Uy still PCL-Leyte prexy

PALO, LEYTE – Palo municipal councilor Wilson Uy was reelected as the Philippine Councilors League-Leyte Chapter President in an election held Wednesday, July 3 at the Leyte Academic Center in Palo town. Second termer Alang-alang town councilor Edwin Jomadiao, who only got 44 votes challenged Uy, who got the winning 279 votes during the league’s polls. Leyte has 370 councilor members including ex-officio members who are presidents of Association of Barangay Chairman (ABC). Uy expressed his gratitude to fellow council members who placed him as the league president for the third consecutive term. For this term, Uy said that he, along with fellow councilors will continue to push their advocacy for the Government Service Insurance System (GSIS) to allow councilors to continue their contribution even after serving their third term.
“We are pushing that we be allowed to continue paying for our GSIS contribution so we can avail retirement benefits,” said Uy.

The current regulation of the GSIS allows members to receive retirement benefit after paying contribution for 15 years. Elected councilors can serve the government for nine years, under a three consecutive term “The contribution that we pay at GSIS is from our salary as government officials. That is why we are pushing for the government if it needs a law or a resolution from the GSIS that we be allowed to continue paying our contribution at GSIS after serving our terms so we can avail the retirement benefits.” he added. Councilors receive salaries which range from P30,000 to P50,000. An advocacy group of the PCL had been talking with GSIS officials to study the proposal, Uy said. He added that for this term he will also push for the creation of the PCL-Leyte Chapter constitution and by-laws that will allow them to implement and fund their own projects.

Funding of projects that PCL-Leyte implement comes from the 30% share that they receive from the national chapter. PCL-Leyte Chapter now has a new set of officials for 2016-2019 which includesCouncilor Edwin Faller of Hilongos as vice-president. Faller is formerly ABC Federation President for Leyte province and sat as ex-officio member of the Leyte Provincial Board.  Other league officials elected were RindoLagonoy (Sta. Fe) as secretary, Jul Co (La Paz) astreasurer, Bert Bregaudit (Palompon) as auditor, Erwin Belleza (Abuyog) as PRO, and, David Alcover (Burauen) as business manager. Board of Directors include Councilors Manny Martinez, Bianito Fiel, Othello Crisostomo, Janice Estribella, JT Villarino, Deborah Bertulfo, Arnold Allera and Nicanor Gondaya.

Gov. Ong, Mayor Celespara leads blessing and launching of food terminal

BOBON, Northern Samar- A food terminal aimed to help farmers and the agriculture industry of this town was officially opened on Tuesday(August 2). The blessing and opening of the P7 million worth facility, located in Barangay Salvacion, coincided with Bobon’s 153rd founding anniversary held last Thursday (August 4). Governor Jose Ong, Jr., who attended the activity, lauded the administration of Mayor Reny Celespara for coming up such project. The governor said that he would continue to provide support to the municipal government which is under the administration of Mayor Celespara. The provincial government provided assistance worth P5 million in the construction of the food terminal, sitting on a one-hectare lot constructed by architect Louie Celespara.

Mayor Celespara said that the food terminal of the town is expected to help its farmers and those depending on the agriculture for their livelihood. He added that with the operation of the facility, wastage on root crops and vegetables could now be avoided and ensured quality of farm produce. Town agriculturist Jose de Dios welcomed the guests who also included town priest, Fr. Potenciano Dulay, Vice Mayor Elena Balite, other municipal and barangay officials and different farmers organizations based in Bobon. A “pinaka contest” of agricultural products coming from the 18 barangays of Bobon served as one of the light moment of the blessing of the facility.  This this year’s town founding anniversary carry a theme “Hingpit Nga Pagkaurusa, Padayon Nga Progreso San Aton Bungto.” (PETER D. CATBALOGAN CITY- Three housing projects are soon to be constructed in this city that could provide houses at low cost to hundreds of families affected by disasters and living in danger zone areas in the city. The housing projects are located in Barangays Payao, Socorro and Lagundi, City Mayor Stephany Uy-Tan said. According to the city mayor, those who are presently residing in danger zone areas are the ones strongly considered to reside on these housing projects as well as those who lost their houses due to the recent calamities that hit Catbalogan. Uy-Tan also said that the construction of houses in these housing project sites could help address the lack of house needs in Catbalogan. The first of the housing project sites that was inaugurated was in Payao held last August 1 which coincided with the state of the city address of Uy-Tan. It was attended by Pag-ibig president Darlene Marie Berberabe. Three hundred housing units are to be constructed in Payao sitting on an eight-hectare lot. The development of the area, six kms away from the city proper, could also help decongest the traffic problem of Catbalogan. “It was the city mayor who reached out to the Pag-Ibig if we can help in implementing a housing project which we welcome,” Berberabe said. Aside from the housing project, a facility for children in conflict and an evacuation center will also be constructed in Payao. It was also learned from the city mayor that tenement houses will be put up to be funded by a private company thru the help of Quezon City Disaster Risk Reduction Office. The National Housing Authority is also open to construct houses for the residents’ needs Mayor Uy-Tan said.

TARANGNAN, SAMAR – No more bumpy rides from Barangay Balugo to the town proper after the Department of Agrarian Reform (DAR) rehabilitated the more than 10-kilometer road. Last week DAR Regional Director Sheila Enciso formally turned over the rehabilitated Balugo-Imelda road to Mayor Danilo Tan for the local government unit’s (LGU’s) maintenance of the said project. Enciso disclosed that the project was implemented under the Program Beneficiaries Development component of the Comprehensive Agrarian Reform Program (CARP) thru DAR’s second phase of the Agrarian Reform Communities Project (ARCP-II) funded by a loan from the Asian Development Bank. The total project cost, according to her, amounted to P25.4-million. However, the amount was shared by the LGU shouldering P14.6-million, while the remaining P10.7-million was funded by ADB, she added.

During the said occasion, Enciso explained to the recipient LGU the latter’s responsibility in the maintenance of the project. She stressed that if properly maintained in good condition within 10 years, the loan will be converted into a grant. Included in the rehabilitation were spot concreting of about 6.5 kilometers and the construction of slope protections to prevent soil erosion that may lead to eventual damage of the road.

Meanwhile, as Mayor Tan thanked DAR for the rehabilitation of the Balugo-Imelda road, he disclosed this town having been a recipient too of another road project under ARCP-I in the past. He further added that they are hoping more blessings from DAR be poured to their municipality as there are still many roads that need repair. Provincial Agrarian Reform Program Officer (PARPO) Leovigildo Monge said that the project was implemented in the Cambatutay Agrarian Reform Community (ARC) passing through the Barangays of Balugo, Bahay, Gallego, Camunghan and Imelda. According to him, it will be benefitted by the more than 2,700 population in this area where 286 are agrarian reform beneficiaries (ARBs). Enciso also said that agricultural production and farmer’s income are expected to increase now that transportation of their products for trading will be much easier with the improved road.

Declining share of farming sector to Eastern Visayas’ economy worries officials

TACLOBAN CITY – The National Economic and Development Authority (NEDA) here in the region has expressed concern over declining share of farming and fishery sector to the regional economy despite being a major source of income for majority of the region’s population. The Philippine Statistics Authority (PSA) reported that agriculture hunting, forestry and fishing (AHFF) sector had a share of 16.7 percent to the 2015 Gross Regional Domestic Product. Of the P152.21 billion generated from various economic activities last year, AHFF only contributed P25.41 billion to the total output. “Natural threats such as the effects of El Niño and the impact of typhoon Nona have aggravated the already fragile agricultural production of the region after the 2013 supertyphoon Yolanda,” said NEDA Regional Director Bonifacio Uy. The farming sector’s share to the regional economy further declined from 20.1 percent in 2013 and 18 percent in 2014, according to PSA. The two other sectors remained the top contributors to the 2015 GRDP – services (41.9 percent) and industry (41.4 percent). However, the region is still a predominantly agriculture region. At least 723,048 hectares out of the region’s total land area of 2.32 million hectares are devoted to farming. The region has 721,724 farmers as of 2014, according to the Department of Agriculture. Presuming that each farmer supports five family members, about 3.6 million of the more the four million population in the region depends on AHFF. “A lot of people here are supported by agriculture sector. Productivity must be improved because there is the potential to generate more income,” Uy said. The official also noted the worldwide trend that less young people are interested to venture into farming-related activities. For instance, in Leyte, the 2013 National Farmers Registry System (NFRS) revealed that 52 percent of farmers in the province are 50 years and above while 25 percent of the farming workforce are 40 to 49 years old. Farmers within the 30 to 39 age bracket accounts 17 percent of farm owners and workers. Those in the age of 20 to 29 are only six percent while those with age of 20 and younger comprise only less than one percent of the workforce. “There is a general observation that our young people see more income opportunities in other sectors. That is why our state universities and colleges are encouraging more students to enroll in agriculture courses by offering scholarships,” Uy added. The NEDA official is optimistic about the future of agricultural development with the commitment and budget support of the new administration and local government units.

Former DDB official decries reassignment of policemen

TACLOBAN CITY- A former official of the Dangerous Drugs Board (DDB) aired his concern over reports that some policemen who served as witnesses to drug-related cases were being transferred from their present assignments to other areas. Clarence Paul Oaminal, who served as DDB undersecretary for two years which ended in 2010, said that practice leads to more often than not, dismissal of the drug-related cases filed by the police against individuals who were tagged to be either drug users or pushers. Oaminal reminded police officials that they could not just reassign their men who are serving as witnesses out of their whims as there are guidelines issued by the DDB on this matter.

The former DDB official, who is a lawyer by profession, was referring to a board regulation issued on November 13, 2008 during the leadership of Senator Vicente “Tito” Sotto who was then acting as the board chairman.  Oaminal said that one of the most common reasons why the dismissal rate of anti-drug related cases were due to the non-appearance of police witnesses. In the event that the transfer or reassignment of prosecution witness is unavoidable or reassigned for compelling reasons, he/she or his immediate superior shall inform or notify the court and the prosecutor handling the case as well as the office of the city or provincial prosecutor where the case is pending of the order of transfer or re-assignment within 24 hours from its approval,” he said, quoting a provision of the DDB rule. Unfortunately, according to Oaminal, this DDB regulation has been ignored either consciously or unconsciously not only by the Philippine National Police but also by the Philippine Drug Enforcement Agency (PDEA). Personnel of the PNP and PDEA has been unceremoniously transferred without faithfully complying with the DDB guidelines, Oaminal said.
