P3.9 million Naliwatan Bridge retrofitting project in Tunga town now completed

TACLOBAN CITY – To prevent further deterioration and to have a sturdier concrete bridge, the Department of Public Works and Highways (DPWH), Leyte 2nd District Engineering Office (L2DEO) have completed the retrofitting and strengthening of the Naliwatan Bridge in Tunga town along the Palo-Carigara-Ormoc road portion to ensure the continued efficiency of transportation networks.

District Engineer Leo Edward Oppura mentioned that the project has an allotted amount of P3,908,921.15 million under the Bridge Program—Retrofitting and Strengthening of Permanent Bridges program of the DPWH General Appropriation Act of 2024 and was undertaken by Ztatik Mktg & Engineering Services.

“The completed project will minimize traffic disturbance and transportation disruption and maximize the long-term benefits for the public, especially in terms of smoother utilization, and contribute to a smoother travel experience for commuters, motorists, and all users,” DE Oppura added.

The Naliwatan Bridge retrofitting project will help extend the lifespan of the bridge and provide a reliable and convenient passage for residents and travellers in the area.

Additionally, the project involves the installation of 160.81 square meters of carbon fiber sheets on both sides of the bridge span and 153.48 cubic meters of stone masonry with concrete facing to make the bridge structure sturdy and resilient.

Naliwatan Bridge, which is 62 linear meters in length and included in the DPWH list of national bridges, is located along the path that links the Leyte towns of Palo-Carigara-Ormoc road section.

PSA: EV records lowest inflation rate in six months

TACLOBAN CITY – Eastern Visayas recorded a 3.4 percent inflation rate in March, the region’s slowest in six months and sixth among all regions, the Philippine Statistics Authority (PSA) reported Friday (April 12).

The previous slowest rate of price increase in the region was 4.9 percent in September 2023, while the February level was at 3.7 percent.

In a press briefing, PSA Eastern Visayas Director Wilma Perante traced the downward trend to the faster annual decrease in the housing, water, electricity, gas, and other fuels index at 3.2 percent in March 2024 from an annual decrease of 1.6 percent in February.

“The slower inflation rate in the indices of food and non-alcoholic beverages at 6.5 percent this month from 6.7 percent in February, and alcoholic beverages and tobacco at 6.7 percent from eight percent last month also contributed to this downtrend,” she added.
The inflation rate is a measurement of the rise in the price of a good or service over a period reflected as a percentage.

Among the region’s six provinces, Samar posted the highest inflation in March at 4.3 percent, followed by Leyte, 3.7 percent; Biliran and Southern Leyte, both at 3.5 percent; Northern Samar, 2.5 percent; and Eastern Samar, 2.2 percent.

Contrary to common knowledge, Perante said low inflation does not necessarily mean that prices of commodities are decreasing.

Instead, it means that prices continue to increase but at a slower rate.

Data collection for the consumer price index is done by the PSA provincial twice monthly, except for petroleum products which they monitor every Friday.

TACLOBAN CITY – The provincial government of Northern Samar welcomed its partnership with the Helen Keller International and Johns Hopkins University team on addressing the nutrition problem of school-age children in the province.

Vice Governor Clarence Dato warmly welcomed the Helen Keller International (HKI) team headed by Dr. Rolf Klemm, vice president for nutrition and research project director, and Dr. Amanda C. Palmer from Johns Hopkins University, who visited the province last April 8.

The Helen Keller International (HKI) and Johns Hopkins University (JHU) are set to embark on a collaborative project that aims to reduce vitamin A deficiency among schoolchildren in the Philippines, with Northern Samar as one of the few beneficiary areas in the country.
Vitamin A deficiency can result in night blindness and blindness, and complications with the skin, heart, lungs, tissues, and immune system.

Northern Samar was first chosen as a beneficiary of the program in 2023, with the project implemented by HKI in San Roque town.

The nonprofit organization will again implement the program this year in Northern Samar as a follow-up aid for the province, in support of the government’s health and nutrition initiatives.

This follow-up program is expected to be completed by December 2024.

Prior to the implementation, the HKI and JHU conducted a comprehensive scoping visit from April 7-10, 2024 to assess the on-ground realities and lay the groundwork for the upcoming nutrition intervention.

Rep.Ongchuan commends DPWH for Lapinig covered court completion

NSSDEO, Brgy. Burabud, Laoang, N. Samar– Together with the Department of Public Works and Highways – Northern Samar Second District Engineering Office (DPWH-NSSDEO) Assistant District Engineer Atty. Arthur Eric L. Sabong, Municipal Mayor of Lapinig Ma. Luisa Menzon, former mayor Atty. Romualdo Menzon, and other officials of the local government of Lapinig, and Rep. Harris Christopher Ongchuan led the inauguration and ribbon cutting ceremony of the completed project, the construction of the multi-purpose facility (covered court) in Barangay Lapinig del Norte, Lapinig, Northern Samar.

Assistant District Engineer Atty. Arthur Eric L. Sabong kicked off the ceremony by presenting the comprehensive profile of the project wherein he emphasized that the P12 million project covers the completion of a 3mmx16m multi-purpose facility (covered court) and specifically covers the construction of concrete pavement along the sides of the multi-purpose building, reinforced concrete works, finishing works which includes masonry, plastering, painting, roof insulation, roofing works, plumbing, and electrical works.

After ADE Sabong’s presentation of the project profile, Rep. Harris Christopher Ongchuan expressed a message of gratitude to the DPWH-NSSDEO and all other stakeholders involved for their exerted efforts that resulted in the successful completion of the construction of multi-purpose facility.

“Pasalamatan naton an DPWH kay mao gud an implementing agency sine na mga proyekto. Kun dire sira, dire mahihimo aton mga projects dihan. And mayaon pa mga nakasalang na mga proyekto for the whole second district and I hope na magtuloy-tuloy ine nga aton pagkasarayo, pagburublig sa ikauupay sa aton probinsya,” Cong. Ongchuan gratefully addressed during her speech.

Following Rep.Ongchuan’s address, Mayor Ma. Luisa Menzon delivered her message that revolves around her commendation for the construction teams and accentuated the significance of continued investment in infrastructure like the newly constructed multi-purpose facility in their municipality.

32 former rebels and their dependents receive health services from 802nd IB

TACLOBAN CITY – About 32 former rebels and their families received healthcare services from the 802nd Infantry Brigade’s “Healthcare Fair and Medical Care” program.

The giving of healthcare services to the former members of the New People’s Army is part of the activities of the 802nd IB as it marks its 36 founding anniversary this month.

The 32 former rebels and 15 dependents were joined by 27 CAFGU Active Auxiliaries with seven dependents, 15 residents of Barangay Downes, including 63 army personnel and 19 dependents of military personnel.

The healthcare fair and medical care provide a free medical and dental check-up, tooth extraction, circumcision, bloodletting, and eye care check-up extended primarily to the former rebels and their families to assess their health status and receive information to address their health concerns and issues.

“On behalf of the men and women of the 802nd Brigade, accept my heartfelt gratitude to our partners for their support and assistance. We will not cease to think about the welfare and the morale of our personnel and their dependents, the former rebels, their families, and civilians as we continue the legacy of our service to everyone regardless of the social background and inclination within our area of operations,” B/Gen. Noel Vestuir, the 802nd brigade commander, said.

“Through this kind of partnership and collaboration with the government, non-government organizations, and kind-hearted individuals in delivering basic health services, we can send a message that unity provides a stable support system for the FRs as they transition back to the folds of society,” he added.

The 802nd official also assures the public that soldiers will remain committed to its mandate of protecting them while continuing the call of the government for the remaining active NPA members to live a normal and peaceful life. (ROEL T. AMAZONA)

Couple arrested in a sting operation in Ormoc City

ORMOC CITY-A man and his common-law-wife were apprehended in a buy-bust operation here in the city on April 9.

The arrest followed a swift transaction between the suspect, identified as Paulo Salazar, 30, and an undercover police agent inside his residence in Rafi, Tambulilid.

The operation resulted in Salazar’s arrest and the confiscation of a .38 caliber gun.
Salazar, identified as number 5 on the regional priority target list by Police Major Omar Cartalla, admitted to his involvement in the drug trade, attributing his supply to a tenant named ‘Saysay’ who rents the second floor of his house.

His common-law partner, Monica Catingub, 26, was also taken into custody.

Upon frisking, Salazar was found in possession of sachets containing of suspected shabu weighing 1.8 grams with an estimated value of P12,240.

The gun found on his person was loaded with five live bullets.

Catingub, however, did not have any illegal items on her possession during the frisking.
Both individuals admitted their involvement in the illegal drug trade.

Charges under the Dangerous Drugs Act and Comprehensive Firearms and Ammunition Regulation Act have been filed against the couple.

The operation, led by police station 4 and supported by Ormoc’s police stations 2, 3, and 6, as well as the City Drug Enforcement Unit, was carried out effectively.
