Samar provincial government launches program to address high problem on malnutrition

TACLOBAN CITY – Addressing the alarming rates of malnutrition, the provincial government of Samar launched the ‘Tutok at Aksyon sa Nutrisyon’ (TAN) Kitchen on February 25, 2024, at the Tandaya Hall in Catbalogan City.

The TAN Kitchen represents an innovative approach to combatting malnutrition within the province, focusing on three key areas: preventive, curative, and rehabilitative measures.
In the preventive aspect, the program aims to educate both children and communities on health and nutrition, promote healthy meal planning, monitor weight and height, and encourage home and community food gardening.

Additionally, the curative aspect will provide supplemental feeding to malnourished children, along with in-patient therapeutic care (ITC), outpatient therapeutic care (OTC), and a strengthened referral system from rural health units (RHUs) to hospitals.

The rehabilitative aspect will involve various activities such as training on demo cooking and meal planning, storytelling, identification of malnourished children, and refresher courses for barangay nutrition scholars (BNS) and barangay health workers (BHWs).

The provincial government plans to collaborate with stakeholders including local government units, the Department of Health (DOH), National Nutrition Council (NNC), Department of Science and Technology (DOST), Department of Social Welfare and Development (DSWD), Technical Education and Skills Development Authority (TESDA), and the provincial, city, and municipal nutrition action officers to conduct capacity building activities.

Furthermore, the TAN Kitchen Nutri-van will travel across the province accompanied by the program’s mascot, Super G, providing interactive sessions for children through storytelling, cooking demonstrations, and the distribution of hot meals.

The Super G strategy targets children under 5 years old, leveraging their magical thinking behavior through play therapy to foster a better understanding of nutrition and combat malnutrition creatively.

To ensure sustainability, the province emphasizes the involvement of parents and communities in nutrition programs, promoting responsible parenting and behavioral change.

According to 2023 data from the DOH and NNC, 21,565 Samarnon children under 5 years old were reported malnourished, with 10,403 stunted, 1,250 wasted, 7,561 underweight, and 2,351 overweight.

Congress offers P100 to P350 increase

TACLOBAN CITY-The business sector in Leyte province, including this city, is not supporting a proposed legislated wage increase for daily minimum wage workers.

Implementing a ‘huge’ increase would not actually benefit the workers but could lead to losing employment, Eugene Tan, president of the Philippine Chamber of Commerce and Industry-Tacloban Leyte chapter, said in a phone interview.

Tan said that he hoped that the legislators would reconsider any wage proposal as this could also lead to business closure.

“We have submitted our position paper, including those in the Western and Central Visayas, on this proposed P100 legislated increase as this could lead to more repercussions than benefits to our workers,” he said in a phone interview.

Earlier, the Senate approved a P100 daily wage increase while members of the House of Representatives are also deliberating similar measures with the amount ranging from P100 up to P350 daily wage for private workers.

According to Tan, a P100 daily wage increase, for example, is huge for small and micro businesses to absorb considering that they have also to pay other operational expenses and taxes to national and local governments.

“It’s not that we are opposing to any wage adjustments. In fact, we are compliant with the wage orders issued by our Regional Tripartite Wages and Productivity Board (RTWPB) on wage increases. The proposed increase is huge for us,” Tan said.

“We hope that our (legislators) will reconsider this proposal as this could lead to possible losses of employment and closure of businesses,” he said.

Tan also said that any wage adjustments are better left to regional wage boards and not by an act of Congress.

“We have the regional wage boards which are more equipped in determining any wage adjustments,” he said.

Tan instead suggested that the government would come up with programs that would further hone the skills of the workers for them to be more productive and in the process, help them gain an increase of income.

Last November, the RTWPB in Eastern Visayas approved a P30 wage increase, putting the daily wage of private workers in the region at P405.

Tan expressed his apprehension that if there is an increase in unemployment, peace and order may be affected.

“Crime rate in the country could increase,” Tan said.

TACLOBAN CITY– The town of Kananga in Leyte will be sending its new candidate following the withdrawal of its original contender for this year’s Miss Universe Philippines competition.

This was announced on Thursday(Feb.29) by April Tanhueco who heads the local franchise of the Miss Universe Philippines- Kananga.

Named as the new candidate of Kananga for the upcoming national competition is Phoebe Arrianna Torita, 18, a Nursing student.

“Ms. Torita, a full-blooded Kanangahon, embodies the qualities of a true Kanangahanon and a modern Filipina whose beauty will shine wherever she goes – inspirational, empowered, and confident!” the organizer said in a statement.

“We need all your support and prayers for Ms. Torita and the Miss Universe Philippines Kananga Organization as we move forward with the competition with unwavering hope and faith,” it added.

To recall, the town’s original candidate for the national search, Natasha Jung, withdrew from the competition due to ‘personal reasons’ last month after she joined other national candidates after a press presentation.

Torita was Jung’s runner-up during the Miss Universe Philippines- Kananga search held in December of last year.

According to Tanhueco, Torita was taken by surprise when she learned that she would be representing Kananga, where the biggest geothermal source in the country is located, to the national pageant.

“She was surprised!” she said, adding that they are now in rigorous preparation and training as Torita will be flying to Manila on March 5.

And in her Facebook account, Torita vowed to do her best to make an impression at the national pageant.

“Tara lets Kananga.Ilalaban natin ito!” she said.

Zero hunger meeting unites agencies in Samar

PAGSANGHAN, Samar – The Department of Agriculture took part in the DSWD zero hunger orientation and coordination meeting on February 12, 2024, held at the Pagsanghan Municipal Hall Lobby in Samar, represented by the Special Area for Agricultural Development – Provincial Project Management Support Office (SAAD-PPMSO).

The central focus of the session was to let participants discuss various aspects covering the Zero Hunger Program.

This included summarizing the initiative, identifying target areas or barangays, selecting beneficiaries, establishing project timelines, and formalizing partnerships.

The project operates under the Sustainable Livelihood Program of DSWD, with a specific goal of offering sustainable income-generating opportunities to 272 farmers in Samar.
Attended the meeting were representatives from key government agencies, such as the Department of Agriculture (DA), Philippine Crop Insurance (PCIC), Cooperative Development Authority (CDA), the Department of Trade and Industry (DTI), Municipal Agriculture Office (MAO), and the Office of the Municipal Mayor.

Within this collaborative framework, the SAAD-PPMSO plays a vital role in conducting feasibility assessments for proposed livelihood initiatives, ensuring their alignment with community needs. DA-SAAD will assist in endorsing eligible beneficiaries for the program.
During the event, Mayor Sed Hendrix C. Tan of Pagsanghan emphasized the importance of prioritizing the most marginalized members of the community, particularly those classified as the “poorest of the poor.”

He underscored the urgent need for projects within the municipality’s communities and stressed that the LGU will actively involve and cooperate in implementing livelihood projects.”

Beneficiaries will be selected thoroughly based on their involvement in agriculture and aquaculture livelihood activities.

Working towards addressing food hunger and promoting sustainable livelihoods in the locality, the meeting served as a pivotal platform for fostering collaboration and synergy among various stakeholders and partners involved in executing the project. (PR)

5 ex-NPA members surrender to the government; all to receive benefits under E-CLIP

TACLOBAN CITY– Five alleged members of the communist group, the New People’s Army (NPA) voluntarily surrendered to the police within a span of two days.

The surrendered individuals, formerly associated with the armed group of Communist Party of the Philippines were identified as follows: “Mariz” (alias “Mariz”), a member of Bugsok Platoon; “Raul” and “Jaymark” (alias “Jaymark”), both associated with the Militia Units of Sandro Platoon; “Ka Jack” (alias), another member of a Militia Unit; and “Lando” (alias), affiliated with Buhawi Platoon.

Negotiations facilitated the successful surrender of these rebels, with the collaborative efforts of various law enforcement units, including the 802nd Maneuver Company and 805th Maneuver Company of the Regional Mobile Force Battalion 8, the Area Police Command-Visayas, Calbiga Municipal Police Station, 1st and 2nd Samar Provincial Mobile Force Company of Samar Police Provincial Office, Regional Intelligence Unit 8, 1st Leyte Provincial Mobile Force Company, Provincial Intelligence Unit of the Leyte Police Provincial Office, and Baybay City Police Station.

The surrendered individuals will undergo processing and documentation in custody of different camps or stations, for them to avail benefits under the government’s Enchanted Comprehensive Local Integration Program (E-CLIP).

E-CLIP serves as a pathway for former members of the Communist Terrorist Group to reintegrate into society, fostering peace within their families and communities.

This initiative aims to facilitate positive life transformations for those seeking a fresh start.

2 arrested for possession of unlicensed firearm; one suspect in the killing of a village chairman in Leyte

ORMOC CITY – Two individuals are currently detained in the locked-up cell of the local police in Tabango, Leyte, following their arrest for possession of unlicensed firearms.
The detainees have been identified as Nandy Diaz, 40, and Bonifacio Bulante, 25, both residents of Brgy. Manlawaan, Tabango. They were apprehended in Sitio Shamrock, Barangay Poblacion of the aforementioned town around 10:59 am on Wednesday (Feb. 28).
According to the report from the local police, PCMS Gregg Ramirez, while on duty at the established Police Assistance Center (PAC), noticed the suspects riding a single motorcycle and behaving suspiciously. Upon sensing the presence of law enforcement, the suspects diverted their route towards the Shan establishment in Brgy. Poblacion.

Ramirez promptly alerted their chief of police, PCPT Carmelo Gacho, about the situation, and they pursued the motorcycle. Upon reaching the location, they approached the suspects.

During the approach, the responding officers observed the hammer of a firearm protruding from an open belt bag carried by the suspects. The officers then questioned the suspects regarding their authorization to carry firearms, to which they failed to provide any documentation, leading to their arrest.

Confiscated from Diaz’s possession were one .45 caliber pistol with a defaced serial number (Paltik), along with a magazine loaded with seven live ammunitions, an additional magazine loaded with six live ammunitions, and one belt bag. Bulante was found with one unit of .45 Caliber pistol, and a magazine loaded with four live ammunition.

Diaz, one of the suspects, is currently facing charges for the killing of the former chairman of Brgy Manlawaan, Salvador Troyo, last year.

Tabango, situated in the 3rd congressional district of Leyte, has been plagued by ongoing shooting incidents, often involving barangay officials. Just last week, unidentified perpetrators killed five elected barangay officials and a tanod member.

The suspects were informed of the nature of their arrest and their constitutional rights in a language they understood.

The police have filed charges of violations of RA 10591, the Comprehensive Law against Illegal Possession of Firearm, ammunition, and explosives against the two suspects, who are temporarily detained at the Tabango municipal police station. (ROBERT DEJON)
