Rep. Lee says expanding Agarwood industry to create 30,000 jobs, additional income for farmers

TACLOBAN CITY– AGRI party-list Rep. Wilbert T. Lee has filed a measure to liberalize and expand opportunities in Agarwood industry that will not only increase the income of farmers, but also has the potential to create up to 30,000 jobs and livelihood in the country.

According to Lee, principal author of House Bill No. 10320 or the “Agarwood Industry Development Act”, “Our countrymen deserve to be given more opportunities to venture into such a high-value industry and to compete globally.”

“Napakalaki ng potensyal na makatulong nitong Agarwood industry hindi lang sa sektor ng agrikultura kundi sa ating buong ekonomiya. Mula sa seedlings hanggang sa pagiging puno, lahat may pakinabang,” said the solon from Bicol.

“Its seedlings alone can generate income of thousands of pesos per month. If maximized, it could also generate opportunities up to approximately 20,000 to 30,000 jobs directly and indirectly, including roles in cultivation, harvesting, processing, marketing, and sales,” he added.

Agarwood, locally known as “lapnisan,” is a high-value tree known for its distinctive fragrance which is commonly sourced from Aquilaria. This forest product is used as a material for incense, perfume, and medicine.

Reportedly, price of Agarwood per kilo ranges from P24,000 to P53 million, depending on quality. Being classified as a threatened plant and endangered species, the government highly regulates its trade and commercialization to protect it from further extinction.

“Currently, we have regulations for farmed Aquilaria, those which are cultivated for trade.

But with the promising profits from a sustainable Agarwood industry which can generate jobs and livelihood across the country and contribute to the Philippine economy, the government must optimize the industry by allowing more Filipinos to venture into it while ensuring protection of our natural resources to avoid exploitation,” Lee pointed out.

Under HB 10320, the Agarwood Industry Authority (AIA) shall be created to promote and provide direction for farming, propagation, harvesting, trading, commercialization, development, and sustainability of Aquilaria.

It will also institutionalize the Agarwood Research Office (ARO) which will lead in conducting extensive research on the value chain and best practices in cultivation of Aquilaria to guide our farmers to maximize its benefits.

And to prevent proliferation of poaching Agarwood species, the said measure will also establish the Aquilaria Registration Office which will facilitate the registration of Aquilaria farms and trees, nursery farm permit, and report of harvest and trade to keep a consolidated record of data of all value chains of Aquilaria in the Philippines.(PR)

Leyte 4th DEO constructs P96.4 million flood control structures in Brgy. Tabgas

ALBUERA, Leyte – The Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO) advances towards the completion of the Flood Control Structure (Downstream) in Barangay Tabgas, Albuera, Leyte with a current accomplishment rate of 90.03 percent.

Funded under the General Appropriations Act (GAA) 2024, the project has a contract amount of Php 96.4 million and involves the construction of a 558 linear meter flood control structure with two berms for a total height of 6.65 meters.

Brgy. Tabgas has historically been vulnerable to flooding, especially during the rainy season, which has caused damage to homes.

The completion of this flood control structure is expected to substantially reduce the risk of flood-related disasters since it is designed to withstand heavy rainfall and high water levels, thereby providing protection for residents and their livelihood.

The project has a target completion date of January 2025. (PR)

Mayor Agda urges barangays in Borongan City to put up their human rights action centers

TACLOBAN CITY – Mayor Jose Ivan Dayan Agda of Borongan City met with barangay officials last week for them to establish a human rights action center in their respective barangays.

The meeting with the barangay officials is a run-up to their meeting with the executives of the Commission on Human Rights (CHR) slated on September 4.

“We have much to learn about the functions of the Commission on Human Rights. Gaining knowledge from them will make our work easier, as they can assist us in addressing issues within our barangays, especially in cases of abuses,” he said.

On August 6, officials from the CHR visited Mayor Agda in his office, where they discussed the establishment of a Human Rights Action Center (HRAC) in every province, city, and barangay.

The creation of city and barangay Human Rights Action Centers (BHRAC), supervised by a human rights action officer, was also discussed.

These officers will be responsible for receiving complaints of alleged human rights violations and referring them to the CHR regional office or sub-office for investigation.

This initiative is in line with Joint Memorandum Circular No. 1, Series of 2014, issued by the Department of the Interior and Local Government (DILG) and the CHR, aiming to mainstream human rights through the rule of law.

“Don’t let violence or political conflict occur—it is our responsibility to prevent it. As public servants, it is our duty to adhere to and exhibit good behavior in political dealings,” Mayor Agda emphasized.

The city mayor also urged barangay officials to assist the city government in addressing the problem of malnutrition by monitoring the situation and condition of children in their respective barangays.

Additionally, Mayor Agda announced that former rebels from the city who surrendered to the 78th Infantry Battalion have been employed as “forest rangers” in Borongan City. (ROEL T. AMAZONA)

TOG 8, PAF Contributes to Brigada Eskwela 2024

The Tactical Operations Group 8 (TOG 8) actively participated in the Brigada Eskwela from July 22-26, 2024, with the theme “Bayanihan para sa Matatag na Paaralan” wherein its involvement highlighted the power of collective effort in enhancing school facilities.

TOG 8 personnel engaged in various schools including San Jose Central School and Mercyville Elementary School, Tacloban City, as well as Malaguinabot Elementary School, San Miguel Central School, and Bahay Elementary School, San Miguel, Leyte. The Unit’s contributions were crucial in preparing these schools for the upcoming school year.

The team took on essential tasks such as cutting grasses, repairing fences, and sweeping school grounds. These activities were integral to the Brigada Eskwela program, which mobilizes education stakeholders to ensure public schools are ready for the new school year.

TOG 8 helped create a safer and more welcoming learning environment for students and teachers alike. The efforts underscore the importance of community support in education and the collective responsibility to foster a positive and effective learning atmosphere.

Likewise, TOG 8 donated a total of seventy-two (72) trash cans to the following schools:Guadalupe Heights Integrated School,Tigbao Elementary School, Alternative Learning System, Tacloban City Night High School, Remedios Trinidad Romualdez Elementary School, Marasbaras Elementary School, Nula Tula Elementary School, Kapuso Village Integrated School. 135 students receive school supplies from DELP and Northern Samar First District Employees Association

CATARMAN,Northern Samar –In a bid to foster education and bring joy to the young learners in the community, the District Engineers League of the Philippines (DELP), in partnership with the Northern Samar First District Employees Association (NSFEDEA), successfully distributed school supplies to 135 elementary students from Brgy. Guba and Brgy. Salvacion, both located in the municipality of Catarman, on August 16, 2024.

The students, who ranged from Grades 1 to 6, were delighted to receive essential school supplies, including coloring books, crayons, scissors, papers, ballpens, and rulers among others.

To add to the festive atmosphere, each student was also treated to a Jollibee meal pack, which brought smiles and excitement as they eagerly anticipated using their new resources.

District Engineer Alvin A. Ignacio, who led the distribution, emphasized that the initiative was intended to provide students with essential tools for their studies and to inspire them to achieve more.

The initiative was warmly received by the teachers of both schools, who expressed their appreciation for the support provided to their students.

“We are deeply grateful for this generous gesture. Many of our students come from families with limited means, and our remote location makes transportation costs quite high.

Providing school supplies has been a significant challenge. This assistance is incredibly impactful, ensuring that our students have the necessary tools to succeed in their studies.

The school supplies and Jollibee packs brought immense joy to our students, many of whom experienced Jollibee snacks for the first time and were thrilled by the treat.” said Teacher Ana Liza T. Recare of Guba Elementary School.

Assistant District Engineer Vivian G. Biaco and section chiefs also participated in the event, engaging with students and assisting with the distribution.

This activity is part of DELP and NSFEDEA’s ongoing efforts to give back to the community and support educational initiatives that benefit local schools and students. (PR)

61.5% of emergency allowance fund for R8 released to health workers

TACLOBAN CITY – The Department of Health (DOH) has released at least 61.54 percent of the P700 million Health Emergency Allowance (HEA) allocation for healthcare workers in Eastern Visayas who helped in the fight against the Covid-19 pandemic.

The health department has identified 193,765 workers qualified to receive the benefits.
“All processing units within the office are actively working to handle HEA claims from eligible health facilities. The processing of these claims is contingent on the submission of complete documentary requirements,” DOH regional information officer Jelyn Lopez-Malibago said on Tuesday.

Payments are faster for health workers employed by facilities without any pending unliquidated funds from previously transferred funds from the DOH.

HEA is meant for both public and private healthcare workers and non-healthcare workers in facilities involved in the Covid-19 response.

The DOH regional office facilitates the disbursement of the HEA to the local government units and private health facilities under their jurisdiction.

The Department of Budget and Management earlier announced that around P27 billion has been set aside in line with the directive of President Ferdinand R. Marcos Jr. to settle all unpaid claims for the HEA of healthcare workers.
