U.S. strengthens support for anti-trafficking efforts in Cagayan Valley

Manila-The United States government, through the U.S. Agency for International Development (USAID), will help implement a new partnership between the Inter-Agency Council Against Trafficking (IACAT) Region 2 and the Partnership for Development Assistance in the Philippines (PDAP) that will expand efforts to counter human trafficking in Cagayan Valley (Region 2).

“This partnership with USAID is not merely anchored on the similarity of our programs. We share the noble goal and common desire to end this massive humanitarian challenge in human trafficking,” IACAT Region 2 Chairperson Rommel Baligod said at the signing of the memorandum of agreement between IACAT Region 2 and PDAP at the Department of Justice Region 2 office in Tuguegarao City on January.

“With this partnership that we forged with PDAP and USAID, it is our greatest hope that we will see significant strides in our campaign against human trafficking.”

“The United States and the Philippines share a firm commitment to end trafficking in persons. ​Through this partnership, we will strengthen local systems to protect individuals vulnerable to trafficking and promote the long-term safety of communities across the Cagayan Valley region,” said USAID Deputy Mission Director Rebekah Eubanks.

Under the partnership, USAID, IACAT Region 2, and PDAP will combat trafficking in persons by creating public advocacy campaigns to reach vulnerable populations, training frontline workers to improve their responsiveness, strengthening anti-trafficking efforts in schools and local communities, and assisting in the development and amendment of local ordinances to protect trafficking victims.

In 2019, USAID launched the eight-year, Php364 million ($6.5 million) Strengthening Local Systems and Partnerships for a More Effective and Sustainable Counter-Trafficking in Persons (Strength CTIP) Program with PDAP. Under this program, USAID and PDAP are working together to end trafficking in persons, protect survivors, prosecute perpetrators, and foster multi-sector collaboration aligned with the recommendations of the U.S Department of State’s Trafficking in Persons (TIP) Report and the Philippine government’s National Strategic Action Plan Against TIP.

“The forms and challenges of human trafficking have changed dramatically. PDAP will equip the region with effective community-based tools and models that our partners in nine other regions have used in countering trafficking in persons,” said Strength CTIP Chief of Party Eugenio Gonzales.

Amazona wins cyber libel case filed by another media worker

TACLOBAN CITY– After nearly nine years, during which the case was handled by four judges, the court has acquitted Roel ‘Will’ Amazona, correspondent of this paper.
“Wherefore, postulates considered, this court resolved to acquit the accused for failure of the prosecution to prove his guilt beyond reasonable doubt,” Judge Carlos Arguelles, presiding judge of RTC-Branch 8, this city, said in his decision issued Monday, January 20, 2025.

Aside from writing for Leyte Samar Daily Express, Amazona also works at RMN Tacloban and Philippine News Agency.

“After almost nine arduous years, several sleepless nights, and anxiety attacks, this case is finally over. I can finally breathe deeply and get a haircut. I haven’t had one since this case was filed. Now that I’ve been acquitted, I’ll finally get a haircut,” Amazona said.

He also described the case as an act of harassment by the complainant, stating, “This is purely harassment—harassment by the complainant against me and other media practitioners since I’m not the only one she filed a case against.”

The cyber libel case against Amazona was filed by Miriam Desecada, a former correspondent of this paper.

The case stemmed from a complaint filed by Desacada in 2016.

Amazona recalled being warned about the complainant’s plan to file a case against him but did not take it seriously as he could not recall doing anything wrong to her.

“Although I am acquitted, I’m not entirely happy because the court also ordered me to pay damages to the complainant, which shocked me. So now, I don’t know whether to celebrate or not,” Amazona admitted.

The court ordered Amazona to pay P100,000 in moral and exemplary damages to the complainant.

“I’ve already discussed this with my lawyer, and I fully trust them to explore any possible remedies regarding this aspect of the decision,” he added.

Amazona thanked those who stood by him throughout the ordeal, including his fellow journalists who showed unwavering support, individuals who provided moral encouragement, and his lawyers who defended him and proved his innocence in court.

“With this case finally over, my family will learn about the struggle I’ve gone through for nearly nine years. They’ll also understand why I suddenly grew my hair long. I never told them about the case, and I managed to keep it a secret until the court issued a favorable decision,” he shared.

Leyte, Eastern Visayas, Philippines – The Philippine Statistics Authority (PSA) Leyte, through its dedicated registration personnel, has resumed the full-scale implementation of the National ID registration on January 20, 2025. This initiative is part of the government’s continued commitment to provide every Filipino with a unified and reliable identification system under the National Identification System.

During the Online Refresher Training for the National ID Frontline Services last 16-17 January 2025, which was attended by newly-hired registration personnel, PSA Leyte’s Chief Statistical Specialist, Sheryl Ann A. Jamisola, highlighted the importance of the National ID in simplifying both public and private transactions, improving access to social services, and fostering financial inclusion.”The National ID serves as a powerful tool for empowering individuals and ensuring that no one is left behind,” CSS Jamisola stated during the online training.

Registration centers across Leyte are now fully equipped and ready to efficiently and safely accommodate registrants. The PSA Leyte guarantees that strict health protocols are being implemented to protect both personnel and registrants, particularly children, senior citizens, persons with disabilities (PWDs), and other vulnerable groups. Details about the exact locations and schedules of registration venues are consistently shared with Local Government Units (LGUs) and Barangay units to keep the public informed.

Citizens are encouraged to visit their nearest registration center with the necessary documents, such as a valid government-issued ID or a birth certificate, to complete their registration process. Mobile registration units were also deployed to remote and underserved areas, ensuring inclusivity and accessibility for all sectors of the population. PSA Leyte calls on all eligible residents of Leyte to take advantage of this opportunity to register for their National ID. Moreover, our office also offers services for National ID Institutional Registration, ensuring that organizations and institutions can facilitate the registration of their members, employees, or affiliates for the National Identification System. By extending institutional registration services, PSA Leyte enhances accessibility for individuals who may face challenges in visiting registration centers, fostering broader participation in the National ID program. This initiative underscores the importance of inclusivity and convenience in the National ID registration process.

TACLOBAN CITY – Over 10,000 personnel from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and Philippine Coast Guard (PCG) will be deployed across Eastern Visayas to ensure a peaceful election in the region.

This massive deployment is being carried out in coordination with the regional Commission on Elections Regional (Comelec) office as result of the meeting of the Regional Joint Security Control Center (RJSCC) conference on January 15.

The 8th Infantry Division said it is ready to secure the region, highlighting the deployment of its personnel across three brigade sub-units stationed in Northern Samar, Samar, and Leyte provinces.

These units will focus on securing 26 municipalities identified as election areas of concern.
According to data of the Philippine National Police (PNP) in the region, 12 municipalities are classified as areas of concern, another 13 as areas of immediate concern, and one as a municipality under grave concern, the town of Santa Margarita in Samar province.

For his part, B/Gen. Jay Cumigad, police regional director, emphasized the critical role of checkpoints in ensuring a secure electoral process.

“The establishment of Comelec checkpoints is a significant step in preventing illegal activities that could disrupt the elections. We are committed to maintaining vigilance and ensuring that these security measures are effectively implemented to guarantee a peaceful and orderly election,” he said.

To enhance security measures, AFP-PNP-PCG checkpoints have been established in key locations: 17 stations in Northern Samar, 20 in Eastern Samar, 23 in Samar, 12 in Leyte, six in Southern Leyte, and one in Biliran province.

These checkpoints will enforce the Comelec gun ban and ensure a peaceful environment throughout the election period.

Moreover, the Joint Task Force (JTF) Storm will conduct enhanced Military and Law Enforcement Operations (JEMLEO) in coordination with RJSCC-8 to thwart potential threats and deter violence.

Major General Ariel Orio, the commander of the 8th ID, reaffirmed their commitment and its partner agencies to secure the upcoming elections in Eastern Visayas.

“The entire (8th ID) signifies our unwavering dedication to ensure a secure and peaceful election. Our preparations include maintaining the non-partisan role of military forces and fostering public confidence in their ability to protect our fellow Filipinos. I urge the people of Eastern Visayas to join us in achieving this goal,” he said in a statement.

“The collaborative efforts of security forces, in partnership with local communities, are expected to create an environment conducive to a free and fair electoral process in the region,” Orio added.

Tingog Kabataan hails Senate extending brgy, SK terms to 4 years

TACLOBAN CITY — The Senate has approved Senate Bill No. 2816, which seeks to extend the terms of Barangay and Sangguniang Kabataan (SK) officials to four years, with a unanimous 22-0 vote on its third and final reading on January 14.

The proposed measure is a landmark reform aimed at enhancing local governance by providing stability and continuity in barangay and SK leadership. The bill also includes term limits and sets a new election schedule to further streamline local operations.

Engr. Billy Roseño, president of Tingog Kabataan Inc., commended the Senate’s move, emphasizing that the longer term would benefit communities by allowing more time for officials to implement programs and projects.

“We fully support the extension of terms to 2027 to give the barangay and SK officials a longer period to implement their various programs and projects,” Roseño said in a statement.

Roseño said that the proposed measure demonstrates the government’s commitment to strengthening grassroots leadership and empowering local officials to serve their communities effectively.

Among the key provisions of the bill include the four-year term extension of the terms of barangay and SK officials to four years from the current shorter duration; term limits, officials can serve a maximum of three consecutive terms in the same position to balance experience with fresh leadership; voluntary resignation clause, voluntary resignation, regardless of its timing, will not be considered an interruption of the official’s term to ensure accountability.

Based on the proposed measure, the new barangay and SK elections are set for the first Monday of October 2027, with subsequent elections every four years.

They are to assume office on November 1 following their election.

The bill now moves to the House of Representatives for concurrence. Once approved, it will be forwarded to the President for signing into law.

The measure is expected to significantly affect barangay and SK operations by providing officials with more time to focus on long-term planning and sustained implementation of development projects. The term limits ensure that governance remains dynamic, promoting both continuity and innovation.

Over 1K poor families in E. Visayas get DSWD’s anti-hunger aid

TACLOBAN CITY – The Department of Social Welfare and Development (DSWD) regional office has released food assistance to 1,183 families in Eastern Visayas since December as part of the expanded “Walang Gutom” program, an initiative meant to address the incidence of involuntary hunger and malnutrition.

The DSWD recorded last week the highest number of beneficiaries at 985. Identified families received food packs and P3,000 food credits under the program, said DSWD Eastern Visayas regional information officer Joshua Kempis in a phone interview Wednesday.

In the first two weeks of January, those who received food assistance were from the towns of Lawaan, Dolores, and Maslog in Eastern Samar province; Jiabong, Sta. Margarita and Catbalogan City in Samar; Palo, Abuyog, Babatngon, and Tacloban City in Leyte.

Using an indicator and know-your-client tools, the DSWD has listed more qualified recipients to be part of the flagship of President Ferdinand R. Marcos Jr.

As of Dec. 27, the total number of eligible beneficiaries for the Walang Gutom program was 42,959 households, or 112.28 percent of the actual target of 38,261, Kempis said.
These families will receive PHP3,000 food credits in their electronic benefit transfer (EBT) cards, which they will use for buying food supplies in DSWD-accredited retailers.

“Redemption activities are still ongoing as of press time, and we have yet to determine the final numbers of households that received food packs from our accredited suppliers under the program,” Kempis said.

All beneficiaries are required to attend nutrition education sessions for them to continue receiving food aid.

The amount credited in the card will be used for buying food supplies, including P1,500 for carbohydrates (50 percent), P900 for protein (30 percent), and P600 for fats, oil, and other dietary fibers (20 percent).

Under the program, each family gets P3,000 per month on their EBT card for three years. The selection of recipients is based on household income, assets, and other factors.

The DSWD determined the list of beneficiaries through a thorough evaluation and validation process conducted by field validators during the registration and assessment phases.

The program seeks to achieve food security by addressing involuntary hunger experienced by low-income Filipino households and providing them better access to nutritious food using an EBT card.

It allows beneficiaries to buy a variety of food items, including fruits, vegetables, grains, dairy products, meats, fish, poultry, and non-alcoholic beverages. Certain items, such as hot foods, vitamins, and household supplies, are not eligible for purchase with food stamps.
