Samar now under state of calamity after being hit by massive flooding affecting more than 20,000 families

TACLOBAN CITY– The province of Samar is now under a state of calamity due to the massive flooding and landslide incidents it experienced resulting in the dislocation of more than 20,000 families.

The declaration was made possible after the Sangguniang Panlalawigan of the province approved Resolution Number 17-206-23 during their regular session on Tuesday (Nov.17).
The resolution was approved by the provincial board after the Provincial Risk Reduction Management Council headed by Gov. Sharee Ann Tan, endorsed the move.

The move to place the entire province of Samar, composed of the cities of Calbayog and Catbalogan and 24 municipalities, was in the aftermath of the massive and continuous rains brought by shear line and trough of a low pressure area from Jan 9 to 14 of this year.
“Whereas, initial reports indicated that 214,160 individuals were directly affected by flooding and landslide incidents at their respective local governments, which corresponds to 27% of the total population of the province,” part of the resolution said, citing among its reason.

The province has a total population of 793,183 based on the 2020 census of the Philippine Statistics Authority.

The same resolution also said that the province sustained P214.26 million of its agriculture sector due to the incessant rains, damaging more than 7.500 hectares of palay of which 3,042 has were totally damaged.

Earlier, the towns of Basey, Gandara and San Jorge and the city of Calbayog have declared state of calamities due to the nonstop rains.

With the declaration, all three provinces of Samar Island are now under a state of calamity due to the inclement weather.

OCD director urges officials, public to check website identifying hazard areas

TACLOBAN CITY – Office of Civil Defense Regional Director Lord Byron Torrecarion encourages local government and barangay officials, including residents to check hazards in their area by visiting the website https://hazardhunter.georisk.gov.ph/.

Torrecarion gives this suggestion after the region was battered by widespread rain since December 2022 due to the effect of the shear line and the low pressure area that resulted in flooding and landslide incidents.

HazardHunterPH is the Philippines’ one-stop shop for hazard assessment services and allows the user to quickly and easily generate hazard assessment reports of the user’s selected location.

HazardHunterPH is a product of GeoRisk Philippines, a multi-agency initiative led by the Department Of Science and Technology(DOST)-Philippine Institute of Volcanology and Seismology, together with DOST- Philippine Atmospheric, Geophysical and Astronomical Services Administration(Pagasa), DOST- Advanced Science and Technology Institute, Department of Environment and Natural Resources (DENR), through its Mines and Geosciences Bureau (MGB), DENR- National Mapping and Resource Information Authority, Department of National Defense-OCD, Department of Education, Department of Health, National Home Mortgage Finance Corporation, and Social Housing Finance Corporation.
“We would like to encourage everybody to visit this website. There is this government website https://hazardhunter.georisk.gov.ph/, go there log-in to verify if your barangay is part of that hazard area, if it is prone to landslide or flooding,” Torrecarion said.
With its aim to increase people’s awareness to natural hazards and for preparation of mitigation plans on the effects of hazards, this portal is also helpful to be used by property owners, buyers, land developers, and planners in their need of hazard information and assessment.

“Maganda yan para maging self-aware tayo,” Torrecarion said.

A total of 110, 599 were affected by the heavy rainfall that resulted to widespread flooding in the region that started Sunday evening January 8 due to the effect of LPA.

Majority of these affected families are from Eastern Samar (58, 945) wherein all 22 towns and Borongan City were affected by flooding.

Based on its data, the OCD said that damages to the agriculture sector reached up to P129.74 million affecting 8,989 farmers and fishermen.

U.S. launches P1 billion e-commerce project to support digitalization of Filipino SMEs

Manila-On January 11, the United States government, through the U.S. Agency for International Development (USAID), launched a five-year, one billion peso ($18 million) partnership with the Philippine government to help small and medium enterprises (SMEs) transition to mature e-commerce businesses.

The Strengthening Private Enterprises for the Digital Economy (SPEED) project will expand the participation of Philippine SMEs in the country’s emerging e-commerce ecosystem by improving their capacity to adopt digital technologies; supporting the integration of SMEs and e-commerce platforms in logistical supply chains; increasing the use of e-payment systems and other fintech innovations; and strengthening consumer awareness and protection.

SPEED supports the U.S. government’s goal to help the Philippines develop a robust, secure, and resilient digital economy as a key to drive post-pandemic recovery and long-term economic growth for the country.

“As we all know, COVID-19 has fundamentally altered the way we do things, accelerating the shift toward e-commerce, digital platforms, and the digital economy of the post-pandemic world,” Ambassador Carlson said at the launching event attended by Department of Trade and Industry (DTI) Secretary Alfredo Pascual, Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla, and partners from government and the private sector. “SPEED signals the U.S. government’s strong commitment to supporting the Philippine government’s vision of a digital Philippines.”

“Key in DTI’s support to scale MSMEs is to help them overcome constraints to their access to technology. We aim to enable MSMEs to embrace digital transformation. This way, I believe DTI and USAID’s directions to enhance SME capacities align,” DTI Secretary Pascual said. In his remarks, he also emphasized DTI’s support to the development of the government’s E-commerce Adoption Platform, and their planned Supply Chain Digitalization Project that aims to digitize logistics and supply chains around the country.

“The BSP is optimistic that the programs under SPEED will further support the BSP’s Digital Payments Transformation Roadmap objective to convert at least 50 percent of retail payment transactions to digital form by the end of 2023,” BSP Governor Medalla noted. “Collaborations and partnerships such as this will contribute toward a more resilient and stronger Philippine economy that promotes a high quality of life for all Filipinos.”

During the event, private sector partners led by the Philippine Chamber of Commerce and Industry also launched the Philippine E-Commerce Alliance. Established with the support of USAID, this private sector-led coalition will facilitate the development of a national business agenda for digital transformation and inclusion. (PR)

DENR, Globe hail winners of KLIMA-likasan Awards

In celebration of the 2022 National Climate Change Consciousness Week, the Department of Environment and Natural Resources (DENR) and Globe recognized the efforts of individuals, groups, and local government units (LGUs) to address climate change, contribute in disaster risk reduction, and promote cultural and behavioral shifts.
In line with its commitment to climate resiliency, Globe partnered with the DENR Climate Change Service (CCS) and is the lone private sector co-presenter of the 2022 Mga Kuwentong KLIMA-likasan: A Climate and Disaster Resiliency Recognition Awards.
Entries were evaluated based on their Climate and Disaster Resiliency content (60%), visual appeal of photos and videos (30%), and the geographical reach of the initiative (10%).

The board of judges composed of representatives from the Climate Change Commission (CCC), Office of Civil Defense (OCD), and Globe chose individuals, groups, and local government units that have come a long way in their efforts to address climate change impacts within their communities or beyond.

As the county’s leading digital solutions provider, Globe recognizes that climate change is a huge challenge that requires collective action, hence the need to support and highlight the efforts of Filipinos from around the country.

KLIMA-likasan also gave out Climate Technology for Resilience Awards. Winners for this category were chosen for their contributions and initiatives that highlight the role of digital technologies in building resilience, including the use of artificial intelligence, robotics, sensor-driven tools, smartphone applications, the Internet, SMS, and social media, among others.

The awardees are: Raheemah Hafsah Pangarungan’s BIOPHIL, which intends to provide cleaner, cheaper, a more accessible energy source and products from water hyacinth, an invasive plant species within Lake Lanao; iRISE UP’s Intelligent, Resilient, and Integrated Systems for the Urban Population, which aims to streamline the Disaster Risk Reduction and Management (DRRM) Information System of Quezon City; and CDRRMO Baguio City’s Smart and Gender-Inclusive Flood Early Warning, Information and Mitigation System for its online system, real-time data capture system, and flood mitigation action plan.

“The stories that we received from 16 regions in the country only say one thing: there are already significant actions happening on the ground. We need to take note of them, document them, map them and see how we can scale up the initiatives to expand to other areas in their community,” shared Undersecretary Analiza Rebuelta-Teh of the DENR.

DPWH-Leyte 4th DEO joins the nation in celebrating Autism Consciousness Week 2023

The pledge of commitment aims to promote the acceptance, accommodation and appreciation of persons on the autism spectrum and to discourage people from using “autistic” as a derogatory term. Ligayo, who was in this town on Thursday (Jan.19) to witness the declaration of support of more than 100 former sympathizers of the communist armed group, the New People’s Army (NPA), said that he is confident that the insurgency problem of the country will finally come to its end.

“He is a very intelligent man. He is the right person for the position,” the commanding general of the 8th Infantry Division, based in Catbalogan City, said.

“He is very familiar with his work being a former military man and he was also a former secretary of the Department of Interior and Local Government,” Ligayo added.
Año replaced Clarita Carlos as NSA on Jan.14.

Ligayo said that he is confident that the insurgency problem in the region, in particular, will finally come to its end, more than 50 years since the armed group of the Communist Party of the Philippines waged its armed war with the government.

“The trend is irreversible. We see the fall of the communist terrorist group in the (region). It is just a matter of time,” he said.

He particularly mentioned that the communist armed group is now ‘leaderless’ with the death of Jose Maria Sison on Dec.16 last year which could be considered as another factor for the weakening of the outlawed group.

Earlier Ligayo said that he sees the end of insurgency in the region within the first quarter of the year, adding that the armed group is now mostly active in Northern Samar where four of its five existing fronts are operating.

Meantime, Ligayo commended the anti-insurgency campaign being waged by the soldiers in Leyte, led by Col. Noel Vestuir, the commanding officer of the 802nd Infantry Brigade.

Vestuir, he said, is credited for the surrender of rebels and their sympathizers.

On Thursday, more than 100 sympathizers took their allegiance to the government as they denounced their former allies in a program.

Vestuir said that with the decision of these sympathizers to cut their ties with the communist group, they in effect lost their mass bases which they use not only to propagate their cause but also as their sources of finances and their other needs.

He disclosed that aside from the military operations, they are also conducting ‘localized efforts’ to end the insurgency problem in Leyte, in particular.

According to him, part of the effort is to convince the rebels to surrender and return to the folds of the law through their respective families.

Last year, six rebels returned to the folds of the government using this scheme, Vestuir said.

Among those who graced the ceremony were Alangalang Mayor Lovell Yu and Governor Carlos Jericho Petilla.

The governor vowed to construct roads to remote barangays and connect them to the urban centers to ensure that they will not become attractive to recruitment by the rebel group.
