U.S. Peace Corps trains volunteers, PH partners on management of marine protected areas

Manila-From June 18 to 21, the United States Peace Corps, in collaboration with the U.S. Agency for International Development, conducted a four-day training workshop in Puerto Galera, Oriental Mindoro, on enhancing marine protected area (MPA) management.

MPAs are established to conserve and protect diminishing coastal resources. To address this challenge, the workshop gathered 60 participants, including 20 Peace Corps volunteers, 20 local government representatives from Luzon and Visayas, and 20 fisherfolk leaders, to build their capacity in environmental conservation and protection.

During the workshop, national and local frameworks for MPAs were discussed to enhance the participants’ understanding of the legal foundations of MPAs.

Participants explored the ecosystem approach to fisheries management as a holistic method for managing MPAs. They were also introduced to biodiversity assessment tools such as underwater photogrammetry.

The workshop also highlighted “citizen science,” where local communities share valuable, scientific information in biodiversity conservation.

Participants explored various funding strategies for MPA management, including the establishment of livelihoods in and around MPAs, and other financing activities such as local government funding and impact loans.

To cap the program, the Peace Corps volunteers collaborated with their local government partners to draft work plans for effective MPA management.

“The main thing is bringing this out of the training room and into the communities, to the spaces where all our participants could share their stories, share their strengths, and ultimately work on our main goal as Peace Corps which is partnering together and walking alongside communities as they identify, magnify, connect, and mobilize their strengths for positive change,” Peace Corps Philippines Director for Programming and Training Matthew Tully said.

For a more practical approach, participants visited marine and mangrove conservation areas, enhancing their knowledge and appreciation of habitats and communities working within MPAs. The province of Oriental Mindoro and municipality of Puerto Galera also shared best practices from years of experience in establishing and managing MPAs.

“I am amazed at how the environment is preserved in Oriental Mindoro. I also learned that the local government has the capacity to include environmental education in their local school curriculum, and I will pursue this back in my municipality,” (PR)

Tingog unveils P42 million testing laboratory

TACLOBAN CITY – Tingog party-list, led by House Speaker Ferdinand Martin Romualdez and Reps. Yedda Marie Romualdez, and Jude Acidre, unveiled the newly modernized Regional Standards and Testing Laboratory (RSTL) last June 27 as part of its commitment to bringing quality government services closer to Filipinos.

The state-of-the-art facility, funded with P42 million from Tingog, is an important milestone in Leyte’s pursuit of quality assurance, aimed at improving progress throughout Eastern Visayas.

“The unveiling of our modernized RSTL marks a pivotal moment in our journey towards excellence. This state-of-the-art facility is not just an achievement for Tingog party-list, but a beacon of progress and innovation for all of Eastern Visayas,” Rep. Acidre said in a statement.

“This project is a testament to Tingog’s commitment to an inclusive social development, underscoring the importance of empowering regional offices to make services more accessible to Filipinos as part of our Bagong Pilipinas,” he added.

Also present during the ceremony were Department of Science and Technology (DOST) Undersecretary for Special Concerns Dr. Teodoro Gatchalian, the regional officer-in-charge John Glenn Ocaña, and his assistant for technical operations Marilyn Radam.

The RSTL has three laboratories catering to different services, each composed of qualified professionals: the microbiology laboratory, metrology and calibration laboratory, and physico-chemical laboratory.

The new microbiology laboratory is for the testing of water, wastewater, and food/food products. It is accredited by the Food & Drug Administration (FDA) and is in partnership with Primewater and the Eastern Visayas Medical Center.

The metrology and calibration laboratory remains the major provider of volumetric and mass calibration services in the region. This laboratory provides on-site testing and calibration services upon request from different agencies across Region 8. It offers small volume, big volume, mass pressure, thermometry, and length calibrations.

Lastly, the physico-chemical laboratory offers analytical tests of water, wastewater, and food/food products. It complies with the Chemistry Profession Act and is staffed by registered chemists and chemical technicians.

The Region 8 RSTL was established in 1998 to provide testing and calibration services to industries, researchers, students, and other customers.

Total repair would need P29 Billion

TACLOBAN CITY – President Ferdinand “Bongbong” Marcos Jr. announced that he would allocate P1.4 billion for the rehabilitation of the Maharlika Highway, particularly in Samar province.

The President made this announcement during his visit to Calbayog City on Thursday, July 4.

“Several parts of the Maharlika Highway have been damaged, which is a major problem for the residents here, so we have allocated more than one billion and four hundred million pesos to repair and maintain this road,” he said in his speech during the event held at the gymnasium of Northwestern Samar State University.

“We expect that the major projects on the Maharlika Highway will be completed from November 2024 to March 2025,” the President added.

Aside from this, Mr. Marcos also stated that roads in the province would be widened to improve and hasten the flow of transportation.

“I hope that the DPWH will focus on this to ensure it is completed as soon as possible,” the President said.

The repair of the Maharlika Highway has been a long-standing clamor of the people of Samar, as it serves as a vital road linking the region to the rest of the country.

The Maharlika Highway was completed during the administration of the late former President Ferdinand Marcos Sr., stretching from Northern Samar to Southern Leyte.
However, the highway, particularly on the Samar side, has been marked with potholes, delaying travel and even causing road accidents.

The DPWH in the region has earlier stated that it would ensure the Maharlika Highway’s completion within President Marcos’ administration.

The DPWH also mentioned that the complete rehabilitation of the Maharlika Highway would need about P28.73 billion.

Out of the 395.52 kilometers of the Maharlika Highway in the region, 205.75 kilometers are in Samar province.

Among those who welcomed the President during his visit to Calbayog were Governors Sharee Ann Tan of Samar, Ben Evardone of Eastern Samar, and Edwin Ongchuan of Northern Samar.

Also present were Calbayog city officials led by City Mayor Raymund Uy and Samar Representatives Michael Tan and Stephen James Tan.

TACLOBAN CITY – For the first time since assuming the role of First Lady, Liza Araneta Marcos visited this city, the hometown of her husband, President Ferdinand Marcos, Jr., on Thursday, July 4.

Ms. Marcos was in the city to lead her ‘Lab for All’ program, which provides free medical services to the public. The whole-day event was held at the renovated People’s Center and Library, built by her mother-in-law, former First Lady Imelda Marcos, back in the early 1980s.

More than 17 kilometers away, President Marcos visited Palo town, where he distributed financial assistance to farmers and fisherfolk. Both the President and the First Lady did not entertain any media interviews.

Among those who welcomed the First Couple on their separate visits were presidential cousins Tacloban City Mayor Alfred Romualdez, and House Speaker Martin Romualdez, his wife Rep. Yedda Marie Romualdez, and Leyte Governor Carlos Jericho Petilla.

In her brief speech, the First Lady mentioned that their visit to the city for the ‘Lab for All’ program was a way of providing a ‘gift’ for her mother-in-law’s 95th birthday.

“Alam naman ninyo na ito ang probinsya ng aking biyenan at sabi ho niya na papunta kami dito ngayon. Birthday gift niya sa inyong lahat,” she said.

More than 2,000 people, mostly senior citizens, took advantage of the services offered during the event, including free X-rays, laboratory tests, ECGs, and dental services.

Same event was also held at the Leyte Normal University gym.

The First Lady emphasized that the Lab For All program aims to bring government services closer to the people.

“Ang Lab for All program ho namin ay brainchild namin ng asawa ko. Ang sinabi ng asawa ko, we should bring government services closer to the people and not the other way around,” she said.

Maria Dablo, a 64-year-old widow, shared that she arrived at the venue as early as 6 AM to have her eyes checked.

“For four years now, I have had difficulty with my eyesight. I could not afford to have them checked because I don’t have money,” Dablo, who sells rice cakes as her main source of income, said.

Among those present were Health Secretary Teodoro Herbosa, Commission on Higher Education Chairman Prospero de Vera III, and Technical Education and Skills Development Authority Suharto Mangundadato.

TCDEO conducts quarterly nationwide simultaneous earthquake drill

TACLOBAN CITY– On June 24, 2024, the DPWH Tacloban City District Engineering Office (TCDEO), in coordination with the Bureau of Fire Protection (BFP) Tacloban City, successfully conducted the Quarterly Nationwide Simultaneous Earthquake Drill (NSED). This initiative was part of the country’s ongoing efforts to enhance disaster risk reduction and preparedness.

The earthquake drill was led by SFO1 Rowena C. Bulawan and FO2 Eric Kim Inovejas from BFP Tacloban, along with members of the office’s Emergency Response Team (ERT). Its primary objective was to ensure that TCDEO staff are well-prepared and can respond effectively in the event of an earthquake.

OIC District Engineer Rebecca G. Yuse emphasized the critical importance of these drills. “Regular exercises like this are crucial for maintaining the readiness and safety of our office and staff,” Yuse stated.

Immediately following the drill, an evaluation meeting took place, attended by SFO1 Bulawan, FO1 Inovejas, and the chiefs of various sections of TCDEO. The meeting highlighted the need to activate the Emergency Response Team (ERT). Meanwhile, the evaluation results were positive, noting that the drill was well-coordinated compared to last March.

This proactive approach underscores TCDEO’s commitment to ensuring the safety and preparedness of their personnel and facilities in the face of potential natural disasters.

DILG sees 100% rise in food governance passers among E. Visayas LGUs

TACLOBAN CITY – The Department of the Interior and Local Government (DILG) is upbeat about doubling the number of local government units (LGUs) in Eastern Visayas passing the Seal of Good Local Governance (SGLG) this year.

Citing the result of the recent calibration, the DILG regional office here said at least 61 LGUs have been identified as potential SGLG passers based on assessments by the third-party monitoring partners.

In a statement,DILG Regional Director Arnel Agabe said he is pushing for Project 66, which aims for a 100 percent increase in SGLG passers from last year’s 33 LGUs.

“The result of the SGLG validation will provide an overall analysis of the current situation and the progress made by each LGU towards the standards set by the SGLG, thereby laying the foundation for well-informed decision-making,” he said.

These LGUs were assessed based on their capacity to demonstrate proficiency in all 10 governance areas: financial administration and sustainability; disaster preparedness; social protection and sensitivity; health compliance and responsiveness; sustainable education; business-friendliness and competitiveness; safety, peace, and order; environmental management; tourism, heritage development, culture, and arts; and youth development.

The SGLG, implemented under Republic Act No. 11292, is an institutionalized award incentive, honor, and recognition-based program that aims to boost LGUs’ commitment to continuously progress and improve their performance in various governance areas.
