DOLORES, Eastern Samar-Rep. Marcelino Libanan of the 4Ps party-list group led on Sunday (June 23) the groundbreaking ceremony for the construction of a road connecting the barangays of Maslog to the rest of the province via Can-avid.

According to Libanan, the project is a 2-lane roadway starting at the municipality of Can-Avid, intersecting at Junction Taft – Oras – San Policarpo – Arteche Road and ending at Arteche-Jipapad-Las Navas-Rawis in the town of Jipapad.

Libanan emphasized that the goal of the project is to provide convenient, safe, and reliable access for all road users traveling to remote barangays in the municipalities of Can-avid, Dolores, Maslog, and Jipapad.

The project aims to promote and improve economic activities within these areas and neighboring communities, Libanan, who is also the minority floor leader at the House of Representatives, said.

The project involves road concreting, slope protection, drainage works, and bridge construction. The total project length is 57.62 kilometers, with an estimated cost of P2.74 billion.

“This day we break ground and commence the construction of a road that will connect the three municipalities of Can-avid, Dolores, and Maslog. This ceremony signifies our collective commitment to progress, connectivity, and community development,” Libanan said.

“Roads are more than just pavements of concrete and asphalt. They connect people, stimulate economic growth, and open up opportunities for students and job-seekers. In this way, roads strengthen the social fabric of our community,” the lawmaker added.

He also thanked the national government for making this project a reality.

“The unwavering support of President Ferdinand R. Marcos Jr., and (House) Speaker Ferdinand Martin G. Romualdez means that our humble province of Eastern Samar will no longer be left behind. Let us celebrate this day as we lay the foundation for progress and prosperity,” he added.

As of May 31, 2024, the overall status of the project is 26.61% complete based on the total project cost. The project is expected to be completed next year.

Jail guard arrested in a buy-bust; shabu worth more than P22,000 recovered from the suspect

ORMOC CITY– Six sachets containing white crystalline substances suspected to be shabu were recovered from a jail guard assigned at the Leyte sub-provincial jail in Abuyog, Leyte.
Arrested by the operatives during the June 21 sting operation was alias ‘Vladimir,’ 25 and a resident of Barangay Can-uguib, Abuyog who was in possession of suspected shabu weighing 3.24 grams with a street value of P22,032.

The suspect was informed of the nature of his arrest and was apprised of his constitutional rights through the Miranda Doctrine in a language he understood and spoke.

Charges of violations of sections 5 (selling illegal drugs) and 11 (possession of illicit drugs) of Article II of RA 9165, the Comprehensive Law against Illegal Drugs of 2002, were filed against the suspect who is temporarily detained at the locked-up cell of the Abuyog municipal police station.

Farmer found dead in a mangrove area in Babatngon town

ORMOC CITY-A farmer, who was last reported harvesting nipa leaves, was found dead at about 7 am on Saturday (June 22) in the coastal area of Sitio Batang, Barangay Uban in Babatngon, Leyte.

The victim was identified by the police as alias “Longgoy”, 65, married, and a resident of Brgy. Uban of the said town.

Babatngon police said that they received a cellphone call from a concerned citizen that a dead body was found in the mangrove area of the said barangay.

Initial investigation conducted by responding police disclosed that the victim was last seen alive at about 8 am on Friday(June 21), harvesting nipa leaves.

However, the following day, at about 7 am, the lifeless body of the victim was discovered dead, with clothes printed with ‘barangay tanod’ tied in his left hand was trapped within the mangrove trees.

The police added that based on their findings, the victim accidentally hacked his left hand while harvesting the nipa leaves at the said place.

Dr. Julieta Conge, municipal health officer, pronounced the victim dead.

She theorized that the victim died from loss of blood due to the wound he sustained on his wrist. (ROBERT DEJON)

Russian national killed in a road accident

ORMOC CITY-A Russian national died on the spot after he was overrun by a wing van at about 5:40 am on Saturday (June 22) along Maharlika Highway in Barangay 99 Diit in Tacloban City.

The police said that the unidentified male victim was driving a Honda ACB 125 with plate number 478-HSY.

While another victim was identified as alias “Rod”, 68, unemployed, and a resident of Brgy. Diit, here.

The incident also involved two other vehicles, a Yamaha, Mio Sporty, color matte black, with plate number 980-HCP, registered to alias “Leo” of V and G Subdivision, Tacloban City, and driven by an unidentified foreign national who left the area after the incident and the vehicle behind the death of the foreign national a aluminum wing van truck with plate number CBS-2511, registered to TL TRAFI Logistics Inc. of Cainta, Rizal, and driven by alias “Melchor”, 41, married, a resident of Tacurong, Sultan, Kudarat.

Initial investigation conducted by the local police disclosed that the wing van and the Honda ACB 125, driven by the Russian were traveling along the Maharlika Highway in the same direction to which the single motorcycle was on the right side of the wing van.
However, upon reaching the place of occurrence, the single motorcycle accidentally hit an electrical post on the side of the road and eventually hit the victim who was standing on the road.

Unfortunately, the single motorcycle driven by the Russian continued to move forward and in the process hit the park single motorcycle causing the driver together with his driven motorcycle to be placed underneath the wing van and eventually run over by the truck.
As a result, the foreign national and the pedestrian victim sustained serious injuries and were brought to EVMC for medical treatment.

The wing van driver together with the vehicles was brought to Police Station 2 for documentation and proper disposition.

The local police are still conducting a thorough investigation on the incident.

TACLOBAN CITY – The Department of Public Works and Highways (DPWH) in the region has agreed to redesign a major road project connecting the provinces of Eastern Samar and Samar.

This decision was made because the project would traverse a significant portion of the Samar Island Natural Park (SINP), a protected area.

Instead of cutting down old and indigenous trees within the SINP, the DPWH has decided to use an old logging road that was constructed by a logging company operating in the area during the 1970s and early 1980s.

This decision was reached after a consultative meeting held on Tuesday (June 18) with the Department of Environment and Natural Resources (DENR), initiated by Rep. Marcelino Libanan of the 4Ps party-list group.

The project involves constructing the Maydolong (Eastern Samar)-Basey (Samar) road, spanning 68.62 kilometers. This will reduce the travel time from Borongan City in Eastern Samar to Tacloban City, Leyte, to two hours from the current four-hour journey.

However, the project would traverse Marabut town in Samar, part of the SINP, a protected area of over 300,000 hectares that was submitted for consideration as a UNESCO World Heritage site in 2018.

The SINP is the largest contiguous tract of old-growth forest in the Philippines and the country’s largest terrestrial protected area, covering parts of the provinces of Samar, Eastern Samar, and Northern Samar.

“The project will enter the SINP, which is very crucial not just for Samar but for the world as a heritage site, and we are happy that our suggestion is being considered,” said Lormelyn Claudio, DENR executive regional director.

Using the old logging road, which is still in existence but now covered with vegetation, will minimize tree cutting compared to creating a new road, said Rep. Libanan.

“While some trees will still need to be cut, it will be minimal if we use the old logging road,” Libanan, who is also the minority floor leader of the House of Representatives, said.
The Maydolong-Basey road covers 40.55 kilometers within the SINP, with the old logging road accounting for more than 34 kilometers.

Libanan expressed satisfaction with the outcome of the meeting between the DENR and DPWH, stating that the project, with a total cost of more than P3.31 billion, will not only reduce travel time but also help preserve the environment.

“This will be a model of engineering work and design because we are in a virgin forest beside a national highway,” he said.

According to Libanan, travelers using this proposed road project will be able to see the famous Sohoton Caves and waterfalls in the Basey, Samar area, as well as beaches and old-growth trees in Maydolong, Eastern Samar.

“It will be grandiose,” he said.

The project broke ground in July of last year and had a project accomplishment of 24.60% as of May 31 of this year. It is projected to be completed by 2025.

Biliran town sells P20 per kilogram of rice

TACLOBAN CITY – The municipality of Biliran in Biliran province has been selling rice at P20 per kilogram, targeting its poorest households.

Andrew Rodolfo Orais, the executive regional director of the Department of Agriculture (DA), confirmed that their office is helping the municipality sustain the program, which began last year.

As part of their interventions, the DA provides free sacks of palay seeds to local farmers. In return, the farmers sell a portion of their rice harvest at P20 per kilogram, aligning with the Marcos administration’s promise to sell rice at this price, according to Orais.

“The target beneficiaries are allowed to buy five kilograms of rice per week at P20 per kilogram. By implementing this program, the municipal government of Biliran is helping their indigents and fulfilling the President’s promise to sell rice at P20 per kilo,” Orais said during a media interview, referring to the campaign promise of the President.

It was learned that the P20 per kilogram of rice is sold at the town’s Kadiwa Center and in barangays with identified outlets.

Rufel Gula, DA-8 rice program focal person, said that farmers belonging to 11 rice farmers groups had entered an agreement with the municipal government to implement this rice assistance program.

Part of the agreement stipulates that those entitled to buy five kilograms of rice at P20/kg weekly are considered the poorest of the poor, such as senior citizens without a steady income.

These individuals must be residents of the town and will be issued discount voucher cards by the municipal government.

“What is good about this rice subsidy program in Biliran is that the farmers help in identifying who can buy the rice at P20/kg, which is beneficial because they know who the poorest are in their respective barangays,” Gula said.

Gula noted that the town of Biliran has about 700 hectares of land devoted to rice farming, with an average harvest of five tons per hectare.

“We hope this can be sustained by the local government of Biliran,” she added.
Orais expressed hope that other government units in the region will adopt similar programs, noting that so far, only the town of Biliran has consistently sold rice at P20 per kilogram.

“They started this rice subsidy program last year, and we hope other local government units will follow. We heard that the provincial government of Biliran will also implement the same,” he said.
