Eight finalists announced for the 1st ‘Kanta Binisaya’ Choral Competition

TACLOBAN CITY- The Department of Tourism (DOT-8) has announced the eight finalists competing for the title of the first champion of the ‘Kanta Binisaya’ Choral Competition.
At least 19 choral groups from various regions in the Visayas and Mindanao submitted video auditions between March and April 24, the submission deadline.

The panel, including Kanta Binisaya book author and University of the Philippines Tacloban College associate professor Stephen Lagarde, selected eight finalists based on the groups’ track records and audition performances.

The eight finalists are: Calbayog Chamber Voices of Calbayog City; Cebu Normal University Chorale of Cebu City; Coro Recoleto of the University of Negros Occidental-Recoletos of Bacolod City; Koro Seraphim of Tagbilaran City; Southern Leyte State University Glee Club of Sogod, Southern Leyte; Surigao del Norte State University of Surigao City; University of San Carlos Choristers of Cebu City; and Vox Minore Chorum of Talisay City, Cebu
The competition, which aims to promote, disseminate, and popularize the region’s musical heritage, will feature timeless songs from Region VIII.

These songs include “Hadto nga Panahon,” “An Iroy nga Tuna,” “Di Ba?,” “Dinumdum ko Ikaw,” and “Matud Nila,” among others.

DOT-8 Regional Director Karina Rosa Tiopes emphasized that hosting such competitions promotes the region’s tourism potential, including its culture and heritage.

“Supporting Kanta Binisaya is in itself supporting tourism promotion. We are promoting cultural heritage through our songs,” she said.

The finals will be held on June 11 at the People’s Center and Library, this city.

The winning choral groups will receive P100,000 for the champion, P80,000 for second place, and P60,000 for third place. Non-winning teams will receive a consolation prize of P20,000.
Special awards will also be given to winners to receive cash prizes.
Additionally, participating teams will receive a cash subsidy of P20,000 from the provincial government of Leyte.
The DOT-8 is partnering with the Tingog party-list and Leyte Normal University to host the Kanta Binisaya Choral Competition.

Construction commences for approaches of Mangonbangon Bridge II in Tacloban City

TACLOBAN CITY-Tacloban City District Engineering Office has initiated the construction of the approaches for the Mangonbangon Bridge II, a significant infrastructure project aimed at enhancing connectivity in the region.

The bridge project, which was launched in March 2022, involves building a sturdy, four-lane bridge with a total width of 12.48m. This project, funded by the General Appropriations Act of 2022 (GAA 2022), has a total contract value of P17,638,577.64.

Despite the completion of the Mangonbangon II Bridge, the construction of its approaches was only approved this year. This indicates that the bridge and the approaches are not a single project, but two distinct projects.

The second project, which includes the construction of a concrete approach and drainage on both sides of the Mangonbangon Bridge, has a total contract value of P 14,647,891.94. This project is funded under the General Appropriations Act of 2024. As of now, the project is in progress and has reached 15% completion.

The Office believes that this circumstance may have led to the recent public and media misunderstanding that the bridge remains incomplete despite the commencement of construction two years ago. The absence of a fully furnished concrete approaches gives the bridge an overall unfinished appearance.

In light of the confusion, OIC-District Engineer Rebecca G. Yuse released a statement to elucidate the situation.

“We wish to clarify to the public that while the Mangonbangon Bridge II is indeed complete, the construction of its approaches has only recently begun. We are dedicated to the expeditious completion of this project for the benefit of the residents of Tacloban,” stated OIC-DE Yuse.

In a bid to expedite the construction of the approaches, Mangonbangon Bridge II has been temporarily closed to traffic from April 29 to May 29, 2024. This measure aims to facilitate uninterrupted construction activities, ensuring the timely completion of the vital infrastructure.

The Tacloban City District Engineering Office remains committed to the timely completion of the approaches, with the goal of fully operationalizing the Mangonbangon Bridge II to better serve the commuting public.

Man arrested for possession of P1,000 bogus money

ORMOC CITY-A young man was arrested by barangay tanods and later turned over to the local police after five store owners complained that he used counterfeit money to purchase goods from their stores at about 9 am on Thursday (May 16) in Barangay Tigbawon, Paranas, Samar.

The arrested suspect was identified by the local police as alias “Van”, 18, and a resident of Brgy. Tigbawon.

The police identified the victims as alias “Nora”, 50, alias “Mely”, 29, alias “Dora”, 60, alias “Lisa”, 34, and alias “Berto”, 44, all residents of said barangay.

According to the complainants, the suspect bought liquor and cigarettes at their respective sari-sari stores using seventeen pieces of P1,000 believed to be counterfeit, all bearing identical serial numbers WB 379038.

The police reported that the suspect was apprehended by the barangay tanod in the said barangay and properly turned over to the responding police personnel.

During a body search conducted in the presence of legal witnesses, the arresting officer recovered another 40 pieces of P1,000, also counterfeit and bearing the same serial number WB 379038, from the suspect’s possession.

The suspect did not disclose the source of the counterfeit money and claimed he was merely asked to buy beverages and cigarettes using the said money.

The arrested suspect and the confiscated evidence were brought to Paranas municipal police station for documentation and appropriate charges were filed against the suspect.

Samar gov’t to increase coverage of ‘Saad nga Balay’ project

TACLOBAN CITY– The provincial government of Samar is expanding the ‘Saad nga Balay’ project to more local government units, aiming to help more former members of the New People’s Army (NPA) secure decent housing.

This was disclosed by Governor Sharee Ann Tan who said that the housing project, conceptualized by 801st Brigade commander BGen Lenart Lelina, will also be implemented in Matuguinao town.

Gov. Tan announced plans to construct 30 housing units in Matuguinao, a municipality located in the heart of Samar Island near the boundary with Northern Samar province.
Initially, the provincial government sought assistance from the National Housing Authority (NHA) for the shelter project, but the agency lacked the necessary funds for housing assistance for former rebels.

“Somehow, all the promises we made to the former rebels were fulfilled except for the shelter. We didn’t want there to be any gaps in our assistance, so we initiated this housing project,” Tan explained.

She added that adjustments to the funding for the project would be made based on their experience with the Saad nga Balay project in San Jose de Buan.

“We just have to make sure that the land we are going to use is ready before we can allocate the funds,” the governor said.

The Saad nga Balay project was first implemented in San Jose de Buan, with groundbreaking in August 2023, construction starting in September, and the completion and turnover of the initial 10 houses to beneficiaries in April 2024 with an initial funding of P2.5 million.

This month, Calbiga town held a groundbreaking ceremony for the second Saad nga Balay project, which includes 10 units in Brgy. Polangi, funded by the provincial government with P2.8 million.

Rep. Mercado-Revilla reminds schools of ‘no permit, no exam prohibition’ law

TACLOBAN CITY – Schools should be reminded that there is a law mandating them not to prohibit students from taking their examinations even if their tuition fees are unpaid. Cavite Rep. Lani Mercado-Revilla (2nd district) referred to Republic Act 11984, known as the ‘No Permit, No Exam Prohibition Act,’ authored by her husband, Senator Ramon ‘Bong’ Revilla.
”This is very timely, especially since it is examination week, and many of our young students will be graduating,” she said in a brief interview on Tuesday (May 14).
“The examination of the children should continue despite the non-payment yet of their tuition fee by their parents,” the Cavite lawmaker added.

However, she emphasized that parents are still required to pay their children’s fees.
“What is being prohibited under the law is barring the students to take their examinations,” Mercado-Revilla clarified.
The lawmaker mentioned reports that some students, unable to take their examinations due to unpaid fees, are forced to stop their studies or, worse, develop depression.
Mercado-Revilla was in Tacloban City on her way to attend the 157th founding anniversary of Merida town, Leyte, on Tuesday (May 14). She also visited Tacloban City Mayor Alfred Romualdez.

RA 11984, signed into law by President Marcos on March 11, 2023, directs schools to allow students to take their examinations even if their tuition is unpaid.

The law covers all public and private basic education institutions, higher education institutions, and technical vocational institutions.

Failure to comply with the law can result in administrative sanctions imposed by the Department of Education (DepEd), Commission on Higher Education (ChEd), and Technical Education and Skills Development Authority (TESDA).

10 electric cooperatives in Eastern Visayas start power supply procurement process

NAVAL, Biliran– Some 10 electric cooperatives in Eastern Visayas, which are members of the Federation of Rural Electric Cooperatives in Region 8 (FRECOR 8), have started the power supply procurement process for their long-term aggregate base load demand.

The Region VIII Joint Competitive Power Supply Procurement (R8-JCPSP) Joint Bids and Awards Committee, chaired by Engr. Janet L. Notarte, conducted the pre-bid conference held in Tacloban City on April 23, 2024.

According to Engr. Notarte, chairperson of R8 JCP, the rationale of the bidding for the member-electric cooperatives of FRECOR 8 is to secure a power supply contract.

This came after the expiration of the Emergency Power Supply Agreement (EPSA), which is only good for one year relative to the order of the Energy Regulation Commission (ERC) for the termination of the provisional authority relative to the application for approval of the Power Purchase and Supply Agreement for long-term power supply agreement based on the Supreme Court decision in the case of Alyansa para sa Bagong Pilipinas versus Energy Regulatory Commission, Notarte added.

“We are bound to provide our MCOs the least cost or the minimum rate impact. We are also bound to follow the Competitive Selection Process (CSP) issued by the ERC which is the ERC Resolution No. 16-2023,” Notarte emphasized.

She said the R8 JCPSP Bids and Awards Committee still has to choose whichever is the lowest and that can provide the least cost rate to MCOs because the ERC will be basing the approval of PSA on the rate impact to consumers.

The subject bids are composed of Lot 1 with a contract year starting 2024 to 2033 with the following list of electric cooperatives (ECs) with the respective contracted power capacity, as follows: DORELCO-12MW (October 8, 2024-December 25, 2033), LEYECO III-8MW (September 9, 2024-December 25, 2033), LEYECO IV-18MW (September 15, 2024-December 25, 2033), LEYECO V-40MW (September 22, 2024-December 25, 2033), SOLECO-14 MW (September 26, 2024-December 25, 2033), SAMELCO I-14MW(October 7, 2024-December 25, 2033), SAMELCO II-17MW (August 26,2024-December 25, 2033), ESAMELCO-15MW (September 26, 2024-December 25, 2033), NORSAMELCO-16MW (September 26, 2024-December 25, 2033), and BILECO-8MW (August 26, 2024-December 25, 2033) totaling 162 megawatts.

For Lot 2 with a contract year for 2027 to 2033, the following ECs with the contracted power capacity are the following: DORELCO-6MW (December 26, 2026-December 25, 2033), LEYECO V-5MW (December 26, 2024-December 25, 2033), SOLECO-4MW (December 26, 2024-December 25, 2033), SAMELCO I-4MW (December 26, 2024-December 25, 2033), SAMELCO II-3MW (December 26, 2024-December 25, 2033), and NORSAMELCO-6MW (December 26, 2024-December 25, 2033) totaling 28 megawatts.
LEYECO II was not part of the Region 8 Joint Competitive Power Supply Procurement as the said EC was the first to receive the ERC order for the termination of the provisional authority relative to the application for approval of the power purchase agreement for long-term power supply requirement, thus LEYECO II was able to immediately proceed the procurement processes to secure power.

Ten big power supply companies, which attended the pre-bid conference, came from Luzon, Visayas, and Mindanao.

The issuance of notice of award to winning bidders after the conduct of several bidding processes after the pre-bid conference is set on July 5, 2024; power supply agreement negotiation on July 6-15, 2024; signing of power supply agreements on July 22, 2024; issuance of notice to proceed on July 29, 2024; and the joint filing of power supply agreements on August 21, 2024.
