PTA now operational

The S.M. Purisima Training Academy(PTA) has started its operations to the delight of young but deserving out of school students of Isabel and nearby towns. The newly opened training academy offers short technical courses to include welding, pipe fitting and several other short-term technical courses. This is a manifestation and a clear indication of the philanthropic and generous character of the president/founder of the institution, Engr. Saylito Mondares Purisima, who in his lifetime experienced a very challenging life, from being a working student in his college days in Cebu ; finished Mechanical Engineering,passed the board with an impressive grade. He got employed with PHILPHOS, but resigned from his Managerial position in that industrial estate within Leyte Industrial Development Enterprises (LIDE) after several years and became municipal administrator in Isabel under the administration of mayor Saturnino Medina. He resigned after the first term of Median and put up his own SNP Engineering Works. He is also now an engineering consultant and one of the top officials in the province of Palawan now under Gov. Jose “Pepito” Alvarez.

Realizing that the students come from poor families, as shown by the fact as they revealed it they could not pursue college education because of being a member of poor families, he devised a plan of a “study now pay later” scheme. After they finish at least 3-months skill training in the academy, Engr. Purisima will assist them being hired. Some selected few certificate of training holders will be employed at his own SMP Engineering Works. Some may get employed at the Leyte Industrial Development Estate (PASAR & PHILPHOS) which need these qualified applicants. There are 16 students now.

In the near future, the academy will earn an upgrade into a higher level and bigger educational enterprise. Purisima has already a designated area where to build it. Known personalities who attended the historic launching of the academy expressed their impressed appreciation with the opening of this new institution. They even thank the Heavens for having in their midst a Saylito Purisima who has made this project a possible, a Masbateño at that. He is married to Angelina or Angie, an elementary grades teacher a popular lady who in her own right also a philanthropic educator, and a scion of the highly respected-esteemed Rojas clan of Isabel. Alvin Arpon was the invited lecturer-consultant of the school. He delivered the opening remarks during this hoistoryc launching. He extolled the commendable and worth emulating virtues of Engr. Purisima, he being a close friend of the founder.

He is designated as lecturer and consultant of the academy invited by the PTA founder Purisima. He was formerly a professor in college at the Leyte Normal University teaching subjects in journalism. Arpon is a retired regional director of the Philippine Information Agency Region 8.

SAN ISIDRO , Leyte-– Sixty-eight farmers and agrarian reform beneficiaries (ARBs) here and from four nearby municipalities completed recently the different modules on hybrid vegetable production conducted by the East-West Seed Co. in preparation to an agribusiness venture being cooked for the former by the government. The farmers and ARBs are all members of ARB organizations (ARBOs) from Barangay Daja Diot in this town and the municipalities of Calubian, Leyte, Tabango and Villaba being groomed by the Department of Agrarian Reform (DAR) to be agri-entrepreneurs by tapping the East-West Seed Co. for the technology transfer. Ramil Rodaje, 49, one of the ARBs who completed the training, said that he did not only learn on how to produce more, but he was also taught on how to produce more with less expense.

The result also encouraged the farmers to continue vegetable production as they are earning much from just a small lot. Daisy Monreal, senior technology transfer specialist of East-West Seed Company, said that 30 of the graduates showed potentials of a farmer technician and will be trained further to serve as trainers to other farmers. DAR Regional Director Sheila Enciso said that after completing this training, the ARBOs will then undergo another one from a different professional service provider, this time on business development for the marketing of their products.

This is the concept of the Agrarian Reform Communities Connectivity and Economic Support Services (ARCCESS), Enciso explained. The ARBOs are being prepared to be competitive not only in the local market but internationally as well, especially that free trade will be opened soon, she added. Enciso disclosed that DAR has already commissioned earlier the Metro Dumaguete College for the business development training of the ARBOs in selected areas in the region. Meanwhile, San Isidro Mayor Susan Ang is looking forward to seeing her town as vegetable producer and her constituents engaged in livelihood. Last year, DAR has already provided these ARBOs with five power tiller cultivators and five water pumps that they used in their farming operations as recommended by the Visayas State University commissioned earlier who conducted the needs assessment and design assessment to ensure the success of this project venture. Passengers killed, missing Vessel sinks off Southern Leyte

TACLOBAN CITY- A passenger ferry capsized off the waters of Southern Leyte on September 13, killing several of its passengers. The MV Maharlika, a roll-on/roll-of vessel, was carrying 114 passengers, was bound for Lipata, Surigao from a ferry terminal in Liloan, Southern Leyte. But with strong winds and rains buffeting the vessel caused it to sink off Binit Point, Panaoan Island, Southern Leyte. As of Sept.15, out of the 114 passengers, six were confirmed to have died which was expected to increase as several passengers were still missing.

The strong winds and rains experienced at that time were due to the prevailing typhoon (Luis). Southern Leyte Governor Roger Mercado hours after the sinking incident, reported of three casualties, Rahima Ismael,20, from Zamboanga; Armando Mosqueda, 64 years old of Cagayan de Oro city; and a female passenger whose identity was not known.
Jonas Plasabas Maco, chapter administrator of Philippine Red in Southern Leyte, reported the initial list of 28 survivors from capsized boat Maharlika 2 rescued by Maharlika 4, through the coordination of its partner Red Cross chapter in Surigao city.

Isabel Llegue (Samar); Quenciano Presilda (Tagum city); Christian Balili(Davao); Dennis Rodas (Mandaluyong); Dexter Nieves(Mandaluyong); Jesse Saberon(Laguna); Jerson Sembrano (Cebu); Jaype Agoho(Batangas); Erwin Reyes(Batangas); Sonny Noyles(Batangas); Ruth Balani(Cavite); Justin Alamo(Cavite); Etta Mesias(Cantilan); Melanie Boti (Davao); Ruth Quibol(Tandag); and Peter John Delos Santos(Capiz). The Philippine Red Cross Southern Leyte and Surigao del Norte chapters provided first aid and assessment during the incident. PCA hastens recovery of fallen coconut trees to avoid infestation

PALO, Leyte- The regional office of the Philippine Coconut Authority (PCA) is rushing the hauling of coconut trees that were damaged during the onslaught of supertyphoon Yolanda from farms for fear of infesting with pests those that survived. PCA Regional Manager Joel Pilapil said that they already noticed infestation of surviving coconut trees by coconut pest rhinoceros beetles. Pilapil said the PCA has been conducting pest control and massive clearing activities and removal of the cut or sheared coconut trees out of the farms to destroy the beetles’ breeding ground.

He said that the pests can cause incalculable damage to coconut trees if left unchecked adding that beetles start infestation at the age of two months, feeding on palm shoots and leaves and attacking young coconut trees even in nurseries. He said that the pests are native to coconut farms as part of the ecosystem but their population in the region was insignificant before the Yolanda struck. After Yolanda, his men in the field noticed an increasing population of the pest and now, “this pest could exist everywhere,” Pilapil said. The PCA official said that 1.16 million trees have been processed into lumber, benefiting some 11,245 coconut farmers with clearing operations being conducted by personnel from his office. Seven wanted persons arrested by policemen in Leyte, Samar

CAMP RUPERTO KANGLEON, PALO, Leyte- The solution of crimes and arrests of wanted persons and other criminal elements are among the top priorities of Police Regional Office 8.
Thus said Police Chief Superintendent Henry Losañes, police regional director, in the wake of the arrests of seven wanted persons. In Leyte, three wanted persons were arrested. First, elements of Carigara municipal police station led by Chief Inspector Esmeraldo Tiozon arrested Herminigildo Prada, 53, married, farmer and a resident of Barangay Candigahub, at about 5:30 a.m. of September 12, 2014. The suspect was arrested by virtue of warrant of arrest for attempted homicide issued by Judge Marisa Renomeron Posion, acting presiding judge with a recommended bail of P 12,000. Second apprehension took place at Barugo, Leyte wherein elements of Barugo police led by Senior Inspector Eufracio Javines arrested Rene Corton, 31, married, farmer and a resident of Brg. Cabuloan, Barugo.

He was arrested at about 12:30 p.m. on September 13, 2014 by virtue of warrant of arrest for violation of section 5 (a) in relation to section 6 of RA 9262 issued by Judge Lauro Castillo, executive judge of RTC Branch 36, Carigara who recommended a P 12,000.00 bail. Meantime, businessman Leodegario Cañete, 43, married and a resident of Barangay Sto. Niño, Isabel, voluntarily surrendered to Palompon police at about 2:41 P.M. of September 11, 2014 for the crime of perjury and violation of RA 3019. The suspect was released after posting a bail of P36, 000.

On the other hand, elements of Calbayog City Police Station led by SPO4 Eduardo Simon arrested Julio Ticong, 56, married, teacher and a resident of said place at about 6:00 a.m. on September 11, 2014, at Purok 1, Barangay Tinambacan Norte, Tinambacan District of said city. The suspect was arrested by virtue of warrant of arrest for reckless imprudence resulting to less serious physical injuries issued by Judge Noel Sermense of Municipal City Circuit Trial Court (MCCTC) with no bail recommended. Another apprehension of wanted person happened also in the same city with the arrest of Ricardo Aguilar, 40, single and jobless. His arrest, led by Inspector Edgardo Advincula at about 12:30 p.mm. on September 12, 2014, at Purok 6, Barangay West Awang, Calbayog. He was arrested by virtue of warrant of arrest for violation of Section 5, Article II of RA 9165 issued by Judge Cicero Lampasa, of RTC Branch 31, Calbayog City with no bail recommended.

The same day, the same team also arrested Edgar Carig, 40, married, jobless and a resident of Purok 2, Brgy Capoocan, Calbayog by virtue of warrant of arrest for reckless imprudence resulting to serious physical injuries. Judge Noel Sermense, of MCCTC recommended bail of P12, 000 against the suspect. Also arrested was Ranjie Barredo, 23, single and a resident of Barangay 96, Tigawon 1, Tacloban City arrested by elements of Police Station 1, Tacloban City Police Office at about 3:40 p..m. on September 11, 2014 by virtue of warrant of arrest for slight physical injury issued by Judge Mario Nicolasora of MTCC Branch 2, Tacloban. The arrested persons were brought to the respective Municipal Police Stations for documentation prior to turn-over to the court of origin. Director Losañes commended the PNP personnel who were directly involved in the successful arrest of these wanted persons which are responsible for committing crimes. Their arrests were the products of continued police operations in close coordination with the people in the community. This accomplishment manifests their utmost dedication to duty and their professionalism.

“The PNP will remain steadfast in performing its mandated tasks to ensure the safety of the people who live and sojourn in the country, free from threats and harm. The PNP will continue to exert all its efforts to bring other perpetrators of crimes to justice and will hold them responsible for their criminal acts,” the police regional director said. (PR)

DENR to visit the Biri-LAROSA landscape and seascape as part of its coral reef assessment

TACLOBAN CITY-The regional office of the Department of Environment and Natural Resources (DENR-8) is set to visit the Biri- LAROSA Protected Landscape and Seascape (BLPLS) in Northern Samar for the habitat and vulnerability assessment as part of the ongoing Sustainable Coral Reef Ecosystem Management Program (SCREMP). “The SCREM program is a national program of the DENR which primarily aims to protect and rehabilitate the coral reef ecosystem and increase the management effectiveness of the nationally established Marine Protected Areas (MPA),” DENR-8 coastal and marine management division chief Corazon Makabenta said in an interview.

Aside from the Biri-LAROSA (Biri, Lavesarez, Rosario and San Jose) Landscape and Seascape which has length of 83.85 kilometers, other target MPAs are Guiuan Marine Reserve Protected Landscape and Seascape in Guiuan, Eastern Samar and Cuatro Islas Protected Landscape and Seascape in Hindang and Inopacan, both located in Leyte. According to Makabenta, the coral reef vulnerability assessment started in 2013 or even before the supertyphoon Yolanda struck the region. Once the number of damaged coral reef ecosystem in the region is already determined, the next steps would be the rehabilitation and protection of the coral reef; the social mobilization and development; strengthening of the MPA identification and networking and the execution of the sustainable livelihood intervention program which is intended for the fisher folks in the community, Makabenta said.

The SCREMP is an eight year-long program implemented all over the country and was launched in Biri, Northern Samar last August 23, 2013.  This program has a fund support of P1.16 billion at P1, 310 for per hectare in 63 target marine key biodiversity areas. (ROSE ANGELIE S. CASTILLANO, LNU Intern)
