High-value drug suspect arrested in a buy-bust in Leyte town

ORMOC CITY-Authorities arrested a high-value drug personality during a buy-bust operation conducted by the local police’s Station Drug Enforcement Team at around 10:44 pm on Wednesday, April 2, in Barangay District 3, Poblacion, La Paz, Leyte.

The suspect, identified only by the alias “Amir,” 41, married, a driver, and a resident of Barangay Calipayan, Dulag, Leyte, is listed as the No. 5 drug personality on the Philippine National Police’s Regional Priority Target List (RPTL).

Police operatives recovered six sachets containing white crystalline substances suspected to be shabu and one sachet containing dried marijuana leaves. One of the sachets of suspected shabu was sold to an undercover officer for P500 during the sting operation.

A subsequent body search, conducted in the presence of law-mandated witnesses, led to the discovery of four more sachets of suspected shabu hidden inside a red Winston cigarette pack, as well as a large zip-lock bag containing dried marijuana leaves.

Also seized were the P500 marked money used in the operation, an additional P50 in cash, and a motorcycle used by the suspect.

The suspect was informed of the nature of his arrest and apprised of his constitutional rights through the Miranda Doctrine in a language he fully understood.

Charges for violations of Sections 5 (sale of illegal drugs) and 11 (possession of illegal drugs) of Republic Act 9165, also known as the Comprehensive Dangerous Drugs Act of 2002, are being prepared against him. He is currently detained at the La Paz Municipal Police Station.

TCDEO recognized among Top 20 nationwide exemplary fleet management

TACLOBAN CITY– Tacloban City District Engineering Office (TCDEO) secures 18th spot in the top 20 DEOs nationwide who demonstrated exemplary performance in managing the Department of Public Works and Highways (DPWH) Land-based Equipment Fleet in Calendar Year 2024.

Securing a spot in the top 20 among 260 DEOs, the office achieved outstanding ratings in equipment availability, utilization, and its preventive-corrective maintenance (PM-CM) ratio, in addition to demonstrating complete documentation through the acquisition of a DPWH Property Code Number and full audit compliance, along with excellent submission reports.
The recognition was made during the CY 2025 BOE-EMD-ESU Coordination Meeting, held on March 26-27, 2025, at the Iloilo Grand Hotel, Iloilo City. Themed “Gear Up, Unleash your Fuel: Strengthening Policies, Integrating Solutions, and Driving Progress,” the event gathered DPWH equipment engineers from across the country to discuss strategic plans, risk management, and policy implementation.

Attendees from TCDEO included Engr. Mikkael Lemuel Sibayan and Engr. Mark Jovelle De Guzman, who actively participated in the event’s proceedings. In his statement, Engr. Sibayan said, “This achievement is a testament to our dedication to efficient resource management and operational excellence. We will continue to uphold high standards and contribute to the overall progress of infrastructure development in our region.”

With this milestone, TCDEO sets a benchmark for excellence in DPWH fleet management, reinforcing its role in advancing infrastructure development in Eastern Visayas and nationwide.

Free hemodialysis at Eastern Samar Provincial Hospital now benefited 141 patients

TACLOBAN CITY – A total of 141 patients are now benefiting from free hemodialysis treatment provided by the provincial government of Eastern Samar at the Eastern Samar Provincial Hospital (ESPH) in Borongan City.

According to Dr. Jessica Sabalberino, ESPH chief of hospital, the patients undergo dialysis in three shifts daily, each lasting four hours, from 5 am to 10 am, and 3 pm.

“The establishment of a hemodialysis treatment center in our province was driven by the growing demand for dialysis services. Many of our patients previously had to travel to Tacloban just to receive treatment,” Sabalberino explained.

She added that prior to the center’s opening, Eastern Samar had no free dialysis facility, highlighting a major gap in healthcare services.

This prompted Governor Ben Evardone to prioritize dialysis treatment as a flagship health program, ensuring access to life-saving care for kidney patients in the province.

“This program has significantly eased the financial burden on patients and their families. They no longer have to travel to Tacloban, saving both time and money while improving their quality of life,” Sabalberino said.

Currently, ESPH is the only hospital in the province offering free dialysis treatment. However, the provincial government plans to expand this initiative by establishing hemodialysis centers in its district hospitals in the towns of Oras, Balangiga, and Guiuan, bringing much-needed medical services closer to communities.

Street sweeper stabbed dead in Tacloban over suspected jealousy

TACLOBAN CITY — A 50-year-old street sweeper was declared dead on arrival at a local hospital after being stabbed in the back while on duty by a tricycle driver allegedly driven by jealousy.

The incident occurred at around 11:30 am on Tuesday, April 1, along Juan Luna Street in Barangay 34, this city.

The victim was identified as alias “Genar,” married, a resident of Barangay Sagkahan, Tacloban City. The suspect, who initially fled the scene, was later arrested during a hot pursuit operation. He was identified as “Joey,” 52, a motorcab-for-hire (MCH) driver, and a resident of Barangay 95-A Caibaan.

Initial police investigation revealed that the victim was sweeping the street and pushing a garbage cart with a fellow worker when the suspect suddenly approached from behind and stabbed him in the back. CCTV footage from the barangay captured the swift and unprovoked attack, after which the suspect fled on foot.

Residents immediately called for help, and rescue personnel transported the victim to Divine Word Hospital, where he was pronounced dead on arrival by the attending physician.
Police quickly launched a hot pursuit operation, which led to the successful arrest of the suspect. Investigators said that jealousy was the motive behind the fatal attack.

The suspect was informed of the nature of his arrest and apprised of his constitutional rights under the Miranda Doctrine in a language he understood.

He is currently detained at Police Station 2, while a charge of murder has been filed against him before the Bulwagan ng Katarungan.

Chainsaw used in illegal tree cutting recovered in Biliran; suspect eludes arrest

ORMOC CITY– Authorities recovered a chainsaw believed to have been used in the illegal cutting of indigenous trees during an operation on Thursday afternoon, April 3, in a remote forested area of Barangay Guindapunan, Culaba town, Biliran province.

The suspect, identified only by the alias “Yano,” a farmer and resident of the said barangay, managed to flee before operatives could arrest him.

According to the Culaba Municipal Police Station, the anti-illegal logging operation was conducted jointly with personnel from the Department of Environment and Natural Resources–Provincial Environment and Natural Resources Office (DENR-PENRO) Biliran.

During the operation, authorities seized a portable chainsaw with no visible serial number, believed to have been used in the illegal activity. Also found at the site were approximately 720 board feet of assorted indigenous lumber, estimated to be worth P36,000.

The suspect reportedly escaped upon sensing the presence of law enforcement, abandoning the chainsaw and the cut lumber.

The recovered items have been turned over to the DENR-PENRO Biliran for proper disposition and further investigation.

Charged on crimes against humanity

ALBUERA, Leyte– Mayoral candidate Rolan “Kerwin” Espinosa has stated that the International Criminal Court (ICC) should be allowed to judge former President Rodrigo Duterte, who is facing trial for alleged crimes against humanity before the Netherlands-based tribunal.

Espinosa made the remark when asked about his opinion on the possibility of Duterte’s arrest by Interpol, following a warrant issued by the ICC in connection with his administration’s controversial war on drugs, which government data shows has resulted in more than 6,000 deaths.

“He had it coming. He is a lawyer and a prosecutor. He challenged the ICC to come to the country and arrest him. He has admitted to several killings in the Philippines,” Espinosa said during a press conference in Albuera, Leyte, on Sunday, March 30, as he kicked off his mayoral campaign.

“Let’s just be thankful that what’s happening to our former president is going through due process—unlike during his time, when many victims didn’t get the proper legal proceedings. Some were killed based only on suspicion, and he even admitted it,” he added.

Espinosa and his late father, former Albuera Mayor Rolando Espinosa, were accused by Duterte of involvement in the illegal drug trade during his administration. The elder Espinosa was killed inside his jail cell at the Leyte Sub-Provincial Jail in Baybay City on November 5, 2016. Members of the Criminal Investigation and Detection Group (CIDG) claimed they engaged in a shootout while serving a search warrant against the detained former mayor.

Kerwin Espinosa also dismissed calls from Duterte’s supporters demanding his return to the country.

“Why do we still need to bring him back? Why not let him be tried here in the Philippines? Before, he dared the ICC to come for him, saying he might even die before they could arrest him. Now, it’s a different story,” he said.

However, Espinosa clarified that he feels neither happiness nor sorrow over Duterte’s situation.

Espinosa had previously implicated former Senator Leila de Lima, one of Duterte’s fiercest critics, in the illegal drug trade. However, courts have since exonerated her of all charges.
