DPWH bares P2.74 Billion budget for roads and infrastructure projects in Northern Samar this 2024

CATARMAN, Northern Samar– Governor Edwin Ongchuan has expressed profound gratitude to the national government for allocating a significant funding of Php 2.74 billion this 2024 for roadworks and other infrastructure projects in Northern Samar’s First District, which good news was announced by the Department of Public Works and Highways (DPWH) Regional Office 8 in its social media page.

With the growing traffic especially in the First District which is most traversed by heavy vehicles to and from Luzon and Mindanao, the Governor sees the need to expand roads as much as address the adverse damage brought about by the recent shearline and heavy rains in the province, in addition to flood controls and other vital infrastructures.

According to the DPWH, its 2024 Infrastructure Program for Northern Samar’s First District as outlined in the General Appropriations Act (GAA) consists of 77 projects which include 25 projects under the National Road Network Services, 3 under the Flood Management Services, 1 under the local program, and 48 under the Basic Infrastructure program.

Major of these projects are the preventive maintenance of the Catarman-Calbayog Road which has been funded Php 85 million, and the construction of the San Isidro-Lope De Vega Road which has the highest allocation at Php 100 million, DPWH 1st DEO District Engineer Alvin Ignacio revealed.

So far, 34 projects have been bid as of early January 2024 while 40 projects are under preliminary detailed engineering.

Governor Ongchuan likewise acknowledged the province’s representation in Congress through the Office of Congressman Paul Daza, for facilitating national government support to infrastructure development in Northern Samar which will enhance connectivity and certainly contribute to building resiliency and the overall economic development of the province.

To recall, Governor Ongchuan, along with other provincial officials, has, in the past, appealed to DPWH top officials to include the province in the agency’s programming for infrastructure projects which he believes is key to poverty alleviation and continued progress of Northern Samar.

LGU Tacloban commits to participatory, data-driven governance

TACLOBAN CITY-Relevant to its commitment to participatory and data-driven governance, the Tacloban City Government was selected among 12 highly urbanized cities in the country for the conduct of the Citizen Satisfaction Index System (CSIS) survey of the Department of Interior and Local Government (DILG).

The CSIS is a DILG performance tool that collects and generates data on citizens’ feedback on the LGU frontline program services conducted last year through DILG’s partner Local Resource Institute (LRI), the Eastern Visayas State University.

The results of the said survey, which had a total of 150 respondents from 21 city barangays, were presented through the utilization conference held on Tuesday, February 27 at Hotel Alejandro.

Survey data presented during the conference showed a “high level of awareness” of LGU services, and the majority of the respondents showed that they were satisfied with the delivery of services by the LGU.

Other aspects of the survey showed generally satisfactory results, such as those on economic investment and promotion, support for education, public works and infrastructure, and social welfare services.

Other highlights of the utilization conference were the signing of the Pledge of Commitment, to signify the commitment and support of the DILG, the local government, and the CSOs in implementing the Citizen-driven Priority Action Plan (CPAP).

Meanwhile, present during the event were DILG Regional Office 8 Assistant Regional Director Atty. Darwin Bibar, DILG Tacloban City Director, Engr. Visitacion Giva and the CSIS core team, headed by Dr. Jovito Madeja.

LGU attendees included the representative of Mayor Alfred S. Romualdez, City Planning and Development Coordinator Janis Canta, along with other officials that included City Councilors Elvira Casal and SK Federation President Dirko De Paz, and heads and representatives of frontline city government offices and civil society organizations.

Sogod Bay aspires to become the diving capital of Eastern Visayas

MAASIN CITY– Tourism stakeholders of Southern Leyte aim to promote Sogod Bay as the top diving destination in Eastern Visayas.

Southern Leyte provincial board member Myra Rentuza, chairperson of the Sangguniang Panlalawigan Committee on Tourism, stated that Southern Leyte is a top diving destination globally, and most divers visit to witness various fish species.

Rentuza narrated the story of a couple, Philp McGuire and his wife, who opened a dive resort in Padre Burgos town. They could attract foreign divers from around the world through their initiative.

“Darlene and Phil are heroes. For 18 years, they have been promoting the dive site in Southern Leyte. They are not only conducting business for the diving industry but also planting corals to preserve and maintain the marine environment and ecosystem,” Rentuza said during the joint meeting of the provincial tourism council and the provincial culture, heritage, and arts council on February 20.

Sogod Bay, as seen on a map, resembles a cleavage that bisects the province, with 11 municipalities lining its coast. Locals and foreign divers often make repeated visits as the vastness of the bay remains unexplored, offering an abundance of natural underwater sights, including steep drop-offs, live coral reefs, shelves, walls, and various sea creatures.
Napantao in San Francisco, Tangkaan in Padre Burgos, and the town’s piers are the most frequent dive locations. Limasawa is the site of the first Easter Sunday Mass, and there are also places like House Reefs and Ghost Towns, which are technical names coined by scuba divers.

Darlene McGuire shared that diving in Southern Leyte has transformed into an experience similar to underwater yoga, making it accessible to senior citizens.

However, she added that the municipality of Padre Burgos only has three dive operators, which makes it challenging to keep up with demand. She suggested that the area is ready for more investment to help meet the growing interest in diving.

Nedgar Garvez, the provincial tourism officer, informed the members of the two councils attending the meeting that the Department of Tourism has declared Sogod Bay as the anchor for a regional diving site.

Garvez suggested integrating this into crafting the ongoing provincial tourism master plan for the next five years with the assistance of Southern Leyte State University (SLSU).
During the meeting, the discussion on the province’s vast potential for diving, with the support of the tourism department, came up when the agenda included the Philippine Dive Expo on February 23 to 25, in which the McGuire couple would participate.

The province is conducting cultural mapping for all 19 LGUs, as recommended by the DOT. This encourages divers to spend their last two days sightseeing at other tourist attractions before leaving the province after their underwater experience.

Disunity

Our country is no stranger to political discord and internal turmoil among its highest officials. We are witnessing a disturbing trend of bickering and infighting among top government officials, which has understandably raised concerns about the stability and effectiveness of the administration. The constant squabbling and power struggles among these officials have not only hindered the progress of important policy initiatives but have also undermined the public’s trust in the government.

One reason behind this bickering among top officials is the deep-rooted culture of political patronage and self-interest that pervades the country’s political landscape. Officials often prioritize their own personal agendas and interests over the greater good of the country, leading to conflicts and disagreements that can be detrimental to the overall governance of the nation. The intense competition for power and influence among the country’s political elite further fuels the animosity and discord among top government officials, as individuals jockey for position and control within the government.

The consequences of this bickering among our highest officials are far-reaching and damaging. Not only does it impede the government’s ability to effectively address pressing issues and challenges facing the country, but it also erodes public confidence in the government’s ability to govern. The constant display of disunity and discord among top officials sends a negative message to the public and creates an atmosphere of instability and uncertainty, which can ultimately undermine the country’s democratic institutions and processes.

The country’s political leaders should prioritize the national interest over personal ambitions and rivalries. Building a culture of cooperation, mutual respect, and consensus-building among them is essential for effective governance and ensuring the stability and prosperity of the nation. They need to set aside their differences and work together towards common goals so they can create a more cohesive and productive government that can better serve the needs and aspirations of the Filipino people.

Above all, they need to set good examples for their subordinates in government when it comes to public service. If they can’t work together in unity in the higher echelons of government, then how can we expect the workers in the lower branches of government to have the much-needed unity? Sometimes, you know, it’s a matter of cooperation that we need most so we can move forward as a developing nation. Without it, we’ll make no headway.

An antidote for stress

Listening to mellow music can aid in promoting mindfulness and enhancing one’s ability to focus and concentrate. By immersing oneself in the serene sounds of mellow music, individuals can redirect their attention away from stressful thoughts and worries and instead focus on the present moment. This practice of mindfulness can help in reducing feelings of overwhelm and promote a sense of inner peace and clarity.

Furthermore, mellow music has the power to stimulate the release of endorphins, the body’s feel-good chemicals, which can help elevate one’s mood and create a sense of happiness and well-being. This can be particularly beneficial for individuals who are experiencing chronic stress or depression, as mellow music can serve as a natural mood enhancer and provide a much-needed emotional lift during difficult times.

Not only that, listening to mellow music can act as a form of self-care and self-soothing, allowing individuals to carve out moments of relaxation and rejuvenation in their daily lives. By creating a peaceful and harmonious environment through the sounds of mellow music, individuals can cultivate a sense of calm and serenity within themselves, which can have long-lasting benefits for their overall well-being.

Zeal for all the things of God

THIS is what we can learn from that gospel episode of Christ driving those who converted the temple into a market place (cfr. Jn 2,13-25), which is the gospel reading for the Mass of the 3rd Sunday of Lent. We need to develop this zeal because otherwise our heart can only be captured by earthly things that in the end would lead us nowhere.

With respect to the things of God, be they churches, liturgical items, sacred books, sacraments, means of formation, etc., we should see to it that there is that constant zeal that would let us consider them as our real treasures. Anything that would undermine these things should stir in us some passionate reaction to defend, protect and uphold them.

We should be wary of that common tendency of ours to be just casual about the things of God. Christ himself warned us about this danger when in that gospel cited above, he said, referring to those who claimed they believed in him, that he did not believe them.

“But Jesus would not trust himself to them because he knew them all, and did not need anyone to testify about human nature,” says the gospel. He was referring, of course, to the fickleness of our human condition. Thus, we should be wary of this fact of life and do our best to do something about it.

Indeed, we need to exert effort, we need to educate our feelings and emotions, training them to consider the things of God to be our most precious treasure, for which we should be willing to sacrifice everything else when necessary.

In our relation with God and the things directly related to him, we have to involve not only our spiritual faculties but also the basic element of our humanity which are our feelings, our emotions and passions.

Our Catechism tells us that our emotions and passions are “movements of the sensitive appetite that incline us to act or not to act in regard to something felt or imagined to be good or evil.” (1763).

As such, we can say that our emotions and passions play an important and crucial role in our life. And that’s why we have to take pains in forming them well. We just cannot be complacent with this responsibility.

In fact, the Catechism tells us that our emotions and passions are “natural components of the human psyche; they form the passageway and ensure the connection between the life of the senses and the life of mind.” (1764)

Our emotions and passions therefore serve as a link between our body and soul. They are where we materialize what is spiritual in us, and spiritualize what is material in us. As such, they create a rich texture in our lives. They create the consistency proper to us as a person and as a child of God. They also help to give focus on our judgments, modulate our will, and add sensitivity to our reasoning.

In other words, they play a decisive role in achieving a happy and fully human life. They contribute to achieving the full potentials of our humanity. But given the wounded condition of man, our emotions and passions need to be purified and thoroughly educated.

They should not be allowed to just develop at the instance of our hormones and instincts, for example, and the many other blind or short-sighted impulses and trends in our social, cultural, economic, or political environment. They need to be reined in, to be guided and given direction.
