Leyte 2nd DEO off-carriageway improvement project in Jaro now completed

TACLOBAN CITY – The Department of Public Works and Highways (DPWH) Leyte 2nd District Engineering Office (L2DEO) has successfully completed the off-carriageway improvement project in Barangay Macopa via Jaro Poblacion Road along the Palo-Carigara-Ormoc Road section.

The project, aimed at enhancing safety and convenience for motorists and other road users, was completed ahead of schedule.

District Engineer Leo Edward Oppura mentioned that the off-carriageway improvement project extends 706.90 lane meters, adding 2.0 meters to both edges of the existing pavement with 20-millimeter-thick Portland concrete cement pavement (PCCP).

The project also included the application of asphalt overlay and reflectorized pavement markings.

“These enhancements will benefit the community for years to come, making daily commutes safer and more efficient for road users. This project commenced on February 19, 2024, and was completed on April 2, 2024,” Oppura said.

Furthermore, the off-carriageway improvement project in Jaro, Leyte, will enhance road connectivity, provide faster and more convenient travel for drivers, increase vehicle capacity, and create safe walkway zones, ensuring safe and comfortable travel for local residents.

The project was funded with an allotted amount of P5.85 million under the DPWH-CY 2024 General Appropriations Act.

TACLOBAN CITY – House of Representatives Minority Leader Marcelino “Nonoy” Libanan has filed a bill seeking to transform the Samar National School of Arts and Trade (SNSAT) into a new polytechnic state college, aiming to enhance Eastern Samar province’s capacity to produce job-ready higher education graduates.

Under House Bill No. 10092, proposed by Libanan, the SNSAT, located in the town of Taft, would be developed and modernized into the new Eastern Samar Polytechnic State College (ESPSC).

“We are absolutely determined to boost public access to free higher education in Eastern Samar,” Libanan said in a press statement.

The national government covers tuition and other school fees for students enrolled in state universities and colleges under the Universal Access to Quality Tertiary Education Act of 2017.

“We are counting on the new ESPSC to produce highly employable graduates who can help their families achieve a superior quality of life,” Libanan added.

Once enacted, the new ESPSC would have its own governing board under the supervision of the Commission on Higher Education (CHEd).

The ESPSC would offer professional and technical instruction and training at both graduate and undergraduate levels in fields such as engineering, education, arts and sciences, and trades.

Call center agent killed in road mishap

ORMOC CITY-Death comes to a call center agent who was on his way to work after he was bumped by two vehicles while crossing the highway towards his workplace at about 8: 30 pm on Friday (May 24) along a national highway in Barangay Dayhagan, this city.

The victim was identified as alias “Sam”, 46, workforce manager/ call center agent, a resident of Omandac Apt. Manol Tisa Cebu City.

Involved vehicles and drivers over the death of the victim were a Hyundai Eon Hatchback, color white, driven by alias “Makmak”, 28, a resident of Redcross Village Brgy. Bagong Buhay here, and a JMC Aluminum Van, color white and silver, driven by alias “Tope”, 33, a resident of Sitio Kanlipasan Brgy. Salvacion Ormoc City.

Initial investigation conducted by responding officers from the Traffic Enforcement Unit disclosed that both vehicles were travelling in the opposite direction.

The police said that upon reaching the place of the incident, the aluminum van hit the victim who was crossing the road. The police investigator added that due to the impact, the call center agent was thrown to the opposite lane where he was also hit by the Hyundai Eon Hatchback.

As a result, the victim sustained injuries and was immediately brought to Ormoc District Hospital but was declared dead on arrival by the attending physician, while both drivers were unharmed.

The responding police theorized that the victim was covering his head with his jacket and failed to see the vehicle coming while he was crossing the highway. Both drivers and the vehicles involved were brought to TEU, OCPO for proper disposition.

Man arrested in a sting operation in Biliran town

ORMOC CITY– A sachet containing a white crystalline substance suspected to be shabu was recovered by the Station Drug Enforcement Team (SDET) of the local police from a farmer during a buy-bust in Biliran, Biliran.

Police identified the arrested suspect as alias “Jay”, 32, and a resident of Barangay Pinangumhan where the sting operation took place at about 5:27 pm.

Recovered from the possession of the suspect was one sachet containing a white crystalline substance suspected to be shabu procured by an operative in the amount of P1,000.

Charges of violation of Section 5 (selling illegal drugs) of Article II of RA 9165, the Comprehensive Law against Illegal Drugs of 2002, were filed against the suspect who is temporarily detained at the locked-up cell of the local police. (ROBERT DEJON)

Calbiga establishes ASF quarantine checkpoint

Amid report of ASF cases in San Sebastian Samar

TACLOBAN CITY – The municipality of Calbiga, Samar established an animal quarantine checkpoint on May 26 following reports of a possible African Swine Fever (ASF) case in the municipality of San Sebastian, also in Samar.

According to Samar Provincial Veterinary Office Chief Narlit Bisnar, the decision was a precautionary measure to prevent the spread of the ASF virus.

Reports indicated a 70 percent mortality rate among infected swine in the villages of Camanhagay and Dolores, both in San Sebastian.

Authorities in San Sebastian conducted a sampling of the swine allegedly infected with the virus, and the samples are being analyzed in concerned offices in Tacloban.

Although official reports of the laboratory tests have not yet been released, the LGU of Calbiga, upon hearing the reports of possible infection and death of swine, implemented precautionary measures.

Authorities from the municipal government of Calbiga have advised the community to refrain from buying pork meat from San Sebastian as a precautionary measure.

Bisnar said that while they have yet to receive the official results of the laboratory tests from the San Sebastian cases, they deemed it proper to give the municipal government of Calbiga the go-ahead to establish its animal checkpoint in Barangay Timbangan.

African Swine Fever (ASF) is a highly contagious and deadly swine disease that can affect both farm-raised and feral (wild) pigs.

ASF does not infect people, but it is readily passed from one pig to another by direct contact with bodily fluids from an infected pig.

History books turned over to some N. Samar towns; part of the campaign to preserve the province’s heritage

TACLOBAN CITY – The provincial government of Northern Samar turned over books to selected municipalities during the Pamana 2024 program as part of its efforts to promote and preserve the province’s heritage.

The donated books include “The History of the Bisayan People in the Philippines” by historian, writer, and Spanish Jesuit missionary Francisco Ignacio Alcina; “Dogs in Philippine History” by Ian Christopher Alfonso; and “The Extraordinary Life and Works of Cantius J. Kobak: Polish Priest and Historian in the Philippines,” published by the Embassy of Poland in Manila and written by Northern Samar’s culture and arts coordinator, Carl Bordeos.

The ceremonial turnover was led by Governor Edwin Ongchuan and Vice Governor Clarence Dato, along with the Ambassador of Poland to the country, Jarosław Szczepankiewicz; historian and author Ian Christopher Alfonso; and UNESCO National Commission of the Philippines Secretary-General Ivan Anthony Henares.

The recipients included the local government units of Biri, Palapag, Laoang, Catarman, Bobon, and San Roque.

“We hope to foster cultural awareness and a deeper appreciation of the history, cultural heritage, and development of our province,” Gov. Ongchuan said during the program.
“As the provincial government works towards achieving our vision of a progressive, resilient, and happy province of Northern Samar, we hope to instill pride, integrity, understanding, and unity among the present and future generations of Northern Samar,” the governor added.

During the event, the municipalities of Laoang, Palapag, and Lavezares turned over their Local Cultural Profiles (LCP) to the National Commission for Culture and the Arts (NCCA).
The LCPs are products of the cultural mapping of LGUs, assisted by the NCCA and the provincial government, in identifying and recording the heritage and cultural resources of the community.

Of the 24 LGUs in the province, Laoang was recognized as the first to complete its cultural profile. (ROEL T. AMAZONA)
