPP) expressed willingness to resume peace negotiations and to come out with a final agreement to end the armed conflict.

Bonifacio said their office has been calling for the end of the armed struggle being waged by the Communist Party of the Philippines- National Democratic Front (CPP-NDF) through its armed wing, the New People’s Army (NPA).

“As a reconciliatory office, we aim for the unification and end to this armed struggle. Enough with the demands from the NDF. Umaasa kami now that they’re losing forces and command in their areas, na magiging seryoso na sila,” she said.

“We will continue providing open spaces for their participation. With amnesty proclamations being issued and with this joint statement, I guess we are ending this five decades of armed struggle and we can move forward to further developing our vulnerable areas,” Bonifacio added.

Meantime, a top Army official in the region said that they hope to see the end of the insurgency in Eastern Visayas by engaging the families of NPA rebels.

B/Gen. Noel Vestuir, who is the commanding officer of the 802nd Infantry Brigade based in Borongan City, said that engaging the families of the rebels could result for the NPA members to return to the fold of the law without engaging them in an arm battle.

“For our part, we will continue our localized peace engagement activities with our FReE families program,” he said.

The FReE or friends rescued engagement through their families is a program conceptualized by the provincial government of Eastern Samar and the local Army to help address the insurgency problem by engaging the families of the active members by encouraging them to surrender.

Vestuir said that under the FReE program, 23 NPA members, 19 militia members, and 61 mass supporters have surrendered with 33 assorted firearms and 12 anti-personnel mines were surrendered.

Eastern Visayas, notably Samar Island, continue to struggle with insurgency problem with the province of Northern Samar considered the last bastion of the Maoist guerilla movement in the region.

TACLOBAN CITY- The city government of Borongan received P118.88 million from the national government to fund the rehabilitation of one of its major rivers as part of its climate change adaptation.

City Mayor Jose Ivan Dayan Agda personally received the financial assistance from Pres. Ferdinand Marcos, Jr. on Wednesday (Nov.29) in a ceremony in Malacañang.

The money would be used by the city government to construct a tide embankment at the Lo-om River as a flood control measure and at the same time, conduct reforestation of mangroves at the said river, the Borongan City Information Office disclosed.

Lo-om River is one of the major waterways of Borongan spanning eight kilometers and covering the villages of Barangays B, Alangalang, D1, D2, Tabok, F, H, Campisao, Calicoan, Siha, San Jose, and San Gabriel.

It was learned that the source of fund of the assistance was from the People’s Survival Fund (PSF).

The PSF, established under Republic Act 10174, aimed at extending funds to local government units for their implementation of climate change adaptation projects.
“Before the release of the fund, the city’s proposal to rehabilitate and improve the Lo-om River underwent a series of assessments with the PSF board secretariat and its board member agencies to ensure that the project adheres to the climate-responsive standards set by the PSF,” the information office said.

Meantime, the Climate Change Commission (CCC) lauds the approval of additional climate adaptation projects under the administration of President Ferdinand Marcos, Jr. through the People’s Survival Fund (PSF).

The commission said that this is a “demonstration of leadership in transformative climate action via a dedicated public domestic climate finance mechanism.”

The allocation of over P541 million for six new climate adaptation initiatives signifies the Marcos administration’s commitment to proactive governance and strengthening the nation’s adaptive capacity against climate change, the CCC said in a statement on Friday(Nov.30).

“The PSF and the projects it funds will serve as a safeguard as we adapt to climate change and mitigate its effects. We can proudly say that the Philippines is a trailblazer in domestic climate finance for adaptation, showcasing our nation’s commitment to global environmental responsibility,” it said.

“The approval of these projects sends a powerful message that the Marcos Administration can mobilize critical domestic resources to advance adaptation measures at the local and community levels, especially at a time when risks and challenges posed by climate change demand immediate and urgent actions,” said CCC Vice Chairperson and Executive Director Robert Eric E.A Borje.

The new projects include a P271.15 million grant for the Provincial Government of Mountain Province to construct a Climate Field School (CFS), aiming to boost agricultural and fisheries sectors.

The municipality of Maramag, Bukidnon, secured P126.40 million for drainage systems and agroforestry development, while Borongan City received P117.96 million for embankment infrastructure and reforestation along the Lo-om River.

Other approved projects include a solar-powered lamp project in Cabagan, Isabela (P21.28 million), mangrove rehabilitation in Catanauan, Quezon at P 2.64 million and a project development grant worth P2 million has been recently approved for the water harvesting structures project in Besao, Mountain Province.

Samar village execs told to help in disaster preps

TACLOBAN CITY – The Northern Samar provincial government has asked village officials in the province to help mitigate the impact of natural calamities following the recent widespread floods in the province that affected more than 100,000 families.

Speaking to local officials on Thursday, Governor Edwin Ongchuan said the cooperation of village heads and villagers is crucial in building disaster resilience.

“The cooperation of the people from the villages is very critical in times of disaster. We need to work together and be always ready to lessen the risk and mitigate the impact of natural calamities,” Ongchuan told new village officials.

Among the primary duties of village officials include the establishment and operationalization of the barangay risk reduction management committees, risk reduction and management plans, and allocation of funds for disaster response and recovery.
Rei Josiah Echano, head of the provincial disaster risk reduction and management office, emphasized the importance of unity, cooperation, and preparedness among the people of Northern Samar to achieve zero casualties during typhoons and other calamities.

“We don’t know when disaster, specifically stronger typhoons, will strike, but it’s better for us to always be ready. Though the people of Northern Samar have shown resilience, we need to continuously assess our readiness,” Echano added.

The provincial government acknowledges the partnership between the community, government agencies, and disaster officials, which has led to Northern Samar being recognized as a fully compliant provincial government in terms of disaster risk reduction and management in the 2023 Gawad Kalasag national award.

Northern Samar’s heavy floods last week were caused by unprecedented 618 millimeters rainfall in a span of 24 hours, or an equivalent to nearly six weeks’ volume of rainfall in a single day.

The floods have affected over 100,000 families in Northern Samar and left P99 million damage to the agricultural sector.

NPA rebel killed in an encounter in Northern Samar

ORMOC CITY-An alleged member of the New People’s Army (NPA) was killed in an encounter with the government troops in the remote village of Catubig, Northern Samar on Saturday (Nov.25).

Information from the 8th Infantry Division based in Catbalogan City disclosed that the arm clash took place in Barangay Roxas, Catubig town while the members from the 74th Infantry Brigade were conducting a military operation encountered around 20 NPA members, said to belong to the front committee 15 of the sub-regional guerilla unit of the Eastern Visayas regional communist group.

The firefight lasted for ten minutes and resulted in the death of the alleged rebel member who was later identified as Jelmar Mendez alias Jet, a resident of Sitio Pangudtan, Barangay Siljagon, Mapanas, also in Northern Samar.

He was said to be a medical officer of their armed group.

The cadaver Mendez was brought to a funeral home in Gamay town and was claimed by his family.

Lt. Col. Jose Roy Manuel Dizon, the commanding officer of the 74th IB, attributed the success of the operation to the cooperation and the timely information provided by the civilians.

“We thank the residents for their cooperation in providing relevant information that resulted in the success of the operation. Despite this, we are saddened that another life is lost because of senseless ideology,” he said.

Lt.Col. Dizon also extends his sympathy and condolences to the family of the killed rebel.
