Church leaders renew calls for Maharlika Highway repair

TACLOBAN CITY – Church leaders in Samar have renewed their call to the Department of Public Works and Highways (DPWH) to see the ‘unbearable condition’ of the Maharlika Highway and conduct rehabilitation works there.

The call was made by Bishops Isabelo Abarquez of the Diocese of Calbayog; Emmanuel Trance of the Diocese of Catarman; and Crispin Varquez of the Diocese of Borongan during the March 10 gathering of the Samar Island Partnership for Peace and Development (SIPPAD) held in Calbayog City.

Also present were local officials led by Rep.Stephen James Tan (1st district).
“For this common concern of the Samareños and the nearby provinces, we continue our engagement with the government agencies and consistently collaboration with them because our concern is also the concern of the people,” Bishop Abarquez said.

“We continue doing this because the concern of the local government units is also a Church concern. We invited DPWH because the road is also our concern,” the prelate stressed.
During the meeting, personnel from the district engineering offices of the DPWH presented the challenges they are facing as to why road repair is very slow.

In the first district of Samar, they informed the body that for the total length of more than 144 kilometers under their jurisdiction, they are only given a total budget of P17.9 million for its repair and rehabilitation.

This budget will also be used for rehabilitation and repair of other government structures and infrastructures like flood control and drainage, then public buildings.
Although they are expecting a supplemental budget, this is still not enough for the maintenance works, they said.

In the second district of Samar, of the more than 232 kilometers road under their jurisdiction, they are only given a total of P14 million budget for maintenance work, 100 percent lower compared to the P34 million budget allocated to them last year.

The P14 million maintenance fund will be used not only in repairing road but also for other government structures that are under their jurisdiction in the second engineering office.
To hasten the repair of roads in Samar, Rep. Tan had asked the three bishops of Samar Island thru SIPPAD to lobby for additional budget allocation for the repair of the Maharlika Highway.

Meanwhile, DPWH Regional Director Edgar Tabacon disclosed that for the past three years, maintenance fund of the region had significantly reduced to about 21 percent.
For this year, the region was allocated with P248 million budget for maintaining more than 2,500 kilometers of the national road.

“In fairness to our district offices, they included this in our budget, the 59 kilometers dilapidated section was included in the budget but only 16 kilometers was approved for funding,” Tabacon said.

“Sec. (Manuel) Bonoan is aware of the situation and he gives priority for the repair of the Maharlika Highway, not only in Eastern Visayas but in the whole country where Maharlika is traversing,” Tabacon added.

It was learned that the funding for the repair will be sourced from a foreign fund with the inspection of the dilapidated section of the Maharlika Highway conducted November last year.

National Women’s Month celebration kick-offs in Tacloban City

TACLOBAN CITY– City government employees alongside active socio-civic organizations of Tacloban gathered on Wednesday (March 8) to kick off this year’s National Women’s Month celebration.

This year’s theme “WE for gender equality and inclusive society” and the official hashtag #WEcanbeEquALL, campaigns to emphasize not only women themselves but also everyone in the society in the pursuit of ensuring equal rights and opportunities regardless of gender.

The program started with a motorcade joined by representatives from Tomeco, Highway Patrol Group (HPG), Armed Forces of the Philippines (AFP), Bureau of Jail Management and Penology (BJMP), Tacloban City Police Office (TCPO), National Bureau of Investigation (NBI), Bureau of Fire Protection (BFP), Rotary Club Kandaya, Federation of Women’s Association, Tacloban City Council of Women (TCCW), and various government offices and departments in the city.

Councilor and GAD special committee chair Aimee Grafil ended the program by commending women and their efforts to protect the rights and privileges that they get to freely enjoy at present.

“We have come a long way to achieve empowerment; to achieve equality. Asya it aton gin ce-celebrate today. Gin ce-celebrate naton an tireless work of women, especially ha workplace. Women nga aadto ha balay. Women liwat nga hasta yana, naniniguro nga ipakita kung ano it iya kakayahan,” she said in her speech.

Additionally, it was announced that there will be a “Tacloban City Government Women Employees Week” from March 27 until March 31 wherein personal care services such as hair cutting, manicure, and pedicure will be offered exclusively to the city government women employees on March 30.

Primary Structures Corporation renews partnership with KEITECH tech-voc school

Thirty of the 60 KEITECH trainees who have undergone the heavy industrial multi-process welding course will be deployed in PSC for 3 months.

KANANGA, Leyte – Leading Cebu-based construction firm, Primary Structures Corporation (PSC), has renewed its partnership with technical-vocational institution, Keitech Educational Foundation, Inc., to support its on-the-job training requirements for its regular trainees and at the same time, provide potential employment to its graduates.

Thirty of the 60 KEITECH trainees who have undergone the heavy industrial multi-process welding course will be deployed in PSC for 3 months.

“This renewal signifies both parties’ strong and fruitful partnership that began 14 years ago in the same year when KEITECH was founded. We are thankful to PSC’s solid support all these years,” said KEITECH Administrator Erwin Magallanes.

Over 1,200 trainees have successfully completed their technical-vocational courses in KEITECH and passed their national certification exams from TESDA since it was established in 2009.

Established in 2009 by the country’s 100% renewable energy company, First Gen-owned Energy Development Corporation (EDC), KEITECH aims to help address poverty incidence in the province that was estimated at nearly half of its total population at that time.

KEITECH has been providing a revolutionary curriculum consisting of technical training combined with life skills and values formation that help capacitate local out-of-school youth and enhance their success at gainful employment both here and abroad in sectors such as hospitality, food and beverage services, construction, engineering and many others.

Since its establishment, KEITECH has trained over 1,200 students and has consistently held the record for 100-percent passing rate in national certification exams among its graduates, thereby making them highly in demand among employers here and abroad.

A critical part of its curriculum is the on-the-job (OJT) training that all trainees need to undergo to hone their skills prior to graduating from the 10-month course. This is where PSC has been helping KEITECH by providing an opportunity to be accommodated as OJT Trainees or better yet, be employed in the company.

“We are more than glad to be one of KEITECH’s conduit of change and progress since its inception through the OJT and jobs that we have been providing to its highly qualified trainees,” said Ms. Paulette D. Liu, Senior Vice President for Human Resources and Administration at PSC.

To date, more than 300 of its trainees have completed their OJT training in PSC while at least 15 of its graduates are now gainfully employed by the construction firm. This school year, 30 out of KEITECH’s 60 trainees who have undergone the Heavy Industrial Multi-Process Welding course will be deployed in PSC for 3 months. U.S. hosts regional maritime sanctions enforcement workshop in Manila

Manila-The United States government recently hosted a workshop for customs, coast guard, and legal officials from the Philippines, Indonesia, Vietnam, and Taiwan to strengthen regional cooperation in enforcing international maritime sanctions.

Organized from February 28 to March 2 in Manila by the U.S. Embassy’s Export Control and Border Security (EXBS) Program and the James Martin Center for Nonproliferation Studies of the Middlebury Institute of International Studies, the workshop trained participants on the impact of sanctions on key stakeholders; regional examples of sanctions evasion; challenges to the enforcement of sanctions; and models for implementing relevant United Nations Security Council resolutions. Delegates also participated in tabletop exercises where they applied skills in investigating and preventing sanctions evasion.

Through this workshop, participants developed closer working relationships to jointly address sanctions evasion activities in the region.

“This event is a great opportunity for the delegates to meet and share each nation’s response to maritime sanctions evasion activities. The workshop and relationships developed will provide contacts for future collaboration and cooperation,” EXBS Regional Advisor Ransom Avilla said at the workshop’s opening ceremony attended by Philippines Department of Foreign Affairs Undersecretary Jesus Domingo and Philippine Strategic Trade Management Office (STMO) OIC Director Janice Dimayacyac.

“We in Southeast Asia are located in a strategic area prone to various sanctions evasion tactics. I hope that this workshop would facilitate that dialogue and strengthen regional cooperation as we work our way towards preventing these illicit trade activities within our region and complying with our obligations under United Nations Security Council Resolution 1540,” STMO OIC Director Dimayacyac said.

In Manila, the participants also visited the Philippine National Coast Watch Center for a briefing on the center’s functions and its best practices in countering maritime threats. (PR)

DPWH completes 81.306% of SPCR project

NSSDEO, Brgy. Burabud, Laoang, Northern Samar-– The Samar Pacific Coastal Road (SPCR) has provided the Northern Samar 2nd District Engineering Office (NSSDEO) their latest monthly accomplishment report as of January 25, 2023. Costing P 1.241 billion (KEDFC LOAN NO. PHL-14), its actual accomplishment is now 81.306%.

The SPCR project is envisioned to link the so-called “Pacific Towns”. Its completion would complement and eventually establish a circumferential road lop of Samar Island. Further development of the regional industries would stimulate further growth and reduce poverty rate incidence in the area. It will also provide benefits to the local economy and improve economic situation in the area as a result of an improved transportation system.

It aims to construct an 18.6472-kilometer Portland Cement Concrete Pavement (PCCP) including the construction of three (3) bridges located in Barangays Simora and Jangtud with total length of 261.0 linear meters. It will directly connect by land travel población Palapag with Brgy. Simora in the mainland Northern Samar.

Court releases 9 accused via bail bond

Cops tag as behind Mayor Aquino killing

CITING ‘weak of evidence,’ a regional trial court in Calbayog City granted the appeal of nine police officials who were all accused in the murder of Mayor Ronaldo Aquino for their temporary liberty.

Judge Maricar Lucero, the presiding judge of Regional Trial Court- Branch 41, granted the motion of the accused for bail on Tuesday (March 7), a day before the commemoration of the second death anniversary of the shooting and killing of Aquino and three others.

Last March 8, 2021, Aquino was shot to death inside his vehicle while traversing a bridge in Barangay Lonoy by a group of armed men, later identified to be policemen, on his way to attend the birthday celebration of his son, Mark.

Aside from Aquino, also killed were his driver Dennis Abayon, security escort Rodio Sario, and Clint Paul Yauder, a civilian who happened to on the area during the incident.
The slain mayor’s other security aide, Mansfield Laboni, survived the gun attack.

Each of the nine police suspects, Lt.Col. Harry Sucayre; Major Shyrile Tan; Capt.Dino Goles; Lt.Julio Armeza, Jr.,SSG Neil Cebu; SG Edsel Omega; Pat. Niño Salem; SSG Randy Merelos; and Cpl. Julius Garcia were allowed to post P120,000 bail for their temporary liberty.

All accused are currently detained at the Calbayog city district jail. They were charged for murder and frustrated murder filed by the National Bureau of Investigation.

“For failure to establish strong and convincing evidence of guilt for the crime of murder, accused Harry Sucayre, Neil Cebu, Shyrile Tan, Sandino Goles,Julio Armeza,Edsel Omega,Niño Salem,Julius Garcia, and Randy Merilos must be admitted to bail in the amount of P120,000 for each of them in each of the cases,” part of the court decision said.
The court, however, stressed that by granting bail to the accused, will ensure of their appearance during trials and for them not to commit further crimes.

“Thus, bail acts as a reconciling mechanism to accommodate both the accused’s interest in his provisional liberty before or during trial, and the society’s interest in assuring the accused’s presence at trial,” it added.

The granting of bail by the court was criticized by Atty. Alma Uy, the lawyer of the Aquino family.

Uy said that they find it shocking and disheartening that the decision came out a day before the third-year anniversary on the murder of Aquino, who was serving on his second term when he was gunned down.

“Despite (the) overwhelming evidence against the policemen accused, the judge rules to grant them bail, during pendency of trial in the murder cases. Evidence that the NBI gathered and presented in court were ignored. Witnesses had risked their lives in testifying against the accused, only for the judge to declare, that evidence is weak,” Uy said on her social media account.

“And it had to be timed with the commemoration of their death? While today, Calbayognons recall and relive the pain of the brutal murder of a beloved mayor, his killers will be set free, to dance upon his grave,” she added.

Aquino took the post as Calbayog city mayor in May 2011 after the sitting mayor at that time, Reynaldo Uy, was killed in a gun attack in Hinabangan town while attending a fiesta-related event.

The murder of Uy remains unsolved.
