Grade 12 student drowns while attempting to save classmate

ORMOC CITY– A Grade 12 senior high school student tragically lost his life while trying to save his classmate from drowning at Tarragona Beach Resort in Poblacion District III, MacArthur, Leyte, on January 19.

The victim, identified only as “Lilloy,” a 17-year-old male resident of Barangay Osmeña in MacArthur, was with his classmates enjoying a swim when the incident occurred.

According to police investigations, Lilloy noticed one of his friends struggling in the water and attempted to rescue them. However, he was caught by a strong current that dragged him to the bottom of the sea.

Responding personnel from the Bureau of Fire Protection (BFP), together with concerned citizens, launched a search and rescue operation.

At around 12:45 pm, the victim was found and administered first aid by BFP responders. He was immediately transported by the Municipal Disaster Risk Reduction and Management Office (MDRRMO) to the Abuyog District Hospital for medical treatment.

Despite rescue efforts, the attending physician declared the victim dead on arrival at 1:05 pm.

The victim’s body was taken to a local funeral parlor before being brought back to his family.

DPWH shapes future engineers through work immersion

ORMOC CITY-The Department of Public Works and Highways (DPWH) Leyte 4th District Engineering Office (DEO) was presented with a Certificate of Appreciation by faculty members from St. Aloysius Institute of Technology, Inc., Ormoc City, in recognition of its support for the school’s work immersion program.

Through this initiative, 10 senior high school students from the Science, Technology, Engineering, and Mathematics (STEM) strand successfully completed 96 hours of work immersion at the DPWH Leyte 4th DEO from January 6-21, 2025.

The students were assigned to various sections, namely: Maintenance, Quality Assurance, Construction, and Planning and Design, where they gained hands-on experience and insights into infrastructure development.

The faculty members expressed their gratitude to District Engineer Rosita A. Tinawin and Chief of Administrative Section Ms. Glenda F. Quiñones for accommodating their students and providing them with valuable learning opportunities. They also conveyed their hope that the DEO will continue to support future batches of students in their work immersion programs. (PR)

Catarman flood risks reduced as DPWH continues dredging operations

CATARMAN, N. Samar– The Department of Public Works and Highways (DPWH) Northern Samar First District Engineering Office (NSFDEO) dredging operations in the heavily silted channels of Catarman, Northern Samar have made substantial progress offering residents hope for a safer future.

District Engineer Alvin A. Ignacio reported that as of January 25, 2025, a total of 46,496 cubic meters or 36.36 percent of the targeted 127,883.38 cubic meters of silt from said creeks has been dredged since the dredging operations started in April 2024.

Based on the report of Engr. John Von B. Asid of DPWH Regional Equipment Management Division (EMD), the team had already cleared and excavated portions of Maroyondoyon creek while clearing works is currently on going at Kaglangkoy creek. He further stated that operations will remain on track despite of occasional interruptions due to equipment maintenance and repairs.

Meanwhile, DE Ignacio have seen notable improvements that residents have already observed specially from the recent shearline experience in Catarman.

“Before, flooding used to be an immediate concern specially during inclement weather, with the continuous dredging operations, risk of immediate flooding during rain has lessened providing residents with much-needed relief.”

Once completed, the dredging operation will significantly enhance the municipality’s resilience against future flooding events, helping to safeguard lives and properties.

‘Damayang Otso’ program extends assistance to cops suffering from debilitating diseases

TACLOBAN CITY – Police personnel from the Police Regional Office 8 (PRO8) battling serious illnesses are grateful for the continuous support they receive through the ‘Damayang Otso’ program.

Launched in February 2023 under then PNP-8 director, General Rommel Francisco Marbil, who is now the PNP chief, ‘Damayang may Malasakit para sa Kapulisan’ or Damayang Otso is a charitable initiative providing financial assistance to both uniformed and non-uniformed personnel (NUP) facing life-threatening medical conditions.

These include breast cancer, non-Hodgkin’s lymphoma, chronic kidney disease, lung cancer, colon cancer, leukemia, and other serious ailments.

“We are thankful for the continuous support that the PNP is providing us,” said PMaj Jessie Mañas, who is assigned to the regional office and suffers from hyperuricemia, prostate enlargement, and Stage 5 chronic kidney disease.

Mañas shared that he has been receiving assistance from the program since its launch, helping him afford essential medicines, maintenance drugs, and other medical needs. Beneficiaries receive P10,000 in monthly cash assistance.

Originally a regional initiative, Damayang Otso expanded nationwide last year through the PNP Officers Ladies Club (OLC) Foundation, Inc. under its “LAB Virus Program” (Love and Blessings – Spreading Love in Every Touch), led by Mary Rose Marbil, wife of the PNP chief.
Marbil shared that while they initially aimed to assist 250 police and NUP personnel, the number of beneficiaries has now reached around 600.

“In the past, there was no one helping the protectors. We realized that it’s time to help and protect them,” Marbil said in a media interview during her visit to PRO-8 Thursday, January 30.

During her visit, Marbil, assisted by PRO8 Regional Director BGen Jay Cumigad and members of the PRO8 OLC, personally handed over financial aid to beneficiaries like PMaj Mañas.

She explained that funds for the program come from various activities organized by their foundation, as well as donations. Most of the beneficiaries, she noted, are in the advanced stages of their illnesses, with some at Stage 2, and the most common conditions are cancer and chronic kidney disease.

Given the rising number of police personnel battling serious illnesses, Marbil emphasized the need for regular laboratory tests as part of routine health check-ups for early detection and prevention. She also called for the implementation of wellness programs to encourage police personnel and NUPs to adopt healthier lifestyles and avoid vices.

In addition to financial assistance, Marbil also led the distribution of school supplies to day care pupils inside the PRO8 camp.

TACLOBAN CITY– In line with the commitment of the provincial government of Northern Samar to improving healthcare services, nearly 300 new mechanical hospital beds are being distributed to various public hospitals across the province.

The Provincial Health Office (PHO) has already delivered 100 mechanical beds to the Northern Samar Provincial Hospital in Catarman; 50 units to Allen District Hospital in Allen; and 20 sets to Gamay District Hospital in Gamay, with deliveries to other hospitals still ongoing.

Also to receive the equipment are the G.B. Tan Hospital in Laoang with 50 beds; Catubig District Hospital in Catubig with 20 beds; district hospitals in the island towns of Biri, San Antonio, Capul, and San Vicente with a total of 55 beds.

These adjustable mechanical beds, designed with movable foot and head sections for greater patient comfort, will augment existing hospital facilities amid increasing in-patient admissions driven by Northern Samar’s growing population, the Provincial Information Office (PIO) said.

“Beyond the distribution of new beds, Governor Edwin Ongchuan has also approved funding for additional hospital equipment and facility upgrades, reinforcing the province’s efforts to enhance healthcare services,” it said.

The PIO said that healthcare remains a top priority in the provincial government’s development agenda, ensuring that Nortehanons receive better medical care and access to improved public hospital facilities.
